 Desplazamiento forzado de más de 3000 personas

• 47 ataques armados hacia 10 comunidades del municipio de Aldama.
• Imparable las agresiones de parte del grupo armado que actúa desde Santa Martha, municipio de Chenalhó.
• Consistente la ausencia y complicidad del gobierno mexicano para atender la situación de violencia armada

El Centro de Derechos Humanos Fray Bartolomé de Las Casas (Frayba) manifiesta su preocupación por la imparable violencia armada y el constante desamparo que 10 comunidades del municipio de Aldama, Chiapas viven diariamente en este entorno torturante.

Según información proporcionada por los representantes de los desplazados del municipio de Aldama desde las 5.04 hrs. del 1 de noviembre de 2021 empezaron los ataques armados, al cierre de esta acción urgente hemos registrado 47 ataques con armas de alto calibre, que han generado el desplazamiento forzado de aproximadamente 3000 personas, poniéndolas en un alto riesgo a la vida, integridad y seguridad personal de las mujeres, niñas, niños, personas de la tercera edad de las comunidades de Aldama.

Las agresiones son realizadas por un grupo de personas armadas que operan desde Santa Martha, Chenalhó. Las agresiones armadas no han cesado y los habitantes se encuentran sitiados. Las 3000 personas desplazadas pertenecen a las comunidades de Chayomte, Juxton, Stzelejpotobtik, Chivit, Yeton, San Pedro Cotzilnam, Tabac, Coco y una parte de Xuxchen que han abandonado sus casas, huyendo a las montañas para refugiarse.

El Frayba manifiesta su preocupación por la escalada de violencia hacia las comunidades de Aldama que desde hace 5 años han sido permanente las violaciones a los derechos humanos en este territorio de Los Altos de Chiapas, todo esto bajo la tolerancia y complicidad del gobierno mexicano. Es por ello que exigimos de manera enérgica alto a la violencia, basta de simulación de los gobiernos federal y estatal para atender este horror que vive diariamente el pueblo maya tsotsil de Aldama y Santa Martha.

Les solicitamos a la solidaridad nacional e internacional envíen sus expresiones de repudio por esta grave situación de violencia en Chiapas:

The Good Government Council of Caracol 10 informed the AJMAQ network that last night, 13 October 2021, a strongly armed group of the paramlitary organization ORCAO (Regional Organization of Coffee Growers from Ocosingo) once again attacked the Zapatista community of Moisés y Gandhi, in an armed aggression that lasted 7 hours and that resulted in the forced displacement of several zapatista families.

This takes place slightly over a month after two Zapatista autonomous authorities were kidnapped by the same group. After that event, and in the context of the lon history of paramilitary violence by ORCAO against Zapatista communities, the Clandestine Revolutionary Indigenous Committee – General Command of the EZLN published a communiqué warning that Chiapas is on the verge of civil war and callingfor national and international solidarity. That call resulted in expressions of solidarity and mobilizations throughout Mexico and the world. AIn spite of all this and the repeated demands to the three levels of the government to stop paramilitary aggressions against the communities that organize peacefully in defense of life, the ORCAO continues to enjoy complete impunity in its criminal actions.

The Good Government Council “Nuevo Amanecer en Resistencia y Rebeldía por la Vida y la Humanidad”, Caracol 10 “Floreciendo la Semilla Rebelde,” informed Red de Resistencia y Rebeldía AJMAQ that, slightly over a month after the arbitrary detention of the autonomous authorities José Antonio Sánchez Juárez and Sebastián Núñez Pérez, by the paramilitary group of the Regional Organization of Coffee Growers from Ocosingo (Orcao).

That same group, last night, 13 October 2021, at approximately 20:30, once again attacked the bases of support of the EZLN of the autonomous community of Moisés and Gandhi.

At 1:25 this morning, the gunfire increased, reaching the Autonomous Middle School. At 2:20, the strongly armed group were positioned only 90 feet from the homes of the families bases of support of the EZLN, who were therefore forcefully displaced in search of a safe shelter.

The aggressions of the paramilitary group ended at approximately 3:30, according to information from the Good Government Council.

We demand respect to the land and territory of the Zapatista peoples, their autonomy and free determination.

No more criminal actions by the ORCAO paramilitary group!
No more harassment against the autonomy and life built by the EZLN!

22 septembre. Vienne. La situation de violence au Chiapas se poursuit et l’EZLN lance l’alerte aujourd’hui sur un état « au bord de la guerre civile ». Pour comprendre ce qu’il se passe, il faut observer sous différents angles l’origine et la systématisation des violences. Ce texte, non exhaustif, tente de donner une vision d’ensemble aux processus en cours dans l’État du Sud-est mexicain, en mettant en évidence quelques thèmes et conflits.

