En el proceso, Josefina ir\u00e1 descubriendo los retos t\u00e9cnicos y humanos de buscar en la fluidez del agua.<\/p>\n<hr \/>\n<h4>Transcripci\u00f3n: (<a href=\"https:\/\/radiozapatista.org\/?p=35237&amp;lang=en\">English here<\/a>)<\/h4>\n<p><!--more--><br \/>\n<strong>Narradora (Celia Guerrero):<\/strong>\u00a0En un d\u00eda soleado a la orilla de la presa Vicente Guerrero, el enorme espejo de agua, del que no se percibe final en el horizonte, refleja el azul del cielo y algunas nubes que parecen flotar sobre la superficie como barcos fantasma.<\/p>\n<p>Este cuerpo de agua, rodeado de vegetaci\u00f3n frondosa, es una de las presas m\u00e1s importantes del estado de Tamaulipas y est\u00e1 entre las 10 m\u00e1s grandes de M\u00e9xico.<\/p>\n<p>A unos 60 kil\u00f3metros de la capital de Tamaulipas, Ciudad Victoria, la presa y sus alrededores se convirtieron en un atractivo tur\u00edstico para practicantes de pesca deportiva, desde la d\u00e9cada de los a\u00f1os 80 y hasta finales de los a\u00f1os 90.<\/p>\n<p>Pero de aquella \u00e9poca de esplendor hoy s\u00f3lo permanecen la quietud del agua estancada y algunas ruinas de hoteles y casas de descanso a sus orillas. El resto se vio trastocado por la ola de violencia que azota este estado desde 2008.<\/p>\n<p><strong>Josefina de Le\u00f3n:<\/strong>\u00a0Cuando nos llega la informaci\u00f3n de la Vicente Guerrero sab\u00edamos perfectamente que hab\u00eda personas, familias, que comentaban acerca de que ah\u00ed los aventaban. \u00bfC\u00f3mo los aventaban? Usaban lo que es la malla, lo que usan en las pescas y todo eso, los enmallaban y les pon\u00edan un tabique grande para que se hundieran y los aventaban de la lancha.<\/p>\n<p><strong>Narradora (CG):\u00a0<\/strong>Hola. Soy Celia Guerrero.<\/p>\n<p><strong>Narradora (Mayela S\u00e1nchez):<\/strong>\u00a0Y yo Mayela S\u00e1nchez.<\/p>\n<p><strong>Narradora (CG):\u00a0<\/strong>Ambas, periodistas investigadoras de\u00a0<em>El agua hablar\u00e1<\/em>, un podcast sobre la desaparici\u00f3n y b\u00fasqueda de personas en los r\u00edos, lagos, presas y otros cuerpos de agua en M\u00e9xico.<\/p>\n<p><strong>Narradora (MS):\u00a0<\/strong>En este primer episodio contaremos la historia de Josefina de Le\u00f3n, una buscadora de desaparecidos en Tamaulipas que ha dedicado a\u00f1os a comenzar a descifrar c\u00f3mo buscar en el agua.<\/p>\n<p><strong>Narradora (CG):\u00a0<\/strong>Es dif\u00edcil imaginarlo, pero esta historia se desarrolla en ese paisaje id\u00edlico y de aparente pasividad del que escuchamos al inicio.<\/p>\n<p><strong>Josefina de Le\u00f3n:\u00a0<\/strong>Estamos en el municipio de Padilla, Tamaulipas, en la zona que comprende la presa Vicente Guerrero, que pertenece a ese municipio, y se est\u00e1 haciendo un operativo de b\u00fasqueda en la presa. Es una b\u00fasqueda en agua.<\/p>\n<p><strong>Narradora (CG):\u00a0<\/strong>Esa voz que escuchamos es de Josefina de Le\u00f3n. Tal vez sea necesario aclarar que su b\u00fasqueda no comienza aqu\u00ed, en la presa Vicente Guerrero.<\/p>\n<p><strong>Josefina de Le\u00f3n:\u00a0<\/strong>Bueno, me llamo Josefina de Le\u00f3n y soy mam\u00e1 de Cinthya Mabel Pantoja de Le\u00f3n, desaparecida el 22 de abril del 2012 en Ciudad Victoria.<\/p>\n<p>Cinthya es de los casos en que se la trag\u00f3 la tierra, pr\u00e1cticamente. Nadie sabe nada, nadie vio nada.