(English) Call out for global action against militarization and the capitalist and patriarchal war against the peoples of all of Mexico and the world, against the EZLN and the Zapatista communities and against the original peoples of Mexico

DAY OF RESISTANCE AND INDIGENOUS DIGNITY
To the peoples of Mexico and the world,
To the original peoples,
To the organizations and collectives that defend human rights,
To the National and International Sexta,
To the Networks of Resistance and Rebellion,
To the Insubmissive, Dignified and Rebellious Europe,
To the signatories of A Declaration for Life.
530 years after the misnamed Conquest of America, we have nothing to celebrate but the resistance and rebellion of the original peoples.
This date marks the beginning of the resistance of our peoples and communities against the greatest genocide in the history of humanity, against the invasion, against the conquest, against the dispossession of our lands and territories, against the extermination of our institutions, languages, culture and traditions; that is to say, against the death produced by patriarchal capitalism.
In contrast to the pain and rage of our peoples, last year, while the EZLN denounced that «Chiapas was on the verge of Civil War»; at this time, the Zapatista peoples, in what they called «The Journey for Life», decided to cross the Atlantic to reach the other Europe, the Europe of the Insubmissive, the Europe of Below and to the Left…, they said: «We are going to thank the other for its existence. To thank the teachings that their rebellion and their resistance have given us. To deliver the promised flower. To embrace the other and tell them in their ear that they are not alone.
To whisper to them that it is worth the resistance, the struggle, the pain for those who are no longer here, the rage that the criminal is unpunished, the dream of a world that is not perfect, but better: a world without fear. And also, and above all, we will seek complicity… for life.»
Next October 12, it will be 26 years since the founding of the National Indigenous Congress, the House of Indigenous Peoples in Mexico, a space for reflection and solidarity of which the EZLN is a founder and where the different ways of organization, representation and decision-making are respected. The struggle for life has been our collective word for 530 years and the war against our peoples has always been the response of the bad governments. For this reason we raise our voices and mobilize to demand a total halt to the military encirclement, paramilitary attacks and the counterinsurgency war directed against the EZLN and Zapatista communities; and against the original peoples of Mexico through militarization and paramilitarization, organized crime, mega-projects of death and the dispossession of our lands and territories.
Last year, the CNI denounced that up to that date, 33 murders of its members had been documented, among them six women, as well as two disappearances; one year later, these numbers have increased considerably, the common denominator is impunity.
Mexico has always faced flagrant and systematic violations of individual and collective human rights that have worsened under the current 4T regime. Homicides, extrajudicial executions and mass disappearances, as well as repression against students, women, peasants, teachers, workers, youth, defenders of human rights and Mother Earth, as in the case of our brother Samir Flores Soberanes, journalists, activists and indigenous peoples is constant and growing; and ranges from harassment and threats, to dispossession, displacement, torture, political imprisonment, disappearance, homicide, femicide….
There are innumerable forms of war that we, the peoples of Mexico, face.
We know that this patriarchal and capitalist system wants to subdue us all over the world, as is currently happening in Ukraine, in Afghanistan, in the Middle East, all over the planet; but if we unite and organize ourselves we can fight together against war and against capitalism.
The bad governments use militarization, paramilitarization, attacks and aggressions of organized crime to impose the extraction of minerals and hydrocarbons or mega-projects of death such as the misnamed Mayan Train, the Interoceanic Corridor and the Morelos Integral Project. The dispossession of water is institutionalized practically throughout the national territory, and military and police members are assigned to defend transnational companies. The contamination of rivers, groundwater, air and land is increasing; priority is given to mining, drug trafficking, illegal logging and industry.
The communities, peoples and organizations denounce over and over that the imposition of infrastructure and extractivism projects is carried out with the direct participation of the National Guard, which increases the militarization of daily life in many regions and indigenous peoples. This situation is nothing more than the never-ending continuation of colonization.
Recently the House of Representatives and Senators approved legislative modifications to pass operational and administrative control of the National Guard to the Secretary of National Defense (SEDENA), even though this contravenes Article 21 of the Constitution. Now they are seeking to extend the time in which the Army and the Secretariat of the Navy may intervene in public security tasks: not only until 2024 – the term agreed upon to strengthen state and municipal police forces – but until 2028, thus imposing a trans-sexennial scheme.
These decisions, instructed by Andrés Manuel López Obrador from the executive branch, contradict his campaign promises to «return the Army to its barracks» and give the military a leading role and a presence in the life of the country as they have never had before. This despite the fact that they have violated and continue to systematically violate the human rights of the people of Mexico, as evidenced by massacres such as that of October 2, 1968, that of June 10, 1971, the so-called dirty war, the alleged war against drug trafficking, from Calderón to the present day, or the disappearance of the 43 students from Ayotzinapa with the central participation of the Mexican Army.
