Amenaza de muerte por defender a migrantes
Un hombre al que se cree implicado en la extorsión de migrantes para obtener de ellos dinero ha amenazado con matar a un activista que defiende los derechos de las personas migrantes en México.
Un hombre amenazó con matar al defensor de los derechos de las personas migrantes Rubén Figueroa el 4 de marzo en el albergue para migrantes “La 72”, en la localidad de Tenosique, en el estado meridional de Tabasco. Los trabajadores del albergue, según ellos mismos han dicho, negaron al hombre en cuestión la entrada al albergue porque creían que era una amenaza para los migrantes. El hombre culpó de ello a Rubén Figueroa y dijo: “lo traemos entre ceja y ceja, dile a tu amigo Rubén que le vamos a dar piso, ya los contactos saben”.
Los trabajadores del albergue habían visto al hombre el 3 de marzo en la estación de ferrocarril de Tenosique, donde los migrantes irregulares suben a bordo de trenes de mercancías para dirigirse hacia el norte, hacia la frontera con Estados Unidos. Se cree que ese hombre está implicado en bandas delictivas que extorsionan a los migrantes para obtener de ellos dinero a cambio de dejarles viajar en el tren. La amenaza tuvo lugar después de que los trabajadores del albergue hubieran visto al hombre. El hombre dijo que creía que Rubén Figueroa había dicho el día antes al director del albergue, fray Tomás González, que él estaba en la localidad y constituía una amenaza para los migrantes.
El personal del albergue ha denunciado la amenaza de muerte contra Rubén Figueroa ante la Procuraduría General de la República (PGR) en Tenosique, que ha abierto una investigación. Sin embargo, las autoridades locales han retirado recientemente las medidas de protección proporcionadas tras las amenazas previas contra trabajadores de “La 72”, unas medidas que incluían patrullas de policía ante el albergue.

– expresando preocupación porque un presunto miembro de una banda delictiva ha amenazado con matar a Rubén Figueroa, y porque otros trabajadores del albergue corren peligro;
– pidiendo a las autoridades que brinden protección, conforme a los deseos de los propios afectados, a Rubén Figueroa, fray Tomás González y otros defensores de los derechos humanos que trabajan en el albergue para migrantes “La 72”, en Tenosique, y que muestren claramente un apoyo público hacia el trabajo del albergue;
– instando a las autoridades a investigar de forma exhaustiva e imparcial las amenazas contra fray Tomás González y Rubén Figueroa, y a llevar a los responsables ante la justicia.

Rubén Figueroa y fray Tomás González trabajan en el albergue “La 72”, y han sido víctimas de amenazas y actos de intimidación constantes por su trabajo ayudando y defendiendo a los migrantes irregulares que atraviesan México.
Cientos de miles de migrantes irregulares tratan cada año de atravesar México desde América Central y del Sur para llegar a Estados Unidos. Muchos son detenidos por las autoridades de inmigración mexicanas y devueltos a sus países de origen. Amnistía Internacional visitó México para investigar los informes sobre las violaciones de derechos humanos que sufren estas personas. Durante su visita, descubrió que muchas habían sido secuestradas por bandas, en ocasiones con la complicidad de funcionarios locales. La impunidad por los abusos contra los migrantes, que se encuentran en una situación extremadamente vulnerable, ha permitido que dichos abusos aumenten, pese a los compromisos del gobierno de garantizar el respeto por los derechos de los migrantes.
En 2012, la Cámara de Diputados y el Senado de México aprobaron por unanimidad la Ley para la Protección de Personas Defensoras de Derechos Humanos y Periodistas, que fue firmada por el presidente. El proceso de aplicación de esta ley ya ha comenzado, e incluye la participación directa de representantes de la sociedad civil, pero es preciso establecer urgentemente protocolos operativos y directrices claras sobre cooperación entre autoridades federales y estatales, y asignar recursos, para garantizar su eficacia. Resulta crucial que las autoridades no asuman que sus responsabilidades se limitan a establecer un mecanismo de protección.

DEATH THREAT FOR DEFENDING MIGRANTS
A man believed to be involved in extortion of money from irregular migrants has threatened to kill an activist for migrants’ rights in southern Mexico.
A man threatened to kill migrants’ rights defender Rubén Figueroa on 4 March, at the La 72 migrants’ shelter in the town of Tenosique, in the southern state of Tabasco. Shelter workers have said they refused to let the man into the shelter because they believed he was a threat to migrants. He blamed Ruben Figueroa for this, and said, lo traemos entre ceja y ceja, dile a tu amigo Rubén que le vamos a dar piso, ya los contactos saben (“we have our eyes on him, tell your friend Ruben that we are going to kill him, our contacts already know”).
Shelter workers had seen the man on 3 March at the railway station in Tenosique, where irregular migrants board the freight train to head north to the US border. He is believed to be involved with criminal gangs which extort money from migrants to let them travel on the train. The threat occurred after the shelter workers had seen the man. He said he believed that Rubén Figueroa had told the shelter director, Fray Tomás González, the day before that he was in town and posed a threat to migrants.
Shelter staff have reported the threat to kill Ruben Figueroa to the Federal Attorney General’s Office (Procuraduría General de la República, PGR) in Tenosique, which has opened an investigation. However, the local authorities have recently withdrawn protection measures provided after previous threats against La 72 shelter workers, including police patrols outside the shelter.

Rubén Figueroa and Fray Tomás González work at the La 72 Shelter and have been victims of constant threats and intimidation due to their work in helping and speaking out for irregular migrants travelling through Mexico.
Hundreds of thousands of irregular migrants attempt to travel through Mexico from Central and South America every year to reach the USA. Many are detained by the Mexican migration authorities and returned to their countries of origin. Amnesty International has visited Mexico to investigate reports of human rights violations against these people. During the visit, Amnesty International found that many had been kidnapped by gangs, sometimes with the complicity of local officials. Impunity for abuses against migrants, who are extremely vulnerable, has allowed these abuses to increase, despite government commitments to ensure respect of migrants’ rights.
The Law for the Protection of Human Rights Defenders and Journalists was unanimously approved by both the Chamber of Deputies and the Senate, and signed by the President, in 2012. The process for implementing the law has now started, including the direct participation of representatives of civil society, but operational protocols, clear guidelines on cooperation between federal and state authorities and resources urgently need to be put in place to guarantee its effectiveness. It is vital that the authorities do not assume that their responsibilities are restricted to establishing a protection mechanism.
