COMUNICADO DEL GRUPO DE TRABAJO CLACSO
“CUERPOS, TERRITORIOS, RESISTENCIAS”
ANTE LOS ATAQUES CONTRA LAS TIERRAS RECUPERADAS ZAPATISTAS
Y SU GOBIERNO COMÚN

Desde el GT “Cuerpos, Territorios, Resistencias” de CLACSO queremos expresar por este medio nuestra indignación y enorme preocupación tras conocer la denuncia emitida por la Asamblea de Colectivos de Gobiernos Autónomos Zapatistas (A.C.G.A.Z) del Gobierno en Común (Chiapas, México), con fecha de 24 septiembre de 2025. Como narran los compañeros y compañeras zapatistas, el poblado Belén (en el territorio perteneciente al Caracol Dolores Hidalgo) ha sufrido la invasión de sus tierras recuperadas en varias ocasiones: 30 personas del municipio de Huixtán ocuparon dichas tierras los días 22 de abril, 12 de mayo, 12 de julio y 29 de agosto de 2025. En esta ocasión fueron acompañados por miembros del Ejército Federal y la policía municipal de Ocosingo. Aunque los compañeros y compañeras zapatistas intentaron dialogar, los invasores reclamaron esas tierras argumentando que se las había vendido el gobierno y que contaban con documentos legales. Durante la incursión, amenazaron a los compañeros zapatistas, intentaron cooptarlos, destruyeron carteles y realizaron mediciones de tierra.

Durante los días 18, 20 y 22 de septiembre del año en curso volvieron a ser ocupadas esas tierras zapatistas por 15 personas. El día 20 de septiembre acudieron camionetas del Ejército Federal, de la policía municipal de Ocosingo, así como de la fiscalía general del estado. Aunque, de nuevo, las y los zapatistas intentaron dialogar, los invasores destruyeron y quemaron casas de los zapatistas.

Denunciamos estos graves hechos que suponen una violación a los derechos colectivos de los pueblos zapatistas y un ataque a su gobierno en común. Ataques que profundizan las divisiones comunitarias y encienden la mecha en un territorio donde el crimen organizado, con la impunidad por parte de las fuerzas y cuerpos de seguridad del estado, ha generado desplazamientos forzosos.

Recordamos que las tierras recuperadas en 1994 por parte de los zapatistas están siendo trabajadas en colectivo y en común con personas no zapatistas, dentro de la nueva propuesta de crear “tierras sin papeles”, tal y como los zapatistas informaron en enero de 2024, coincidiendo con el 30º aniversario del levantamiento armado zapatista.

En la reciente denuncia zapatista, ellos explican que esas tierras ya fueron pagadas por el gobierno mexicano a los terratenientes, como parte de las indemnizaciones que se llevaron a cabo tras la rebelión armada. Cabe mencionar que la invasión de tierras recuperadas por parte de grupos varios no es algo nuevo, sino que ha sido una constante y parte de una guerra contrainsurgente que hoy, una vez más, se torna en guerra prolongada de desgaste.

Mientras los y las zapatistas construyen, desde hace décadas, un proceso organizativo autónomo desde el que han sembrado paz en un contexto de militarización y de guerra permanente contra las comunidades, pareciera que los gobiernos de los tres niveles pretenden desatar conflictos entre organizaciones indígenas que puedan generar una escalada de violencia de mayores dimensiones que torne la zona en un polvorín.

Exigimos a todos los niveles del gobierno actual –autodenominado de la Cuarta Transformación–, que respete el ejercicio de la autonomía zapatista y sus tierras recuperadas en las que siembran la vida buena y la paz. En el pasado Encuentro de Resistencias y Rebeldías, celebrado en agosto de este año, El Subcomandante Moisés afirmó: “Hoy es Palestina, mañana seremos nosotros y nosotras”, aludiendo a las reiteradas violencias a las que los pueblos zapatistas resisten por muchas vías, una de ellas a través de políticas contrainsurgentes tales como el programa gubernamental llamado “Sembrando Vida”. Dicho programa promueve división constante de las tierras comunitarias, empuja a miembros de las comunidades indígenas que lo reciben a la migración e, incluso, a sumarse a las filas del crimen organizado.