<\/p>\n<p><strong>Narradora (CG):\u00a0<\/strong>El mismo d\u00eda que Josefina levant\u00f3 la denuncia por la desaparici\u00f3n de Cinthya, comenz\u00f3 a recorrer todas las rutas posibles alrededor de la capital tamaulipeca. Condujo d\u00eda y noche, esperando encontrar alguna se\u00f1al de su hija, una joven de 25 a\u00f1os, o de su autom\u00f3vil, un chevy color azul.<\/p>\n<p><strong>Josefina de Le\u00f3n:\u00a0<\/strong>Cinthya sali\u00f3 a una fiesta, un s\u00e1bado en la noche con un grupo de amigos. Hab\u00edamos acordado que si se hac\u00eda muy noche pues que no anduviera en la calle y los amigos eran de larga tirada y s\u00ed, efectivamente, se amaneci\u00f3 ah\u00ed. Sali\u00f3 de la fiesta, o de la reuni\u00f3n, porque ya era una reuni\u00f3n, una conversaci\u00f3n entre amigos, como a las 6 de la ma\u00f1ana. Y ya, jam\u00e1s nadie supo nada de ella.<\/p>\n<p><strong>Narradora (CG):\u00a0<\/strong>Josefina denunci\u00f3 la desaparici\u00f3n en la fiscal\u00eda local. Pero ten\u00eda la certeza de que si ella no buscaba a su hija nadie m\u00e1s lo har\u00eda. En M\u00e9xico existe una gran desconfianza en el trabajo de las autoridades de procuraci\u00f3n de justicia, y los miles de casos de desapariciones sin resolver la profundizan.<\/p>\n<p><strong>Narradora (MS):\u00a0<\/strong>Su b\u00fasqueda no se limit\u00f3 a las carreteras. Sigui\u00f3 por las brechas, por los descampados, por las huertas, por la sierra.<\/p>\n<p><strong>Josefina de Le\u00f3n:\u00a0<\/strong>En internet fue cuando empec\u00e9 a explorar con el \u00e1nimo de ver qu\u00e9 ve\u00eda, qu\u00e9 escuchaba, qu\u00e9 me daba alguna lucecita dentro de toda esa mara\u00f1a de oscuridad, a ver si hab\u00eda algo que me dijera \u2018vete por aqu\u00ed, vete por all\u00e1\u2019. Y fue cuando empec\u00e9 a descubrir que hab\u00eda un mundo de personas desaparecidas, y yo dije \u2018\u00bfa qu\u00e9 horas pas\u00f3 esto?\u2019.<\/p>\n<p><strong>Narradora (CG):\u00a0<\/strong>Para 2015, despu\u00e9s de 3 a\u00f1os de andar sola y de muchas dificultades para lograr que la investigaci\u00f3n avanzara y las autoridades buscaran a Cinthya, Josefina registr\u00f3 la Red de Desaparecidos de Tamaulipas, una organizaci\u00f3n dedicada precisamente a intentar resarcir estos problemas para otros que tambi\u00e9n buscan a sus familiares.<\/p>\n<p><strong>Narradora (MS):\u00a0<\/strong>Desde entonces, la red apoya a familiares de v\u00edctimas de desaparici\u00f3n a trav\u00e9s de la asesor\u00eda jur\u00eddica y la solicitud de b\u00fasquedas para localizarlos e identificarlos.<\/p>\n<p>A nivel nacional, varios grupos de familiares hacen este trabajo, enfocado sobre todo a buscar en fosas clandestinas.<\/p>\n<p><strong>Narradora (CG):\u00a0<\/strong>Pero en Tamaulipas, a diferencia de otros estados en M\u00e9xico, la violencia asociada a la militarizaci\u00f3n fue tan avasalladora que pocos fueron quienes se atrevieron a salir a buscar a los desaparecidos.<\/p>\n<p>Es m\u00e1s, pocos eran quienes denunciaban las desapariciones por temor a la colusi\u00f3n entre las autoridades y los criminales.<\/p>\n<p><strong>Narradora (MS):<\/strong>\u00a0Josefina describe esta ola de violencia como un hurac\u00e1n que peg\u00f3 con la mayor fuerza en Tamaulipas, arras\u00f3 con todo y no permiti\u00f3 a la gente salir de su casa durante muchos a\u00f1os; todos se refugiaron. Pero una vez que pas\u00f3 lo m\u00e1s fuerte, aunque los rezagos de la tormenta continuaban, algunas personas empezaron a salir. Y poco a poco comenzaron a buscar a quienes hab\u00edan sido desaparecidos.