(Bagnolet, 24 de noviembre de 2025) Ante la Resoluci\u00f3n 2803 (2025) del Consejo de Seguridad de las Naciones Unidas<\/strong>, resulta inconfundiblemente claro que lo que se presenta al mundo como un \u201cmarco para la estabilidad\u201d es, en realidad, una de las intervenciones internacionales m\u00e1s graves impuestas a Palestina en d\u00e9cadas. En lugar de poner fin al genocidio, la resoluci\u00f3n lo reconfigura como un proyecto administrativo; en vez de detener la limpieza \u00e9tnica, la inserta dentro de las estructuras de legitimidad multilateral. En su esencia, la resoluci\u00f3n coloca a Gaza bajo una tutela internacional que convierte la ocupaci\u00f3n israel\u00ed en una ocupaci\u00f3n internacionalizada y formalizada,<\/strong> dise\u00f1ada para fracturar Gaza de Cisjordania y borrar el derecho inalienable del pueblo palestino a la autodeterminaci\u00f3n.<\/p>\n\n\n\n

Desde que entr\u00f3 en vigor el llamado alto el fuego el 10 de octubre de 2025, la ocupaci\u00f3n israel\u00ed ha continuado su campa\u00f1a de asesinatos con total impunidad. M\u00e1s de 312 palestinXs han sido asesinadXs en Gaza durante este per\u00edodo, seg\u00fan el Ministerio de Salud palestino, mientras que Cisjordania ha sido sometida a una ola sin precedentes de terrorismo de colonos. El monitoreo de la ONU registr\u00f3 m\u00e1s de 260 ataques de colonos solo en octubre, la cifra mensual m\u00e1s alta desde que comenz\u00f3 la documentaci\u00f3n en 2006, convirtiendo aldeas, tierras agr\u00edcolas y comunidades enteras en blancos diarios de violencia coordinada. Esta realidad deja al descubierto que el alto el fuego no es m\u00e1s que una pausa t\u00e1ctica que permite reconfigurar la agresi\u00f3n en lugar de detenerla.<\/p>\n\n\n\n

Detr\u00e1s de su lenguaje humanitario, la Resoluci\u00f3n 2803 es, en esencia, un proyecto dise\u00f1ado por Israel y refrendado a trav\u00e9s del Consejo de Seguridad para formalizar un nuevo r\u00e9gimen de control sobre Gaza. Sustituye los tanques por \u201cfuerzas de estabilizaci\u00f3n\u201d, los puestos de control militares por \u201cmecanismos internacionales\u201d y la dominaci\u00f3n colonial directa por una \u201cpaz administrativa\u201d que consolida el sistema de control en lugar de desmantelarlo.<\/p>\n\n\n\n

En primer lugar<\/strong>, al colocar a Gaza bajo una \u201cFuerza Internacional de Estabilizaci\u00f3n\u201d con amplios poderes coercitivos, la resoluci\u00f3n impone una nueva forma de tutela internacional que despoja al pueblo palestino de la capacidad de gobernar su tierra, sus fronteras, su reconstrucci\u00f3n y su seguridad. Es la sustituci\u00f3n de una potencia ocupante por un consorcio de Estados poderosos. Es ocupaci\u00f3n con rostro diplom\u00e1tico.<\/p>\n\n\n\n

En segundo lugar,<\/strong> la resoluci\u00f3n redefine el n\u00facleo de la lucha palestina: de una resistencia contra un r\u00e9gimen colonial de asentamiento a un \u201cproblema de seguridad\u201d que requiere gesti\u00f3n t\u00e9cnica. Al hacerlo, elimina el coraz\u00f3n pol\u00edtico de la cuesti\u00f3n palestina y convierte a Gaza en un territorio administrado, m\u00e1s que en una parte integral de una patria ocupada. Esta l\u00f3gica absuelve a la ocupaci\u00f3n israel\u00ed de sus responsabilidades, presenta al pueblo colonizado como fuente de inestabilidad y reproduce la misma violencia que afirma resolver.<\/p>\n\n\n\n

En tercer lugar<\/strong>, la Resoluci\u00f3n 2803 avanza un proyecto estrat\u00e9gico para separar Gaza de Cisjordania mediante la creaci\u00f3n de sistemas distintos de gobernanza, seguridad y administraci\u00f3n. Esta fragmentaci\u00f3n consolida la divisi\u00f3n geogr\u00e1fica y pol\u00edtica impuesta por la ocupaci\u00f3n, y apunta a liquidar el territorio y el pueblo unificados reconocidos claramente por el derecho internacional. Reactiva la antigua f\u00f3rmula colonial: dividir la tierra, dividir al pueblo, debilitar la lucha.<\/p>\n\n\n\n

