INVITATION TO THE
FIFTH NATIONAL ASSEMBLY OF THE NATIONAL INDIGENOUS CONGRESS

The indigenous peoples, nations, tribes and neighborhoods that make up the National Indigenous Congress, the Indigenous Governing Council, and the Zapatista Army for National Liberation, in the face of the disease which affects our Mother Earth and is expressed as a serious pandemic and which has dealt a blow to the life and economy of our communities and the entire world, hear ourselves in the voice of the originary peoples who cry out from the geographies where they resist and struggle against the capitalist war that tries to take over indigenous and rural territories. This war is waged through aggressive extractivist policies across the whole national territory as well as through megaprojects of death: the Interoceanic Highway in the states of Oaxaca and Veracruz, the Integral Project for Morelos in the states of Morelos, Puebla and Tlaxcala, the Mayan Train in the states of the Mexican Southeast, and the Mexico City International Airport in the center of the country. It operates through the implementation of a combination of policies and mechanisms for the continuation of “free trade” subordinated to the United States and Canada, policies which are also aimed at containing migration. It seeks to stop or debilitate the organization and resistance of our peoples by supplanting our traditional authorities and holding staged indigenous consultations.

These policies and megaprojects are driven by the neoliberal government of the Fourth Transformation[1] in the service of global capital and against the autonomous organization of our peoples. All the above is being achieved through the militarization of the country (through creation and deployment of the National Guard and the militarization of the entire national territory), the complicity of the criminal cartel-states, the creation of programs that try to rupture communal organization, as is the case with Sembrando Vida[2], and the passage of laws favorable to large transnational business consortia, such as the Federal Law for the Promotion and Protection of Native Corn.

The CNI and CIG together with the Zapatista communities, acting as a congress when we are together and a network when we are apart, are that collective word that we make our own: we weave ourselves together in and through this word, determined that our resistance grow as large as the capitalist threat to life.

For our peoples there is no option to give in, give up, or sell out, when it’s Mother Earth and life itself that the governments, businesses, militaries and drug cartels want to take as spoils of war.

WHEREAS:

1. There is an intensification of the repression, threats, formation of shock troops and criminalization of communities that resist the Integrated Project for Morelos, which the bad federal government decided to impose illegally with the use of its armed shock troops called the National Guard; nevertheless, the heroic legacy of Samir Flores Soberanes is kept alive by the sisters and brothers of the Popular Front in Defense of Land and Water in Morelos, Puebla, and Tlaxcala, who don’t give in, give up, or sell out.
2. The war is escalating against the autonomous and originary communities of the CNI in the state of Chiapas. Meanwhile the governments guarantee impunity for the paramilitary groups they finance and which attack the towns and their sister communities day and night.
3. The bad federal government, together with its armed forces, is spreading fear and terror in shameless alliance with shadowy economic interests that intend to take over the territories of indigenous peoples and peasants. It cynically violates laws, court rulings, and court-ordered suspensions in order to impose its megaprojects that hand over the national territory to transnational economic interests.
4. Resistance and rebellion are growing in the geographies of the originary peoples as dispossession and violent repression grow, perpetrated by the bad government at all levels together with paramilitary and narco-paramilitary groups that make possible their extractive and polluting projects. In the big cities, too, our peoples are resisting as demonstrated by the Otomí community in Mexico City.
5. As originary peoples, from the struggles that we are, we see that sparks of hope are igniting against this war which is the same around the world, and from distant geographies we turn toward each other, toward the struggle for life, which forms a language through which we recognize one another.
6. The EZLN has issued a convocation to begin a world tour in April of 2021, starting in Europe, and the CNI is invited to form a delegation to accompany this journey and bring our collective word.

Note 1: Given the current health circumstances we invite each town, community or indigenous organization, whichever applies, to nominate one or two delegates, with the goal of having an assembly that is widely representative while being smaller in numbers. Those who attend should comply with the measures of wearing a face mask, maintaining a safe distance and frequently washing their hands and face as well as any measures implemented during the meeting.

Note 2: Persons who are not delegates or councilmembers of the CNI/CIG will only be allowed to attend the assembly with an express invitation from the Coordinating and Monitoring Commission.