En estos tiempos en los que asistimos al genocidio en Gaza, fruto de una política de colonización sistemática, de deshumanización constante del pueblo palestino, reivindicamos el fin de las políticas neocoloniales que siguen violentando la vida comunitaria de los pueblos originarios y, en particular, de nuestros compañeros y compañeras zapatistas que, durante más de 500 años han resistido y por más de 30 años han dejado de lado las armas y se han enfocado en construir un proyecto de Vida frente a los sistemas de muerte, buscando así la vida en común de la cual somos parte en cuanto habitantes del planeta Tierra.

Por todo lo anterior nos sumamos a las acciones de solidaridad con los pueblos zapatistas y al repudio generalizado expresado por el Congreso Nacional Indígena por las acciones denunciadas por la Asamblea de Colectivos de Gobiernos Autónomos Zapatistas (A.C.G.A.Z).

Afirmamos que este ataque al territorio zapatista y a su autonomía representa un ataque a todas nosotras y nosotros. Exigimos, contundentemente, el fin de las políticas de muerte que se practican en el territorio zapatista, en Ecuador, en Gaza y en todas las partes del mundo de este gran planeta Tierra.

¡Alto a la guerra contra los pueblos zapatistas y sus gobiernos en común!

DENUNCIA:

DENUNCIAMOS ENÉRGICAMENTE EL ATAQUE, HOSTIGAMIENTO Y MANIPULACIÓN, QUE HACEN LOS TRES NIVELES DEL MAL GOBIERNO HACIA LOS PUEBLOS BASES DE APOYO ZAPATISTAS POR EL ASUNTO DE LA TIERRA RECUPERADA.

MENCIONAMOS LOS SIGUIENTES HECHOS:

PRIMERO:  LOS DÍAS 22 DE ABRIL, 12 DE  MAYO, 12 DE JULIO Y EL 29 DE AGOSTO  LLEGARON 30 PERSONAS  PERTENECIENTES AL MUNICIPIO DE HUIXTÁN ENCABEZADO POR EMILIO BOLOM ÁLVAREZ, MIGUEL BOLOM PALÉ , MIGUEL VÁZQUEZ SÁNTIZ Y DAVID SEFERINO GÓMEZ RESGUARDADOS CON EL EJERCITO FEDERAL Y POLICÍA MUNICIPAL DE OCOSINGO AL POBLADO BELÉN  DE LA REGIÓN CAMPESINA DEL CARACOL 8 DOLORES HIDALGO DONDE ESTÁN VIVIENDO NUESTROS COMPAÑEROS BASES DE APOYO ZAPATISTAS ENCARGADOS DEL TRABAJO COLECTIVO DE LA REGIÓN Y DE TRABAJOS DE MILPA COMÚN CON  NUESTROS HERMANOS NO ZAPATISTAS. ESTE PREDIO FUE RECUPERADO DESDE 1994.

TRATAMOS DE DIALOGAR CON ELLOS PERO CLARAMENTE NOS DIJERON QUE LA TIERRA YA SE LAS ENTREGÓ EL GOBIERNO Y QUE CUENTAN CON LOS DOCUMENTOS LEGALES.

EN ESTAS FECHAS AMENAZARON Y HOSTIGARON A NUESTROS COMPAÑEROS DICIÉNDOLES QUE SE SALGAN DE LAS TIERRAS POR LAS BUENAS O POR LAS MALAS, TRATARON DE MANIPULAR DICIENDO QUE SI SE PONÍAN DE ACUERDO CON NUESTROS COMPAÑEROS LOS IBAN A RESPETAR. DESTRUYERON NUESTROS LETREROS Y MIDIERON LA TIERRA.

ANTE ESAS AMENAZAS Y POR ACUERDO DE LA ASAMBLEA DE COLECTIVOS DE GOBIERNOS AUTÓNOMOS ZAPATISTAS, (ACGAZ) ACORDAMOS QUE HAY QUE RETIRARSE PORQUE HAY QUE PLANEAR PARA DEFENDERSE.

