A las organizaciones, movimientos, grupos, colectivos, pueblos originarios, e individualidades de las distintas geografías de la tierra ahora conocida como Slumil K´ajxemk´op.

De la Delegación Zapatista La Extemporánea.

Compañeras, compañeroas, compañeros:
Hermanoas, hermanas, hermanos.

Les saludamos desde las montañas del Sureste Mexicano y les avisamos que ya todas las compañeras y compañeros de la delegación aéreo-transportada que, durante los meses de septiembre, octubre, noviembre y diciembre de este año del 2021, les visitaron en sus respectivas geografías, ya están en sus respectivos pueblos y posiciones.

A las 21:34 hora zapatista -20:34 hora de México-, de este 14 de diciembre: las 03:34 del 15 de diciembre, hora de Slumil K´ajxemk´op, se confirmó que todas y todos están ya en sus parajes, poblados y posiciones.

Llegamos todas y todos con bien, completos y sanos.  Aunque tod@s estamos movidos y conmovidos por los días y noches que nos permitieron compartir con ustedes.  Regresamos con una herida en el corazón que es de vida.  Una herida que no dejaremos que se cierre.

Ahora nos toca revisar nuestros apuntes para informar a nuestros pueblos y comunidades de todo lo que aprendimos y recibimos de ustedes: sus historias, sus luchas, su resistencia, su insumiso existir.  Y, sobre todo, el abrazo de humanidad que recibimos de sus corazones.

Todo lo que les llevamos fue de nuestros pueblos.  Todo lo que recibimos de ustedes, es para nuestras comunidades.

Por todo eso, por su hospitalidad, por su fraternidad, por su palabra, por su oído, por su mirada, por sus alimentos, por sus bebidas, por su hospedaje, por su compañía, por su historia, por el abrazo colectivo del corazón que son, les decimos:

To the organizations, movements, groups, collectives, originary peoples and individuals from the different geographies of the land today known as “Slumil K’ajxemk’op”.[1]

From the Zapatista Extemporaneous [La Extemporánea][2] delegation:

Compañeras, compañeroas, compañeros:

Hermanoas, sisters, and brothers:

We send you warm greetings from the mountains of southeastern Mexico and can report that all of the compañeras and compañeros from the airborne delegation who visited you all in each of your geographies during the months of September, October, November, and December of 2021 have returned to their respective towns and positions.

As of 9:34 PM Zapatista time (8:34 PM Mexico time) on December 14, or 3:34 AM on December 15 Slumil K´ajxemk´op time, everyone had arrived at their respective villages, towns, and positions.

Each of us returned in one piece and in good health. We are all moved and touched by the days and nights that you allowed us to share with you, and we return with a life-long wound in our hearts which we will not allow to close.

It is now time for us to review our notes to inform our towns and communities of all that we learned and received from you: your histories, your struggles, your resistance, your indomitable existence, and above all, the embrace of humanity we felt from each of your hearts.

Everything we brought you came from our people. Everything we received from you is for our communities.

PRIMERO.- EL DÍA 11 DE SEPTIEMBRE DEL 2021, EN HORAS DE LA MAÑANA Y ENCONTRÁNDOSE LA DELEGACIÓN ZAPATISTA AÉREA EN LA CIUDAD DE MÉXICO, MIEMBROS DE LA ORCAO, ORGANIZACIÓN PARAMILITAR AL SERVICIO DEL GOBIERNO DEL ESTADO DE CHIAPAS, SECUESTRARON A LOS COMPAÑEROS SEBASTÍAN NUÑEZ PEREZ Y JOSE ANTONIO SANCHEZ JUAREZ, AUTORIDADES AUTÓNOMAS DE LA JUNTA DE BUEN GOBIERNO DE PATRIA NUEVA, CHIAPAS.

SEGUNDO.- LOS COMPAÑEROS ESTUVIERON PRIVADOS DE SU LIBERTAD POR 8 DÍAS Y FUERON LIBERADOS EL DÍA DE HOY, 19 DE SEPTIEMBRE DEL 2021, GRACIAS A LA INTERVENCIÓN DE LOS PÁRROCOS DE SAN CRISTÓBAL DE LAS CASAS Y DE OXCHUC, PERTENECIENTES A LA DIÓCESIS DE SAN CRISTÓBAL.  A LOS COMPAÑEROS SE LES DESPOJARON DE UN RADIO DE COMUNICACIÓN Y SEIS MIL PESOS EN EFECTIVO QUE PERTENECEN A LA JUNTA DE BUEN GOBIERNO.

TERCERO.- EL DELITO DE SECUESTRO ESTÁ PENADO POR LAS LEYES DEL MAL GOBIERNO Y POR LAS LEYES ZAPATISTAS.  MIENTRAS EL GOBIERNO DEL ESTADO DE CHIAPAS SOLAPA Y ALIENTA ESTOS CRÍMENES, Y NO HACE NADA, EL EJÉRCITO ZAPATISTA DE LIBERACIÓN NACIONAL PROCEDIÓ A TOMAR LAS MEDIDAS NECESARIAS PARA LIBERAR A LOS SECUESTRADOS Y DETENER Y SANCIONAR A LOS RESPONSABLES DEL CRIMEN.

