(Bagnolet, 24 de noviembre de 2025) Ante la Resolución 2803 (2025) del Consejo de Seguridad de las Naciones Unidas, resulta inconfundiblemente claro que lo que se presenta al mundo como un “marco para la estabilidad” es, en realidad, una de las intervenciones internacionales más graves impuestas a Palestina en décadas. En lugar de poner fin al genocidio, la resolución lo reconfigura como un proyecto administrativo; en vez de detener la limpieza étnica, la inserta dentro de las estructuras de legitimidad multilateral. En su esencia, la resolución coloca a Gaza bajo una tutela internacional que convierte la ocupación israelí en una ocupación internacionalizada y formalizada, diseñada para fracturar Gaza de Cisjordania y borrar el derecho inalienable del pueblo palestino a la autodeterminación.
Desde que entró en vigor el llamado alto el fuego el 10 de octubre de 2025, la ocupación israelí ha continuado su campaña de asesinatos con total impunidad. Más de 312 palestinXs han sido asesinadXs en Gaza durante este período, según el Ministerio de Salud palestino, mientras que Cisjordania ha sido sometida a una ola sin precedentes de terrorismo de colonos. El monitoreo de la ONU registró más de 260 ataques de colonos solo en octubre, la cifra mensual más alta desde que comenzó la documentación en 2006, convirtiendo aldeas, tierras agrícolas y comunidades enteras en blancos diarios de violencia coordinada. Esta realidad deja al descubierto que el alto el fuego no es más que una pausa táctica que permite reconfigurar la agresión en lugar de detenerla.
Detrás de su lenguaje humanitario, la Resolución 2803 es, en esencia, un proyecto diseñado por Israel y refrendado a través del Consejo de Seguridad para formalizar un nuevo régimen de control sobre Gaza. Sustituye los tanques por “fuerzas de estabilización”, los puestos de control militares por “mecanismos internacionales” y la dominación colonial directa por una “paz administrativa” que consolida el sistema de control en lugar de desmantelarlo.
En primer lugar, al colocar a Gaza bajo una “Fuerza Internacional de Estabilización” con amplios poderes coercitivos, la resolución impone una nueva forma de tutela internacional que despoja al pueblo palestino de la capacidad de gobernar su tierra, sus fronteras, su reconstrucción y su seguridad. Es la sustitución de una potencia ocupante por un consorcio de Estados poderosos. Es ocupación con rostro diplomático.
En segundo lugar, la resolución redefine el núcleo de la lucha palestina: de una resistencia contra un régimen colonial de asentamiento a un “problema de seguridad” que requiere gestión técnica. Al hacerlo, elimina el corazón político de la cuestión palestina y convierte a Gaza en un territorio administrado, más que en una parte integral de una patria ocupada. Esta lógica absuelve a la ocupación israelí de sus responsabilidades, presenta al pueblo colonizado como fuente de inestabilidad y reproduce la misma violencia que afirma resolver.
En tercer lugar, la Resolución 2803 avanza un proyecto estratégico para separar Gaza de Cisjordania mediante la creación de sistemas distintos de gobernanza, seguridad y administración. Esta fragmentación consolida la división geográfica y política impuesta por la ocupación, y apunta a liquidar el territorio y el pueblo unificados reconocidos claramente por el derecho internacional. Reactiva la antigua fórmula colonial: dividir la tierra, dividir al pueblo, debilitar la lucha.
En cuarto lugar, la referencia de la resolución a un “camino hacia un Estado palestino” es políticamente vacía y deliberadamente engañosa. Un Estado sin soberanía sobre fronteras, agua, tierra, espacio aéreo y reconstrucción no es un Estado; es un recinto administrado. Convierte el sueño de liberación en un arreglo burocrático que deja al pueblo palestino con la forma de un Estado, pero sin su sustancia.
En quinto lugar, al reemplazar el bombardeo activo por un aparato internacionalizado de control, la resolución desplaza el genocidio de su fase militar a una fase administrativa. Bajo el pretexto de estabilización, reconstrucción y supervisión, persisten las mismas dinámicas de poder: dominación sobre la tierra, control del movimiento y supresión de la agencia política. Esto no es paz; es la reingeniería de la violencia.
La Vía Campesina afirma que esta resolución no abre un horizonte de justicia. Inaugura un nuevo capítulo de gobernanza impuesta diseñada para someter a un pueblo que ha resistido la expulsión, el hambre y la destrucción sistemática. Gaza está siendo transformada en un laboratorio para “soluciones de seguridad” globales que sirven a intereses geopolíticos, no a los derechos de quienes viven en esa tierra.
Hacemos también un llamado a todos los países —especialmente a aquellos cuyos pueblos han padecido colonización, ocupación o tutelas impuestas— a rechazar esta resolución en la Asamblea General de la ONU y a defender con firmeza el derecho del pueblo palestino a la autodeterminación. Su experiencia histórica hace que su voz sea esencial para enfrentar este nuevo marco colonial.
Por ello, exhortamos a los movimientos sociales, sindicatos de trabajadores, organizaciones campesinas, movimientos feministas y aliados en todo el mundo a:
- Rechazar toda forma de tutela internacional sobre Gaza y oponerse a la conversión de la ocupación israelí en cualquier régimen multilateral o de “estabilización”.
- Exigir el fin inmediato e incondicional del asedio, la ocupación y todos los mecanismos de limpieza étnica en Gaza y Cisjordania.
- Garantizar la entrada sin restricciones de ayuda humanitaria y el acceso inmediato de periodistas internacionales y locales para documentar la situación sin censura ni control político.