SEGUNDO: EL 18, 20 Y 22 DE SEPTIEMBRE SE POSICIONARON 15 PERSONAS EN EL PREDIO. EL 20 DE SEPTIEMBRE NUEVAMENTE LLEGAN 2 CAMIONETAS DEL EJÉRCITO FEDERAL, 3 CAMIONETAS DE LA POLICÍA MUNICIPAL DE OCOSINGO Y 4 CAMIONETAS DE LA FISCALÍA GENERAL DEL ESTADO. DESTRUYERON Y QUEMARON LAS CASAS DE LOS ENCARGADOS BASES DE APOYO ZAPATISTAS, ROBARON ELOTES Y LOS QUE SE QUEDARON SIGUEN ROBANDO. NUEVAMENTE TRATAMOS DE DIALOGAR, PERO NUNCA ENTENDIERON QUE PORQUE EL MAL GOBIERNO FORMALMENTE YA LES ENTREGÓ LA TIERRA.

TERCERO:NO MENTIMOS AL PUEBLO DE MÉXICO Y AL MUNDO QUE ESAS TIERRAS YA FUERON PAGADAS POR EL MAL GOBIERNO DESDE 1996 CUANDO VIVÍA MANUEL CAMACHO SOLÍS. AQUÍ ESTÁ CLARO QUE ES UN PLAN DE LOS TRES NIVELES DE LOS MALOS GOBIERNOS PORQUE YA FUE PAGADA Y POR QUÉ AHORA VUELVE A ENTREGAR LA TIERRA LA QUE YA ESTÁ PAGADA. LO QUE BUSCA AQUÍ LA CUARTA TRANSFORMACIÓN ES EL CHOQUE, EL ENFRENTAMIENTO Y LA GUERRA.

NUESTRO INTENTO DE BÚSQUEDA DEL DIALOGO FUE EN VANO. MUCHAS VECES HEMOS DICHO QUE NO QUEREMOS LA GUERRA, LO QUE QUEREMOS ES LA VIDA EN COMÚN, PERO NOS ESTÁN OBLIGANDO A DEFENDERNOS.

LA CUARTA TRANSFORMACIÓN ESTÁ CLARO QUE ESTÁ AL LADO DE LOS TERRATENIENTES Y EMPRESARIOS NACIONALES Y TRANSNACIONALES, ESA ES LA VERDADERA CUARTA. NADA ES PARA LOS PUEBLOS POBRES DE MÉXICO.

  ÉSTO ES LO QUE ESTÁ PASANDO COMO SI FUERA QUE AQUÍ EN EL PUEBLO DE MÉXICO HAY CERO IMPUNIDAD, COMO SI FUERA QUE EN MÉXICO EL MAL GOBIERNO NO ESTÁN COLUDIDOS CON EL CRIMEN ORGANIZADO, COMO SI FUERA QUE AQUÍ EL MAL SISTEMA NO CONOCE LA GUERRA DEL CRIMEN ORGANIZADO, COMO SI FUERA QUE AQUÍ EN  MÉXICO NO HAY VARIAS CHISPITAS QUE PUEDEN PRENDER UN FUEGO.

  EN PODER DE DERECHOS HUMANOS ESTÁN LAS FOTOS Y VIDEOS QUE DEMUESTRAN QUE ES VERDAD LO QUE AHORA DENUNCIAMOS.

COMPAÑERAS Y COMPAÑEROS DE MÉXICO Y DEL MUNDO:

 CUÍDENSE. QUIZÁS TODAVÍA NOS VEAMOS O YA NO. PUEDE SER QUE LA ÚLTIMA VEZ QUE NOS VIMOS FUE EN ESTE ULTIMO ENCUENTRO. ESTAREMOS PENDIENTES Y EN CONTACTO Y LOS MANTENDREMOS INFORMADOS. OJALÁ QUE EN ESE ENCUENTRO EN EL SEMILLERO NOS HAYAN ENTENDIDO DE TODO LO QUE HEMOS DICHO, ES DECIR, LA BÚSQUEDA DE LA VIDA EN COMÚN.

From July 25 to 27, 250 people from 60 communities, organizations, and networks from different states in Mexico and other countries gathered in Chiapas at an International Encounter in Defense of Life: Corn, Water, the Territory, and Mother Earth. The purpose of the encounter was to share eorgaizational experiences in defense of life and to reflect collectively on how to confront the projects and mega-projects, as well as the militarization and organized crime, which pose a threat to life.