CUARTO.- SI EL CONFLICTO NO ESCALÓ HASTA LLEGAR A UNA TRAGEDIA, FUE POR LA INTERVENCIÓN DE LOS PARROCOS MENCIONADOS, LAS ORGANIZACIONES DEFENSORAS DE LOS DERECHOS HUMANOS Y LAS MOVILIZACIONES Y DENUNCIAS QUE EN MÉXICO Y, SOBRE TODO, EN EUROPA, SE REALIZARON.

QUINTO.- EL DESGOBIERNO DE RUTILIO ESCANDÓN ESTÁ HACIENDO TODO LO POSIBLE PORQUE SE DESESTABILICE AL SURORIENTAL ESTADO MEXICANO DE CHIAPAS:

REPRIME CON LUJO DE VIOLENCIA A L@S NORMALISTAS RURALES.

SABOTEA LOS ACUERDOS TOMADOS ENTRE EL MAGISTERIO DEMOCRÁTICO Y EL GOBIERNO FEDERAL, ORILLANDO A LOS MAESTROS A MOVILIZARSE RADICALMENTE PARA QUE SE CUMPLAN DICHOS ACUERDOS.

SUS ALIANZAS CON EL NARCOTRÁFICO PROVOCAN QUE LAS COMUNIDADES ORIGINARIAS SE VEAN OBLIGADAS A FORMAR GRUPOS DE AUTODEFENSA, PORQUE EL GOBIERNO NADA HACE PARA PRESERVAR LA VIDA, LIBERTAD Y BIENES DE LOS POBLADORES.  EL GOBIERNO DE CHIAPAS NO SÓLO SOLAPA A LAS BANDAS DE NARCOTRAFICANTES, TAMBIÉN ALIENTA, PROMUEVE Y FINANCIA A GRUPOS PARAMILITARES COMO LOS QUE ATACAN CONTINUAMENTE COMUNIDADES EN ALDAMA Y SANTA MARTHA.

LLEVA ADELANTE UNA POLÍTICA DE VACUNACIÓN PROPOSITIVAMENTE LENTA Y DESORDENADA QUE ESTÁ PROVOCANDO INCONFORMIDADES ENTRE LA POBLACIÓN RURAL Y QUE NO TARDARÁ MUCHO EN EXPLOTAR.  MIENTRAS TANTO, SUBE EL NÚMERO DE MUERTES POR COVID EN LAS COMUNIDADES SIN QUE SE TOMEN EN CUENTA.

SUS FUNCIONARIOS ESTÁN ROBANDO TODO LO QUE PUEDEN DEL PRESUPUESTO ESTATAL.  TAL VEZ PREPARÁNDOSE PARA UN COLAPSO DEL GOBIERNO FEDERAL O APOSTANDO POR UN CAMBIO DE PARTIDO EN EL PODER.

AHORA TRATÓ DE SABOTEAR LA SALIDA DE LA DELEGACIÓN ZAPATISTA QUE PARTICIPA EN LA TRAVESÍA POR LA VIDA, CAPÍTULO EUROPA, ORDENANDO A SUS PARAMILITARES DE LA ORCAO EL SECUESTRO DE NUESTROS COMPAÑEROS, DEJANDO IMPUNE EL CRIMEN, Y TRATANDO DE PROVOCAR UNA REACCIÓN DEL EZLN CON EL FIN DE DESESTABILIZAR UN ESTADO CUYA GOBERNABILIDAD PENDE DE UN HILO.

SEXTO.- SI EL OBJETIVO DEL PARTIDO VERDE ECOLOGISTA DE MÉXICO (PVEM) ES PROVOCAR UN PROBLEMA QUE TENDRÁ REPERCUSIONES INTERNACIONALES, ASÍ COMO DESESTABILIZAR AL RÉGIMEN EN EL PODER, ES MEJOR QUE RECURRA A LA CONSULTA DE REVOCACIÓN DE MANDATO.

EL PVEM ES UNO DE LOS NOMBRES QUE EL VIEJO PRIÍSMO USA EN ESTAS TIERRAS.  A VECES ES PAN, A VECES ES PRD, AHORA ES PVEM MALAMENTE DISFRAZADO COMO PARTIDO MOVIMIENTO DE REGENERACIÓN NACIONAL.  SON LOS MISMOS DELINCUENTES DE ANTES Y AHORA SON PARTE DEL MAL LLAMADO MOVIMIENTO “OPOSITOR”, COMO “QUINTA COLUMNA” EN LA 4T.

