Hermanas y Hermanos

Los pueblos, comunidades, tribus, barrios, organizaciones y colectivos que conformamos el Congreso Nacional Indígena, denunciamos y reprobamos los hechos ocurridos el día de hoy en la comunidad de Chablekal, Yucatán, cuando la policía intentaba desalojar de su hogar a un abuelo de la comunidad, al conocer la situación del injusto desalojo, los pobladores decidieron manifestarse en contra y tratar de evitarlo, a lo cual policías estatales antimotines respondieron lanzando gases lacrimógenos, hasta el momento se han encontrado más de 40 cartuchos de estos en la comunidad, en el lugar se encontraban, mujeres, niñas y niños y personas mayores.

Realizando su labor de defensores de los derechos humanos, Jorge Fernández Mendiburu y Martha Capetillo Pasos, integrantes del Centro de Derechos Humanos, Indignación A.C. y del Congreso Nacional Indígena, fueron detenidos arbitrariamente, golpeados y esposados de manera agresiva y en contra de todo procedimiento, aunque fueron liberados al poco tiempo, esto significa un acto de intimidación, de criminalización de la observación de los derechos humanos, de la protesta social.

Adicionalmente denunciamos este acto como un intento de intimidación tanto a los defensores de Derechos Humanos como a los pobladores de la Comunidad de Chabekal, comunidad que se ha organizado en la Unión de Pobladoras y Pobladores de Chablekal por el Derecho a la tenencia de la tierra, el territorio y los recursos naturales, para defender lo que queda de su territorio del robo y despojo que han venido padeciendo en los últimos años por parte de especuladores, nuevos terratenientes con el apoyo de las autoridades agrarias y políticas del municipio, estado y federación. Su exigencia de detener la venta indiscriminada de tierras se ve respondida por este y otros intentos de intimidación hacia sus pobladores y quienes los acompañan y defienden sus derechos.

Este abuso de autoridad y los delitos que de él derivan se enmarcan en el contexto de la imposición de la estrategia “Escudo Yucatán” que, a través de grandes préstamos económicos con destinos poco claros, pretende contribuir a un estado de indefensión ciudadana ante el actuar de la policía. El equipo Indignación A.C. presentó un documento denunciando estas y otras irregularidades en dicha estrategia. El trato a los grupos críticos a la actuación policial es una de las desviaciones del mencionado plan que se deberían analizar con más detalles antes de su imposición.

– LA LIBERACIÓN INMEDIATA DE LOS CUATRO INTEGRANTES DE LA COMUNIDAD DE CHABLEKAL QUE SE ENCUENTRAN DETENIDOS

Sisters and Brothers

We, the peoples, communities, tribes, neighborhoods, organizations, and collectives who make up the National Indigenous Congress (CNI) denounce and condemn the events today in the community of Chablekal, Yucatán, where the police attempted to evict an elder of the community from his home. Upon learning of the unjust eviction, the inhabitants decided to protest to try to stop the action, to which state antiriot police responded with tear gas. Women, children, and elderly persons were present; as of now more than 40 canisters of tear gas have been found in the community.

Jorge Fernández Mendiburu and Martha Capetillo Pasos, in their role as human rights defenders and members of the Human Rights Center Indignación A.C. and the National Indigenous Congress, were arbitrarily detained, beaten, and handcuffed in an aggressive manner and against all due process. Although they were released shortly after, this constitutes an act of intimidation and criminalization of human rights observation and social protest.

In addition, we denounce this act as an attempt to intimidate not only the Human Rights defenders but also the inhabitants of the community of Chablekal, who organized the Union of Inhabitants of Chablekal in Defense of land, territory, and natural resources to defend what remains of their territory from the theft and displacement they have suffered over the last few years on behalf of speculators—new landowners who have the support of the municipal, state, and federal agrarian and political authorities. Their demand to halt the indiscriminate selling off of lands has been answered with this and other attempts at intimidation of their members and those who accompany them and defend their rights.

This abuse of authority and its associated crimes take place in the context of the imposition of the “Yucatán Shield” strategy. This strategy, carried out through large economic loans with unclear ends, is meant to render citizens defenseless against police actions. The Indignación A.C. team has presented a document denouncing this aspect and other irregularities in this strategy. This treatment of groups critical of police action is one of the digressions of this plan, which should be more closely analyzed before its implementation.

With regard to the above, WE DEMAND
