{"id":4152,"date":"2011-09-13T13:50:35","date_gmt":"2011-09-13T18:50:35","guid":{"rendered":"https:\/\/radiozapatista.org\/?p=4152"},"modified":"2021-09-15T13:16:56","modified_gmt":"2021-09-15T18:16:56","slug":"presentacion-general-de-la-brigada-de-observacion-y-solidaridad-con-las-comunidades-zapatistas","status":"publish","type":"post","link":"https:\/\/radiozapatista.org\/?p=4152","title":{"rendered":"Presentaci\u00f3n General de la Brigada de Observaci\u00f3n y Solidaridad con las Comunidades Zapatistas"},"content":{"rendered":"<p><!--:es-->Del 27 de agosto al 3 de septiembre de 2011, la Brigada de Observaci\u00f3n y Solidaridad con las Comunidades Zapatistas recorri\u00f3 los Caracoles de Oventic, La Realidad, La Garrucha y Morelia. Esta Brigada fue integrada por cincuenta y siete\u00a0 participantes tanto de la Rep\u00fablica Mexicana como de Argentina, Brasil, Estado Espa\u00f1ol, Guatemala, Italia, Noruega, Reino Unido y Polonia y se dividi\u00f3 en cuatro grupos para realizar su recorrido y escuchar las voces de las Juntas de Buen Gobierno, de las comunidades y de sus mujeres, hombres y ni\u00f1os.<\/p>\n<p>Los brigadistas registraron los testimonios de las comunidades sobre las diversas formas de agresi\u00f3n y provocaci\u00f3n que se ejecutan contra el territorio zapatista. . El notable aumento e intensidad\u00a0 de estos actos ya es motivo de preocupaci\u00f3n y de alerta, ya que intentan detener y destruir los avances en la construcci\u00f3n de las autonom\u00edas y del desarrollo social, econ\u00f3mico, educativo y de salud que existen en las comunidades zapatistas, as\u00ed como provocar enfrentamientos, incluso, con el EZLN. Las agresiones son perpetradas con gente relacionada con las instituciones oficiales de los tres niveles de gobierno: municipal, estatal y federal, y, por tanto, bajo su protecci\u00f3n y asesor\u00eda.<\/p>\n<p>Se observ\u00f3 que las agresiones y provocaciones m\u00e1s continuas y sistematizadas son realizadas por la Organizaci\u00f3n de Cafeticultores de Ocosingo (ORCAO). Su presencia en las inmediaciones de los Caracoles de Morelia y la Garrucha parece estrat\u00e9gica. Su actuar es id\u00e9ntico en todas las zonas en que opera: robo de material para la agricultura, intentos de despojo de territorio recuperado, amenazas a bases de apoyo zapatistas, intimidaci\u00f3n con armas de fuego, agresiones con piedras y resorteras, secuestros y destrucci\u00f3n de viviendas y cultivos de las comunidades zapatistas. Mientras que la Organizaci\u00f3n para la Defensa de los Derechos Ind\u00edgenas y Campesinos (OPDDIC), que era el principal agresor de las comunidades zapatistas, si bien contin\u00faa sus agresiones, se observ\u00f3 claramente que disminuy\u00f3 su presencia activa y que \u00e9sta se mantiene s\u00f3lo en la zona de Agua Azul y en algunas zonas de Ocosingo.<\/p>\n<p>En cuanto a la participaci\u00f3n de militantes de partidos pol\u00edticos (PRI, PRD, PVE, PAN) en las agresiones, aumentan su intensidad en la zona del Caracol de la Realidad y de Oventic, influyendo a ejidatarios y comunidades para el despojo de territorio o destrucci\u00f3n de proyectos aut\u00f3nomos zapatistas. Incluso el Instituto de Antropolog\u00eda e Historia (INAH), en el Caracol de la Garrucha, ha sido utilizado para despojar territorio liberado.<\/p>\n<p>El despojos o el intento de \u00e9ste, en territorio liberado, ha sido una constante desde hace a\u00f1os, quiz\u00e1s desde 1994. Los pretextos var\u00edan y la violencia aumenta. Los proyectos empresariales ecotur\u00edsticos, por ejemplo, desean deshacerse de la presencia zapatista en la zona de Agua Azul, en el Caracol de Morelia. Mientras tanto, en el Caracol de La Realidad, las agresiones se han encaminado, ante todo, al sabotaje de los cultivos de caf\u00e9: robo de matas, destrucci\u00f3n de los cultivos y despojos de tierras cultivadas para la obtenci\u00f3n de este grano, similar situaci\u00f3n existe en las comunidades del Caracol de Morelia.