ANTE LA ACCIÓN Y OMISIÓN DE LAS AUTORIDADES ESTATALES Y FEDERALES FRENTE AL CRIMEN ACTUAL Y LOS ANTERIORES, TOMAREMOS LAS MEDIDAS PERTINENTES PARA QUE SE APLIQUE LA JUSTICIA A LOS CRIMINALES DE LA ORCAO Y FUNCIONARIOS QUE LOS APADRINAN.

Communique from the Indigenous Revolutionary Clandestine Committee-General Command of the Zapatista Army for National Liberation

To the people of Mexico:
To the peoples of the world:
To the Sixth in Mexico and abroad:
To the Networks of Resistance and Rebellion:

First: On September 11, 2021, in the early morning, while the Zapatista air delegation was in Mexico City, members of ORCAO – a paramilitary organization serving the Chiapas state government – kidnapped the compañeros Sebastián Nuñez Pérez and José Antonio Sánchez Juárez, autonomous authorities from the Good Government Council of Patria Nueva [New Homeland], Chiapas.

The ORCAO is a political-military organization with paramilitary characteristics: they have uniforms, equipment, weapons, and ammunition purchased with money they receive from [government-sponsored] “social programs”. They keep part of the money for themselves and use part of it to pay off government officials for reporting that they [the ORCAO] are complying with the terms of the social programs. They fire on the Zapatista community of Moisés y Gandhi every night with these weapons.

The EZLN has waited patiently as all avenues toward a solution were attempted and exhausted. While the Chiapas state government tried to sabotage and impede freedom for our compañeros, it was human rights organizations and the progressive Catholic church who made an objective assessment of what might happen.

Second: The compañeros were deprived of their liberty for eight days and then freed today, September 19, 2021, thanks to the parish priests of San Cristóbal de las Casas and Oxchuc, of the San Cristóbal diocese. The compañeros were robbed of a walkie-talkie and six thousand pesos in cash belonging to the Good Government Council.

Third: Kidnapping is a crime under both the bad government’s laws and Zapatista law. While the Chiapas state government has supported and covered up these crimes, the Zapatista Army of National Liberation took the necessary steps to free those who were kidnapped and to detain and sanction those who committed the crime.

Fourth: The only reason the conflict did not escalate into a tragedy was due to the intervention of the parishes mentioned above, human rights organizations, and the mobilizations and denunciations carried out in Mexico and, above all, Europe.

Fifth: The misgovernment of Rutilio Escandón is doing everything possible to destabilize the southeastern Mexican state of Chiapas:

It violently represses the normalistas [1].

It sabotages the agreements made between the organized teachers and the federal government, forcing the teachers to take more radical action to demand the agreements be complied with.

Its alliance with narcotraffickers forces indigenous communities to create their own self-defense groups, as the government does nothing to protect the life, liberty, and property of the population. It not only protects the narcotrafficking gangs, but also encourages, promotes, and finances paramilitary groups like those that are constantly attacking communities in Aldama and Santa Martha.

Its vaccination campaign is purposefully slow and disorganized, creating unrest in rural communities that it will no doubt exploit. Meanwhile, the rising covid deaths in these communities are ignored.

Its officials are stealing everything they can from the state treasury, perhaps preparing for a federal government collapse or betting on a new party coming into power.

And now they want to sabotage the departure of the Zapatista delegation participating in the European chapter of the Journey for Life. They ordered their ORCAO paramilitaries to kidnap our compañeros, leaving the crime unpunished, and trying to provoke a reaction from the EZLN, all in a state where governability hangs by a thread.

Sixth: If what the Ecologist Green Party of Mexico (PVEM) wants is to provoke a crisis with international repercussions so that it can destabilize the regime currently in power, they should call a referendum to revoke the presidential mandate.

The PVEM is one of the names used around here by the same old PRI. Sometimes they say it’s the PAN, sometimes the PRD, and now it’s the PVEM badly disguised as the Movement for National Regeneration [MORENA]. But it’s the same criminals as ever, and now they’re part of the misnamed “opposition” movement, a “fifth column” within the 4T [2].

Those responsible are: Rutilio Escandón and Victoria Cecilia Flores Pérez.

If what they want is to topple the federal government, or to cause problems in retaliation for the current federal criminal investigations against them, or to support one of the factions competing for power in 2024, then they should use the available legal channels and stop playing with the life, liberty, and property of the people of Chiapas. They should call for a vote to revoke the presidential mandate and stop playing with fire because they’re going to get burned.

Seventh: We call on Europe below and to the left and on the Sixth in Mexico and abroad to protest in front of Mexican embassies and consulates and at the government offices of the state of Chiapas, demanding an end their provocations and renunciation of their death cult. The date is Friday, September 24, 2021.

Given the actions and omissions of the state and federal governments regarding these crimes and previous ones, we will take the necessary measures to bring justice to the criminals in the ORCAO and the government officials who sponsor them.

Yo no lo sé de cierto, pero la leyenda ubica la gestación de esta unidad de élite del ezetaelene hace algunas lunas.