<\/p>\n<p>(<em>Voces de hombres dando indicaciones. Ruido de encendido de auto<\/em>)<\/p>\n<p><strong>Narradora (CG):\u00a0<\/strong>Es 21 de febrero de 2019 y Jorge Ernesto Mac\u00edas, comisionado estatal de b\u00fasqueda, y la Fiscal\u00eda General de Justicia de Tamaulipas, dirigen el primer operativo de b\u00fasqueda solicitado por Josefina que realizar\u00e1n en la presa Vicente Guerrero.<\/p>\n<p><strong>Narradora (MS):\u00a0<\/strong>El operativo no est\u00e1 relacionado con el caso de Cinthya Mabel, la hija de Josefina, sino con el de un familiar de otro integrante de la Red.<\/p>\n<p><strong>Narradora (CG):\u00a0<\/strong>Adem\u00e1s del equipo de b\u00fasqueda de la Fiscal\u00eda, acompa\u00f1an el operativo militares, polic\u00edas federales y estatales, protecci\u00f3n civil, Josefina y un familiar de la persona desaparecida que buscar\u00e1n en el agua. No mencionaremos su nombre para no entorpecer el caso y por cuestiones de seguridad.<\/p>\n<p>Una vez que todos est\u00e1n reunidos y listos, salen de las instalaciones de la Fiscal\u00eda en caravana, rumbo a la presa.<\/p>\n<p>El lugar al que se dirigen es uno de los puntos a lo largo del territorio de Tamaulipas que Josefina ha detectado como sitios donde probablemente existan restos o cuerpos de personas desaparecidas.<\/p>\n<p><strong>Josefina de Le\u00f3n:\u00a0<\/strong>Hay una lista de 85 puntos con informaci\u00f3n que llegaron directamente con nosotros. No todos llegaron el mismo d\u00eda, fueron llegando, fueron llegando. Dentro de eso estaba la presa, y dijimos, bueno, vamos a la presa, aqu\u00ed est\u00e1 el punto.<\/p>\n<p><strong>Narradora (MS):\u00a0<\/strong>Pero adem\u00e1s de saber d\u00f3nde buscar, hay que tener con qu\u00e9 buscarlo\u2026<\/p>\n<p><strong>Josefina de Le\u00f3n:\u00a0<\/strong>\u00bfQu\u00e9 se necesita? La c\u00e1mara de pozo&#8230; las lanchas suficientes; las bater\u00edas; el combustible; las l\u00e1mparas.<\/p>\n<p><strong>Narradora (CG):\u00a0<\/strong>Porque si la b\u00fasqueda en fosas clandestinas tiene sus propios retos, localizar restos humanos en el agua plantea sus propias dificultades.<\/p>\n<p><strong>Narradora (MS):\u00a0<\/strong>Los cuerpos no solo est\u00e1n sumergidos, sino que son arrojados al agua deliberadamente para ocultarlos y desaparecer cualquier rastro. Por ello, para hacer una b\u00fasqueda en agua se requieren de ciertas condiciones climatol\u00f3gicas y la tecnolog\u00eda que permita explorar ese ambiente.<\/p>\n<p><strong>Narradora (CG):\u00a0<\/strong>Llegamos a una estaci\u00f3n naval a la orilla de la presa, que fue construida apenas en 2018. Con la llegada de los marinos esta zona recobr\u00f3 cierta accesibilidad.<\/p>\n<p>Ah\u00ed, el equipo de protecci\u00f3n civil comienza por bajar la lancha. Luego, los miembros del equipo de b\u00fasqueda de la fiscal\u00eda preparan la c\u00e1mara de pozo profundo que ser\u00e1n sus ojos debajo del agua. Aparece una segunda lancha de marinos, quienes est\u00e1n ah\u00ed para vigilar el operativo.<\/p>\n<p>(<em>Polic\u00edas intercambian indicaciones por radio<\/em>)<\/p>\n<p><strong>Narradora (CG):\u00a0<\/strong>A la embarcaci\u00f3n abordan: la agente del Ministerio P\u00fablico, un perito, un polic\u00eda que maneja la c\u00e1mara de pozo, el conductor de la lancha y el pap\u00e1 del desaparecido por el que se realiza esta b\u00fasqueda. El resto de los que acompa\u00f1amos el operativo tendremos que alcanzar esa lancha por tierra.