<\/p>\n<p>Se observ\u00f3, sin embargo, otra constante nueva a partir de 2010 a la fecha: agresiones a los proyectos sociales, ante todo los relacionados con la educaci\u00f3n. En agosto de 2010 la Comandancia General del EZLN llam\u00f3 a construir en todas las comunidades de los Caracoles zapatistas escuelas para impartir educaci\u00f3n aut\u00f3noma. Diversas comunidades que no contaban con escuela comenzaron tan necesaria labor. Las agresiones, despu\u00e9s de este anuncio, no se hicieron esperar. Por ejemplo, en el caracol de Morelia, en el Ejido Tierra Madre funcionaba una tienda colectiva de mujeres y un k\u00ednder aut\u00f3nomo en el mismo sitio. La ORCAO gestion\u00f3 en este a\u00f1o, 2011, su conversi\u00f3n para convertir el espacio en un aula oficial, enmall\u00f3 el lugar e impidi\u00f3 el acceso a la escuela y a la tienda. En el Ejido Patria Nueva, tambi\u00e9n en el Caracol de Morelia, hay amenazas de destrucci\u00f3n de la tienda colectiva, de casas y de un aula. En la Garrucha, mientras tanto, en la comunidad Pe\u00f1a Limonar, priistas han robado, adem\u00e1s de tierras, cables de electricidad y alambre para cercar, material escolar como pizarrones, una mesa y bancas.<\/p>\n<p>En el Caracol de Oventic, mientras tanto, las agresiones contra los zapatistas de San Marcos Avil\u00e9s est\u00e1n relacionadas tambi\u00e9n con el \u00e1mbito de la educaci\u00f3n aut\u00f3noma. Estas agresiones, como es conocido, culmin\u00f3 con el desplazamiento de 170 zapatistas el d\u00eda 9 de septiembre de 2010. El 12 de octubre, con el acompa\u00f1amiento de bases de apoyo zapatistas y con la presencia del Centro de Derechos Humanos Fray Bartolom\u00e9 de las casas, regresaron a sus hogares que fueron saqueados. La educaci\u00f3n Aut\u00f3noma tambi\u00e9n fue motivo de agresiones en Tentic, Tenejapa y Cruzt\u00f3n, tambi\u00e9n en el Caracol de Oventic. Las agresiones sistem\u00e1ticas contra los proyectos aut\u00f3nomos educativos, se observaron obvias.<\/p>\n<p>La Brigada no s\u00f3lo registr\u00f3 las denuncias y las agresiones contra las comunidades zapatistas, tambi\u00e9n sus avances en el fortalecimiento de las autonom\u00edas, de la educaci\u00f3n, de la salud y de la participaci\u00f3n de la mujer. Ha sido extremadamente grato y motivador los avances en estos aspectos.<\/p>\n<p>La informaci\u00f3n recabada por esta Brigada de Observaci\u00f3n y Solidaridad con las Comunidades Zapatistas es bastante abundante y rica por lo que se ha decidido realizar informes completos, puntuales y cabales que logren incluir todas las voces y los testimonios de las comunidades visitadas. Estos informes se presentar\u00e1n pr\u00f3ximamente. This brigade was made up  of fifty-seven participants, some from Mexico and others from Argentina,  Brazil, the Spanish State, Guatemala, Italy, Norway, the UK and Poland,  and was divided into four groups for the journey to listen to the  voices of the Good Government Juntas, of the communities, and of their  women, men and children.<\/p>\n<p>The  brigade recorded the testimonies of the communities concerning the  various forms of aggression and provocation that are being carried out  against Zapatista territory. The remarkable increase in intensity of  these acts is a matter for concern and watchfulness, as they represent  an attempt to put an end to and destroy the progress being made in the  construction of autonomy and in the development of social, economic,  educational and health services in the Zapatista communities, as well as  to provoke confrontations with the EZLN. The attacks are perpetrated by  people associated with the official institutions of the three levels of  government: municipal, state and federal, and therefore under their  protection and guidance.