Aunque la comandancia general zapatista ha negado una y otra vez su existencia, y clasifica esas maledicencias en la carpeta de “Mitos Geniales y No” (junto con las leyendas del Sombrerón, la Xpakinté y las recetas gastronómicas del finado SupMarcos), los rumores ubican el nacimiento del ahora famoso Comando Palomitas en el Caracol de Tulan Kaw, a finales del año del 2019.

Según esto, el autodenominado SupGaleano había acaparado todo el maíz palomero del suroriental estado mexicano de Chiapas.  Y, aunque el susodicho alegó después que su plan era sabotear las grandes cadenas de cine y obligarlas a reducir el precio de tan preciado artículo -así como que se prohibieran las absurdas variaciones que ofrecen palomitas con sabor a frituras rancias-, investigaciones posteriores abundaron en la hipótesis planteada por el fiscal (un ser extraordinariamente parecido a un escarabajo), quien en el juicio planteó el móvil del crimen: el SupGaleano quería atascarse de palomitas él solo.  La súbita e incomprensible escasez de salsa picante aumentaba las sospechas.

Bertold Brecht), cuando llegó la hora del pozol y el jurado en pleno se ausentó.

Viendo que no se haría justicia y el malvado SupGaleano se saldría con la suya, la banda de Defensa Zapatista, con la colaboración del Gato-Perro, tomó por asalto la champa del SupGaleano y “expropió” no sólo varios costales de maíz palomero, también no pocos cartones de salsa picante.  El amado Amado hacía entonces sus primeras incursiones en la banda de Defensa Zapatista (aunque ya había debutado en Oventik en 2018, en el primer festival de cine, cuando le robó cámara a Gael García Bernal), así que formó, con su amigo Chinto, una especie de sucursal de la horda de Defensa Zapatista.

En la nueva pandilla se auto reclutó la Verónica, hermanita del Amado y de quien se dice es el “ala radical” del Comando (suele llevar tatuajes hasta en los labios cuando le toca el caramelo agridulce que los contiene).  El Chuy y la Cintia fueron reclutados después.  Durante un tiempo, la Esperanza dirigió a la tropa, pero no tardó en incorporarse, junto con Defensa, al equipo de fútbol femenil de las milicianas.  Entonces el amado Amado quedó como mando.

  Corrían los meses de abril y mayo.  La unidad que después sería bautizada como “La Extemporánea”, se preparaba por centenares en el Semillero “Comandanta Ramona”.

El SupGaleano recibió entonces la orden de evitar que los niños molestaran a sus mamaces mientras tomaban el curso de Escucha y Palabra.  El susodicho enfrentó ese nuevo reto organizativo y diseñó una reforma a la inexistente ley orgánica del ezetaelene.  Su objetivo: darles una estructura militar e instruirles en el difícil arte del sabotaje, la destrucción indiscriminada y los chillidos coordinados y secuenciados.

September 13, 2021: The first airborne group will leave for the airport from the Carmona y Valle Street location at 08:00hrs. They will depart Mexico at 12:10hrs and have a layover in Madrid, Spain, after which they will take Iberia flight IB6400 to their destination of Vienna, Austria.

The second group will leave for the airport from the Carmona y Valle Street location at 16:00hrs. They will depart Mexico at 20:45hrs and have a layover in Madrid, Spain, after which they will take Iberia flight IB6402 to their destination of Vienna, Austria.

September 14, 2021. La Extemporánea will arrive in Vienna, Austria, in that geography called Europe.

Como parte de La Extemporánea va una sección de milicianas.  Además de formar parte de los grupos de “Escucha y Palabra”, se encargarán de la seguridad de la aerotransportada y de sostener uno o varios encuentros de fútbol con equipos femeniles de la geografía europea.

Había 196 milicianas apuntadas para viajar.  Unas 20 tenían menos de 18 años, pero se prepararon para viajes posteriores y para los continentes de Asia, Oceanía, África y América, previendo que para entonces ya tendrían la mayoría de edad para conseguir el pasaporte.

Las dificultades para obtener sus papeles (todas son extemporáneas) y el constante ir y venir por las ocurrencias de los “funcionarios”, las obligaron a abandonar el intento.  Algunas son madres solteras y deben trabajar para mantener a sus crías.  La mayoría trabaja en apoyo a sus madres y hermanos menores.  La preparación también fue un problema, porque resulta que no era paseo, sino que había que prepararse para hacer trabajo de Escucha y Palabra.  Lo que les costó más trabajo es aprender a escuchar.

Quedaron 37.  Se sumaron dos menores: Defensa (15 años) y Esperanza (12 años).  Así que, en total, son 39 milicianas.  Llevan 3 meses acuarteladas en el Semillero, practicando, aprendiendo, ensayando, y esperando que se abriera la posibilidad del viaje: un lugar donde llegar en Europa.  Todas son de raíz maya y hablan tzeltal, tzotzil, cho´ol, tojolabal y castilla.  Unas pocas tienen arriba de 25 años, la mayoría son de entre 18 y 21 años.  Sus habilidades futbolísticas son un secreto de Estado, pero su disposición a luchar es visible.

