An Extemporaneous Chronicle: Part One

An immersive record – as it is characteristic of Raúl Romero, describing the challenging trajectory of La Extemporánea from San Cristóbal de las Casas to Vienna, Slumil K’Ajxemk’Op’s territory.

Wednesday, September 8.

The wind farms and PEMEX compounds urge us to go faster. We don’t want night to fall on that stretch of the highway in the state of Veracruz. On other journeys we have been witness to criminal and state violence in that area. At nightfall, on this stretch of road, the commercial bus lines decide to wait for other units and travel in a caravan to support each other. Memory kicks in: “if they throw a stone at our window, don’t stop,” I tell my companion who drives the van we are traveling in. He replies: “It is not so easy, it depends on the amount of damage.” We both know that this is one of the practices used by some criminal groups to force you to stop, and then rob and/or kidnap you.

These are the things that we in Mexico have had to learn in order to be able to travel in a “more secure” way.

I finish sending the agreed message, at the agreed time, to the group monitoring us in Mexico City. I look up and a group of about ten people of African descent walks along the road. They are traveling with very few belongings and bottles of water, part of the migrant caravans that cross Mexico to reach the United States. The scene becomes commonplace. I try to keep count, but there are so many groups we encounter along the way that I have forgotten how many we have counted.

We arrive at our destination, San Cristobal de las Casas, Chiapas, at 8:30 pm. A couple of comrades are waiting for us.

We have a brief conversation, catch up. Hugs will be for another time: mouth covers, gel and disinfectant spray accompany our meeting. It’s time to rest. We have been on the road for more than 13 hours. We get settled in the space that we have been lent in solidarity to spend those two nights. In the early hours of the morning, I hear notifications of messages on my cell phone. I hear them in the distance, while dreaming.

The next day when I wake up I finally consult the phone.

“Don’t go out, there is turmoil in the village.”

“How are you? Don’t go near the north of Jovel.” These are some of the messages I read.

According to the Fray Bartolomé de las Casas Human Rights Center, the night witnessed confrontations between criminal groups in the northern area of the city of San Cristóbal de Las Casas, near the community known as Molino los Arcos.

The situation is serious: people assassinated, houses burned, terror. In Chiapas this scene has also become common: paramilitary and organized crime groups carry out constant attacks against rural and urban populations.

The municipal and state governments do not seem to be concerned about stopping this situation; on the contrary, they guarantee impunity and free mobility to these groups. The interventions of the federal government are also insufficient, or complacent depending on how you want to see it. Chiapas is a powder-keg. Its governor, Rutilio Escandón, “is kept in the government with pins” and through agreements with other power constituencies.

On Thursday the 9th, the entire day consisted of preparations and informal meetings with compañeros and compañeras from other organizations. In the morning we went to the Center of Autonomous Resistance and Zapatista Rebellion Caracol Jacinto Canek, a Zapatista caracol in the heart of San Cristóbal de las Casas. We signed up on a list and announced that we would accompany the caravan. The next day La Extemporánea, the Zapatista airborne delegation will leave for Mexico City, where they will stay for a few days and then fly to Vienna, Austria. Outside the Caracol remain people of solidarity, comrades, filmmakers, independent journalists. We share information and tips for the trip.

In the afternoon of the same Thursday we attended a seminar held by some collectives of the region. The predominant theme of the interventions was the attacks that occurred in the early hours of the morning.

They talk about organized crime, corruption, dispossession, resistance, the struggle for life, the role of women, the objective of the intensification of the war in Chiapas, the situation of terror. There is fear and uncertainty.

An older man takes the floor and maps the links between local governments and organized crime.

He concludes: “we have to ask our allies in Mexico City to help us communicate what is happening in Chiapas. If we write it, they will kill us.”

Night falls again, a reminder that we must hurry.

We distribute the tasks between the three: buy food, water, put gas in the car. My travel partners go together, and I walk through the center of San Cristobal. I adjust my mask, dodging tourists and moving away from where I see the highest concentration of people. It seems that for the hundreds of visitors the pandemic is over: they go without masks, or healthy distance, or any other measure. I meet up with three comrades who live in town, friends of many years. We find a corner and quickly catch up. Jokingly I tell them, “the pandemic is over here, isn’t it?”. Their response is similar to what I have read in the press or heard from others: “The health measures here are a disaster. Listen to what the health workers say… In the protests against AMLO a few weeks ago there were not only the compas of the CNTE, there were also women and men doctors and nurses. Many people died in the communities who were not included in the COVID statistics.”