Las mujeres, hombres, niñas, niños, abuelas y abuelos de las comunidades indígenas; Na Savi, Me´pháá, Nahua, Ñamnkué, Mestizas y Afro mexicanas del estado de Guerrero, que estamos organizados en nuestro Concejo Indígena y Popular de Guerrero – Emiliano Zapata(CIPOG-EZ), y somos parte del Congreso Nacional Indígena y el Concejo Indígena de Gobierno (CNI-CIG) en conjunto con nuestros pueblos hermanos de la Organización Campesina de la Sierra del Sur (O.C.S.S.).
Continuamos hoy 1 de diciembre del 2020 las movilizaciones en solidaridad con nuestras hermanas y hermanos del Frente de Pueblos en Defensa de la Tierra y el Agua de Morelos, Puebla y Tlaxcala. No podemos tolerar que en nombre del «progreso» de la autoproclamada 4T pasen por encima de la ley, pase por encima de la dignidad y de la vida de nuestros hermanos y hermanas Nahua. Y seguimos realizando bloqueos y movilizaciones, porque vemos que los medios de comunicación, solo guardan silencio cuando se violentan los derechos de los pueblos, y guardan esas noticias para los espacios que no se ven, que no se leen o ni siquiera las cubren.
Volvió el silencio cuando reclamamos nuestros derechos, está volviendo ese México que prefiere voltear la cara para no ver los cadáveres de los indios muertos, para no ver las imágenes de dolor de tantas familias desplazadas. Volvieron los intelectuales que dicen que no sabemos, que no entendemos, que este si es «progreso» de a deberás, que nos están manipulando. Pero nosotros vemos las cosas muy diferentes, vemos como AMLO mintió descaradamente y dijo una cosa e hizo otra cosa aquí y allá.
Vemos como le siguen echando bala, como los siguen hostigando y sigue la violencia cada vez más fuerte contra nuestros hermanos y hermanas de diferentes comunidades en Chiapas, comunidades atacadas del CNI-CIG, vemos como se continua la guerra contra las bases de apoyo Zapatista y vemos como siguen impunes los paramilitares. Y vemos como los malos gobiernos federal y estatal hacen como que no pasa nada, voltean a mirar a otro lado, se van a cenar con grandes empresarios a los que por cierto antes les llamaba mafia.
Y aquí en Guerrero la cosa va peor, ya que logramos romper el cerco narco-paramilitar como CIPOG-EZ, hemos platicado en colectivo con las comunidades que durante más de un año han estado cercadas por «Los Ardillos» un grupo narco-paramilitar que goza de la impunidad de los tres niveles de gobierno en México. Hay mucho miedo, dolor, rabia e indignación.
Nos contaron como llego hasta acá llego Alejandro Encinas enviado por López Obrador en Enero del 2020 para ofrecer migajas y comprar conciencias, para tratar de tapar la barbarie de los 18 asesinatos de nuestras bases, promotores, promotoras y concejales del CNI-CIG a manos de «Los Ardillos». Pero no llego la justicia, no les importo y no les importa la vida de nosotros como pueblos, solo vinieron para ver qué tanta fuerza teníamos, y a quien podían comprar y a quien podían callar y medir si el impacto afectaría su 4T. Solo a eso viniste Encinas, la justicia no te acompaña, solo tus cálculos políticos. No vemos una 4T, vemos un nuevo PRI.
Por eso has negado una y otra vez las medidas cautelares para los promotores del CIPOG-EZ por qué quieres vernos muertos, quieres que no estorbemos y que no se denuncie la barbarie, la tortura, la violencia, el terror, y la complicidad del Estado. Pero los pueblos supieron reorganizarse, y están con todas sus fuerzas venciendo el miedo y el terror. Les pedimos a nuestras hermanas y hermanos que nunca nos han dejado solos, que estén atentos, que estén alerta, ya comienzan a llegar nuevamente las amenazas a nuestras vidas, por romper el cerco, por denunciar la complicidad gubernamental, pero sobre todo por atrevernos a luchar por nuestra libertad, dignidad, justicia y democracia.

Las campesinas y campesinos pobres de la Costa Grande de Guerrero que conformamos la Organización Campesina de la Sierra del Sur (O.C.S.S.), coordinadamente con el Concejo Indígena y Popular de Guerrero Emiliano Zapata (CIPOG-EZ). Nos sumamos al llamado del EZLN y el CNI-CIG para abrazar la lucha de nuestros pueblos hermanos del Frente de Pueblos en Defensa de la Tierra y el Agua de Morelos, Puebla y Tlaxcala.