Vendredi 17 septembre 2021, à Vienne, en Autriche, environ 20 femmes et 30 hommes zapatistes de la délégation aérienne, « La Extemporánea », récemment arrivée dans cette ville, sont venus renforcer le contingent rassemblé devant l’ambassade du Mexique.

Cet acte de protestation a inauguré une grande campagne pour dénoncer le paramilitarisme et la violence au Chiapas et exiger l’apparition en vie de José Antonio Sánchez Juárez et Sebastián Núñez Pérez, zapatistes, membres du Conseil de bon gouvernement (JBG) « Nuevo Amanecer en Resistencia y Rebeldía por la Vida y la Humanidad » [« Aube nouvelle en résistance et en rébellion pour la vie et l’humanité », ndt], du Caracol 10, « Floreciendo la Semilla Rebelde » [« Quand fleurit la graine rebelle »], situé près de Patria Nueva, non loin d’Ocosingo, au Chiapas.

Les deux compañeros avaient été séquestrés le 11 septembre par des membres de l’Organisation régionale des caféiculteurs d’Ocosingo (ORCAO) – laquelle a une longue histoire de violence paramilitaire et d’impunité dans la région – alors que la délégation zapatiste aéroportée commençait son voyage. Selon le communiqué du Comité clandestin révolutionnaire indigène-Commandement général (CCRI-CG) de l’EZLN, ils ont été libérés le 19 septembre, grâce à l’intervention des prêtres de San Cristóbal de Las Casas et d’Oxchuc, appartenant au Diocèse de San Cristóbal.

Face au bâtiment de la diplomatie mexicaine à Vienne, la solidarité internationale s’est manifestée par la présence de dizaines d’activistes de toute l’Europe qui ont dénoncé grâce à leurs microphones, banderoles et pancartes, l’implication du gouvernement du Mexique dans la réactivation des violences contre-insurrectionnelles. Les prises de paroles en espagnol, allemand, grec, français, portugais et galicien, ainsi que le récent communiqué signé par de nombreuses organisations, collectifs et individus d’Europe tiennent pour responsables tant le gouvernement fédéral d’Andrés Manuel López Obrador (AMLO) que le gouvernement de l’État du Chiapas de Rutilio Escandón Cadenas, en raison de leur complicité avec les attaques paramilitaires perpétrées non seulement contre des paysans mayas zapatistes mais aussi contre des compañeras et compañeros défenseur.ses de droits humains et contre des communautés du Chiapas.

Comme le relate la dénonciation du Réseau AJMAQ, signée par de nombreuses organisations sociales et des collectifs du monde entier, en ce mois de septembre, le paramilitarisme du Chiapas intensifie ses actions délinquantes.

« Cette escalade de la violence orchestrée depuis les hauts lieux de pouvoir du gouvernement a pour contexte la « Traversée pour la vie – Chapitre Europe » de l’EZLN, une initiative d’organisation qui cherche à étendre, de manière pacifique et créative, la graine de la résistance et de la rébellion pour l’humanité et la Terre Mère, c’est-à-dire pour la Vie. »

Rappelons que la première délégation zapatiste, l’Escadron 421, est partie du Mexique vers l’Europe en bateau le 2 mai. Le 14 septembre, c’est l’Extemporánea, délégation aérienne de l’EZLN, qui est arrivée sur les terres de Slumil K’ajxemk’op/Terre Rebelle (auparavant Europe) et qu’elle a été rejointe le 22 septembre par une délégation du Congrès national indigène (CNI) et du Front des peuples en défense de la terre et de l’eau-Morelos, Puebla, Tlaxcala (FPDTA-MPT) dans le but d’écouter et de dialoguer avec les luttes d’en bas, à gauche. Depuis le 1er janvier 2021, l’EZLN a rendu publique sa Déclaration pour la vie, signée par des centaines de collectifs de l’autre Europe.

« Nous sommes là et nous y resterons jusqu’à la présentation en vie des compañeros. Ce Voyage a déjà commencé et personne ne l’arrêtera », a dit au micro, en allemand et en espagnol, une compañera activiste devant le bâtiment de la diplomatie mexicaine.

Qui est le groupe paramilitaire que dénonce l’EZLN ?

Radio Zapatista, dans « La longue histoire de violence paramilitaire et d’impunité de l’ORCAO », rappelle que l’Organisation régionale des caféiculteurs d’Ocosingo, dénoncée de manière répétée par les Conseils de bon gouvernement comme étant une organisation paramilitaire, agresse les communautés zapatistes depuis plus de 20 ans avec une violence croissante et en totale impunité.

