A LOS PUEBLOS DE M\u00c9XICO Y DEL MUNDO,

Ante el atentado terrorista que el crimen organizado llev\u00f3 a cabo al mediod\u00eda de este 6 de diciembre en la comandancia de la Polic\u00eda Comunitaria del municipio de Coahuayana, la comunidad de Santa Mar\u00eda Ostula condena rotundamente tan brutal crimen, mismo que tiene como prop\u00f3sito generar terror en la poblaci\u00f3n y afectar el sistema de seguridad comunitaria que se han dado los pueblos de Coahuayana.<\/p>\n\n\n\n
Hasta el momento se han confirmado 5 personas fallecidas y una veintena de personas heridas. Ninguna de ellas ni nadie merece ser v\u00edctima de grupos criminales, como el C\u00e1rtel Jalisco Nueva Generaci\u00f3n, quien desde hace ya 5 a\u00f1os ha venido atacando a nuestras comunidades para intentar desplazar a las poblaciones, como ha ocurrido en tantas partes de este adolorido pa\u00eds, y apoderarse de nuestros territorios.<\/p>\n\n\n\n
Queremos dejar claro que seguiremos unidos y organizados para garantizar completamente la seguridad de los habitantes de nuestras comunidades y de la poblaci\u00f3n en general; as\u00ed como para exigir que todos los niveles de gobierno se comprometan de manera efectiva en el combate a la delincuencia.<\/p>\n\n\n\n
En estos momentos tan dif\u00edciles, extendemos nuestra solidaridad y apoyo total a la Polic\u00eda Comunitaria de Coahuayana, encabezada por el comandante H\u00e9ctor Navarrete.<\/p>\n\n\n\n
Reconocemos el enorme trabajo y esfuerzo que desde 2013 lleva a cabo este cuerpo de seguridad comunitaria para acabar con la delincuencia y con estos grupos criminales que han asolado la Costa-Sierra desde hace m\u00e1s de una d\u00e9cada.<\/p>\n\n\n\n
Tambi\u00e9n brindamos un abrazo fraterno y solidario a los habitantes de Coahuayana ante estos dolorosos acontecimientos.<\/p>\n\n\n\n
Exigimos a los gobiernos estatal y federal trabajar realmente para desarticular al CJNG y a cualquier otra organizaci\u00f3n criminal, pues sus discursos puramente demag\u00f3gicos, proclamando los derechos de los pueblos originarios, mientras los criminales nos masacran y asesinan con total impunidad, evidencian la falta de voluntad, cuando no la colusi\u00f3n, de las instituciones de gobierno con los carteles delincuenciales.<\/p>\n\n\n\n
Recientemente el gobierno federal dio a conocer el Plan Michoac\u00e1n por la Paz y la Justicia, con un presupuesto de m\u00e1s de 50 mil millones de pesos; pero, ni con este plan ni con los planes anteriores, se est\u00e1n construyendo la paz y la justicia.<\/p>\n\n\n\n
Por el contrario, con el Plan Michoac\u00e1n los cuerpos castrenses federales han copado los territorios de nuestros pueblos y, espec\u00edficamente, la Marina Armada de M\u00e9xico y la Guardia Nacional han impedido intencionalmente el libre funcionamiento de nuestras polic\u00edas comunitarias y guardias comunales, afectando gravemente nuestras capacidades de autodefensa, con saldos tan lamentables como el de este 6 de diciembre.<\/p>\n\n\n\n
La soluci\u00f3n no est\u00e1 en militarizar la regi\u00f3n y el estado o el pa\u00eds, ni en la criminalizaci\u00f3n de nuestras polic\u00edas comunitarias; la soluci\u00f3n est\u00e1 en desarticular estas organizaciones criminales desde sus bases y en todas las geograf\u00edas en las que operan, as\u00ed como la pavorosa complicidad de instituciones y funcionarios corruptos con el crimen organizado; la soluci\u00f3n est\u00e1 en el RESPETO POR PARTE DE LOS GOBIERNOS A LAS ESTRUCTURAS DE SEGURIDAD QUE SURGEN DESDE NUESTROS MUNICIPIOS Y COMUNIDADES, COMO ES EL CASO DE LAS POLIC\u00cdAS COMUNITARIAS Y LAS GUARDIAS COMUNALES. La soluci\u00f3n est\u00e1 en el respeto a la libre determinaci\u00f3n y a los derechos de las comunidades; la soluci\u00f3n est\u00e1 en construir proyectos de vida y no de muerte.<\/p>\n\n\n\n