Hoy 30 de Noviembre del 2020 con los bloqueos carreteros, que realizaremos en tres regiones del estado de Guerrero. Porque como pueblos campesinos tenemos memoria y no olvidamos como AMLO no sólo traicionó su propia palabra, sino que traicionó a todos los pueblos con tal de concretar el llamado Proyecto Integral Morelos.

Y vemos como no le importa pasar por encima de nada, ni nadie para lograr los objetivos de su gobierno, que no son los objetivos de los pueblos. Favoreciendo a las elites empresariales nacionales y extranjeras. A costa de la vida de las y los campesinos.

Desde la llegada de los españoles a nuestras tierras y el inicio de la guerra de exterminio contra los pueblos indígenas, nos despojaron y fue con violencia que tuvimos que dejar los valles y refugiarnos en las montañas que hoy nos resguardan y se volvieron nuestro hogar. Las montañas nos cobijaron, nos han alimentado, nosotros aprendimos a cultivarlas, cuidarlas, a hablar con ellas, y a aprender de ellas. Ahora como hace cien años, como hace doscientos años llegan nuevos gobiernos junto con sus jefes los empresarios, los más ricos de este país y del mundo, para decirnos que también tenemos que dejar nuestras montañas, que van a construir autopistas, minería, industria, corredores transístmicos, termoeléctricas.

Dicen que ahora si viene el progreso y que por eso deben sacrificarnos a nosotros, a nosotras, como indígenas que no valemos, que no importa, que no hay derecho para nosotros, como decían los españoles; no tenemos alma. Así ahora la autonombrada 4T dice que estorbamos, que es necesario nuestro sacrificio para su progreso, pero esta historia ya la conocemos, así paso hace 528 años, así se repite ahora.

Como antes y como ahora resistimos y vamos a seguir resistiendo, vamos a luchar contra el despojo, contra la violencia y contra los malos gobiernos vengan de donde vengan. Pretenden pasar por encima de nosotros, de nosotras, de nuestros antepasados, de nuestra cultura, nuestra historia, nuestra dignidad y nuestra vida. López Obrador habla mucho de que todo debe ser legal, pero su gobierno violenta las leyes constitucionales, violenta los derechos humanos y esta violentando a los pueblos indígenas.

A nuestros hermanos y hermanas Otomís en el Estado de México les impusieron la autopista Toluca-Naucalpan el pasado mes de Octubre, violando los amparos que estaban vigentes, en los cuales el juez ordeno la suspensión definitiva de la obra. Pero con golpeadores, compra de conciencias, trabajos forzados durante la pandemia, y por la negociación política entre del PRI y MORENA no les importo el bienestar de los pueblos y se impuso la voluntad empresarial.

The CNI-CIG and the EZLN Call for Solidarity with the People’s Front in Defense of the Land and Water of Morelos, Puebla, and Tlaxcala

The National Indigenous Congress-Indigenous Governing Council [CNI-CIG] and the Zapatista Army for National Liberation [EZLN] denounce the National Guard’s cowardly eviction of the compañeros maintaining the resistance camp in San Pedro Apatlaco, Morelos, on November 23, 2020. This eviction was carried out in order to resume the illegal construction of the aqueduct that carries water from the Cuautla River to the Huexca thermoelectric plant.

With utter cynicism the neoliberal government says it governs this country while actually just obeying its real bosses—big capital. With utter cynicism the armed forces, under their overseer’s orders, violate the rights of our peoples, stealing water from the Cuautla River from the peasant communities of Ayala and turning it over to the corporations that will profit from the Integrated Morelos Project: Elecnor and Enagasa, who were awarded the contract for the gas pipeline; Bonatti and Abengoa, who will build the gas pipeline and the thermoelectric plant in Huexca; and Saint Gobain, Nissan, Burlington, Continental, and Northeast Natural Gas, who will profit from gas sales.

The armed forces and the neoliberal government use the Integrated Morelos Project to justify military flyovers to exercise repression and advance the development of energy infrastructure, which is based on the destruction and dispossession of the originary peoples’ territories. Over the spilled blood of our people, like our compañero Samir Flores Soberanes, they exploit nature, allowing the owners of transnational capital to destroy the mountains through mining concessions and ceding the region’s water to the industrial corridors in Cuautla, Yecapixtla, Cuernavaca, and elsewhere in the states of Morelos, Puebla, and Tlaxcala. The overseer who claims to govern this country ordered, with total cynicism and impunity, the trampling of the supposed rule of law, violating eight court-ordered suspensions of the aqueduct project, which would divert and contaminate the region’s water through the construction of the Huexca thermoelectric plant. This is also a violation of two other court-ordered suspensions regarding gas pipeline construction within the periphery of the sacred Popocatepetl volcano and contamination of the Cuautla River, both part of the Integrated Morelos Project.