<\/p>\n<p><strong>Josefina de Le\u00f3n:\u00a0<\/strong>Nadie se quiere meter al agua porque siempre es m\u00e1s f\u00e1cil ac\u00e1 en tierra, \u00bfno? O detr\u00e1s de un escritorio.<\/p>\n<p><strong>Narradora (CG):<\/strong>&#8230;dice Josefina, y confiesa que ella no sube a la lancha porque no sabe nadar.<\/p>\n<p><strong>Narradora (MS):\u00a0<\/strong>Este tipo de b\u00fasqueda, en una presa y con una c\u00e1mara de pozo profundo, no se ha hecho antes.<\/p>\n<p>El agua es un espacio al que no pertenecemos y que nos representa una serie de vicisitudes que poco a poco Josefina comienza a descubrir\u2026<\/p>\n<p>Est\u00e1 la acci\u00f3n de la naturaleza: la corriente que sigue su curso, la fauna depredadora, incluso el viento que puede entorpecer el manejo de la embarcaci\u00f3n.<\/p>\n<p>En la tierra, los caninos del equipo de b\u00fasqueda de la fiscal\u00eda est\u00e1n entrenados para olfatear y marcar el sitio en donde pudieran encontrar restos humanos. Pero en el agua su olfato no es de mucha ayuda. Y los humanos no pueden identificar a simple vista si la tierra ha sido removida recientemente, como lo hacen en las fosas, o detectar alguna actividad, como pisadas, desechos, o indicios de que hubo alguien m\u00e1s ah\u00ed.<\/p>\n<p><strong>Narradora (CG):\u00a0<\/strong>Lo que s\u00ed ayuda es detectar d\u00f3nde hay animales merodeando. O, si los cuerpos fueron lanzados sujetos con alg\u00fan objeto para evitar que flotaran, pueden generar burbujas en la superficie.<\/p>\n<p>Esto lo explica el jefe de la unidad de b\u00fasqueda, mientras avanzamos a bordo de una patrulla hacia el punto del otro del r\u00edo en donde nos encontraremos con el equipo que realiza la b\u00fasqueda en el agua.<\/p>\n<p>Cuando llegamos a este sitio, uno de los polic\u00edas grita desde el agua que necesita marcar un punto. Alguien, desde la orilla, le pasa un palo largo de manera improvisada. No tienen el equipo que requerir\u00edan para marcar sobre el agua un indicio.<\/p>\n<p>Desde la orilla no podr\u00edamos asegurar que el palo, una estaca no mayor a tres metros de largo, funcion\u00f3 para marcar el lugar.<\/p>\n<p>Con el hallazgo de ese punto, el equipo de b\u00fasqueda concluye la jornada y todos regresamos al lugar donde desembarcamos.<\/p>\n<p>En el camino de regreso, Josefina recibe una llamada de la agente ministerial, que le cuenta: la c\u00e1mara logr\u00f3 captar algo que parecen huesos y el equipo grab\u00f3 durante unos segundos esta imagen, para que la antrop\u00f3loga forense pueda decir si son restos humanos.<\/p>\n<p><strong>Josefina de Le\u00f3n:\u00a0<\/strong>Ahorita no hay una seguridad absoluta porque pues nosotros no somos expertos en la material. El experto es el que termina por definir si es o no. Que s\u00ed es [r\u00ede].<\/p>\n<p><strong>Celia Guerrero:<\/strong>\u00a0\u00bfT\u00fa crees que s\u00ed es?<\/p>\n<p><strong>Josefina de Le\u00f3n:\u00a0<\/strong>Ojal\u00e1&#8230; ojal\u00e1 que sea.<\/p>\n<p><strong>Narradora (CG):<\/strong>\u00a0Continuamos despu\u00e9s de esta pausa.<\/p>\n<p><strong>Host:<\/strong><em>\u00a0El agua hablar\u00e1. Con tu apoyo, podremos continuar investigando y trayendo a ti estas historias.