Communique from the Popular Indigenous Council of Guerrero-Emiliano Zapata (CIPOG-EZ), denouncing the disappearance of two of their members at the hands of the police, and announcing a highway blockade to protest insecurity in their communities

Brothers and sisters. In the afternoon of January 25 at approximately 5:40pm, our compañeros Pablo Hilario Morales of the community of Tula, and Samuel Hernández Sánchez of the community of Zapapexco—both part of the CIPOG-EZ and CNI-CIG—were detained by municipal police of Atlixtac. We continue not knowing of their whereabouts.
As an organization, we are seeking information regarding their location. The authorities say they do not know anything, including in Atlixtac, where they even denied information to the National Human Rights Commission. We fear for the lives of our brothers, but the authorities seem to not care about life. It is more than evident that the government of Guerrero is afraid of confronting the criminal groups who move at will, kidnapping, assassinating, torturing, and shooting the population throughout the state. Acapulco, Chilapa, different parts of the Sierra, the Tlapa mountain region, Chilpancingo, are all scenes of extortion and assassination. The inaction of the authorities shows clearly that they are colluding with criminal and narco-paramilitary groups. We have denounced this to exhaustion, but the municipal, state, and federal authorities turn a deaf ear and look at us with contempt, as if we are only seeking charity, social programs, or crumbs to shut us up.
It is not only municipal authorities and municipal presidents. The National Guard, SEDENA, state and local police who are supposedly in charge of security, they also cover their eyes ignoring those who carry out crimes against the communities. At the same time, they continue claiming that they are engaged in actions to provide security. They do not understand that the criminals, the narco-paramilitary groups, must be sought out from within their own structures, inside the municipal police, prosecutor’s office, and municipal governments. With one hand they collect their salary from the taxes of the people, and with the other they collect pay from organized crime groups for their complicity and silence.
What good is a dialogue offered by the AMLO Administration, Evelyn Salgado Pineda, and the other levels of government, if when it comes to confronting organized crime, they don’t do it? We affirm that they are only acting as if they are truly listening to the people. We say to them, if they cannot provide security, they should resign. If they do not dare to confront organized crime groups, then they should get out of here. For the authorities, the lives of our people are just numbers, votes, political commodities. They only administer death, and resort to lies to avoid exposing their ineptitude.
The power vacuum that exists in Guerrero is visible. It is not possible that the government is afraid of confronting organized crime and narco-paramilitary groups. Just yesterday around 5:00pm, in the Valley of Ocotito, in the municipality of Chilpancingo, men armed with military grade weaponry and armored cars fired rounds for more than an hour against community police. No authority was there was confront these criminal groups. Not the army, ministerial police, nor the National Guard have acted to carry out arrests or stop the violence that plagues the state. This demonstrates that the criminal groups have the capacity to attack and move around as they please. It proves that they control the police who share with them inside information so that they can circulate and terrorize the population, assassinating those who decide to defend life.
For this, we demand the alive appearance of our brothers Pablo Hilario Morales and Samuel Hernández Sánchez.
- We demand that the municipal police of Atlixtac, of Chilapa, and of José Joaquín de Herrera, be purged. It is well known that they are in collusion with the criminal narco-paramilitary group, “Los Ardillos.”
- We demand the investigation and purge of municipal presidents. They are the ones who coordinate and dispute the resources of the people. They are also the ones who are allowing that the criminal groups operate with complete freedom.
- We demand that SEDENA and the National Guard began to actually do their job of stopping organized crime, “Los Ardillos,” and those who allow these groups to kill and terrorize the population.
We hold responsible the municipal president and municipal police of Atlixtac for the disappearance of our brothers. We also hold responsible the three levels of government because they know what is happening in Guerrero. Denunciations have been made to all government agencies. There has not been a clear response on how to end the violence in our communities, and in the state of Guerrero as a whole. As the CIPOG-EZ, we will maintain a blockade on the highway which runs from Tlapa to Chilapa, and we will carry out more actions until the return of our brothers Pablo Hilario and Samuel Hernández, until the governments assume their responsibility to the people. We call on the different organizations, networks, collectives, and human rights organizations, to share, denounce, and be attentive to the situation.

Hermanos y hermanas, luego de denunciar que la tarde del 25 de enero, aproximadamente a las 5:40 de la tarde, nuestros compañeros Pablo Hilario Morales de la comunidad de Tula y Samuel Hernández Sánchez de la comunidad de Zapapexco municipio de Chilapa, ambas comunidades integrantes del CIPOG-EZ, CNI-CIG, fueran detenidos por la policía municipal y un comandante del Ayuntamiento de Atlixctac, seguimos sin saber nada de ellos.
