Con la anuencia de los integrantes del Comisariado y Consejo de Vigilancia y de los comuneros les informo y manifiesto que el d\u00eda de hoy en una Asamblea General conjunta entre ciudadanos y comuneros de Santa Mar\u00eda Chimalapa, se ha tomado la decisi\u00f3n de realizar un bloqueo en la carretera transistmica, debido a la falta de seriedad, cumplimiento, atenci\u00f3n y respuesta r\u00e1pida y concreta, por parte del Gobierno del Estado y del Gobierno Federal, a dos situaciones que nos est\u00e1n afectando gravemente como comunidad y como municipio. La falta de respuesta inmediata al reconocimiento de las nuevas autoridades municipales y el problema agrario con el Estado de Chiapas. Por lo que respecta a la problem\u00e1tica agraria, con los n\u00facleos chiapanecos que invaden el territorio de Chimalapas y la creaci\u00f3n del nuevo e ilegal municipio de Belisario Dom\u00ednguez, creado por el Congreso del Estado de Chiapas para legitimar sus invasiones y con complacencia y pasividad del Gobierno Estatal y Federal, hemos observado que mientras el Gobierno del Estado agota nuestro tiempo en reuniones,\u00a0 denuncias, demandas, acuerdos, mesas de trabajo donde nos dice que invertir\u00e1 tantos millones de pesos y en puras declaraciones de defensa del territorio de Oaxaca y de Chimalapas,\u00a0el Gobierno de Chiapas sigue avanzando,<\/strong> siguen construyendo la infraestructura del nuevo municipio ilegal chiapaneco, siguen las invasiones a nuestro territorio, sigue la tala de nuestros recursos madereros con permisos ilegales de la SEMANART, y tambi\u00e9n sustenta la invasi\u00f3n chiapaneca los permisos ilegales de la CONAFOR a grupos de trabajo y peque\u00f1os propietarios dentro de nuestro territorio, y as\u00ed mismo continua la destrucci\u00f3n de nuestra selva por ganaderos y madereros, del Estado de Chiapas; y por \u00faltimo ahora tenemos tambi\u00e9n una nueva invasi\u00f3n por parte de habitantes del Estado de Veracruz en nuestro l\u00edmites de la parte norte. Es decir el Gobierno Federal esta consintiendo \u00a0que el Gobierno Chiapaneco avance y que contin\u00fae la destrucci\u00f3n e invasi\u00f3n de nuestro territorio, sin ponerle ning\u00fan alto a todo esto; y por otra parte nuestro Gobierno de Oaxaca, a pesar de que hemos sostenido m\u00faltiples reuniones, que se presentaron demandas, que se han formado comisiones y que se han anunciado inversiones millonarias, la Asamblea a determinado que lo anterior no es suficiente, ya que todo eso no nos han ayudado en nada y que esa es una actitud pasiva, no nos permite avanzar ni siquiera un mil\u00edmetro, en el respeto a nuestro territorio, y no existe ninguna voluntad de parte del Gobierno Chiapaneco, a que respetar nuestro territorio, a cumplir las \u00f3rdenes de los jueces federales de no continuar con las invasiones y los trabajos del nuevo ilegal municipio Belisario Dom\u00ednguez,\u00a0por esa raz\u00f3n decimos ya un \u00a1 BASTA !\u00a0 y estaremos en un bloqueo indefinido\u00a0 hasta que se cumplan las siguientes peticiones:<\/strong><\/p>\n

PRIMERO.- LA SOLUCI\u00d3N DEFINITIVA DEL CONFLICTO AGRARIO DE NUESTROS L\u00cdMITES COMUNALES CON LOS EJIDOS Y POBLADOS CREADOS POR EL ESTADO DE CHIAPAS, CON EL RESPETO A NUESTRO TERRITORIO COMUNAL\u00a0 Y UN ALTO A LA INVASI\u00d3N, A LA CONSTRUCCI\u00d3N DE INFRAESTRUCTURA DEL NUEVO MUNICIPIO ILEGAL CHIAPANECO, AL ASENTAMIENTO DE NUEVAS POBLACIONES CHIAPANECAS; AS\u00cd COMO A LA FALTA DE CUMPLIMIENTO DEL GOBIERNO DE CHIAPAS A SUSPENDER TODA ACTIVIDAD DE ESE GOBIERNO DENTRO DEL TERRITORIO DE CHIMALAPAS.<\/strong><\/p>\n

<\/strong><\/p>\n

SEGUNDO.- LA ATENCI\u00d3N DEL GOBIERNO FEDERAL Y ESTATAL PARA EL\u00a0 BRECHEO Y AMOJONAMIENTO DE NUESTRA COLINDANCIA CON EL ESTADO DE CHIAPAS.<\/strong><\/p>\n

TERCERO.- LA SUSPENSI\u00d3N Y LA POSTERIOR REVOCACI\u00d3N DE LOS PERMISOS FORESTALES OTORGADOS POR LA SEMARNAT Y LOS PERMISOS DE PROGRAMAS DE LA CONAFOR A PEQUE\u00d1OS PROPIETARIOS Y POBLADOS DEL ESTADO DE CHIAPAS, DENTRO DEL TERRITORIO DE SANTA MAR\u00cdA CHIMALAPA.<\/strong><\/p>\n

<\/strong><\/p>\n

CUARTO.- EL DESALOJO DE CUALQUIER INVASI\u00d3N DE PERSONAS AJENAS A LA COMUNIDAD DE CHIMALAPAS, EN LOS TERRENOS COMUNALES.<\/strong><\/p>\n

QUINTO.- LA ASAMBLEA DE COMUNEROS HA SOLICITADO LA PRESENCIA EN LA COMUNIDAD DE LOS FUNCIONARIOS P\u00daBLICOS: ANTROP. CARLOS MORENO DERBEZ PRESIDENTE DE LA\u00a0JUNTA\u00a0DE CONCILIACI\u00d3N AGRARIA,\u00a0ADELFO REGINO\u00a0(SECRETARIO DE ASUNTOS IND\u00cdGENAS GOBIERNO DE OAXACA) Y HUGO AGUILAR\u00a0(SUBSECRETARIO DE ASUNTOS IND\u00cdGENAS), PARA ACORDAR EL SEGUIMIENTO DEL PROYECTO EL BRECEHO Y AMOJONAMIENTO DE NUESTRAS COLINDANCIAS AS\u00cd COMO PARA ACLARAR LO DEL RECURSO ENTREGADO AL EX COMISARIADO PEDRO JACINTO L\u00d3PEZ.<\/strong><\/p>\n