After three days of discussions, those present published a declaration in which they analyze the current situation experienced in the territories.

DECLARATION
YES TO LIFE, NO TO DEATH PROJECTS

To local, national, and international civil society
To human rights organizations
To the States and governments of Planet Earth
To movements, dignified struggles, and rebellions
To the local, national, and international press

With 250 people present, members of 60 communities, organizations, and networks, we gathered on July 25, 26, and 27, 2025, in the community of Ahlan Muc’ul Ha’ (below the Rio Grande), in the municipality of Chilón, Chiapas, Mexico, with the aim of sharing organizational and community experiences in resistance and in the defense of life, water, corn, territory, and Mother Earth.

We are women, men, young people, elders, children, recognizing our cultural, generational, spiritual, and gender diversity.

We come from different territories of Mexico, such as Oaxaca, Coahuila, Veracruz, Hidalgo, Guerrero, Puebla, the State of Mexico, Chiapas, as well as Colombia, the Valencian Country, and Germany.

We have come together to seek ways to confront these deadly projects by weaving together with greater strength the alternatives we are already building in each family, community, town, region, territory, organization, and struggle.

After three days of sharing and analyzing what is happening in our regions and in the world, WE DECLARE AND REAFFIRM that:

Our territories have a great biocultural diversity that we have inherited from our ancestors, which is seriously endangered by an extractive development model that, under an individualistic, capitalist, and patriarchal logic, is stripping us of everything that gives us life.

We recognize that we suffer the same threats: a) the violation of our rights as women, children, youth, young people, men, gender diversities, peoples, and Mother Earth; b) the militarization of our territories by different local, regional, and national security forces; and c) the presence of organized crime and its complicity with governments and states.

We denounce that, in all our territories, projects are imposed on us without the consent of the peoples, and consultations are used as a tool to carry out and consummate the dispossession. We also denounce how institutional power and the powers that be systematically instigate community division in favor of capitalist companies.

In a world that is exhausted, we know that our enemy is the same, and that is why we declare that we are not in favor of colonialist and patriarchal development because it has never worked for us.

THANKS TO THE SHARING WE HAVE DONE

we have heard firsthand about the struggle of the women and peoples of the municipalities that make up MODEVITE (Movement in Defense of Life and Territory), the Community Government of Chilón, as well as their Autonomous Communal Pluriversity Yutsilal Bahlumilal-Ch’ich’ Community Government.

MODEVITE has shared with us their experience of more than 10 years of resistance against the San Cristóbal de Las Casas-Palenque Highway, misnamed “the Highway of Cultures.” This struggle resonated with the struggles of communities and civil society organizations in Oaxaca against the Interoceanic Corridor, the Margarita Maza de Juárez dam, and mining concessions. From southeastern Coahuila, they shared their resistance against an illegal and clandestine industrial toxic waste dump and their defense of the water of the San Miguel stream. Our sisters from Hidalgo shared their struggle against the solar park that is planned for the city of Sahagún and water contamination in Tula, coming from waste from the Mexico City metropolitan area. From northern Veracruz, participants denounced the government’s distribution of fertilizers and agrotoxins that are poisoning the land and the health of communities.

At the same time, we learned from Crianzas Mutuas Colombia about the defense of rivers in the municipality of Suárez in the Cauca Valley. From the same country, we heard about the struggles of the Cabildo de Taganga, Santa Marta, carried out by fishing communities on the Colombian Atlantic coast who are fighting to defend their Maritorio (fishing grounds).

We have shared our pain, but also our hopes and strengths: our community organization woven through our normative systems, our spiritualities and ceremonies, as well as the collective community work that sustains the alternatives we pursue in our daily lives.

We have woven our capacity to share and dream in the midst of the violence and wars that surround us.

WE DENOUNCE

the strategies of governments, political parties, business elites, and local caciques who seek to destabilize our community organizations in order to strip us of our territories for their capitalist interests.

We demand respect for our rights and those of our Mother Earth, as well as respect for the lives of the defenders of the territory and human rights who are fighting throughout Latin America and Planet Earth.

We demand respect for the autonomy of indigenous peoples, Black people, and people of African descent, and that the decisions they make in the exercise of their self-determination be respected, as well as all their collective rights recognized in national and international law. 

