COMISIÓN SEXTA ZAPATISTA.

A quien corresponda:

En acuerdo con las Juntas de Buen Gobierno zapatistas, el CCRI-CG del EZLN y las comunidades indígenas zapatistas, declaramos lo siguiente:

Primero.- En días recientes hemos sido testigos del trato inhumano que el Estado mexicano da a los migrantes que tratan de salir de la trampa, muda e invisible, en la que se encuentran en la ciudad de Tapachula, Chiapas, México.

Segundo.- Como en los gobiernos anteriores al actual, a las denuncias y reclamos ciudadanos por esas crueldades, el gobierno mexicano promete sanciones a los “excesos” cometidos por agentes del Instituto Nacional de Migración (INM).  Esa promesa no es sino una mentira más.  A los agentes se les dice que eso se dirá públicamente, para evitar la presión de la llamada opinión pública, pero que deben seguir con sus métodos de cacería humana sin temer las consecuencias.  Ningún migrante debe ir más allá de Chiapas.

Tercero.- Hasta entre los elementos de la llamada Guardia Nacional hay descontento.  Porque les dijeron que su misión iba a ser combatir al crimen organizado, y ahora los tienen como perros de presa persiguiendo a personas de piel oscura.  Porque ésa es la instrucción: cazar a toda persona con piel de color oscuro: “Detengan a cualquier pinche negro que topen”, es la orden.  Es toda una declaración de política exterior.

Cuarto.- El adoctrinamiento de los agentes del Instituto Nacional de Migración raya en lo ridículo.  Les dicen que están defendiendo a México de una invasión –como declaró con desparpajo una funcionaria del INM-.  No le haría mal al Instituto Nacional de Migración tomar unas clases básicas de historia –ahora que hay vuelta a clases- para entender que, quienes invaden, son del gobierno de Estados Unidos que impone esa política migratoria que contradice toda la historia de política exterior del Estado Mexicano.

Quinto.- Las maniobras que realiza el INM para encapsular a las organizaciones de derechos humanos y a la prensa, para que no documenten sus acciones, nos recuerdan lo hecho por el gobierno de Salinas de Gortari en los primeros días de 1994, cuando cerró los accesos a la selva Lacandona para impedir que se conociera lo que hacía.  Y la cacería humana de migrantes, nos recuerda lo del gobierno de Zedillo que, en 1995, mandó a perseguirnos con perros.

Sexto.- Bastante vergüenza da que un gobierno, que se dice progresista, se pliegue a la política exterior del gobierno norteamericano, como para agregar el remedo que hace de lo que los finqueros chiapanecos, todavía hace apenas unos años, hacían para someter a sus peones.  Acorde con las referencias religiosas, tan caras allá arriba, se predica: “que tu pie izquierdo no sepa a quién pateas con el pie derecho”.

Séptimo.- Llamamos a toda persona honesta y sensible para que exija que esa situación se detenga ya.  Y a que, en la medida de las posibilidades de cada quien, se brinde ayuda humanitaria a los migrantes.

Por nuestra parte, las comunidades indígenas zapatistas, a través de sus 12 Juntas de Buen Gobierno y la Comisión Sexta Zapatista, han recopilado una modesta cantidad de paga, misma que se hará llegar a alguno de los albergues u organizaciones que hacen trabajo humanitario con migrantes en Chiapas.

Llamamos a la Sexta Nacional, a las Redes en Resistencia y Rebeldía, al colectivo “Llegó la Hora de los Pueblos”, a las Organizaciones No Gubernamentales y a las personas de buena voluntad en todo el mundo a que hagan lo que esté a su alcance para, primero, detener la cacería que perpetra el INM con el apoyo de la Guardia Nacional, y, segundo, para mejorar las condiciones de vida en que se encuentra la población migrante presente en esta geografía que se llama México.

Así como estos hermanos migrantes y nosotros extemporáneos, un día llegará que tod@s seamos migrantes y extemporáneos en este planeta.  Y todo quien no tenga el color del dinero, será perseguido, cazado, confinado, desaparecido, eliminado.

Por eso, contra la xenofobia y el racismo, la lucha por la vida.

Against Xenophobia and Racism: The Struggle for Life

To Whom It May Concern:

In agreement with the Zapatista Good Government Councils, the Indigenous Revolutionary Clandestine Committee-General Command of the EZLN, and the Zapatista indigenous communities, we declare the following:

First- In recent days, we have witnessed the Mexican State’s inhumane treatment of the migrants who try to leave the unspoken and invisible trap in which they find themselves in the city of Tapachula, Chiapas, Mexico.

Second- Similar to previous administrations, in response to public outcry and complaints of these cruelties, the Mexican government promises penalties for the “excesses” committed by agents of the National Institute of Migration (INM in Spanish). This promise is just another lie. They tell their officers that this will be said publicly to avoid the pressure of so-called public opinion, but that officers should continue with their human hunting methods without fear of consequences: no migrant should get past Chiapas.

Third- Even among members of the so-called National Guard there is discontent. They told them that their mission was to fight organized crime and now they have them acting like hunting dogs chasing after dark-skinned people. Those are their instructions: hunt down anyone with dark skin: “Detain any fucking black person you come across” is the order. It’s quite a foreign policy statement.

Fourth- The indoctrination of the National Institute of Migration agents borders on ridiculous. They tell them that they are defending Mexico from an invasion, as an employee of the INM confidently stated. It wouldn’t hurt the National Institute of Migration to take some basic history classes, now that classes are back, to understand that those who invade come from the United States government which imposes this immigration policy that contradicts the entire history of Mexican foreign policy.

Fifth- The maneuvering performed by the INM to contain human rights organizations and the press so that they can’t document their actions reminds us of what the Salinas de Gortari administration did during the first days of 1994 when they closed off entrances to the Lacandón Jungle to prevent anyone from knowing what they were doing. The hunting of migrants reminds us of what the Zedillo administration did in 1995 when it ordered we be pursued with dogs.

Sixth- How shameful it is that a government that calls itself progressive bends to the foreign policy of the North American [US] government, as if to imitate what the landowners from Chiapas did to subdue their peons up until just a few years ago. It would seem to comply with those religious references so expensive in the “above” of society that preach, “don’t let your left foot know who you kick with your right.”

Seventh- We call on all honest and sensible people to demand an immediate end to this situation and, to the extent possible for each person, to offer humanitarian aid to the migrants.

For our part, the Zapatista indigenous communities, through the 12 Good Government Councils and the Zapatista Sixth Commission, have collected a modest amount of money which will be sent to one of the shelters or organizations that do humanitarian work with migrants in Chiapas.

We call on the network of Sixth in Mexico, the Networks of Resistance and Rebellion, the collective “Llegó la Hora de los Pueblos”, non-governmental organizations and people of good will around the world to do what is in their reach to first, stop the hunting carried out by the INM with the support of the National Guard and second, improve the living conditions of the migrant population present in this geography that is called Mexico.

Like these migrant brothers and like us, the “extemporaneous”,[i] a day will come when everyone [tod@s] will be a migrant and extemporaneous on this planet. Anyone who isn’t the color of money will be persecuted, hunted, confined, disappeared, and eliminated.