Al lugar donde estuvieron acuarteladas no podía ingresar ningún varón adulto sin permiso.  En caso de que algún hombre, desubicado, ingresara, inmediatamente era rodeado por un grupo de milicianas y era “exhortado”, con el sólido argumento de los bastones y las tiradoras, a salir inmediatamente.

En su preparación y adaptación, los primeros días fueron difíciles.  Los siguientes lo fueron más aún.  Lejos de sus familias, amores y comidas de sus pueblos, aguantaron la incertidumbre, el hambre, las enfermedades, los cambios de clima, el desconcierto de convivir con otras diferentes, la sorpresa de aprender cosas nuevas y la maravilla de darse cuenta de que podían hacer lo que no sabían que podían hacer.  Por ejemplo: escuchar.  Y disculpen si una y otra vez insisto en lo de escuchar, pero es que miro hacía allá afuera y oigo a todo el mundo queriendo hablar –más bien, gritar–, y a nadie, o a casi nadie, con la disposición a escuchar.

Estas mis compañeras combatientes, dejaron atrás, cerca o lejos en el calendario, los 17 años.  Su identidad no está en duda: son ZAPATISTAS.

COMISIÓN SEXTA ZAPATISTA.

A quien corresponda:

En acuerdo con las Juntas de Buen Gobierno zapatistas, el CCRI-CG del EZLN y las comunidades indígenas zapatistas, declaramos lo siguiente:

Primero.- En días recientes hemos sido testigos del trato inhumano que el Estado mexicano da a los migrantes que tratan de salir de la trampa, muda e invisible, en la que se encuentran en la ciudad de Tapachula, Chiapas, México.

Segundo.- Como en los gobiernos anteriores al actual, a las denuncias y reclamos ciudadanos por esas crueldades, el gobierno mexicano promete sanciones a los “excesos” cometidos por agentes del Instituto Nacional de Migración (INM).  Esa promesa no es sino una mentira más.  A los agentes se les dice que eso se dirá públicamente, para evitar la presión de la llamada opinión pública, pero que deben seguir con sus métodos de cacería humana sin temer las consecuencias.  Ningún migrante debe ir más allá de Chiapas.

Tercero.- Hasta entre los elementos de la llamada Guardia Nacional hay descontento.  Porque les dijeron que su misión iba a ser combatir al crimen organizado, y ahora los tienen como perros de presa persiguiendo a personas de piel oscura.  Porque ésa es la instrucción: cazar a toda persona con piel de color oscuro: “Detengan a cualquier pinche negro que topen”, es la orden.  Es toda una declaración de política exterior.

Cuarto.- El adoctrinamiento de los agentes del Instituto Nacional de Migración raya en lo ridículo.  Les dicen que están defendiendo a México de una invasión –como declaró con desparpajo una funcionaria del INM-.  No le haría mal al Instituto Nacional de Migración tomar unas clases básicas de historia –ahora que hay vuelta a clases- para entender que, quienes invaden, son del gobierno de Estados Unidos que impone esa política migratoria que contradice toda la historia de política exterior del Estado Mexicano.

Quinto.- Las maniobras que realiza el INM para encapsular a las organizaciones de derechos humanos y a la prensa, para que no documenten sus acciones, nos recuerdan lo hecho por el gobierno de Salinas de Gortari en los primeros días de 1994, cuando cerró los accesos a la selva Lacandona para impedir que se conociera lo que hacía.  Y la cacería humana de migrantes, nos recuerda lo del gobierno de Zedillo que, en 1995, mandó a perseguirnos con perros.

Sexto.- Bastante vergüenza da que un gobierno, que se dice progresista, se pliegue a la política exterior del gobierno norteamericano, como para agregar el remedo que hace de lo que los finqueros chiapanecos, todavía hace apenas unos años, hacían para someter a sus peones.  Acorde con las referencias religiosas, tan caras allá arriba, se predica: “que tu pie izquierdo no sepa a quién pateas con el pie derecho”.

Séptimo.- Llamamos a toda persona honesta y sensible para que exija que esa situación se detenga ya.  Y a que, en la medida de las posibilidades de cada quien, se brinde ayuda humanitaria a los migrantes.

Queremos empezar estas palabras saludando la lucha y el empeño de todas esas personas que buscan a sus ausentes, a l@s desaparecid@s. Su lucha es también, y sobre todo, una lucha por la vida. No es casualidad que en este día, anunciemos lo que a continuación les comunicamos:

Primero.- Después de infinidad de trámites, obstáculos y problemas, anunciamos que la compañía zapatista aerotransportada, a la que hemos llamado “La Extemporánea”, saldrá de la Ciudad de México con rumbo a Europa el próximo día 13 de septiembre del 2021.

Segundo.- El destino es la ciudad de Viena, en la geografía que llaman Austria, y viajaremos en dos grupos.