Como organización, buscamos obtener información de su paradero, pero las autoridades dicen no saber nada de ellos, incluso en Atlixtac, se le negó información a la Comisión Nacional de Derechos Humanos. Tememos por la vida de nuestros hermanos, pero a las autoridades parece no importarles la vida. Es más que evidente que el gobierno de Guerrero teme atentar contra los intereses de los grupos delincuenciales, que se mueven a sus anchas, secuestrando, asesinando, torturando, disparando en contra de la población en todo el estado; Acapulco, Chilapa, en distintas partes de la sierra, en la Montaña de Tlapa, Chilpancingo, son escenarios de extorsiones y asesinatos y la inacción de las autoridades es a todas luces muestra de que están coludidas con los grupos delincuenciales y narco-paramilitares. Esto lo hemos denunciado hasta el cansancio pero desde las autoridades municipales y estatales de Guerrero, hasta las federales, hacen oídos sordos y nos miran con desprecio, como si sólo estuviéramos pidiendo su caridad, sus programas sociales, migajas para callarnos.
Pero no sólo son las autoridades de los municipios y los presidentes municipales, pues la Guardia Nacional, la Sedena, la policía estatal y todas las corporaciones que supuestamente se deben encargar de la seguridad del pueblo, también se tapan los ojos para no ver a quienes perpetran los crímenes contra las comunidades, al mismo tiempo que se llenan la boca con palabrería para afirmar que se están realizando acciones para brindar seguridad. No entienden que a la delincuencia, a los grupos narco-paramilitares, se les debe buscar dentro de su misma estructura, dentro de la policía municipal, dentro de la fiscalía, en los presidentes municipales, que con una mano cobran el salario producto de los impuestos del pueblo y con la otra cobran la paga del crimen organizado por su complicidad, por su silencio.
¿De qué sirve el diálogo que ofrece la 4T, Evelyn Salgado Pineda y los demás niveles de gobierno, si a la hora de enfrentar a la delincuencia no lo hacen? Por eso afirmamos que sólo están simulando escuchar al pueblo. Es por eso que les decimos que si no pueden brindar seguridad, que renuncien, si no se atreven a enfrentar al crimen organizado, que se vayan. Porque para las autoridades la vida de nuestros pueblos son números, son votantes, son el botín político, sólo administran las muertes en función de la imagen de su gobierno, por lo que acuden a la mentira para no evidenciar su ineptitud.
Es visible el vacío de poder que existe en Guerrero; no es posible que el gobierno tema enfrentar a la delincuencia y a los grupos narco-paramilitares. Ayer mismo, en Valle de Ocotito, municipio de Chilpancingo, personas con armas de uso exclusivo del ejército y autos blindados, dispararon por más de una hora, al rededor de las 5 de la tarde en contra de la policía ciudadana, sin alguna autoridad que enfrentara a estos grupos delincuenciales, ni el ejército, ni la ministerial, ni la Guardia Nacional han actuado para realizar las detenciones e impedir la violencia que azota al estado, demostrando que estos grupos delincuenciales tienen la capacidad de atacar y entrar cuando quieran, que tienen el control de los policías que les pasan información para que ellos circulen y dañen a la población, para que asesinen a quienes deciden defender la vida de ésta.
- Es por eso que demandamos la aparición con vida de nuestros hermanos Pablo Hilario Morales y Samuel Hernández Sánchez.
- Que se depuren a las policías municipales del Municipio de Atlixtac, del Municipio de Chilapa, del Municipio de José Joaquín de Herrera, pues se sabe de sobra que están coludidos con el grupo delincuencial y narco-paramilitar “Los Ardillos”.
- La investigación y depuración de los presidentes municipales, pues son éstos quienes tienen la coordinación y la disputa por los recursos de los pueblos y permiten que los grupos delincuenciales operen con toda la libertad.
- Que la Sedena y Guardia Nacional, empiecen a hacer su trabajo de detener a la delincuencia, a “Los Ardillos” y a quienes permiten que éstos maten y atemoricen a la población.
Responsabilizamos al presidente municipal de Atlixtac y a la policía municipal, por la desaparición de nuestros hermanos. También responsabilizamos a los tres niveles de gobierno, pues saben lo que pasa en Guerrero, las denuncias se han hecho en todas las instancias gubernamentales, sin una respuesta clara que termine con la violencia en nuestras comunidades, ni en el estado. Como CIPOG-EZ, mantenemos un bloqueo en la carretera que va de Tlapa a Chilapa, y realizaremos más acciones hasta no tener de vuelta a nuestros hermanos Pablo Hilario y Samuel Hernández y hasta no ver que los gobiernos asuman su responsabilidad con el pueblo, por lo que llamamos a las distintas organizaciones, redes, colectividades, organismos de Derechos Humanos, a difundir, denunciar y estar atentos a lo que pueda suceder.
