1. En este mes de octubre del presente año el Congreso Nacional Indígena, espacio de unidad, reflexión y organización de los pueblos indígenas de México, cumple 20 años de trabajo ininterrumpido, impulsando la reconstitución integral de nuestros pueblos y la construcción de una sociedad en la que quepan todas las culturas, todos los colores, todos los pueblos que somos México.
2. A lo largo de todos estos años y con más fuerza a partir de la Sexta Declaración de la Selva Lacandona emitida por el Ejército Zapatista de Liberación Nacional, hemos forjado una palabra y un actuar que ha contribuido a las luchas de resistencia y rebeldía a lo largo de toda la geografía nacional y no solo mantenemos nuestra decisión de seguir existiendo, sino que la honramos con la fuerza de nuestro puño en alto, la honramos tejiendo acuerdos profundos y colectivos que se reflejan en el cuidado de la tierra, de nuestras lenguas, de las tradiciones, de nuestros gobiernos colectivos de múltiples nombres y formas; todos ellos que guardan  en su interior la flama de la autonomía que no deja de iluminar el corazón colectivo de los pueblos, barrios, naciones y tribus que somos; acuerdos profundos que se trabajan día a día, dando lugar a que de cada uno de ellos emerjan territorios complejos que juntos constituyen nuestra autonomía y libre determinación.
3. Mientras nosotros tejemos la vida, el capitalismo dibuja y configura “sus” propios territorios de muerte, encimados a los nuestros, en todos los rincones de nuestro dolido país México. Sobre nuestras tierras hay supuestos territorios mineros, de los cárteles de la delincuencia organizada, agroindustriales, territorios de partidos políticos, urbanizables, de conservación donde no caben los pueblos originarios y cualesquier nombre con que lo impongan este sistema y los malos gobiernos que lo obedecen.
4. Los capitalistas de una manera sangrienta iniciaron y agrandan día con día una guerra de conquista por apoderarse de lo que siempre ha sido nuestro y en esa constante guerra de exterminio se presentan con todas sus máscaras: la del empresario, el político, el policía, el militar o el sicario, según sea el caso. Y como siempre, de nuestro lado están los muertos, los desaparecidos, los encarcelados, los territorios arrebatados o destruidos y la persecución en contra de cualquier esperanza colectiva, autónoma y rebelde.
5. Ante la embestida capitalista en contra de nuestros pueblos hemos resistido, desde la devastación hemos soñado y construido nuevos mundos, desde el luto por nuestros compañeros asesinados los pueblos recreamos nuevas formas de resistencias y rebeldías que nos permitan detener de manera urgente esta devastación, caminando por el único camino posible para los de abajo y a la izquierda, construyendo y ejerciendo la justicia negada por los poderosos que dicen gobernarnos.
6. Es urgente encontrarnos en esas nuestras llamas de resistencia, autonomía y rebeldía que brillan en cada uno de los pueblos originarios que hilan nuevos mundos desde mero abajo, desde donde nace el amor y compromiso ancestral con nuestra madre que es la tierra.

Es que hemos acordado CONVOCAR a las autoridades y representantes directos de los pueblos, naciones, tribus, barrios, comunidades y organizaciones indígenas a la celebración del:

QUINTO CONGRESO NACIONAL INDÍGENA

Que se realizará en el contexto de la celebración del 20 aniversario del CNI y que tendrá lugar del 9 al 14 de octubre en las instalaciones del Centro Indígena de Capacitación Integral (CIDECI- UNITIERRA) en la ciudad de San Cristóbal de las Casas, Chiapas, en territorio zapatista, de acuerdo con el siguiente:

Llegada a CIDECI y registro físico de autoridades, representantes, delegados indígenas, prensa e invitados por la Comisión de Coordinación del CNI.

10 y 11 de octubre.

Inauguración del Quinto Congreso Nacional Indígena.

El Quinto Congreso Nacional Indígena tendrá sesiones públicas (inauguración y clausura) y cerradas. La prensa que se registre ante la Comisión de Coordinación del CNI y cuya participación sea validada por la misma comisión, únicamente podrá dar cobertura a las sesiones públicas del CNI. El registro de prensa se hará los días 9 y 10 de octubre en la sede del Congreso.

1. This October marks 20 years of uninterrupted work by the National Indigenous Congress [CNI], a space of unity, reflection, and organization for the indigenous peoples of Mexico. The National Indigenous Congress has worked for the full reconstitution of our peoples and the construction of a society where all cultures, all colors, and all of the peoples of Mexico fit.
2. Throughout these years, and with increased strength since the release of the Sixth Declaration of the Lacandón Jungle by the Zapatista Army for National Liberation, we have forged in word and action our contributions to the struggles of resistance and rebellion throughout the national geography. We not only sustain our decision to continue our existence, but we honor this decision with all our strength and with our fists in the air. We honor it by weaving together profound and collective agreements that can be seen in our care of the earth, in our languages, in our traditions, and in our collective governments in their many different names and forms. The flame of our autonomy lives inside these things, and it illuminates the collective heart of our peoples, barrios, nations, and tribes. These are deep agreements that we work on every day so that each one gives rise to the complex territories that together constitute our autonomy and self-determination.
3. While we weave life, capitalism designs and lays out over us its own territories of death in every corner of our suffering Mexico. Supposed mining territories, cartel activity by organized crime, agroindustry, political party territories, urban zoning rights, and conservation programs are all imposed on our lands and in none of them—no matter what name they are given by the system or its obedient governments—do the indigenous peoples fit.
4. The capitalists began and continue to expand a bloody war of conquest to take over what has always been ours. They appear behind any number of masks in this constant war of extermination: the businessman, the politician, the police, the soldier, or the hitman. And as always, the dead, the disappeared, and the imprisoned come from us, as well as the stolen and destroyed lands. Any collective, autonomous, and rebellious hope is persecuted.
5. We have resisted this capitalist onslaught against our peoples. From the devastation wrought on us we have dreamed and built new worlds. From our grief and mourning for our murdered compañeros we as peoples have recreated new forms of resistance and rebellion that allow us to halt this devastation and walk the only path possible for those below and to the left: to construct and exercise the justice denied us by the powerful who purport to govern us.
6. It is urgent that we bring our flames of resistance, autonomy, and rebellion together. These flames illuminate every originary people who weave new worlds that are truly from below, where love and the ancestral commitment to our mother—the earth—are born.

We CONVOKE the direct authorities and representatives of the peoples, nations, tribes, barrios, communities, and indigenous organizations in order to celebrate:

To be held October 9-14, in celebration of the twentieth anniversary of the CNI, at the Indigenous Center for Holistic Training (CIDECI-UNITIERRA) in the city of San Cristóbal de las Casas, Chiapas, in Zapatista territory, according to the following schedule:

Members of the National and International Sixth who want to participate as observers in the sessions of the Fifth CNI should register ahead of time at the email: cni20aniversario@ezln.org.mx.

The Fifth National Indigenous Congress will have both public sessions (the inauguration and closing) and closed ones. Media that registers with and is approved by the CNI Coordinating Commission will be allowed to cover only the CNI’s public sessions. Media registration will be held October 9 and 10 at the site of the Congress.