<\/p>\n<p><strong>Narradora (CG):<\/strong>\u00a0Antes de la pausa escuchamos lo que sucedi\u00f3 durante el primer d\u00eda de b\u00fasqueda en la presa Vicente Guerrero: la c\u00e1mara de pozo profundo que utilizan para buscar debajo del agua capt\u00f3 lo que, a primera vista, parec\u00eda ser un hueso. Ese d\u00eda, el operativo termin\u00f3 con el hallazgo de \u201cel indicio\u201d\u2014como lo llaman en jerga judicial. Y el equipo se retir\u00f3 del lugar sin rescatarlo. \u00danicamente, marcaron el sitio.<\/p>\n<p><strong>Narradora (MS):\u00a0<\/strong>Durante 2019, la fiscal\u00eda de Tamaulipas\u00a0particip\u00f3 en 14 b\u00fasquedas de personas en cuerpos de agua, de acuerdo con informaci\u00f3n proporcionada por la instituci\u00f3n. Cuatro de ellas fueron en la presa Vicente Guerrero.<\/p>\n<p>Cuando solicitamos los reportes sobre las b\u00fasquedas mediante peticiones de informaci\u00f3n p\u00fablica, pensamos que podr\u00edamos obtener detalles de c\u00f3mo buscan un cuerpo humano que ha sido escondido deliberadamente en el agua.<\/p>\n<p>Lo que obtuvimos fueron reportes con descripciones pormenorizadas sobre los funcionarios que participaron en las b\u00fasquedas, los veh\u00edculos que usaron, las horas y sitios de reuni\u00f3n para iniciar los recorridos. Y, en medio de p\u00e1rrafos plagados de jerga judicial y frases hechas, se le\u00edan escuetas descripciones sobre c\u00f3mo buscaron.<\/p>\n<p>Entendimos que a trav\u00e9s de esos reportes no podr\u00edamos conocer si siguen protocolos o tienen metodolog\u00edas para ese tipo de tareas.<\/p>\n<p><strong>Narradora (CG):\u00a0<\/strong>Pero los d\u00edas que acompa\u00f1amos el operativo de la presa constatamos que no tienen el equipo adecuado y si lo tienen no saben c\u00f3mo usarlo; no est\u00e1n preparados para reaccionar ante condiciones cambiantes, como el nivel y la corriente del agua que pueden modificar la visibilidad. Y ante las emergencias o eventualidades que se suscitan, improvisan.<\/p>\n<p>(<em>Se escucha m\u00fasica rom\u00e1ntica en la radio de un veh\u00edculo. Polic\u00edas hablan entre ellos<\/em>)<\/p>\n<p><strong>Narradora (CG):\u00a0<\/strong>Es el segundo d\u00eda de b\u00fasqueda y en esta ocasi\u00f3n el operativo ser\u00e1 en un nuevo punto de la presa Vicente Guerrero. Para llegar a ese lugar debemos atravesar un rancho llamado Campo La Isla. Pero se trata de una propiedad privada y el camino hacia nuestro destino est\u00e1 cerrado.<\/p>\n<p>(<em>Contin\u00faa la conversaci\u00f3n entre polic\u00edas, quienes hablan sobre c\u00f3mo resolver el problema del ingreso al rancho. Mientras tanto, Josefina de Le\u00f3n, molesta. cuestiona a otra polic\u00eda<\/em>)<\/p>\n<p><strong>Josefina de Le\u00f3n:<\/strong>\u00a0Bueno, \u00bfcu\u00e1l es el plan? \u00bfEntrar aqu\u00ed con todo y lancha?<\/p>\n<p><strong>Polic\u00eda:<\/strong>\u00a0No, es que tenemos que ir por\u2026<\/p>\n<p><strong>Josefina de Le\u00f3n:\u00a0<\/strong>Primero tenemos que ir all\u00e1, \u00bfno?<\/p>\n<p><strong>Polic\u00eda:\u00a0<\/strong>\u2026\u00e9l es el que nos tiene que decir si se dan las condiciones para entrar en la lancha\u2026No podemos ir en la lancha hasta las 3, 4 de la tarde, porque entonces vamos a estar como ayer\u2026<\/p>\n<p><strong>Josefina de Le\u00f3n:<\/strong>\u00a0Mmhm\u2026Y ya es bien tarde\u2026ya deber\u00edamos estar en el agua ahorita. Van a ser las 11.