On Friday, September 10, very early, at 6:00 am, we arrived again at the Caracol Jacinto Canek. The Extemporánea has already boarded the four trucks that will take them to Mexico City. Also on the trucks are the Comando Palomitas, the group of boys and girls who have a special mission on the trip: to play. Also on board is Después de los 17. (The Ixchel-Ramona Militia Section). A total of 177 people make up La Extemporánea. At the head of the delegation is the spokesman of the EZLN, Subcomandante Insurgente Moisés, who is also the coordinator of La Travesía por la Vida – European Chapter.

The Extemporaneous is the second Zapatista delegation to travel to Europe this year. Just last May, Squadron 421, the Zapatista maritime delegation, composed of Lupita, Carolina, Ximena, Yuli, Bernal, Felipe and Marijose, left on the ship La Montaña for Europe. After several weeks at sea, in June 2021, Squadron 421 arrived at its destination, which it renamed SLUMIL K’AJXEMK’OP, which means “Rebellious Land”, or “Land that does not surrender, that does not yield”. During its stay in Insubordinate Europe, Squadron 421 met with different organizations. It also led the historic mobilization of August 13, 2021 in Madrid under the slogan: They did not conquer us.

The caravan of vehicles is formed and begins to take its course. A filmmaker runs alongside us with his camera in hand. From the truck in front of us, half of the body of another documentary filmmaker comes out of the window: camera in hand, making funny contortions to get better shots. They both want to record this historic moment.

Several cars break away from the caravan before leaving San Cristobal de las Casas. From there we will be four trucks, five vans and one car that will make the trip.

We have already identified ourselves and we know who should go where. In Tuxtla Gutiérrez we notice that a local police patrol is following us. They take pictures of us. They speed up and get between the cars of the caravan. The same scene will be repeated in Tabasco, Veracruz, Puebla and the State of Mexico: state police patrols passing us, taking photos, closing the road.

Something similar happens with the patrols of the National Guard and the National Migration Institute. These two groups stop us on at least three occasions. The treatment is cold, aggressive. In one of the stops the situation becomes more tense than in the previous ones. Migration and the National Guard stop us at the same time. They want the compas to get out of the trucks. The human rights observers accompanying us argue the right to free transit. Migration insists. All of us accompanying the caravan surround the agents. Some of us turn on our cell phone cameras and start recording. A colleague begins to transmit live via Facebook. The agents look surprised, they don’t expect that kind of reaction. They let us go. We get back on the road.

On two separate occasions we stop for food. The Zapatista delegation is well prepared: bananas, water, tortas. They organize themselves to distribute them. Everyone always wears masks and safety face shields.

16 hours after leaving the Caracol Jacinto Canek we arrived at our destination: Carmona y Valle no. 32 in Mexico City. The location shows off the murals and ribbons that a brigade of artists had painted a few weeks earlier. Other Zapatista sympathizers have attended the reception. The large contingent from the Otomí Community residing in Mexico City stands out. The arrival is, like the departure, quick and orderly.

The Extemporaneous has arrived safely at its first destination. It is time to rest.

(Español) Brasil: Pueblos denuncian ataques y violación de derechos; llaman a boicot

La Articulación de los Pueblos Indígenas de Brasil (Apib) lanzó el Dosier internacional de denuncias en lo que considera la coyuntura “más grave que los pueblos originarios han tenido que enfrentar en Brasil”, llevada a cabo por el gobierno del presidente Jair Bolsonaro. El documento fue enviado a organismos multilaterales y a los países con los cuales Brasil mantiene relaciones diplomáticas.

Los ataque y las amenazas a los pueblos indígenas han sido perpetrados desde diferentes frentes, reportan en el dosier. A través de discursos públicos de odio y mensajes racistas, con el proceso de destrucción de políticas y organismos públicos destinados a preservar los derechos indígenas y socioambientales, además de decisiones y acciones del poder judicial que han permitido vulnerar aun más los territorios de los pueblos.