Tercero.- Un primer grupo saldrá del aeropuerto de la Ciudad de México el día 13 de septiembre del 2021, aproximadamente a las 12:10. Llegará a la ciudad de Madrid, en la geografía llamada España, a las 06:00 del día 14 de septiembre. Después de una escala y transbordo de 2 horas, retomará el vuelo a las 08:20, para aterrizar en la ciudad de Viena, Austria a las 11:05 del 14 de septiembre. Un segundo grupo saldrá el mismo día 13 de septiembre a las 20:45 con escala, también en Madrid, a las 14:35 del día 14, reanudando el vuelo a las 16:00 y aterrizando en Viena a las 1900 horas de ese día 14 de septiembre.

Cuarto.- La Extemporánea está organizada en 28 equipos de Escucha y Palabra (formados por 4-5 compas cada uno), 1 de Juego y Travesura, y uno Coordinador. La “Extemporánea” puede, así, cubrir 28 rincones de la geografía europea en forma simultánea.

Unos días después, se incorporará la delegación del Congreso Nacional Indígena-Concejo Indígena de Gobierno y el Frente de Pueblos en Defensa de la Tierra y el Agua.

Junto a esa delegación de esas organizaciones hermanas, continuaremos el trabajo iniciado por el llamado Escuadrón 421, que en estos momentos se encuentra cubriendo la geografía que llaman Suiza.

Quinto.- En unos días más detallaremos la fecha en que saldremos del Semillero “Comandanta Ramona”, para concentrarnos en el caracol de Jacinto Canek, en San Cristóbal de las Casas, Chiapas. De ahí nos dirigiremos por tierra, en caravana vehicular, a la Ciudad de México donde nos acuartelaremos en el local de Carmona y Valle hasta el día y hora de la salida. Por si alguien quiere acompañar la salida y viaje de San Cristóbal a la Ciudad de México.

Sexto.- Dedicamos este esfuerzo (que incluyó a muchas personas no zapatistas y algunas hasta antizapatistas), a todas las desaparecidas, a las familias que sufren su ausencia y, sobre todo, a las mujeres y hombres que luchan por encontrarlas y conseguir la verdad y justicia que todas necesitamos y merecemos. Sepan que su ejemplo, su incansable trabajo y su no rendirse, no venderse y no claudicar, son para nosotros, los pueblos zapatistas, una lección de dignidad humana y de compromiso auténtico en la lucha por la vida.

En los días en que estemos en la Ciudad de México, haremos entrega de las actas de las asambleas de las comunidades zapatistas, no zapatistas y antizapatistas, con sus acuerdos sobre el apoyo a la lucha por verdad y justicia para las víctimas de la violencia, según la consulta realizada el pasado día primero de agosto de este año del 2021.

We would like to begin by saluting the struggle and the commitment of all those people who search for the disappeared, for their missing loved ones. Their struggle is also, and above all, a struggle for life. It is no coincidence that on this day, we announce the following:

First, after an endless string of paperwork, obstacles, and problems, we hereby announce that the Zapatista Airborne Company, which we have called “La Extemporánea,”[i] will leave Mexico City for Europe on September 13, 2021.

Second, the destination is the city of Vienna, in that geography called Austria, and we will travel in two groups.

Third, a first group will leave the Mexico City airport on September 13, 2021, at approximately 12:10hrs. It will arrive in the city of Madrid, in that geography called Spain, at 06:00hrs on September 14. After a 2-hour layover and connection, the flight will resume at 08:20hrs, to land in the city of Vienna, Austria, at 11:05hrs on September 14. A second group will depart on the same day, September 13 at 20:45hrs with a layover, also in Madrid, at 14:35hrs on September 14, resuming the flight at 16:00hrs and landing in Vienna at 19:00hrs on September 14. Fourth, La Extemporánea is organized into 28 “Listen and Share our Word” teams (made up of 4-5 compas each), plus one Play and Mischief team, and one Coordination team. La Extemporánea can thus cover 28 corners of the European geography simultaneously. A few days later, we will be joined by the delegation of the National Indigenous Congress-Indigenous Governing Council and the Peoples’ Front in Defense of Land and Water. Along with that delegation of sister organizations, we will continue the work started by the 421^st Squadron, which is currently covering that geography they call Switzerland.

Fifth, in a few days we will announce the date on which we will leave the Semillero “Comandanta Ramona” to gather in the caracol of Jacinto Canek in San Cristóbal de las Casas, Chiapas. From there we will travel by land as a vehicle caravan to Mexico City where we will garrison at the premises on Carmona y Valle street until the day and time of departure. We include this in case anyone wants to accompany the departure and trip from San Cristóbal to Mexico City. Sixth, we dedicate this effort (which included many non-Zapatistas and some even anti-Zapatistas), to all the disappeared, to the families who suffer in their absence and, above all, to the women and men who fight to find them and achieve the truth and justice that we all need and deserve. Know that your example, your tireless work, and your refusal to give up, give in, or sell out are for us, the Zapatista peoples, a lesson in human dignity and authentic commitment to the struggle for life. While we are in Mexico City, we will deliver the minutes of the assemblies of the Zapatista, non-Zapatista and anti-Zapatista communities, with their agreements to support the fight for truth and justice for the victims of violence, according to the popular referendum that was held on the first day of August of this year, 2021.