<\/p>\n<p>It  was noted that the most continuous and systematic attacks and  provocations are being made by the Organization of Coffee Growers of  Ocosingo (ORCAO). Their presence in the vicinity of the caracoles of  Morelia and Garrucha appears strategic. Their actions are identical in  all their areas of operation: the theft of agricultural equipment, the  attempted theft of recuperated lands, threats to the Zapatista support  bases, intimidation with guns, assaults with rocks and slingshots,  kidnappings and the destruction of the homes and cultures of the  Zapatista communities. While the Organization for the Defence of  Indigenous and Campesino Rights (OPDDIC), which used to be the main  aggressor against the Zapatista communities, are continuing their acts  of aggression, it became clear that they have decreased their active  presence, which is maintained only in the Agua Azul area and in parts of  Ocosingo.<\/p>\n<p>As  for the participation of members of political parties (PRI, PRD, PVE,  PAN) in the attacks, they are increasing in intensity in the areas of  \u200b\u200bthe Caracoles of La Realidad and Oventic, persuading <em>ejidatarios<\/em> and communities to take part in the dispossession of land and the  destruction of Zapatista autonomous projects. Even the Institute of  Anthropology and History (INAH) has been used to seize liberated  territory in the Caracol of La Garrucha.<\/p>\n<p>The  seizure, or attempts to seize, liberated territory have been constant  for years, perhaps even since 1994. The excuses vary, and the violence  escalates. Ecotourism business projects, for example, want to get rid of  the Zapatista presence in the area of \u200b\u200bAgua Azul, in the Caracol of  Morelia. Meanwhile, in the Caracol of La Realidad, the attacks have been  directed primarily towards the sabotage of coffee crops, the theft of  bushes, the destruction of plantations, and the stealing of land  cultivated for the production of this crop; a similar situation exists  in communities in the Caracol of Morelia.<\/p>\n<p>A  new form, of aggression, which has become constant since 2010, was  noted: attacks on social projects, especially those related to  education. In August 2010 the General Command of the EZLN called for the  building of autonomous schools to provide education in all the  communities of the Zapatista Caracoles. Several communities which did  not yet have a school began this much-needed work. The attacks began  straight after the announcement. For example, in the caracol of Morelia,  in the Ejido Tierra Madre, a women\u2019s collective shop and an autonomous  kindergarten were being operated from the same site. ORCAO managed this  year, 2011, to convert the space into an official classroom and  prevented access to the school and shop. In Ejido Patria Nueva, also in  the Caracol of Morelia, there are threats of the destruction of the  collective shop, houses and a classroom. Meanwhile, in La Garrucha, in  the community of Pe\u00f1a Limonar, Priistas have stolen, in addition to  land, electricity cables and wire for fencing, and school supplies such  as blackboards, a table and benches.<\/p>\n<p>At  the same time, in the Caracol of Oventic, attacks against the  Zapatistas of San Marcos Aviles are also associated with autonomous  education. These attacks, as is well-known, resulted in the displacement  of 170 Zapatistas on September 9, 2010. On October 12th, accompanied by  Zapatista support bases and in the presence of the Fray Bartolome de  las Casas Human Rights Centre, they returned to their homes which had  been ransacked. Autonomous Education was also the cause of aggression in  Tentic, Cruzt\u00f3n, Tenejapa and\u00a0 in the Caracol of Oventic.  Systematic acts of aggression against the autonomous education projects  were, therefore, clearly observed.<\/p>\n<p>The  Brigade did not only record complaints and attacks against the  Zapatista communities, they also observed their progress in the  strengthening of autonomy, education, health and the participation of  women. Seeing the progress in these areas has been very encouraging and  inspiring.<\/p>\n<p>The  information collected by this brigade of Observation and Solidarity  with the Zapatista Communities is so abundant and rich that it has been  decided to produce full, timely and thorough reports to include all the  voices and testimonies of the communities visited. These reports will be  submitted shortly.