Samedi dernier, le 11 septembre 2021, comme le dénonce le Réseau Ajmaq, deux membres du Conseil de bon gouvernement « Patria Nueva », du Caracol 10 (Ocosingo), ont été séquestrés par l’Organisation régionale des caféiculteurs d’Ocosingo (ORCAO). À ce jour, les autorités zapatistes, José Antonio Sánchez Juárez et Sebastián Núñez Pérez, sont portés disparus. Du Collectif Radio zapatiste, nous lançons un appel à la solidarité nationale et internationale pour exiger leur libération immédiate.

L’ORCAO, dénoncée de manière répétée par les Conseil de bon gouvernement comme étant une organisation paramilitaire, agresse les communautés zapatistes depuis plus de 20 ans avec une violence croissante et en totale impunité.

L’ORCAO a été fondée en 1988 par 12 communautés de la municipalité d’Ocosingo, au Chiapas, comme une organisation de lutte légitime qui revendiquait de meilleurs prix pour le café et une solution aux conditions rudimentaires de l’agriculture. En peu de temps, de nombreuses communautés supplémentaires l’ont rejointe. Pendant des années, l’ORCAO a entretenu des liens avec le zapatisme. Pourtant, ces derniers ont été rompus quand, à la fin des années 90, l’organisation, comme tant d’autres, a cédé à la tentation de négocier des aides gouvernementales et des postes publics en échanges de faveurs.

La rupture s’est agravée avec l’arrivée de Pablo Salazar au poste de gouverneur du Chiapas en 2000. L’ORCAO a alors abandonné la lutte et s’est alliée avec le gouvernement, rompant avec l’EZLN pour avoir accès à l’argent public.

À partir de ce moment, les agressions sont devenues de plus en plus fréquentes et violentes.

Nous faisons ici un résumé de ce qui a marqué la trajectoire de violence de cette organisation depuis cette époque.

En juin 2002, environ 70 membres de l’ORCAO ont attaqué avec des pierres, des gourdins, des fusils, des chaînes et des machettes des bases d’appui zapatistes à Nuevo Poblado Javier López, municipialité autonome de Francisco Gómez, avec la complicité et le soutien de la police.

En juin 2002, des membres de l’ORCAO de Sibacá ont détruit deux hectares de culture de la municipalité autonome Primero de Enero, en plus de démolir des clôtures à Pomalá, de menacer les habitants de López-Chamizal, d’expulser des zapatistes de Ucumiljá y Ja’ten’chib (Ocosingo) et de les forcer à quitter leurs maisons à coups de feu à San Pedro Buena Vista (Sitalá), les dépouillant ainsi de 30 hectares de terres et leur volant leurs maisons et leurs biens.

En janvier 2009, alors que l’EZLN célébrait le Festival de la digne rage à San Cristóbal de Las Casas, des membres de l’ORCAO ont attaqué et essayé de prendre à des bases d’appui zapatistes, un terrain de 500 hectares à Bosque Bonito, municipalité autonome Che Guevara. Peu après, 220 personnes de l’ORCAO, à bord de 19 camions et camionnettes, ont essayé de pénétrer de force dans le caracol de Morelia. A peu près aux mêmes dates, l’ORCAO a aussi bloqué aussi le passage à des zapatistes qui transportaient du bois pour la construction de nouveaux espaces pour l’école autonome de Primero de Enero.

En avril de la même année, pendant que la police de secteur et le groupe paramilitaire OPDDIC attaquaient et harcelaient les zapatistes autour des cascades d’Agua Azul, des membres de l’ORCAO menaçaient de mort les zapatistes, essayaient de brûler le magasin collectif du carrefour de Cuxuljá (acte effectué en août 2020) et incendiaient 60 hectares.

A la fin de cette année, les Conseils de bon gouvernement de La Garrucha et de Morelia ont dénoncé le fait que l’ORCAO avait organisé un groupe pour se rendre maître du marché paysan d’Ocosingo, en expulsant les zapatistes.

En juillet 2011, des membres de l’ORCAO ont envahi des terres récupérées par l’EZLN dans la localité d’El Paraíso, et ce, après diverses attaques antérieures, entre mars et juin 2011, au cours desquelles ils ont détruit 4500 plants de café, un demi-hectare de canne à sucre et un demi-hectare de maïs, en plus d’avoir volé du bétail, du fil de fer, et d’avoir coupé du bois. En juin de cette même année, des membres de la ORCAO ont séquestré et torturé deux zapatistes à Ocosingo.