“Este escenario institucional se refleja en un considerable aumento de los conflictos y las invasiones a nuestros territorios promovidos por grandes corporaciones e individuos interesados en desarrollar en tierras indígenas actividades de minería, agricultura, ganadería o otros intereses, trayendo más violencia y muerte a nuestros pueblos”, sostienen los pueblos da la articulación en el dosier.

Los pueblos del APIB sostienen en su dosier que la responsabilidad de lo que está pasando a los indígenas en Brasil debe ser asumida internacionalmente, ya que son los principales guardianes de los bosques en territorio brasileño, incluso de la Amazonia.

Una de las acciones propuestas por los indígenas a la comunidad internacional es boicotear los productos brasileños derivados de procesos de explotación y violación de los derechos de los pueblos indígenas.

Retroceso en la regularización de tierras

De acuerdo con un estudio realizado en 2018 por el Consejo Indigenista Misionero (CIMI), existen aproximadamente 1,290 tierras indígenas en Brasil, de las cuales 408 están regularizadas, 287 están en alguna etapa del procedimiento de demarcación, 40 son reservas, 21 son dominiales, seis se encuentran bajo restricción debido a la presencia de pueblos aislados y aproximadamente 528 son reivindicadas por los pueblos, sin ningún reconocimiento por parte del organismo indigenista.

DEFENSORAS Y DEFENSORES DEL COLECTIVO DE OBSERVACIÓN Y MONITOREO DE DERECHOS HUMANOS DEL SURESTE MEXICANO – COMDHSM Y PERIODISTAS SEGUIREMOS ACOMPAÑANDO Y DENUNCIANDO LAS VIOLACIONES A DERECHOS HUMANOS COMETIDAS EN LOS DESPLAZAMIENTOS FORZADOS DE PERSONAS MIGRANTES Y REFUGIADAS QUE SALEN DESDE TAPACHULA, CHIAPAS, MÉXICO.

Desde el 28 de agosto el Instituto Nacional de Migración (INM) ha realizado operativos de detención para frenar el camino de las personas que buscan salir de Chiapas debido al desgaste y espera de resolución de sus trámites de regularización migratoria y refugio. En estos desplazamientos colectivos, forzados por las condiciones adversas de vida y violencias institucionales, caminan personas con necesidades de protección internacional y con trámites en curso.

Durante los días que hemos acompañado a estos grupos forzados a desplazarse hemos sido testigos y documentado la actuación violenta y el uso desproporcionado de la fuerza hacia personas migrantes, refugiadas y con necesidades de protección internacional e incluso personas defensoras y periodistas, con graves impactos físicos y emocionales. Esta situación llevó a las personas migrantes a ejercer su legítima defensa frente a las agresiones que son de público conocimiento.

Frente a esta situación de violencia contra personas defensoras y periodistas y, por ser beneficiarias de medidas de protección, de manera reiterada se ha solicitado al Mecanismo para la Protección de Personas Defensoras de Derechos Humanos y Periodistas adscrito a la Secretaría de Gobernación que garantice la seguridad a defensores, defensoras y
periodistas, quienes acompañamos documentando estos actos de violación a derechos humanos sin obtener una respuesta oportuna. En este sentido, por ser beneficiarias de medidas de protección, existe una obligación reforzada del Estado mexicano de velar por nuestra integridad física y nuestra vida, obligación que no está siendo cumplimentada.

Destacamos que, a pesar de los actos de represión, las personas se siguen rearticulando y autoconvocando para continuar con su legítimo reclamo de buscar protección y una vida digna. Estas son las mismas razones que les obligaron a salir de sus países de manera forzada. Así como las personas continuarán con su camino, las personas defensoras y periodistas continuaremos acompañándoles para visibilizar su situación y asegurarnos que el Estado mexicano cumpla con su obligación de proteger y garantizar los derechos de todas las personas que habitan el territorio mexicano.