Primero queremos agradecer.

Agradecer que nos hayan invitado.

Agradecer que nos hayan cuidado.

Pero sobre todo agradecerles que, a pesar de sus diferencias y contrariedades, se hayan puesto de acuerdo para esto que hoy hacemos.  Que tal vez les parecerá poco a ustedes, pero para nosotros los pueblos zapatistas es muy grande.

Somos zapatistas de raíz maya.

Somos de una geografía llamada México y atravesamos el océano para decirles estas palabras, para estar con ustedes, para escucharles, para aprender de ustedes.

Somos de México y en ustedes y con ustedes encontramos cariño, cuidado, respeto.

El Estado Mexicano y sus gobiernos no nos reconocen como nacionales de esa geografía.  Somos extraños, extranjeros, indeseables, inoportunos en los mismos suelos que fueron cultivados por nuestros antecesores.

Para el Estado Mexicano somos “extemporáneos”.  Eso dice el acta de nacimiento que, después de muchos gastos y viajes de nuestros poblados a las oficinas del mal gobierno, logramos obtener.  Y lo hicimos para poder llegar hasta ustedes.

Pero no hemos llegado hasta acá para quejarnos.  Ni siquiera para denunciar al mal gobierno que padecemos.

Sólo les decimos esto, porque es ese mal gobierno el que le ha exigido al Estado Español que pida perdón por lo ocurrido hace 500 años.

Deben comprender que, además de ser un sinvergüenza, el mal gobierno de México es también ignorante de la historia.  Y la tuerce y acomoda a su conveniencia.

Así que dejemos de lado a los malos gobiernos que cada quien padecemos en nuestras geografías.

Ellos son sólo capataces, empleados obedientes de un criminal mayor.

Quienes formamos el Escuadrón Marítimo Zapatista, y que nos conocen como el Escuadrón 421, hoy estamos frente a ustedes, pero sólo somos el antecedente de un grupo más grande.  Hasta 501 delegados.  Y somos 501 sólo para demostrarles a los malos gobiernos que vamos delante de ellos.  Mientras ellos simulan un festejo falso de 500 años, nosotros, nosotras, nosotroas, vamos ya en lo que sigue: la vida.

En el año 501 habremos de recorrer los rincones de esta tierra insumisa.

Pero no se preocupen.  No vendrán los 501 delegados y delegadas de un jalón.  Sino que por partes irán llegando.

Ahora mismo, en las montañas del Sureste Mexicano, se está preparando la compañía zapatista aerotransportada a la que llamamos “La Extemporánea” y que está formada por mujeres, hombres, niños y niñas zapatistas.

Con esta compañía aerotransportada viajará también una delegación del Congreso Nacional Indígena-Concejo Indígena de Gobierno y del Frente de Pueblos en Defensa de la Tierra y el Agua.

A las víctimas y familiares de víctimas en México:
A las organizaciones, grupos, colectivos e individuos que apoyan a las víctimas:

Aquí le presentamos los primeros resultados de la Consulta Popular que nos han llegado:

1.- Hasta las 1300 horas del 31 de julio del 2021, los doces caracoles zapatistas y sus respectivas Juntas de Buen Gobierno, han recibido las actas de 756 poblados, comunidades, parajes y rancherías, de hablantes de las lenguas de raíz maya zoque, tojolabal, mame, tzeltal, tzotzil, cho´ol.  Son de zapatistas, CNI y partidistas que se manifestaron en asambleas comunitarias y que son “extemporáneas”, es decir, no existen legalmente.

2.- Las 756 comunidades de originarios se pronunciaron por el “SÍ” como respuesta a la pregunta de si están o no de acuerdo en que se haga lo necesario para apoyar a que se cumplan los derechos, de las víctimas y sus familiares, de verdad y justicia.

3.- Lo que hemos notado hasta ahora es que el INE no cumplió en muchas partes con traducir la pregunta a las lenguas de raíz maya.  Tampoco explicó de qué se trataba y, en varios lugares, sólo dejó botadas las casillas, sin explicar a los pobladores para qué son.

4.- Los pueblos zapatistas hicieron el trabajo de explicar la importancia de la participación en la Consulta y lo que se preguntaba.  Lo hicieron igual con partidistas y con CNI.  Y lo hicieron en su lengua materna.

Para nuestra sorpresa, algunas comunidades donde son partidistas y no hay ningún zapatista, hicieron y están haciendo sus asambleas, y mandaron y están mandando sus resultados a los Juntas de Buen Gobierno.

También los partidistas les han dicho a las Juntas de Buen Gobierno que gracias por la explicación y que van a ir mañana a casilla.  Y que luego nos van a pasar la cuenta de cuántos participaron con su credencial.