<\/p>\n<p><strong>Narradora (CG):\u00a0<\/strong>Parece que nadie previ\u00f3 esta situaci\u00f3n, pues los polic\u00edas llaman en ese momento al due\u00f1o del rancho para poder ingresar. Pero son Josefina y otros integrantes de la Red de Desaparecidos de Tamaulipas quienes le explican que est\u00e1n buscando a sus hijos y lo convencen de que los deje pasar. Para cuando, finalmente, llegan al punto de la presa donde tendr\u00e1n que buscar, han perdido horas.<\/p>\n<p>Ninguno de los miembros de la Red acepta subirse a la lancha. Est\u00e1n molestos porque se ha hecho tarde.<\/p>\n<p>As\u00ed que a bordo vamos \u00fanicamente funcionarios de la fiscal\u00eda&#8230;y yo. Nos hemos alejado lo suficiente de la orilla como para no escuchar a quienes se quedaron, cuando la agente del Ministerio P\u00fablico pregunta por el perito. Se dan cuenta de que no subi\u00f3 a la embarcaci\u00f3n. Y regresamos por \u00e9l.<\/p>\n<p>Ya con el perito a bordo, finalmente empieza la b\u00fasqueda y&#8230; en tan s\u00f3lo unos minutos la c\u00e1mara se apaga. Se acaba la bater\u00eda y no traen las de repuesto. \u00a0 Volvemos por segunda vez a la orilla y sin posibilidad de hacer la b\u00fasqueda en la presa, los agentes de la fiscal\u00eda improvisan una b\u00fasqueda en tierra. Nuevamente, los familiares de los desaparecidos se reh\u00fasan a participar. Ha sido un d\u00eda de trabajo perdido y est\u00e1n malhumorados.<\/p>\n<p>Se hace de noche cuando la fallida b\u00fasqueda termina. De vuelta a la fiscal\u00eda, Josefina luce m\u00e1s enojada que decepcionada.<\/p>\n<p><strong>Josefina de Le\u00f3n:<\/strong>\u00a0Eso es simulaci\u00f3n. Yo no voy a ira hacer algo que no tengo planeado.<\/p>\n<p><strong>Narradora (CG):\u00a0<\/strong>A pesar de los problemas durante la b\u00fasqueda, en el primer d\u00eda mediante la c\u00e1mara de pozo profundo pudieron detectar lo que parec\u00eda ser un resto \u00f3seo en el agua.<\/p>\n<p><strong>Josefina de Le\u00f3n:\u00a0<\/strong>El ideo haz de cuenta que est\u00e1 toda la v\u00e9rtebra. Toda, toda la columna y luego sal&#8230;el&#8230;el sacro. Y luego, parte de las extremidades de abajo. O sea se ve clarito.<\/p>\n<p><strong>Narradora (CG):<\/strong>&#8230;dice Josefina sobre la imagen que registr\u00f3 la c\u00e1mara.<\/p>\n<p><strong>Narradora (MS):<\/strong>\u00a0Pero los reportes de la fiscal\u00eda son contradictorios, pues en la descripci\u00f3n del agente policial que oper\u00f3 la c\u00e1mara no se detalla el hallazgo; s\u00f3lo incluye capturas de video con leyendas que refieren la observaci\u00f3n de una o varias, abro comillas &#8220;siluetas que contrastan con el entorno&#8221;, cierro comillas. Mientras que en otro documento, elaborado por la misma fiscal\u00eda, hablan de fragmentos de restos \u00f3seos.<\/p>\n<p>Como sea, se trataba de un indicio, as\u00ed que lo que proced\u00eda era sacarlo del agua. Y lo m\u00e1s pronto posible porque la corriente podr\u00eda cambiarlo de lugar.<\/p>\n<p><strong>Josefina de Le\u00f3n:\u00a0<\/strong>S\u00ed, se puede mover de lugar, entonces es de ya. Yo ya el lunes, hoy es s\u00e1bado, pero ya el lunes ya estoy a primera hora ah\u00ed para acelerar todo esto y que podamos, si es posible, en esta misma semana o inicios de la pr\u00f3xima, regresar por la osamenta.<\/p>\n<p><strong>Narradora (MS):\u00a0<\/strong>Pero las cosas no salieron como Josefina esperaba. No s\u00f3lo no regres\u00f3 la siguiente semana, sino que hasta ahora el indicio a\u00fan no ha sido recuperado del fondo de la presa.