En cuarto lugar<\/strong>, la referencia de la resoluci\u00f3n a un \u201ccamino hacia un Estado palestino\u201d es pol\u00edticamente vac\u00eda y deliberadamente enga\u00f1osa. Un Estado sin soberan\u00eda sobre fronteras, agua, tierra, espacio a\u00e9reo y reconstrucci\u00f3n no es un Estado; es un recinto administrado. Convierte el sue\u00f1o de liberaci\u00f3n en un arreglo burocr\u00e1tico que deja al pueblo palestino con la forma de un Estado, pero sin su sustancia.<\/p>\n\n\n\n

En quinto lugar, <\/strong>al reemplazar el bombardeo activo por un aparato internacionalizado de control, la resoluci\u00f3n desplaza el genocidio de su fase militar a una fase administrativa. Bajo el pretexto de estabilizaci\u00f3n, reconstrucci\u00f3n y supervisi\u00f3n, persisten las mismas din\u00e1micas de poder: dominaci\u00f3n sobre la tierra, control del movimiento y supresi\u00f3n de la agencia pol\u00edtica. Esto no es paz; es la reingenier\u00eda de la violencia.<\/p>\n\n\n\n

La V\u00eda Campesina afirma que esta resoluci\u00f3n no abre un horizonte de justicia. Inaugura un nuevo cap\u00edtulo de gobernanza impuesta dise\u00f1ada para someter a un pueblo que ha resistido la expulsi\u00f3n, el hambre y la destrucci\u00f3n sistem\u00e1tica. <\/strong>Gaza est\u00e1 siendo transformada en un laboratorio para \u201csoluciones de seguridad\u201d globales que sirven a intereses geopol\u00edticos, no a los derechos de quienes viven en esa tierra.<\/p>\n\n\n\n

Hacemos tambi\u00e9n un llamado a todos los pa\u00edses \u2014especialmente a aquellos cuyos pueblos han padecido colonizaci\u00f3n, ocupaci\u00f3n o tutelas impuestas\u2014 a rechazar esta resoluci\u00f3n en la Asamblea General de la ONU y a defender con firmeza el derecho del pueblo palestino a la autodeterminaci\u00f3n. Su experiencia hist\u00f3rica hace que su voz sea esencial para enfrentar este nuevo marco colonial.<\/strong><\/p>\n\n\n\n

Por ello, exhortamos a los movimientos sociales, sindicatos de trabajadores, organizaciones campesinas, movimientos feministas y aliados en todo el mundo a:<\/p>\n\n\n\n

    \n
  1. Rechazar toda forma de tutela internacional sobre Gaza y oponerse a la conversi\u00f3n de la ocupaci\u00f3n israel\u00ed en cualquier r\u00e9gimen multilateral o de \u201cestabilizaci\u00f3n\u201d.<\/li>\n\n\n\n
  2. Exigir el fin inmediato e incondicional del asedio, la ocupaci\u00f3n y todos los mecanismos de limpieza \u00e9tnica en Gaza y Cisjordania.<\/li>\n\n\n\n
  3. Garantizar la entrada sin restricciones de ayuda humanitaria y el acceso inmediato de periodistas internacionales y locales para documentar la situaci\u00f3n sin censura ni control pol\u00edtico.<\/li>\n\n\n\n
  4. Intensificar la campa\u00f1a global de Boicot, Desinversi\u00f3n y Sanciones (BDS) contra el sistema de apartheid israel\u00ed y contra las corporaciones que se benefician del robo de tierras, el desplazamiento y la destrucci\u00f3n de la agricultura.<\/li>\n\n\n\n
  5. Exigir que la ocupaci\u00f3n israel\u00ed rinda cuentas plenamente por cr\u00edmenes de guerra, cr\u00edmenes de lesa humanidad y genocidio, e impulsar sanciones internacionales efectivas contra los actores pol\u00edticos, militares y econ\u00f3micos responsables.<\/li>\n\n\n\n
  6. Apoyar a los campesinos, mujeres, pescadores y trabajadores palestinxs, quienes permanecen en la primera l\u00ednea de defensa de la tierra, la vida y la Soberan\u00eda Alimentaria.<\/li>\n<\/ol>\n\n\n\n

    Gaza no es un \u201carchivo de seguridad\u201d. Palestina no es un territorio para ser administrado. Es una patria que lucha por su liberaci\u00f3n.<\/p>\n\n\n\n

    (Bagnolet: November 24, 2025) In the face of UN Security Council Resolution 2803 (2025),<\/strong> it becomes unmistakably clear that what is being offered to the world as a \u201cframework for stability\u201d is, in fact, one of the gravest international interventions imposed on Palestine in decades. Rather than ending the genocide, the resolution reorganizes it into an administrative project; rather than halting ethnic cleansing, it embeds it within the structures of multilateral legitimacy. At its core, the resolution places Gaza under an international trusteeship that converts the Israeli occupation into a formalized internationalized occupation<\/strong>, designed to fracture Gaza from the West Bank and to erase the Palestinian people\u2019s inalienable right to self-determination.<\/p>\n\n\n\n