En août 2011, des paramilitaires de l’ORCAO ont détruit une maison destinée aux observateurs dans la communauté de l’Ejido Patria Nueva, qui appartenait alors au caracol de Morelia. Ce même mois, 12 groupes armés de la ORCAO ont agressé des bases d’appui zapatistes avec des armes à feu, des pierres et des bâtons.

En mai 2012, la JBG de Morelia a dénoncé des confiscations de terres par l’ORCAO dans les municipalités autonomes du 17 Novembre et de Lucio Cabañas. En août de la même année, l’ORCAO a réalisé plusieurs attaques armées contre des bases d’appui zapatistes, selon la JBG de Morelia.

En juillet et en août 2014, des membres de l’ORCAO ont mené une série d’attaques et ont expulsé des bases d’appui zapatistes de la municipalité autonome de San Manuel, caracol de La Garrucha, juste avant que ne se réalise le partage entre peuples originels du pays au caracol de la Realidad, en août de cette année. Le 23 février 2020, des membres du Congrès national indigène (CNI) des communautés de San Antonio Bulujib y Guaquitepec, de la municipalité de Chilón, y compris deux bébés, ont été frappés et séquestrés par des membres de l’ORCAO et du groupe paramilitaire Los Chinchulines, ainsi que des membres du parti MORENA, en représailles pour avoir participé aux Journées en défense du territoire et de la Terre Mère ” Nous sommes tous et toutes Samir” (voir dénonciation du CNI).

Le 22 août 2020, des membres de l’ORCAO ont saccagé et incendié deux entrepôts de maïs et de café appartenant à des bases d’appui zapatistes, au carrefour de Cuxuljá, entre Oxchuc y Ocosingo, dans la municipalité autonome de Lucio Cabañas, ce qui a déchenché une forte condamnation nationale et internationale.

Le 8 novembre de cette même année, l’ORCAO a séquestré et torturé le base d’appui zapatiste Félix López Hernández, libéré grâce à la pression nationale et internationale quelques jours plus tard. Dans la même dénonciation, la JBG de Patria Nueva affirme que l’ORCAO a reçu des aides du gouvernement pour construire une école, mais qu’elle les a utilisées pour acheter des armes de gros calibre, avec la probable complicité du gouvernement de la 4T.

En janvier 2021, le Centre de droits humains Fray Bartolomé de Las Casas rapportait de nouvelles agressions armées de l’ORCAO à l’encontre de la communauté Moisés Gandhi. En avril de cette même année, alors qu’ils se rendaient à une réunion à Palenque, deux membres de ce Centre de droits humains ont été séquestrés dans le village de San Felipe, habité en majorité par des membres de l’ORCAO, ce qui fait que tout indique que c’était un acte en représailles du travail de documentation du Centre de ce Centre.

Ce n’est pas un hasard que la séquestration des deux membres du Conseil de bon gouvernement du Caracol 10 Patria Nueva se fasse dans le contexte de la Traversée pour la Vie, juste au moment où la délégation aérienne zapatiste arrive à Vienne pour commencer une série de réunions avec des collectifs et des organisations de gauche sur le territoire européen. Face à la lutte pour la vie, la violence paramilitaire impunie est incitée par le gouvernement de la soi-disant Quatrième Transformation.

Nous nous joignons à l’exigeance de la libération immédiate de José Antonio Sánchez Juárez et de Sebastián Núñez Pérez, et de la fin des agressions et de l’impunité dont jouit l’Organisation régionale des caféiculteurs d’Ocosingo (ORCAO).

Este 24 de septiembre, día internacional de protestas contra la violencia narcoparamilitar y contrainsurgente en el estado de Chiapas, organizaciones de lucha brasileñas se unen a la exigencia de que el Estado mexicano detenga las agresiones contras los pueblos zapatistas y la violencia en general en el estado.

Nosotrxs, como Teia dos Povos (Tejido de los Pueblos) de Ceará, expresamos nuestra solidaridad con el Ejército Zapatista de Liberación Nacional (EZLN), frente al avance de la violencia perpetrado por el gobierno mexicano.

El pasado 11 de septiembre, el gobierno mexicano fue responsable por el sequestro durante ocho días de las autoridades civiles zapatistas Sebastién Núñez Pérez y José Antonio Sánchez, que sólo fueron liberados después de la fuerte presión de movimientos sociales zapatistas y mexicanos. Además de ese acto criminal, también destacamos la reciente represión policial contra estudiantes de la Escuela Normal Rural de Mactumactzá y las alianzas del gobernador chiapaneco Rutilio Escandón con grupos paramilitares vinculados a la agroindustria local, que se oponen no sólo a los zapatistas, sino a cualquier comunidad autónoma que se posicione contra los intereses del capital en el país.