La carencia de progenitores del Estado mexicano y sus instituciones, está siendo subsanada por los extemporáneos, quienes se dieron en traducir en sus lenguas originarias y en explicar la importancia de la consulta y lo que se pregunta.

No sólo nadie del INE se presentó a explicar.  Tampoco nadie del oficialismo -que se supone es el interesado en la Consulta porque así lo indicó su capataz-, se dignó en siquiera tratar de ir a alguna comunidad.

Lo único que han hecho los funcionarios del oficialismo es amenazar a la gente de que, si no va a “votar” en la Consulta, se les va a “cortar” el apoyo de los programas gubernamentales.  Así les mandaron decir: si no quieren perder el apoyo de paga, vayan y pongan que “sí”.

Además, el oficialismo está mintiendo porque les dice que sólo vayan y pongan que sí, porque eso es para enjuiciar a los ex presidentes.

En lugar de explicarle a la gente, recurren a las amenazas y a mentirles.

Hubiera bastado un mínimo de amor propio, de respeto y de trabajo político.

Y luego se preguntan por qué pasa lo que pasa.

5.- Aunque no existen para el Estado mexicano, las miles de familias indígenas que son “extemporáneas” abrazan así a las miles de familias de víctimas de las decisiones de los distintos niveles de gobierno en estos años.

6.-  Aunque legalmente no existimos para el Estado Mexicano, les pedimos a ustedes –víctimas, familiares y organizaciones que les apoyan-, que acepten este abrazo de quienes llevan siglos –incluyendo los tiempos actuales-, siendo víctimas de “las decisiones de los actores políticos” de todos los gobiernos de todo el espectro político.

Cuando tengamos los resultados cabales, les haremos llegar a quienes luchan por verdad y justicia para las víctimas y sus familias.

Con esta acción que les informamos ahora, los pueblos zapatistas inician, este 31 de Julio del 2021, su participación en la Campaña Nacional Por la Verdad y la Justicia.

To the organizations, groups, collectives and individuals who support the victims:
We present the first results we have received from the Popular Referendum:

1. As of 13:00hrs on July 31, 2021, the twelve Zapatista caracoles and their respective Good Government Councils have received the official decisions of 756 small towns, villages, communities and rancherías [rural farming communities] where the following Mayan languages are spoken: Zoque, Tojolabal, Mam, Tzeltal, Tzotzil and Ch’ol. The decisions come from Zapatistas, CNI communities and partidista [political party-affiliated] communities which came together in “extemporaneous” community assemblies, which is to say that they do not have an official, legal existence.

2. The 756 originary communities have said “YES” in response to the question of whether they agree that whatever is necessary should be done to respect the rights of the victims and their families to truth and justice.

3. What we have noticed up to now is that in many areas, the INE [National Electoral Institute] did not translate the referendum into Mayan languages. The INE did not explain what the referendum is about and in some places it simply dropped off ballot boxes without explaining to the townspeople what they are.

4. The Zapatista communities did the work of explaining the importance of participating in the referendum and what the referendum is about. They did this in both partidista and CNI communities, and they did this in the communities’ mother tongues.

To our surprise, some partidistas communities where there are no Zapatistas held and continue to hold assemblies, and they have sent and continue to send their results to the Good Government Councils.

The partidista communities have thanked the Good Government Councils for explaining the referendum, and have said they will go to the polls tomorrow and will send us the count of how many people from their communities participated in the referendum with their official ID cards.

The gap created by the absence of representatives of the Mexican government and its institutions is being filled by “extemporaneous” individuals who took it upon themselves to translate the referendum into their originary languages and to explain what the referendum is about and its importance.

Not only did no one from the INE show up to explain anything: no one in any government capacity deigned to even try to go to any community (even though the government is supposedly the interested party in the referendum because their overseer ordered it).

The only thing the government officials have done is threaten people by saying that if they don’t go “vote” in the referendum, then their government support programs will be “cut.” They were sent to say: “If you don’t want to lose your cash handouts, go and put down ‘yes.’”

In addition, the government is lying because when it tells people to just go and vote “yes,” it says that the referendum is about whether to take the former presidents to trial.

Instead of explaining things to the people, they resort to threats and lies.
All that was needed was a bit of self-respect and political work.

5. Even though according to the Mexican state they do not exist, the thousands of “extemporaneous” indigenous communities embrace the thousands of families of the victims of the decisions made at different levels of government in recent years.

6. Although we do not legally exist according to the Mexican government, we ask you all – victims, families, and organizations that support them – to accept this embrace from those who have spent centuries (up to the present day) being victimized by the “decisions of political actors” of all governments across the entire political spectrum.

When we have the complete results, we will ensure they are shared with those who struggle for truth and justice for the victims and their families.

With this communiqué we announce that the Zapatista communities, as of July 31, 2021, are initiating their participation in the National Campaign for Truth and Justice.