- Intensificar la campaña global de Boicot, Desinversión y Sanciones (BDS) contra el sistema de apartheid israelí y contra las corporaciones que se benefician del robo de tierras, el desplazamiento y la destrucción de la agricultura.
- Exigir que la ocupación israelí rinda cuentas plenamente por crímenes de guerra, crímenes de lesa humanidad y genocidio, e impulsar sanciones internacionales efectivas contra los actores políticos, militares y económicos responsables.
- Apoyar a los campesinos, mujeres, pescadores y trabajadores palestinxs, quienes permanecen en la primera línea de defensa de la tierra, la vida y la Soberanía Alimentaria.
Gaza no es un “archivo de seguridad”. Palestina no es un territorio para ser administrado. Es una patria que lucha por su liberación.

[:en](Bagnolet: November 24, 2025) In the face of UN Security Council Resolution 2803 (2025), it becomes unmistakably clear that what is being offered to the world as a “framework for stability” is, in fact, one of the gravest international interventions imposed on Palestine in decades. Rather than ending the genocide, the resolution reorganizes it into an administrative project; rather than halting ethnic cleansing, it embeds it within the structures of multilateral legitimacy. At its core, the resolution places Gaza under an international trusteeship that converts the Israeli occupation into a formalized internationalized occupation, designed to fracture Gaza from the West Bank and to erase the Palestinian people’s inalienable right to self-determination.
Since the so-called ceasefire came into effect on 10 October 2025, Israel occupation has continued its campaign of killing with impunity. More than 312 Palestinians have been killed in Gaza during this period, according to the Palestinian Ministry of Health, while the West Bank has been subjected to an unprecedented wave of settler terrorism. UN monitoring has recorded over 260 settler assaults in October alone, the highest monthly figure since documentation began in 2006,turning villages, farms, and entire communities into daily targets of coordinated violence. This reality exposes the ceasefire as nothing more than a tactical pause that enables the reconfiguration of the assault rather than its end.
Behind its humanitarian language, Resolution 2803 is, in essence, an Israeli-designed project endorsed through the Security Council to formalize a new regime of control over Gaza. It replaces tanks with “stabilization forces,” replaces military checkpoints with “international mechanisms,” and replaces direct colonial domination with an “administrative peace” that entrenches the system of control rather than dismantling it.
First, by placing Gaza under an “International Stabilization Force” with broad coercive powers, the resolution imposes a new form of international trusteeship that strips Palestinians of the ability to govern their land, borders, reconstruction, and security. This is substitution of one occupying authority with a consortium of powerful states. It is occupation with a diplomatic face.
Second, the resolution reframes the core of the Palestinian struggle from resistance against a settler-colonial regime to a “security problem” requiring technical management. In doing so, it removes the political heart of the Palestinian question and converts Gaza into an administratively governed territory rather than an integral part of an occupied homeland. This logic absolves the Israeli occupation of its responsibilities, recasts the colonized as a source of instability, and reproduces the very violence it claims to resolve.
Third, Resolution 2803 advances a strategic project to separate Gaza from the West Bank by creating distinct governance, security, and administrative systems. This fragmentation entrenches the geographic and political division imposed by the occupation and aims to liquidate the unified territory and unified people that international law clearly recognizes. It revives the long-standing colonial formula: divide the land, divide the people, weaken the struggle.
Fourth, the resolution’s reference to a “pathway to a Palestinian state” is politically hollow and deliberately misleading. A state without sovereignty over borders, water, land, airspace, and reconstruction is not a state, it is a managed enclosure. It turns the dream of liberation into a bureaucratic arrangement that leaves Palestinians with the form of statehood but none of its substance.
Fifth, by replacing active bombardment with an internationalized apparatus of control, the resolution shifts genocide from its military phase to an administrative phase. Under the guise of stabilization, reconstruction, and oversight, the same power dynamics persist: domination over land, control over movement, and suppression of political agency. This is not peace, it is the re-engineering of violence.
La Via Campesina asserts that this resolution does not open a horizon for justice. It inaugurates a new chapter of imposed governance designed to subdue a people who have resisted expulsion, starvation, and systematic destruction. Gaza is being turned into a laboratory for global “security solutions” that serve geopolitical interests rather than the rights of the people who live on that land.
We also call upon all countries, especially those whose peoples have endured colonization, occupation, or imposed trusteeship, to reject this resolution at the UN General Assembly and to stand firmly with the Palestinian right to self-determination. Their historical experience makes their voice essential in confronting this new colonial framework.
We therefore call on social movements, workers’ unions, peasant organizations, feminist movements, and allies worldwide to:
- Reject all forms of international trusteeship over Gaza, and oppose converting the Israeli occupation into any multilateral or “stabilization” regime.
- Demand an immediate, unconditional end to the siege, the occupation, and all mechanisms of ethnic cleansing in Gaza and the West Bank.
- Ensure unrestricted entry of humanitarian aid and immediate access for international and local journalists to document the situation without censorship or political control.
- Intensify global Boycott, Divestment, and Sanctions (BDS) against the Israeli apartheid system and the corporations profiting from land theft, displacement, and destruction of agriculture.
- Hold the Israeli occupation fully accountable for war crimes, crimes against humanity, and genocide, and call for effective international sanctions on political, military, and economic actors responsible.
- Support Palestinian peasants, women, fishers, and workers, who remain at the frontline of defending land, life, and food sovereignty.
Gaza is not a “security file.” Palestine is not a territory to be administered. It is a homeland fighting for liberation.