Given the above and faced with increasing tensions and violations of the rule of law, we hold the bad governments of the state of Morelos and the nation responsible for any repression or attacks against our compañeros and compañeras in struggle who resist these megaprojects of death. In particular we call for solidarity with the People’s Front in Defense of the Land and Water of Morelos, Puebla, and Tlaxcala.

Estimadas compañeras y compañeros de la comunidad Wixárika y Tepehuana/Tepecana de San Lorenzo de Azqueltán(CNI-CIG) en Jalisco, México.

Los colectivos, organizaciones e individ@s que firmamos esta carta, celebramos y nos solidarizamos con la digna lucha de su pueblo en el Séptimo Aniversario de la consolidación de la comunidad Autónoma de San Lorenzo de Azqueltán los próximos 21 y 22 de noviembre. Mantenemos nuestra mirada en cada uno de sus proyectos autónomos y con fuerza les animamos para que, en la defensa de su territorio y su forma de vida, prosigan organizándose.

Debido a la situación actual de la pandemia, entendemos que el riesgo es demasiado alto para que podamos asistir a su próxima celebración. Esperamos poder acudir a la inauguración de su Clínica Autónoma cuando la situación mejore. Acompañaremos sus rezos en solidaridad desde nuestra geografías mientras celebran su aniversario con su ceremonia tradicional.

Aprovechamos esta ocasión para denunciar toda la represión que ha sufrido la comunidad recientemente. Sabemos que durante su resistencia en defensa de la madre tierra y en la construcción de su autonomía, han sufrido secuestros, ataques armados y amenazas de muerte, todo ello con el objetivo de intimidar a lxs miembros de su comunidad para que cedan las tierras que han cultivado durante siglos. Estas tierras sagradas le pertenecen a su comunidad, cuentan con un título de propiedad desde 1733. Repudiamos las acciones de los ricos y del mal gobierno que impide el reconocimiento de este título y que se dedica a despojar la tierra de la comunidad.

Los siguientes ataques son muestra de las represalias y discriminaciones que atentan contra los esfuerzos de la comunidad para proteger su territorio y hacer valer sus derechos como comunidad indígena autónoma, incluida la elección de autoridades comunales y la recuperación de tierras invadidas. Por el contrario, las diferentes instancias de gobiernos buscan la represión y el desplazamiento. La maquinaria del gobierno municipal, con el supuesto fin de abrir una carretera cerca del sitio sagrado de Los Pilares, ha ido invadiendo y destruyendo cercas en las parcelas agrícolas de varios comuneros.

• Hace un año, el 3 de noviembre de 2019, antes de la prevista celebración del sexto aniversario de la comunidad autónoma, el presidente del consejo de seguridad Noé Aguilar Rojas, y otros dos comuneros fueron brutalmente golpeados, lo que obligó a postergar la celebración. Cuando los heridos llegaron al hospital, fueron discriminados y se les negó la atención médica.
• El 10 de enero de 2020, Jesús Manuel Aguilar Hernández, defensor de la tierra y miembro del Congreso Nacional Indígena, recibió un disparo con un arma calibre 38 por parte de Flavio Flores alias “La Polla” un ganadero local conocido como cabecilla de los acaparadores de tierras.
• El 22 de marzo, Camerino Márquez Aguilar y Genaro González Bañuelos, dos hombres ancianos de la comunidad, fueron atacados una vez más por personas al servicio de Flavio Flores (“La Polla”) y por empleados del gobierno municipal de Villa Guerrero, Jalisco: Teódulo Pérez Martínez junto con Abram Pérez Bañuelos, Jairo Pérez Bañuelos y Aldo Herrera González.