En su comunicado oficial, el EZLN pide que se realicen manifestaciones de solidaridad frente a embajadas y consulados de México en el mundo este viernes 24 de septiembre. La reivindicación es que todas las instancias de gobierno de México detengan “las provocaciones y abandonden el culto de muerte que profesan”. Nosotrxs, como Teia dos Povos de Ceará, apoyamos las acciones del EZLN, pues la lucha de liberacion pasa por el corazón de todos los pueblos y nuestro enemigo es común.

Basta de violencia del Estado mexicano contra las comunidades zapatistas

En el estado de Chiapas, México, comunidades autónomas zapatistas están teniendo a sus líderes secuestrados, sus comercios incendiados, además de otros atentados. Son indígenas, campesinos pobres que se rehúsan a sujetarse a un Estado que los maltrata, por eso son perseguidos.

Ésta es una campaña internacional contra esa injusticia.

To all those ready to live, that is, to fight

The recent aggressions against Zapatista authorities are the culmination of an escalation of attacks and provocations against Zapatista and non-Zapatista communities of Chiapas at the hands of paramilitaries whose character the whole world knows: the bad governments seek the surrender of those who resist the dispossession they promote. Or worse, they provoke a tragic, violent confrontation that would be a pretext for great repression, in order to remove obstacles from their destructive path, that lays waste to Mother Earth as to the social fabric.

We will not permit it. Those bad governments should know, as should their officials and lackeys, that they not only confront the well-organized force of the Zapatista peoples clearly determined to exercise their legitimate right to self-defense. They have tried all the peaceful means of accord and reconciliation and they have only encountered indifference and a irresponsibility. Their patience now wears thin. Together with them, together with the Zapatista communities and peoples, together with the hundreds of communities assaulted by the current regime, we are determined to halt this criminal impulse that doesn’t seem to have another way out except through violence.

We will demonstrate on the 24th that we are determined to react. In silence or shouting, in the streets and plazas, before the embassies or public buildings, in places of work, wherever we are and by any means at our reach, we will show our solidary resistance to the absolutely illegal abuse that takes place with the open complicity of those that have the legal and political obligation to stop it.

The paramilitary mask does not deceive us. It is the State. We will not accept its cult of death. We will come out this Friday the 24th to defend life.

Autodefensas del Pueblo El Machete

22 de septiembre. Viena. La situación de violencia en Chiapas continua y el EZLN alerta hoy sobre un estado “al borde de la guerra civil”.  Para entender lo que está pasando en Chiapas, hay que mirar desde varios ángulos la raíz y la sistematización de las violencias. Este texto, no exhaustivo, trata de dar una mirada general a lo que está sucediendo en el estado del sureste mexicano, puntualizando unos temas y conflictos.

El viernes pasado, 17 de septiembre de 2021, en Viena, Austria, alrededor de 20 mujeres y 30 hombres zapatistas de la delegación aérea, “La Extemporánea”, recién llegada a la ciudad, reforzaron el contingente que se concentró frente a la embajada de México.

Este acto de protesta inauguró una gran campaña para denunciar el paramilitarismo y la violencia en Chiapas y exigir la aparición con vida de José Antonio Sánchez Juárez y Sebastián Núñez Pérez, zapatistas integrantes de la Junta de Buen Gobierno (JBG) “Nuevo Amanecer en Resistencia y Rebeldía por la Vida y la Humanidad” del Caracol 10 “Floreciendo la Semilla Rebelde” situado en Patria Nueva, cerca de Ocosingo, Chiapas.

Los dos compañeros fueron secuestrados el 11 de septiembre por miembros de la Organización Regional de Cafeticultores de Ocosingo (ORCAO) –la cual tiene una larga historia de violencia paramilitar e impunidad en la región– mientras la delegación zapatista aerotransportada iniciaba su viaje. Según el comunicado del Comité Clandestino Revolucionario Indígena-Comandancia General (CCRI-CG) del EZLN, fueron liberados el 19 de septiembre, gracias a la intervención de los párrocos de San Cristóbal de Las Casas y de Oxchuc, pertenecientes a la Diócesis de San Cristóbal.