We demand the immediate halt of megaprojects in our territories, of mega-highways and concessions that allow the dispossession of Mother Earth and the extraction of natural resources, imposing a colonialist model of development that does not come from our wisdom as indigenous peoples.

We demand respect for women, youth, children, and gender diversity in general, and in particular for those of indigenous, ethnic, peasant, fishing, Black, and Afro-descendant communities.

We, the youth, demand our right to flourish in our own communities, contributing our skills and knowledge.

We stand in solidarity with the Colombian social movements that are protesting against transnational corporations that exploit gas and oil on the seabed, build dams that damage rivers, and engage in large-scale mining.

We stand in solidarity with MODEVITE and all the collectives, communities, organizations, and networks fighting against extractive and predatory megaprojects.

FROM THIS SACRED MAYA TERRITORY, WE MAKE A STRONG CALL:

To the indigenous peoples and local, national, and international civil society to accompany, in person or from afar, on August 9, 2025, International Day of the Rights of Indigenous Peoples, the pilgrimage called by the Believing People of the Jesuit Mission of Bachajón to show their rejection of the highway that will cross these indigenous Mayan territories, whose implementation has not respected the rights of indigenous peoples and which, together with the Interoceanic Corridor, the misnamed Maya Train, and the privatization of water, are part of the territorial reorganization of southeastern Mexico in the service of big capital.

We urge you to continue weaving together, through all the diverse means and forms available to us, our ancestral wisdom and our spiritualities to strengthen what we have in common in the search for peace with justice and dignity and in the defense of life.

We invite you to revalue the life of peasants and the communities that sow our food, as well as the defense of native seeds free of GMOs and the natural production of our food to recover the fertility of our lands.

We know that neither governments nor states will solve our problems, which is why we must continue walking together, weaving our knowledge and spiritualities for the respect of LIFE, beginning with our bodies, our territory, and our land.

We call on all peoples and local, national, and international civil society to continue fighting with one heart.

WE SALUTE AND EMBRACE OUR COMRADES OF:

The community of Cherán K’eri. We say to you: You are not alone, and your struggle is our struggle!

We support the struggle of Jlumaltik Candelaria for the recognition of her government and community autonomy.

We embrace the Zapatistas and the Encuentro de Resistencias y Rebeldías “Algunas Partes del Todo” (Encounter of Resistance and Rebellion “Some Parts of The Whole”) convened by them in their territory to take place from August 2 to 17.

We support the struggle of the Organization Sociedad Civil Las Abejas for justice, peace and dignity.

 We support the organizers of the Regional Forum in Defense of Territory and Autonomy against Megaprojects in Chontal and Istmo, to be held on August 9.

To the International Congress on Communality in Oaxaca, to be held on August 7, 8, and 9.

To the struggle of the education workers of the CNTE.

En 2022, el Congreso Nacional Indígena – Concejo Indígena de Gobierno (CNI-CIG) decidió crear la Asamblea Nacional por el Agua, la Vida y el Territorio, para unir y fortalecer las luchas en defensa del agua, la vida y el territorio de forma autónoma y libre de manipulaciones y utilización oportunista por parte del Estado. En agosto de ese año se llevó a cabo la primera sesión. Desde entonces, un total de cinco asambleas se han realizado en diferentes territorios.

Según el análisis del CNI-CIG y de la propia Asamblea, las iniciativas de la llamada “Cuarta Transformación” representan una exacerbación del despojo hídrico y territorial. El Plan Hídrico, que, según su evaluación, “no es otra cosa que robar el agua de las comunidades indígenas y de las colonias populares para entregarla a las grandes industrias”; el Plan México, que “encarna ocho megaproyectos energéticos, desviación, relleno, invasión y desaparición de arroyos, humedales, lagunas, el cauce y pérdida del caudal del río, reventa del agua tratada para la producción industrial”; los “planes de justicia” y su racismo sistémico; el reordenamiento territorial y sus afectaciones para los pueblos originarios y las colonias populares urbanas, “quienes son desplazados forzadamente con la gentrificación y/o con la violencia de los cárteles con la finalidad de entregarla a los criminales de traje”.