<\/p>\n<p>Claro que despu\u00e9s de esa primera b\u00fasqueda, y con la motivaci\u00f3n de haber encontrado lo que podr\u00eda ser un resto humano, Josefina no se qued\u00f3 cruzada de brazos. Al contrario: solicit\u00f3 a la fiscal\u00eda que se hiciera una nueva inspecci\u00f3n en el mismo sitio, pero esta vez con el prop\u00f3sito de recuperar ese fragmento.<\/p>\n<p>La nueva b\u00fasqueda se hizo el 8 de abril. Pero la visibilidad dentro del agua era nula y los buzos de la Marina que acudieron esa vez no pudieron ubicar el indicio.<\/p>\n<p><strong>Josefina de Le\u00f3n:\u00a0<\/strong>Quisiera yo tener una aspiradora y absorber toda el agua, ponerla en otro lado y ahora s\u00ed, est\u00e1 limpio, es tierra. No puedo, no puedo evitar que llueva, no puedo evitar que pasen los ciclos naturales que est\u00e1n desfasados tambi\u00e9n ya, con eso del cambio clim\u00e1tico. Hay cosas que yo no puedo controlar.<\/p>\n<p><strong>Narradora (MS):\u00a0<\/strong>En una tercera b\u00fasqueda, tambi\u00e9n con buzos y con la c\u00e1mara de pozo profundo, no encontraron nada. Era junio y hab\u00edan pasado ya cuatro meses del primer operativo en la presa.<\/p>\n<p>Despu\u00e9s de tres intentos y al darse cuenta que la fiscal\u00eda no contaba con una metodolog\u00eda de b\u00fasqueda de restos humanos en agua, Josefina empez\u00f3 a investigar qui\u00e9nes s\u00ed podr\u00edan tener experiencia en esa tarea.<\/p>\n<p>Tras mucho pensar y preguntar y acercarse a distintas instituciones, Josefina se dio cuenta que s\u00ed hab\u00eda una oficina en el gobierno que pod\u00eda ayudar: en el Instituto Nacional de Antropolog\u00eda e Historia hay una subdirecci\u00f3n de arqueolog\u00eda subacu\u00e1tica, que lo que hace es, justamente, buscar vestigios en el agua.<\/p>\n<p>Fue a trav\u00e9s de la Comisi\u00f3n Nacional de B\u00fasqueda que hubo un primer contacto con este grupo de arque\u00f3logos.<\/p>\n<p><strong>Josefina de Le\u00f3n:<\/strong>\u00a0Y \u00a1sorpresa! Llega uno al Instituto y &#8216;Aaaay, se\u00f1ora, pues con todo el dolor de mi coraz\u00f3n pero no puedo\u2019, \u00bfno?. &#8216;Pero \u00bfpor qu\u00e9?\u2019. &#8216;Es que no es nuestra competencia, o sea nosotros somos especialistas, s\u00ed, pero en aspectos antropol\u00f3gicos de indicios de historia, o sea de tiempo, de objetos, de barcos, de huesos tambi\u00e9n, pero de historia. No buscamos cad\u00e1veres, no es nuestra competencia&#8217;.<\/p>\n<p><strong>Narradora (CG):\u00a0<\/strong>Cuando Josefina conoci\u00f3 al encargado de ese equipo, el arque\u00f3logo\u00a0 Roberto Junco, ella le mostr\u00f3 la fotograf\u00eda de la persona desaparecida por la que inici\u00f3 todo ese trabajo en la presa:<\/p>\n<p><strong>Josefina de Le\u00f3n:\u00a0<\/strong>Mire, entre otros desaparecidos est\u00e1 este, que es este se\u00f1or que anda aqu\u00ed, buscando.\u201d<\/p>\n<p><strong>Narradora (MS):\u00a0<\/strong>Aunque Junco le reiter\u00f3 que lo que le ped\u00eda no era de su competencia, abri\u00f3 una posibilidad: el equipo de arqueolog\u00eda subacu\u00e1tica podr\u00eda ayudar en la b\u00fasqueda en su tiempo libre.<\/p>\n<p><strong>Narradora (CG):\u00a0<\/strong>Y as\u00ed fue que los buzos especialistas en b\u00fasquedas subacu\u00e1ticas participaron durante tres d\u00edas de octubre de 2019 para hallar el resto \u00f3seo que la c\u00e1mara de pozo profundo de la Fiscal\u00eda hab\u00eda captado casi ocho meses atr\u00e1s.