For all of the above, as an agreement of the Expanded Meeting of the Coordination and Follow-up Commission of the CNI-CIG, as well as of the different organizations, networks and collectives that accompany the National Indigenous Congress, we call so that according to their times, ways, calendars and geographies, on October 12, 2022, we carry out a….
GLOBAL ACTION AGAINST MILITARIZATION AND THE CAPITALIST AND PATRIARCHAL WAR AGAINST THE PEOPLES OF MEXICO AND THE WORLD, AGAINST THE EZLN AND THE ZAPATISTA COMMUNITIES AND AGAINST THE ORIGINAL PEOPLES OF MEXICO.
We call upon the peoples of Mexico and the world who resist against death and oblivion, the social, civil and political organizations, the National and International Sexta, the networks of resistance and rebellion, the signers of A Declaration for Life in the five continents, the women and men of good heart, so that together we raise our voices against the war in Mexico and in the world.

Pronunciamiento de la reunión extendida del CNI-CIG en la Casa de los Pueblos «Samir Flores Soberanes» septiembre 2022, Ciudad de México

Reunidos en la Casa de los Pueblos Samir Flores Soberanes el día 24 de septiembre de 2022, nos dimos cita los pueblos maya, rarámuri, otomí, nahua, mixteco, chontal, mazateco, chinanteco, náyeri, tepehuano, totonaco, zoque, purépecha, mazahua, zapoteco, coca, mayo y yaqui de los estados de Campeche, Ciudad de México, Colima, Chiapas, Chihuahua, Estado de México, Guerrero, Hidalgo, Jalisco, Morelos, Michoacán, Nayarit, Oaxaca, Puebla, Querétaro, Quinta Roo, San Luis Potosí, Sonora, Veracruz y Yucatán.
Compartimos palabra con quienes acompañan el caminar de los pueblos que somos el CNI, como el Colectivo Llegó la Hora, Coordinadora Metropolitana Anticapitalista, Red Universitaria Anticapitalista, Mujeres y la Sexta, Red MyCZ, Frente del Pueblo Resistencia Organizada, Red de Apoyo Iztapalapa Sexta, Organización Popular Francisco Villa de Izquierda Independiente, Colectivo Grietas del Norte, Tejiendo Organización Revolucionaria, Doce Pueblos de Tecamac, Partido de los Comunistas, Coordinación de Pueblos, Barrios y Colonias de Xochimilco y la Coordinadora de Colonias de Ecatepec.
Desde nuestra asamblea escuchamos la palabra digna de los padres y madres de los 43 estudiantes de la Escuela Normal Raul Isidro Burgos de Ayotzinapa, Guerrero, que fueron desaparecidos por el gobierno mexicano, por las policías municipales, estatal de Guerrero y por el ejército mexicano, que siendo uno solo con distintas bandas delictivas, siguen protegidos descaradamente por el gobierno federal.
Escuchándonos, nos vemos en todo el territorio nacional como pueblos que resisten a la guerra abierta, militar, paramilitar y a través de los cárteles criminales; y entendemos que este gobierno en turno no solo garantiza la impunidad a las fuerzas armadas, sino que, militarizando peligrosamente al país, las pone al frente de la seguridad y de actividades que deberían ser tarea de civiles, las pone a proteger los grandes megaproyectos capitalistas y los intereses de los Estados Unidos de América, mientras permite que las bandas criminales se apropien del territorio nacional con el propósito de sembrar el miedo y la desorganización para permitir la proliferación de jugosos negocios mineros, energéticos, inmobiliarios o de tráfico de seres humanos en una abierta GUERRA EN CONTRA DE TODOS LOS PUEBLOS DE MÉXICO. Estos megaproyectos y estos negocios son apostados en la geografía nacional y, sobre todo, en los territorios indígenas; espacios en los que desde hace algún tiempo crecen galopantes la criminalidad, el alcoholismo, la drogadicción y, por supuesto, la destrucción de la Madre Tierra, así como la pobreza y la explotación humanas.
En medio de esta realidad el gobierno federal llama a la mentira planes de justicia indígenas, y en ellos habla de la lucha que los pueblos han hecho durante años, sin tocar lo que ha dado lugar a la injusticia, sin afectar los intereses de las empresas mineras, de los especuladores de tierras, de las industrias extractivas; sin modificar su tradicional política indigenista. Con engaños, chantajes y programas clientelares, pretende ahondar la división y generar el apoyo masivo a la destrucción que traen consigo los megaproyectos y obras de infraestructura estratégicos. Dividiendo a nuestras comunidades entre quienes, cediendo al chantaje oficial, suman su voz para avalar el exterminio de otros pueblos; y quienes se resisten a ser exterminados en favor del gran capital, se resisten a ser despojados, criminalizados, asesinados o desaparecidos.
El capataz autoritario se ha querido valer de un descompuesto indigenismo, que ante la entereza de nuestros pueblos, no ha funcionado, y que es representado por el Instituto Nacional de los Pueblos indígenas (INPI).