Frente al edificio de la diplomacia mexicana en Viena, la solidaridad internacional se manifestó con decenas de activistas de toda Europa que denunciaron por micrófono, mantas y pancartas al gobierno de México por su respuesta ante la reactivación de las violencias contrainsurgentes. Las tomas de palabra en español, alemán, griego, francés, portugués y gallego, así como el reciente comunicado firmado por numerosos organizaciones, colectivos e individuos de Europa responsabilizan tanto al gobierno federal de Andrés Manuel López Obrador (AMLO) como al gobierno estatal de Rutilio Escandón Cadenas, debido a su complicidad con los ataques paramilitares perpetrados no solamente contra campesinos mayas zapatistas, sino también contra compañeras y compañeros defensores de derechos humanos y comunidades de Chiapas.

De acuerdo con la denuncia de la Red AJMAQ, firmada por organizaciones sociales y colectivos del mundo,  este mes de septiembre el paramilitarismo de Chiapas se recrudece en acciones delincuenciales.

 “Esta escala de violencia orquestada desde los altos poderes del gobierno federal se enmarca en la iniciativa del EZLN ‘Travesía por la Vida Capitulo Europa’. Iniciativa organizativa que busca expandir, de forma pacífica y creativa, la semilla de la resistencia-rebeldía por la humanidad y la Madre Tierra, es decir; por la Vida.”

Recordamos que la primera delegación zapatista, el Escuadron 421, salió de México hacia Europa en barco el 2 de mayo. El 14 de septiembre, es la Extemporánea, delegación aérea del EZLN, que llegó a las tierras de Slumil K’ajxemk’op/Tierra Insumisa (antes Europa) y que fue alcanzada el 22 de septiembre por una delegación del Congreso Nacional Indígena (CNI) y del Frente de Pueblos en Defensa de la Tierra y el Agua-Morelos, Puebla, Tlaxcala (FPDTA-MPT) con el propósito de escuchar y dialogar con las luchas abajo y a la izquierda. Desde el 1 de enero 2021, el EZLN dió a conocer su Declaración por la Vida, firmada por centenas de colectivos de la otra Europa.

“Aquí estamos, y seguiremos aquí, hasta la presentación con vida de los compañeros. Este viaje ya empezó y nadie lo va a parar”, dijo en alemán y en español una compañera activista frente al edificio de la diplomacia mexicana.

¿Quién es el  grupo paramilitar que denuncia el EZLN ?

Radio Zapatista, en ¨La larga historia de violencia paramilitar e impunidad de la ORCAO¨, recuerda que la Organización Regional de Cafeticultores de Ocosingo, denunciada repetidamente por las Juntas de Buen Gobierno como organización paramilitar, ha venido agrediendo a las comunidades zapatistas durante más de 20 años con creciente violencia y completa impunidad.

On September 11 of this year, two Zapatistas from the Good Government Council Patria Nueva of Caracol 10, Ocosingo, were kidnapped by ORCAO. After widespread mobilizations and denunciations, along with the intervention of religious authorities, they were released on September 19.

ORCAO has been denounced repeatedly by the Zapatista Good Government Councils as a paramilitary organization, which has constantly for more than 20 years threatened and harassed Zapatista communities with growing intensity and complete impunity.

The Regional Organization of Coffee Growers of Ocosingo (ORCAO) was founded in 1988 by 12 communities in the municipality of Ocosingo, Chiapas, as an organization of legitimate struggle demanding better coffee prices and a solution to agrarian backlog. In little time, many more communities joined the organization. For years, ORCAO maintained connections with Zapatismo. However, those connections were broken in the late 1990’s when the organization, like many others, caved to the temptation of government support and political positions in exchange for favors. The rupture worsened in the year 2000 with the arrival of Pablo Salazar as governor of Chiapas. ORCAO abandoned the struggle and allied with the government, breaking with the EZLN in order to gain access to state funds. From that moment on, the aggressions have become increasingly frequent and violent.

Here is a summary of the trajectory of violence carried out by the paramilitary organization:

In January 2002, around 70 members of ORCAO, armed with rocks, clubs, chains, and machetes, attacked Zapatista Support Bases in Nuevo Poblado Javier López, in the autonomous municipality of Francisco Gómez, with the complicity and support of the police.

In June 2002, members of ORCAO of Silbacá destroyed two hectares of crops in the autonomous municipality of Primero de Enero. Furthermore they demolished the territorial limits of Pomalá, threatened inhabitants of López-Chamizal, expelled Zapatistas from Ucumiljá and Ja’ten’chib (Ocosingo) and dispossessed them of 30 hectares of land, while robbing their houses and all their belongings.

In January 2009, while the EZLN celebrated the Festival of Dignified Rage in San Cristóbal de Las Casas, members of ORCAO attacked and tried to dispossess Zapatista Support Bases of 500 hectares in Bosque Bonito, in the autonomous municipality of Che Guevara. A little while afterwards, 220 members of ORCAO aboard 19 trucks and vans tried to forcibly enter the Caracol of Morelia. Around that time, ORCAO also impeded the passage of Zapatistas who were transporting wood for the construction of new spaces of the autonomous school of Primero de Enero.