Por ello, como personas defensoras y periodistas hacemos un llamado a no criminalizar la defensa de derechos humanos, a no cometer actos violentos y de hostigamiento como ya han ocurrido y hemos denunciado públicamente. En efecto, tenemos el derecho a defender derechos humanos en un entorno seguro y propicio, el cual dista de la realidad en la cual nos encontramos en Chiapas.
A su vez, llamamos al Poder Ejecutivo, la Secretaría de Gobernación, al Instituto Nacional de Migración y a la Guardia Nacional a que hagan un alto a la represión, detención y violencia que se ejerce contra personas desplazadas de manera forzada y a brindar estrategias reales que resuelvan las causas de fondo que provocan este desplazamiento, es decir, la resolución de trámites de regularización migratoria, la garantía de acceso al sistema de refugio y a la vinculación con actores que se han puesto a disposición para crear acciones de asistencia humanitaria que contrarresten las condiciones de marginación en la que se encuentra la población.

Llamamos a seguir fortaleciendo la solidaridad entre las comunidades, a generar procesos de empatía y apoyo a las personas que desde sus países de origen son obligadas a huir para salvar su vida, buscar protección y luchar por una vida digna y que hoy lo siguen haciendo en México enfrentando las violencias institucionales para hacer valer el derecho más fundamental que es la vida digna.

Por último, llamamos a la Comunidad Internacional, especialmente a la Comisión Interamericana de Derechos Humanos, a los Procedimientos Especiales de la ONU y a otras organizaciones de la sociedad civil a que nos apoyen en la visibilización de lo que está sucediendo y que le exijan al Estado mexicano el cumplimiento de sus obligaciones internacionales.

To Whom It May Concern:

In agreement with the Zapatista Good Government Councils, the Indigenous Revolutionary Clandestine Committee-General Command of the EZLN, and the Zapatista indigenous communities, we declare the following:

First- In recent days, we have witnessed the Mexican State’s inhumane treatment of the migrants who try to leave the unspoken and invisible trap in which they find themselves in the city of Tapachula, Chiapas, Mexico.

Second- Similar to previous administrations, in response to public outcry and complaints of these cruelties, the Mexican government promises penalties for the “excesses” committed by agents of the National Institute of Migration (INM in Spanish). This promise is just another lie. They tell their officers that this will be said publicly to avoid the pressure of so-called public opinion, but that officers should continue with their human hunting methods without fear of consequences: no migrant should get past Chiapas.

Third- Even among members of the so-called National Guard there is discontent. They told them that their mission was to fight organized crime and now they have them acting like hunting dogs chasing after dark-skinned people. Those are their instructions: hunt down anyone with dark skin: “Detain any fucking black person you come across” is the order. It’s quite a foreign policy statement.

Fourth- The indoctrination of the National Institute of Migration agents borders on ridiculous. They tell them that they are defending Mexico from an invasion, as an employee of the INM confidently stated. It wouldn’t hurt the National Institute of Migration to take some basic history classes, now that classes are back, to understand that those who invade come from the United States government which imposes this immigration policy that contradicts the entire history of Mexican foreign policy.

Fifth- The maneuvering performed by the INM to contain human rights organizations and the press so that they can’t document their actions reminds us of what the Salinas de Gortari administration did during the first days of 1994 when they closed off entrances to the Lacandón Jungle to prevent anyone from knowing what they were doing. The hunting of migrants reminds us of what the Zedillo administration did in 1995 when it ordered we be pursued with dogs.

La situación del derecho a la comunicación con énfasis en las y los comunicadores indígenas y afrodescendientes de América Latina.

La situación de la comunicación indígena en el plano internacional, nacional y local es altamente preocupante. Ante eso, se creó el libro La situación del derecho a la comunicación con énfasis en las y los comunicadores indígenas y afrodescendientes de América Latina, que busca, primero, visibilizar la situación en que viven y llevan a cabo su quehacer las y los comunicadores indígenas y afrodescendientes de Argentina, Bolivia, Brasil, Chile, Colombia, Ecuador, El Salvador, Guatemala, Honduras, México, Nicaragua y Venezuela. Segundo, poner al alcance los conocimientos de algunos instrumentos legales tanto nacionales como internacionales, así como estadísticas e información derivada dede las mismas comunidades, colectivos, confederaciones y movimientos miembros de la Coordinadora Latinoamericana de Cine y Comunicación de los Pueblos Indígenas (Clacpi). Tercero, abonar al fortalecimiento y la protección de nuestro derecho a la comunicación.