    Since the so-called ceasefire came into effect on 10 October 2025, Israel occupation has continued its campaign of killing with impunity. More than 312 Palestinians have been killed in Gaza during this period, according to the Palestinian Ministry of Health, while the West Bank has been subjected to an unprecedented wave of settler terrorism. UN monitoring has recorded over 260 settler assaults in October alone, the highest monthly figure since documentation began in 2006,turning villages, farms, and entire communities into daily targets of coordinated violence. This reality exposes the ceasefire as nothing more than a tactical pause that enables the reconfiguration of the assault rather than its end.<\/p>\n\n\n\n

    Behind its humanitarian language, Resolution 2803 is, in essence, an Israeli-designed project endorsed through the Security Council to formalize a new regime of control over Gaza. It replaces tanks with \u201cstabilization forces,\u201d replaces military checkpoints with \u201cinternational mechanisms,\u201d and replaces direct colonial domination with an \u201cadministrative peace\u201d that entrenches the system of control rather than dismantling it.<\/p>\n\n\n\n

    First,<\/strong> by placing Gaza under an \u201cInternational Stabilization Force\u201d with broad coercive powers, the resolution imposes a new form of international trusteeship that strips Palestinians of the ability to govern their land, borders, reconstruction, and security. This is substitution of one occupying authority with a consortium of powerful states. It is occupation with a diplomatic face.<\/p>\n\n\n\n

    Second<\/strong>, the resolution reframes the core of the Palestinian struggle from resistance against a settler-colonial regime to a \u201csecurity problem\u201d requiring technical management. In doing so, it removes the political heart of the Palestinian question and converts Gaza into an administratively governed territory rather than an integral part of an occupied homeland. This logic absolves the Israeli occupation of its responsibilities, recasts the colonized as a source of instability, and reproduces the very violence it claims to resolve.<\/p>\n\n\n\n

    Third<\/strong>, Resolution 2803 advances a strategic project to separate Gaza from the West Bank by creating distinct governance, security, and administrative systems. This fragmentation entrenches the geographic and political division imposed by the occupation and aims to liquidate the unified territory and unified people that international law clearly recognizes. It revives the long-standing colonial formula: divide the land, divide the people, weaken the struggle.<\/p>\n\n\n\n

    Fourth,<\/strong> the resolution\u2019s reference to a \u201cpathway to a Palestinian state\u201d is politically hollow and deliberately misleading. A state without sovereignty over borders, water, land, airspace, and reconstruction is not a state, it is a managed enclosure. It turns the dream of liberation into a bureaucratic arrangement that leaves Palestinians with the form of statehood but none of its substance.<\/p>\n\n\n\n

    Fifth,<\/strong> by replacing active bombardment with an internationalized apparatus of control, the resolution shifts genocide from its military phase to an administrative phase. Under the guise of stabilization, reconstruction, and oversight, the same power dynamics persist: domination over land, control over movement, and suppression of political agency. This is not peace, it is the re-engineering of violence.<\/p>\n\n\n\n

    La Via Campesina asserts that this resolution does not open a horizon for justice. It inaugurates a new chapter of imposed governance designed to subdue a people who have resisted expulsion, starvation, and systematic destruction. Gaza is being turned into a laboratory for global \u201csecurity solutions\u201d that serve geopolitical interests rather than the rights of the people who live on that land.<\/p>\n\n\n\n

    We also call upon all countries<\/strong>, <\/strong>especially those whose peoples have endured colonization, occupation, or imposed trusteeship<\/strong>, <\/strong>to reject this resolution at the UN General Assembly and to stand firmly with the Palestinian right to self-determination. Their historical experience makes their voice essential in confronting this new colonial framework.<\/strong><\/p>\n\n\n\n

    We therefore call on social movements, workers\u2019 unions, peasant organizations, feminist movements, and allies worldwide to:<\/p>\n\n\n\n

      \n
    1. Reject all forms of international trusteeship over Gaza, and oppose converting the Israeli occupation into any multilateral or \u201cstabilization\u201d regime.<\/li>\n\n\n\n
    2. Demand an immediate, unconditional end to the siege, the occupation, and all mechanisms of ethnic cleansing in Gaza and the West Bank.<\/li>\n\n\n\n
    3. Ensure unrestricted entry of humanitarian aid and immediate access for international and local journalists to document the situation without censorship or political control.<\/li>\n\n\n\n
    4. Intensify global Boycott, Divestment, and Sanctions (BDS) against the Israeli apartheid system and the corporations profiting from land theft, displacement, and destruction of agriculture.<\/li>\n\n\n\n
    5. Hold the Israeli occupation fully accountable for war crimes, crimes against humanity, and genocide, and call for effective international sanctions on political, military, and economic actors responsible.<\/li>\n\n\n\n
    6. Support Palestinian peasants, women, fishers, and workers, who remain at the frontline of defending land, life, and food sovereignty.<\/li>\n<\/ol>\n\n\n\n

      Gaza is not a \u201csecurity file.\u201d Palestine is not a territory to be administered. It is a homeland fighting for liberation.<\/p>\n\n\n\n