In April of that same year, while police and the paramilitary group OPDDIC attacked and harassed Zapatistas around the waterfalls of Agua Azul, members of ORCAO threatened Zapatistas with death, seeking to burn the collective store in Cuxuljá (an act they accomplished in August of 2020) and setting fire to 60 hectares.

At the end of that year, the Good Government Councils of La Garrucha and Morelia denounced that ORCAO organized a group to take over the market in Ocosingo, expelling the Zapatistas.

In July of 2011, members of ORCAO invaded lands which had been recuperated by the EZLN in El Paraiso. This followed several previous attacks between March and June of 2011, in which ORCAO destroyed 4500 coffee plants, a half hectare of sugar cane, and a half hectare of corn, in addition to stealing cattle, wire, and wood. In June of that year, members of ORCAO kidnapped and tortured two Zapatistas in Ocosingo.

In August of 2011, ORCAO paramilitaries destroyed a house used by human rights observers in the community Ejido Patria Nueva, then belonging to the Caracol of Morelia. That same month, 12 armed groups of ORCAO attacked Zapatista Support Bases with firearms, sticks, and stones.

In May of 2012, the Good Government Councill of Morelia denounced land dispossession by ORCAO in the autonomous municipalities of 17 de Noviembre and Lucio Cabañas. In August of that same year, ORCAO carried out various armed attacks against Zapatista Support Bases, according to a denouncement made by the Good Government Council of Morelia.

In July and August of 2014, members of ORCAO carried out a series of attacks, displacing Zapatista Support Bases in the autonomous municipality of San Manuel, Caracol of La Garrucha. This took place just before the reunion of Indigenous peoples of the country in the Caracol of La Realidad in August of that same year.

On February 23, 2020, members of the National Indigenous Congress from the communities of San Antonio Bulujib and Guaquitepec, in the municipality of Chilón, were beaten and kidnapped by members of ORCAO and the paramilitary group, Los Chinchulines, as well as members of the MORENA political party. This attack was carried out in retaliation for the communities having participated in the Days in Defense of Territory and Mother Earth “We Are all Samir.”

On August, 2020, members of ORCAO looted and set fire to two corn and coffee warehouses pertaining to the Zapatista Support Bases, in Cuxuljá, between Oxchuc and Ocosingo, in the autonomous municipality of Lucio Cabañas, triggering strong national and international condemnation.

On November 8 of that same year, ORCAO kidnapped and tortured Zapatista Félix López Hernández, who was freed a couple days later thanks to national and international pressure. In the same denunciation, the Good Government Council of Patria Nueva confirmed that ORCAO received government support to construct a school, but that they used it to buy high-caliber weaponry, with the presumed complicity of the government of the Fourth Transformation.

In January of 2021, the Fray Bartolomé de Las Casas Human Rights Center reported new armed aggressions of ORCAO in the community of Moises Gandhi. In April, two members of that human rights center were kidnapped while on their way to a meeting in Palenque, in the community of San Felipe, inhabited in the majority by members of ORCAO, in what all indications was an act of retaliation for the documentation work of the human rights center.

It is not a coincidence that the recent kidnapping of two members of the Good Government Council of Caracol 10 Patria Nueva took place in the context of the Journey for Life, just as the Zapatista air delegation arrived in Vienna to begin a series of encounters with leftist collectives and organizations in the territory known as Europe. In the face of the struggle for life, the response is paramilitary violence promoted by the government of the so-called Fourth Transformation.

Just this morning, May 26th, we received messages from compañeros in the highlands of Chiapas that gunfire in the direction of the communities of Aldama has become more fierce over the past 4 days. In the municipality of Aldama, which includes the Zapatista support base community of Magdalena de La Paz, consistent paramilitary fire from the Santa Martha community in the neighboring municipality of Chenalhó threatens the lives and livelihoods of its residents. Under these conditions, milpa cannot be sown, coffee can’t be picked, and children cannot go to school.

Under the nose of government officials and with incentives from political parties and “social programs,” territorial conflicts have escalated across the Mexican countryside; and in Chiapas, several such conflicts (Nuevo San Gregorio, Moisés Gandhi, and Chilón to name a few) have worsened as the June 6th elections approach. The violence follows a predictable cycle of territorial dispossession, with extractive megaprojects on one hand and militarization on the other. Government programs intended to entice party affiliation and shred the rural social fabric prey on indigenous communities in a perpetual internal colonization.