La Coordinadora Latinoamericana de Cine y Comunicación de los Pueblos Indígenas (CLACPI)  y el PVIFS les invita a ver el siguiente video sobre La situación de los derechos a la comunicación, con énfasis en las y los comunicadores indígenas y  afrodescendientes de América Latina.

(Español) Represión a migrantes solicitantes de asilo en Chiapas

El pasado sábado (28), un millar de migrantes procedentes de Haití que se desplazaban en los municipios de la región del Soconusco, en Chiapas, fueron reprimidos por efectivos de la Guardia Nacional y elementos del el Instituto Nacional de Migración (INM).

L@s migrantes tomaron la decisión de salir de la ciudad fronteriza de Tapachula luego de que la Comisión Mexicana de Ayuda a Refugiados (COMAR) ha pospuesto su proceso de solicitud de asilo, un trámite que usualmente demora hasta tres meses, el cual se ha prolongado por mas de un año. Ello, sumado a las malas condiciones en que se encuentran los centros migratorios del lugar, forzaron a l@s migrantes a abandonar el lugar.

Es de resaltar que, durante las semanas y meses previos, l@s migrantes han expresado su malestar al exterior de las oficinas del INM, en un intento de acelerar el tramite de asilo, sin que las autoridades hubieran respondido. Por ello fue el sábado, que reunid@s en caravana, mil migrantes, todos con la solicitud de asilo en proceso, emprendieron el camino para buscar alcanzar otras ciudades mexicanas en donde obtener una fuente de empleo.

Tras avanzar aproximadamente 30 kilómetros, fue en los alrededores del municipio de Huehuetán donde elementos de la Guardia Nacional, ejército mexicano y del INM realizaron un operativo para intentar frenar el avance de la caravana.

Mediante testimonios en redes sociales se aprecia el uso de la fuerza de parte de los funcionarios de migración y de los cuerpos de seguridad para bloquear el paso de l@s migrantes. Así, un aproximado de 300 fueron detenidos y trasladados a la estación migratoria ubicada en Tapachula. Quienes lograron sortear el cerco avanzaron hasta la ciudad de Huixtla, donde descansaron en espera de mantener su avance.

El Colectivo de Observación y Monitoreo de Derechos Humanos del Sureste Mexicano (COMDHSM) señalo que la misma COMAR dilata los procesos de solicitud de asilo, pues por ejemplo, ahora se encuentra otorgando citas para iniciar el trámite hasta principios de enero de próximo año. También, el COMDHSM ha documentado un uso de fuerza desmedido contra las personas migrantes. Es por eso que exige al Estado mexicano poner un alto a la violencia por parte de sus autoridades.

Denunciaron que hubo un despliegue excesivo e injustificado de fuerzas de seguridad, con aproximadamente 50 vehículos del INM, camiones y camionetas de la GN y del ejército. En un comunicado, el COMDHSM informó que la Guardia Nacional, el Ejército y el Instituto Nacional de Migración (INM) han incurrido en graves faltas al intentar detener a la caravana migrante. Entre ellas está el uso de armas largas y la presencia de agentes vestidos de civiles incitando a la violencia.

“Las personas fueron agredidas, sometidas, golpeadas con escudos y toletes; se identificó portación de armas largas por parte de elementos del ejército, elementos del INM vestidos de civil incitando a la agresión, así como otros agentes de seguridad sin identificar, vestidos civil y portando armas de fuego”.

En entrevista realizada por integrantes del COMDHSM, uno de los miembros de la caravana relata que las autoridades migratorias han estado deportando a personas que tienen residencia y otros papeles que les permiten transitar en México, razón por la cual decidieron abandonar Tapachula y su interminable proceso de solicitud de asilo.

Para el domingo (30), la caravana reanudó su avance sobre la autopista con dirección al estado de Oaxaca. Mientras tanto, en Tapachula, frontera con Guatemala, aún se encuentran casi 10, 000 migrantes, procedentes de Haití, Cuba y otras partes de Centroamérica, quienes esperan la resolución de su tramite de asilo. Según las reglas de la COMAR, mientras dicho organismo no emita la resolución de los procesos, l@s migrantes no pueden salir de la ciudad en la cual realizaron el trámite, es decir, están imposibilitados de dejar la ciudad de Tapachula.