A pesar de que estas personas han sido denunciadas en diversas ocasiones, en lugar de ser detenidos, han contado con el apoyo del gobierno municipal de Villa Guerrero, que no ha tomado acciones para sancionarlas, sino que ha fomentado la violencia y el enfrentamiento. Esta postura del gobierno a todos los niveles es consistente dentro de un estado capitalista racista y neoliberal que ha intentado a través de diversos medios despojar a los pueblos originarios. Entre otras estrategias de despojo, el gobierno intenta romper la propiedad comunal y crear la propiedad privada individual para que las tierras de los pueblos originarios puedan venderse y ponerse a disposición para proyectos extractivos capitalistas que saquean los recursos naturales y dejan la tierra destruida y empobrecida.

Las comunidades indígenas autónomas como la Comunidad Autónoma Indígena de San Lorenzo Azqueltán están en la primera línea de la resistencia, son un ejemplo para tod@s nosotr@s.

Queremos informar a la comunidad nacional e internacional que el norte de Chiapas (México) está colapsando, resultado de las lluvias que se han se presentado desde el mes de septiembre de 2020.
Carreteras, puentes, escuelas públicas, suministro de energía eléctrica, viviendas, rios desbordados, obras de agua entubada colapsadas, personas muertas y desaparecidos en al menos 35 puntos.
El gobierno indiferente ha dejado la responsabilidad en la propia comunidad zoque, quienes en algunos casos se ha organizado para restaurar los servicios públicos. Toda la ayuda está siendo focalizada para contener la inundación del tabasco petrolero.
Hacemos un llamando a la comunidad a estar vigilantes de la zona norte de Chiapas porque las lluvias no han cedido y el gobierno mantiene su indiferencia con los pueblos indígenas.

ANTECEDENTES:

SR. ADELFO REGINO MONTES, HACE CASI 20 AÑOS, CON ESTAS PALABRAS Y EN NOMBRE DEL CONGRESO NACIONAL INDÍGENA, USTED RECLAMABA EN LA MÁXIMA TRIBUNA DE LA NACIÓN, EL DERECHO QUE TIENEN LOS PUEBLOS INDÍGENAS A SER “SUJETOS DE DERECHO PÚBLICO”.

HOY, A MÁS DE 528 AÑOS DE DESPOJO DE NUESTRO TERRITORIO Y LA MADRE TIERRA; CON LAS MISMAS PALABRAS QUE SEGURAMENTE YA NO RECUERDA, NOSOTROS, QUIENES TOMAMOS EL INPI LE DECIMOS, YA BASTA! “LA COMUNIDAD OTOMÍ NO SOMOS PIEZA DECORATIVA”, QUE PUEDE LUCIR EN EXPOSICIONES, MUSEOS O INCLUSO EN SUS OFICINA.

ANTE LA TRAICIÓN DE LOS ACUERDOS DE SAN ANDRÉS, EXIGIMOS EL RESPETO A NUESTRA AUTONOMÍA Y FORMAS DE ORGANIZACIÓN.

CONDENAMOS Y EXIGIMOS UN ALTO TOTAL A LOS ATAQUES PARAMILITARES EN CONTRA DEL EJÉRCITO ZAPATISTA DE LIBERACIÓN NACIONAL Y SUS BASES DE APOYO;

CONDENAMOS Y EXIGIMOS UN ALTO TOTAL A LOS ASESINATOS DE LOS DEFENSORES DE LA TIERRA Y EL TERRITORIO, INTEGRANTES DEL CONGRESO NACIONAL INDÍGENA Y DEL CONCEJO INDÍGENA GOBIERNO;

EXIGIMOS LA CANCELACIÓN INMEDIATA DE LOS MEGAPROYECTOS COMO EL TREN MAYA, EL CORREDOR INTEROCEÁNICO, EL PROYECTO INTEGRAL MORELOS, EL AEROPUERTO INTERNACIONAL DE SANTA LUCÍA Y LA REFINERÍA DOS BOCAS, ENTRE OTROS, PUES DESDE EL INPI, SÍMBOLO DE LA TRAICIÓN A NUESTROS PUEBLOS , SE HACEN CONSULTAS A MODO Y SE INSTITUCIONALIZA EL DESPOJO DE LA TIERRA Y EL TERRITORIO, DE LOS RECURSOS NATURALES DE NUESTROS PUEBLOS Y COMUNIDADES INDÍGENAS.