Consecuentemente con lo expuesto, EXIGIMOS A LOS GOBIERNOS FEDERAL Y DEL ESTADO DE MICHOAC\u00c1N:<\/p>\n\n\n\n
1. EL CASTIGO A LOS RESPONSABLES MATERIALES E INTELECTUALES DEL ACTO TERRORISTA DEL PASADO 6 DE DICIEMBRE EN COAHUAYANA.<\/p>\n\n\n\n
2. ACCIONES REALES Y DURADERAS PARA LA DESARTICULACION DEL CJNG Y DE TODOS LOS CARTELES CRIMINALES.<\/p>\n\n\n\n
3. EL CESE DE LA COMPLICIDAD ENTRE CRIMINALES Y GOBIERNOS.<\/p>\n\n\n\n
4. EL RESPETO EFECTIVO, NO \u00daNICAMENTE EN DISCURSOS, DE LOS DERECHOS DE NUESTROS PUEBLOS Y COMUNIDADES.<\/p>\n\n\n\n

WE CONDEMN THE CRIMINAL TERROR AGAINST THE PEOPLES AND COMMUNITIES OF THE COAST\u2013SIERRA OF MICHOAC\u00c1N; WE DEMAND TRUE PEACE AND JUSTICE, NOT EMPTY WORDS<\/strong><\/p>\n\n\n\n TO THE PEOPLES OF MEXICO AND THE WORLD, In light of the terrorist attack carried out by organized crime at midday on December 6 against the headquarters of the Community Police of the municipality of Coahuayana, the community of Santa Mar\u00eda Ostula firmly condemns this brutal crime, whose purpose is to generate terror among the population and to undermine the community security system established by the peoples of Coahuayana.<\/p>\n\n\n\n So far, 5 people have been confirmed dead and around twenty injured. None of them\u2014nor anyone\u2014deserves to be a victim of criminal groups such as the Jalisco New Generation Cartel, which for five years has been attacking our communities in an attempt to displace our populations, as has happened in so many parts of this suffering country, and to seize our territories.<\/p>\n\n\n\n We want to make clear that we will remain united and organized to fully guarantee the safety of the inhabitants of our communities and of the general population, as well as to demand that all levels of government effectively commit themselves to combating crime.<\/p>\n\n\n\n In these very difficult moments, we extend our solidarity and full support to the Community Police of Coahuayana, headed by Commander H\u00e9ctor Navarrete.<\/p>\n\n\n\n We recognize the enormous work and effort that this community security body has carried out since 2013 to put an end to delinquency and to the criminal groups that have ravaged the Coast\u2013Sierra for more than a decade.<\/p>\n\n\n\n We also offer a fraternal and supportive embrace to the inhabitants of Coahuayana in the face of these painful events.<\/p>\n\n\n\n We demand that the state and federal governments genuinely work to dismantle the CJNG and any other criminal organization, since their purely demagogic speeches\u2014proclaiming the rights of Indigenous peoples while criminals massacre and murder us with total impunity\u2014lay bare the lack of will, if not outright collusion, of government institutions with criminal cartels.<\/p>\n\n\n\n Recently, the federal government announced the Michoac\u00e1n Plan for Peace and Justice, with a budget of more than 50 billion pesos; but neither with this plan nor with previous ones are peace and justice being built.<\/p>\n\n\n\n On the contrary, with the Michoac\u00e1n Plan, the federal armed forces have occupied the territories of our peoples and, specifically, the Mexican Navy and the National Guard have intentionally impeded the free functioning of our community police forces and communal guards, seriously undermining our self-defense capacities, with consequences as tragic as those of this December 6.<\/p>\n\n\n\n The solution is not to militarize the region, the state, or the country, nor to criminalize our community police; the solution is to dismantle these criminal organizations from their foundations and in all the places where they operate, as well as the terrifying complicity of institutions and corrupt officials with organized crime. The solution lies in RESPECT BY GOVERNMENTS FOR THE SECURITY STRUCTURES THAT ARISE FROM OUR MUNICIPALITIES AND COMMUNITIES, SUCH AS COMMUNITY POLICE FORCES AND COMMUNAL GUARDS.
