¿Cuál es el estado actual del movimiento ocupa en EU y hacia dónde va? Desde noviembre los gobiernos municipales y sus policías han allanado los campamentos, arrestado y procesado a los ocupantes, y frecuentemente impedido exitosamente la reocupación de los espacios públicos. En esta luz se ha hecho común decir que un cambio radical ha ocurrido en el movimiento. Adbusters, por ejemplo, publicó una declaración diciendo que OWS debería declarar la victoria y retirarse, por lo menos por ahora para planear para la primavera–la “primera fase” había terminado y la “segunda fase” empezaba. Hay algo útil en esta idea de las fases, de identificar esta bisagra o punto decisivo–por ejemplo, nos permite diferenciar en términos amplios y tácticos entre la okupación del espacio público o semi-púpblico por un lado y del espacio privado o “ambiguo” por otro. Pero de otro modo la distinción es problemática. Relega las luchas que inspiraron y crearon las condiciones en las que OWS pudiera surgir a una especie de pre-historia, una “fase cero”–insurrecciones como el argentinazo, y también Tunisia, Egipto, España, Grecia, además de algunos más cercanos como el movimiento estudiantil y la lucha por la justicia por Oscar Grant. También nos hace más difícil ver la proliferación de tácticas diversas que ya se han utilizado en el contexto del movimiento ocupa en todo el país, además de las diferencias sutiles y no tan sutiles en cuanto a las condiciones variadas en las que cada okupación se constituye como fuerza política. Enfocándonos en el Área de la Bahía y mirando algunas de las experiencias de ocupantes por aquí esperamos trazar una visión más matizada de este punto decisivo.

Since November police and city governments have raided and destroyed encampments, arrested and prosecuted occupiers, and more often than not successfully prevented the reoccupation of public spaces. In this light it’s become commonplace to say that a fundamental shift has taken place in the movement. Adbusters, for example, published a statement saying that OWS should call it a victory and withdraw, at least for the time being in order to plan for the spring—“phase one” had ended, and “phase two” was beginning. There is something useful about the idea of phases, of identifying this hinge or turning point—for example, it lets us differentiate in broad, tactical terms between the occupation of public or semi-public space on one hand and the occupation of private or “ambiguous” space on the other. But in other ways the distinction is problematic. It relegates the struggles that inspired and created the conditions in which OWS was possible to a sort of pre-history, a “phase zero”—insurrections like the argentinazo that we heard about earlier in the show, not to mention Tunisia, Egypt, Spain, Greece, as well as, closer to home, the student movement and the struggle around justice for Oscar Grant. Also, it makes it hard to see the proliferation of diverse tactics that have already been used in occupies around the country, as well as the subtle and not so subtle differences with regard to the varying conditions in which each occupy constitutes itself as a force. By zooming in on the Bay Area and looking at some of the occupy experiences here we’re hoping to sketch out a more nuanced view of this transition point.

Paramedic Sean Gillis, an instructor and supervisor at the Oakland Fire Department, filed suit on Friday, June 17th, 2011 against OFD. In his complaint, Gillis alleges OFD mistreated Oscar Grant in its response to Grant 9-1-1 calls on January 1st, 2009, destroyed evidence related to the mistreatment, ordered Gillis to stop his investigation of the call response, and is currently retaliating against Gillis for exposing same.