POR TODO LO ANTERIOR Y PORQUE NUESTRAS DEMANDAS NO SE REDUCEN SOLAMENTE A LA VIVIENDA, REITERAMOS QUE NUESTRA LUCHA ES POR EDUCACIÓN, SALUD, ALIMENTACIÓN, TRABAJO, CULTURA, DEMOCRACIA, LIBERTAD Y JUSTICIA, Y…

TOMANDO EN CUENTA QUE EL PASADO 27 DE OCTUBRE CONVOCAMOS PARA ESTE 3 DE NOVIEMBRE A LAS 10:00 HRS., A UNA REUNIÓN CON LAS AUTORIDADES CORRESPONDIENTES PARA ESTABLECER LAS BASES QUE NOS LLEVARÁN A LA INSTALACIÓN DE UNA “MESA DE DIÁLOGO” ENTRE EL GOBIERNO LOCAL Y FEDERAL Y LA REPRESENTACIÓN DE NUESTRA COMUNIDAD Y LAS ORGANIZACIONES QUE NOS ACOMPAÑAN, PO LO QUE EL DÍA DE HOY LES PRESENTAMOS LA SIGUIENTE..

PROPUESTA

1. QUE LA “MESA DE DIÁLOGO” SE INSTALE Y SE LLEVE A CABO EN LAS INSTALACIONES DE ESTE INSTITUTO NACIONAL DE LOS PUEBLOS INDÍGENAS, INPI.

2. QUE UNA VEZ INSTALADA LA “MESA DE DIÁLOGO”, TANTO EL GOBIERNO LOCAL COMO EL FEDERAL SE HAGAN ACOMPAÑAR DE LAS ÁREAS Y SECRETARÍAS CORRESPONDIENTES PARA ATENDER LAS DEMANDAS CORRESPONDIENTES QUE HOY HEMOS PLANEADO.

3. QUE EN TODO EL PROCESO DE DIÁLOGO, ESTÉ PRESENTE ADELFO REGINO TITULAR DEL INPI Y ALFONSO SUÁREZ DEL REAL, SECRETARIO DE GOBIERNO, EN TANTO SE PUEDA INCORPORAR LA JEFA DE GOBIERNO, CLAUDIA SHEINBAUM.

4. QUE PARA LLEGAR A LOS ACUERDOS, ÉSTOS DEBERAN QUEDAR PLASMADOS EN UNA MINUTA QUE LAS PARTES SUSCRIBAN, INCLUIDAS LAS ÁREAS CORRESPONDIENTES Y LAS SECRETARÍAS.

5. QUE PARA PODER DAR CERTEZA Y SEGURIDAD A LOS ACUERDOS ALCANZADOS, EN EL CASO DE ZACATECAS 74, DEBERÁ HACERSE PÚBLICO EL DECRETO EXPROPIATORIO; PARA EL CASO DE ROMA 18, DEBERÁ RESTITUIRSE EL PREDIO EN COMENTO

6. QUE ANTE LAS PROPUESTAS QUE RESULTEN DE ESTA “MESA DE DIALOGO”, LAS PARTES TIENEN EL DERECHO A ANALIZAR, CONSULTAR Y DECIDIR AL RESPECTO.

7. QUE LOS ACUERDOS ALCANZADOS DEBERÁN HACERSE PÚBLICOS ANTE LOS MEDIOS DE COMUNICACIÓN, Y SUSCRITOS SIEMPRE POR LAS AUTORIDADES CORRESPONDIENTES.

8. QUE DERIVADO DE ESTA TOMA DEL INPI, EXIGIMOS A LAS AUTORIDADES LOCALES Y FEDERALES, NO SE EJERZA ACCIÓN PENAL ALGUNA EN CONTRA DE QUIENES INTEGRAMOS LA COMUNIDAD OTOMÍ Y LAS ORGANIZACIONES QUE NOS ACOMPAÑAN.

9. QUE PARA RESOLVER LAS DEMANDAS DE SANTIAGO MEXQUITITLAN, ÉSTA SEA LA INSTANCIA PARA ELLO Y QUE SE CANCELEN CON CARÁCTER DE URGENTE LAS OBRAS DE REMODELACIÓN EN LA PLAZA PRINCIPAL, ASÍ MISMO, EXIGIMOS EL RESPETO A LA ORGANIZACIÓN Y A LA AUTONOMÍA DEL TIANGUIS

10. QUE EN CASO DE QUE LAS AUTORIDADES COMO ADELFO REGINO Y/O CLAUDIA SHEINBAUM NO ACUDAN A LA MESA DE DIÁLOGO, ÉSTA NO SE LLEVARÁ A CABO HASTA EN TANTO NO ESTÉN PRESENTES