Al mismo tiempo, la violencia crece en el país: desapariciones forzadas, ataques paramilitares y del crimen organizado, militarización extrema y criminalización y agresiones contra defensores del territorio y de los derechos humanos.

Ante esta realidad, convocan a la 6a Asamblea Nacional por el Agua, la Vida y el Territorio, que se llevará a cabo el 18 y 19 de octubre en el pueblo de Loma de Bácum de la Nación de la Tribu Yaqui, Sonora.

Pobladores de la región de Cholula, Puebla iniciaron la Caravana por el Agua y la Vida frente al edificio de Bonafont, resguardado por policias municipales, estatales y Guardia Nacional tras haber desalojado a los vecinos que habián tomado la fábrica hace un año para detener el saqueo de los recursos acuíferos de la región cholulteca.

Acompañados por organizaciones solidarias de diferentes partes del paísc como los otomíes que resguardan la Casa de los Pueblos Samir Flores en la CDMX; la Unión Popular de Vendedores Ambulantes 28 de Octubre; Marichuy, vocera del Concejo Indígena de Gobierno; las Guardianas del Rio Metlapanapa; el Frente de Pueblos en Defensa de la Tierra y el Agua de Morelos, Puebla y Tlaxcala; las mazatecas de Eloxochitlán, Oaxaca; representantes del Istmo de Tehuantepec que se enfrentan al proyecto del Corredor interoceánico; y compañeros de la Europa insumisa, Slumil K’ajxemk’op.

Consignas de repudio a la empresa Bonafont, de la trasnacional Danone, fueron coreadas por los asistentes a la protesta. Enarbolaron la exigencia de detener el saqueo del agua por parte de Bonafont y recordaron que al tomar la fábrica y convertirla en la Casa de los Pueblos Altepelmecalli por espacio de casi un año, el agua retornó a la región, liberando casi 600 millones de litros de agua al detener el saqueo empresarial.

Durante poco más de un mes, del 22 de marzo al 24 de abril, la caravana recorrerá nueve estados del país para difundir su lucha por la vida y la defensa del agua y visitará 29 localidades donde los pueblos se organizan para resistir el embate del neoliberalismo y de los programas que implementa el gobierno de la 4T para dividir las luchas.

El Congreso Nacional Indígena y el Concejo Indígena de Gobierno denunciaron que el pasado 25 y 27 de abril un grupo de personas fuertemente armado irrumpieorn en la comunidad Chol de San José El Bascán, en el municipio de Salto de Agua, Chiapas, agrediendo a uno de los delegados del CNI de esa comunidad. Según la denuncia del CNI-CIG, el grupo está liderado por Artemio Álvaro Vázquez, autoproclamado dueño de las tierras de la comunidad, e incluye autoridades de la comunidad de Tioquipá El Bascán y otras 86 personas, convencidas por medio de promesas de regalo de tierras.

Desde mayo de 2017 los pobladores de Cohuirimpo, Sonora, advirtieron excavaciones con la intención de construir una laguna de oxidación, que afectaría gravemente su territorio, en violación tanto de la legislación mexicana como el Convenio 169 de la OIT y otros acuerdos internacionales. A pesar de los diálogos con Comisión Nacional para el Desarrollo de los Pueblos Indígenas (CDI) y otras dependencias públicas, los intentos de despojo continúan.

MANIFIESTO

NO A LA LAGUNA DE OXIDACIÓN EN EL TERRITORIO YOREME MAYO DE COHUIRIMPO, SONORA

 

A finales del mes de mayo de este año los pobladores advirtieron excavaciones en el camino que une a las comunidades de Nachuquis y la Punta de la Laguna, no hubo anuncios, ni información por vía alguna, hasta que miembros del gobierno Tradicional, acompañados de un grupo de habitantes de la segunda comunidad ya mencionada, interrogaron a los encargados de las excavaciones, conociendo así, que se trataba de la introducción del drenaje. En ese momento, la obra se detuvo, solo para continuar 3 meses después, -en septiembre- ésta vez trazando la construcción de la laguna de oxidación en un predio de uso común de pastoreo perteneciente al territorio de Cohuirimpo y situado en las cercanías de la comunidad de Rancho Camargo, congregación integrante del citado Pueblo ancestral.