The twists and turns of the relationship between what is now Aldama and Chenalhó date back to 1921, when the original municipalities of Santa María Magdalena (Aldama) and Santa Martha (Chenalhó) were subordinated under the municipal seat of San Pedro Chenalhó. Over the course of several decades, the families of these indigenous communities struggled together against displacement and submission by wealthy mestizos, sharing territories and celebrations. However, in 1975, a misallocation under the Secretary of Agrarian Reform catalyzed the current day dispute over 59 hectares between the two communities. In 1999, in an attempt to constrain Zapatista support bases in Santa María Magdalena, the Secretary of Agrarian Reform tried to force the two communities under a new municipality of Aldama. But residents of Santa Martha rejected the proposal and strengthened their affiliation with Chenalhó, whose leaders, with ties to the perpetrators of the perpetrators of the 1997 Acteal massacre, have actively fostered paramilitary rule.

Since February 2018, more than 2,000 residents of Aldama have been forcibly displaced from their homes. Among the casualties, a trustee of the municipality and member of the National Indigenous Congress was tortured and murdered, and a nun from a humanitarian brigade was shot in the leg., This past May 8th, Pedro Lunes Pérez of Chocó (Aldama) was killed in his home by paramilitary gunfire, as the National Guard patrolled nearby.

Attempts to resolve the conflict have failed to dissipate the rancor. On the part of officials, they appear to be half-hearted at best, for no effort has been made to disarm the perpetrators of the violence. From carelessness to negligence to all-out corruption, the three levels of government have served only to fan the flames of conflict between communities. Under López Obrador’s administration, militarization continues to intensify throughout southeast Mexico, particularly in zones of Zapatista support, to reinforce the economic advantage and firepower on the side of the paramilitaries.

We might ask why all levels of government have failed so miserably to intervene in a meaningful solution. In fact, the same question might be asked of other global conflicts in the news this past week. And the answer is this: destabilizing the autonomy of the people, catalyzing conflict through inequity, and perpetuating rifts via dis-information are all cornerstones not only of the 4T, but of the hegemonic neoliberal project globally — a project bent on territorial dispossession and plunder.

FIRMA LA PETICIÓN AQUÍ.

El Centro de Derechos Humanos Fray Bartolomé de Las Casas, A.C. (Frayba), tienen información de que dos de sus integrantes fueron secuestrados mientras se trasladaban rumbo a la Ciudad de Palenque, Chiapas, y hasta esta hora su paradero es impreciso.

El 12 de abril de 2021, aproximadamente las 7:00 horas, los defensores de derechos humanos Lázaro Sánchez Gutiérrez y Victórico Gálvez Pérez salieron de las oficinas del Frayba abordo de una camioneta Hillux blanca con destino al municipio de Palenque, Chiapas. Esto con el objetivo de llevar a cabo una reunión de trabajo con integrantes de la organización Pueblos Autónomos por la Defensa de los Usos y Costumbres (PADUC) y familiares de presos.

Hacia las 21:00 horas del mismo día, el Frayba recibió información de que el defensor de derechos humanos Lázaro Sánchez Gutiérrez había efectuado una llamada a sus familiares desde un número desconocido indicando que junto con su compañero Victórico Gálvez estaban bien, que se encontraban en la localidad San Felipe, cerca de Kuxulja, municipio de Ocosingo y que alguno de sus familiares llevara con una cierta cantidad de dinero en vehículo particular a las 8:00 horas de la mañana del día de hoy, 13 de abril.

Es importante resaltar que desde el primer momento las autoridades estatales y federales tienen conocimiento de los hechos quienes hasta el momento no han dado una información clara sobre la situación.

Ante estos lamentables hechos, el Frayba manifiesta su preocupación y condena de manera enérgica estos actos de intimidación, agresión y secuestro de los señores Lázaro Sánchez Gutiérrez y Victórico Gálvez Pérez. No omitimos mencionar que estos actos ocurren en un ambiente de criminalización a defensores de derechos humanos en México y señalamientos hacia el Centro de Derechos Humanos Fray Bartolomé de Las Casas. Hacemos un llamado urgente al Estado mexicano a que efectue una investigación exhaustiva e imparcial de la privación arbitraria de la libertad de Lázaro Sánchez y Victórico Gálvez, para garantizar la vida, libertad, seguridad e integridad de nuestros compañeros.

Hacemos un llamado a la solidaridad nacional e internacional que firmen esta acción urgente disponible en la página www.frayba.org.mx y le escriban a las autoridades mexicanas a fin de que se comprometan a implementar medidas de seguridad para el ejercicio del derecho a defender los derechos humanos.