La diferencia entre sus cálculos y la realidad, es que la dignidad hoy es una necesidad urgente, pues la agencia administradora del territorio mexicano a favor de las corporaciones capitalistas, que es el gobierno de la 4T, tiene emplazado al poder mundial sobre el territorio nacional y a los militares distribuidos en todo el país mientras aumenta la violencia en contra de los pueblos de México. Su objetivo no es el de la seguridad del país, sino el de la seguridad de los dueños del dinero, el de favorecer el extractivismo transnacional y es por eso la indiferencia descarada ante los asesinatos, las desapariciones, la violencia patriarcal creciente en contra de las mujeres, de los migrantes, de las y los diferentes; y la presencia de grupos delictivos que gozan de impunidad.
Al mismo tiempo los gobiernos de arriba pretenden desarticular las policías comunitarias y guardias comunales a lo largo y ancho del país, utilizando a las fuerzas armadas, condicionando el reconocimiento de los grupos de seguridad comunitaria a someterse al poder corrupto y garantizando el avance de las empresas mineras, agroindustriales, energéticas o inmobilirias y de los cárteles a su servicio.
En ese contexto, por acuerdo de esta reunión ampliada de la Comisión de Coordinación y Seguimiento del Congreso Nacional indígena nos pronunciamos de la siguiente forma:
Repudiamos la guerra militar y paramilitar que mantiene cercadas a las comunidades zapatistas, que tiene por objeto el debilitamiento del gran proceso organizativo y de conciencia colectiva anticapitalistas que representan en México y el mundo, con cuyos fines somo uno y en ello no nos rendimos, ni nos vendemos, ni claudicamos.
Exigimos verdad y justicia a 8 años de la desaparición de los 43 estudiantes de Ayotzinapa, que fiueron desaparecidos por el gobierno de México y que hoy protege a los culpables escondidos en los cuarteles militares, mientras se reprime y desprecia la lucha digna de los padres y madres de los compañeros, así como de los estudiantes normalistas que siguen demandando justicia.
Rechazamos la simulación a la que los gobiernos llaman “planes de justicia” en los territorios indígenas, pues de manera clientelar pretenden callar las exigencias auténticas y legítimas de los pueblos, al mismo tiempo que protegen y garantizan las ganancias e impunidad a las empresas y cárteles de la droga que mantienen el terror como constante en beneficio de las ganancias de unos cuantos.
Exigimos el pleno respeto a la decisión de la asamblea de la comunidad de Santa María Coapan, municipio de Tehuacán, Puebla, misma que, conforme a sus usos y costumbres, ordenó el cierre definitivo del basurero que opera en su territorio, y que los gobiernos se abstengan de fomentar la división, confrontación comunitaria y la violencia contra quienes se oponen a la reapertura del basurero ilegal.
Ante los reciente sismos, cuyo epicentro fue la costa michoacana, llamamos a la solidaridad urgente con la comunidad de Santa María Ostula, municipio de Aquila, Michoacán, donde fueron seriamente dañadas más de 700 viviendas, así como la iglesia que resguarda la imagen principal de la comunidad; a través de la cuenta bancaria número 6524900664, CLABE 021097065249006643, del Banco HSBC, a nombre de SERGIO CIRINO FLORES; lo anterior no sin dejar de señalar que esta emergencia, derivada de un fenómeno natural, se suma a la grave situación que actualmente vive dicha comunidad debido a que el gobierno del estado pretende la desarticulación de su Guardia Comunal y el desmantelamiento del sistema de Seguridad Comunitaria en el municipio de Aquila; lo anterior en un clima creciente de acoso y violencia en las regiones y estados aledaños por parte del crimen organizado.
Llamamos a detener la criminalización de la práctica de la partería tradicional, que es propia de nuestros pueblos, pero despreciada y discriminada por la Norma Oficial Mexicana 035-SSA3-2012, que hace obligatoria la existencia de un certificado de nacimiento por parte del sistema de salud, pretendiendo negar el registro a las niñas y los niños nacidos con nuestras formas ancestrales.
Convocamos para que según sus tiempos, modos, calendarios y geografías, de cada quien, el día 12 de Octubre de 2022, llevemos a cabo una ACCIÓN GLOBAL CONTRA LA MILITARIZACIÓN Y LA GUERRA CAPITALISTA Y PATRIARCAL HACIA LOS PUEBLOS DE TODO MÉXICO Y DEL MUNDO, HACIA EL EZLN Y LAS COMUNIDADES ZAPATISTAS Y HACIA LOS PUEBLOS ORIGINARIOS DE MÉXICO. Llamamos a los pueblos de México y del mundo que resisten contra la muerte y el olvido, a las organizaciones sociales, civiles y políticas, a la Sexta Nacional e Internacional, a las redes de resistencia y rebeldía, a l@s firmantes de Una Declaración por la Vida en los cinco continentes, a las mujeres y hombres de buen corazón, para que junt@s alcemos la voz contra la guerra en México y en el mundo.