<\/p>\n<p><strong>Josefina de Le\u00f3n:\u00a0<\/strong>Yo digo &#8216;No me lo haya movido&#8217;. Y yo que me tard\u00e9 tanto&#8230; pero quiz\u00e1s deb\u00ed hacer m\u00e1s presi\u00f3n o\u00a0<em>ponerme en pelotas<\/em>\u00a0ah\u00ed para tener todo r\u00e1pido. Pero tambi\u00e9n entend\u00ed que hay cosas que no dependen de m\u00ed \u00bfno?<\/p>\n<p><strong>Narradora (MS):\u00a0<\/strong>Con el equipo experto, integrado por un antrop\u00f3logo f\u00edsico, un historiador y tres arque\u00f3logos, la b\u00fasqueda fue m\u00e1s exhaustiva y con una metodolog\u00eda.<\/p>\n<p><strong>Narradora (CG):\u00a0<\/strong>Un par de buzos limitan la zona de b\u00fasqueda y rastrean introduciendo la mano en el sedimento porque la visibilidad es nula. Repiten este procedimiento avanzando en l\u00edneas rectas, como si formaran una malla imaginaria.<\/p>\n<p><strong>Narradora (MS):\u00a0<\/strong>A pesar de que esa vez el ejercicio de b\u00fasqueda fue m\u00e1s completo y sistem\u00e1tico, el equipo no encontr\u00f3 ning\u00fan indicio en ese sitio.<\/p>\n<p><strong>Josefina de Le\u00f3n:\u00a0<\/strong>S\u00ed me frustr\u00e9 porque dije &#8216;Me llev\u00f3 todo el a\u00f1o este rollo&#8217;, pero tambi\u00e9n dije &#8216;No lo hab\u00eda hecho&#8217;&#8230; ten\u00eda que\u2026 ten\u00eda que pasarme lo mismo que al principio&#8230; cuando anduve en tierra, cuando empec\u00e9 en tierra pues no sab\u00eda.<\/p>\n<p><strong>Narradora (MS):\u00a0<\/strong>Josefina cree que los ciclos de la lluvia durante estos meses dificultaron la visibilidad debajo del agua. Pero otras circunstancias, como la presencia de animales o las crecidas y bajadas del r\u00edo cercano a la presa tambi\u00e9n pudieron haber movido el resto \u00f3seo.<\/p>\n<p><strong>Narradora (CG):\u00a0<\/strong>Ha pasado m\u00e1s de un a\u00f1o desde que Josefina supo que ah\u00ed, debajo del agua, podr\u00eda estar una pista sobre la ubicaci\u00f3n de una persona desaparecida.<\/p>\n<p><strong>Narradora (MS):\u00a0<\/strong>Semanas y meses de aprender de errores, propios y ajenos, de tocar puertas, de presionar a quienes tienen la obligaci\u00f3n de buscar a los desaparecidos.<\/p>\n<p><strong>Narradora (CG):<\/strong>\u00a0Tiempo en el que Josefina comprendi\u00f3 que su experiencia buscando en fosas podr\u00eda serle \u00fatil s\u00f3lo hasta cierto punto.<\/p>\n<p><strong>Narradora (MS):\u00a0<\/strong>Porque en la tierra los cuerpos permanecen quietos (ocultos, s\u00ed, pero quietos). En la tierra sus pies y sus manos son suficientes para explorar. En la tierra hasta las autoridades han aprendido qu\u00e9 hacer.<\/p>\n<p><strong>Narradora (CG):\u00a0<\/strong>Pero en el agua todo eso se desvanece. Por ahora, el asidero de Josefina es la ayuda que pueda obtener del equipo de expertos en arqueolog\u00eda subacu\u00e1tica.<\/p>\n<p><strong>Josefina de Le\u00f3n:<\/strong>\u00a0Voy a agotar hasta donde tenga que agotar. In the process, Josefina discovers the technical and human challenges of searching for people underwater.<\/p>\n<hr \/>\n<h4>Transcription: (<a href=\"https:\/\/radiozapatista.org\/?p=35237\">Espa\u00f1ol aqu\u00ed<\/a>)<\/h4>\n<p><!--more--><\/p>\n<p><strong>Narrator (Celia Guerrero):\u00a0<\/strong>On a sunny day at the shore of the Vicente Guerrero dam, the enormous water mirror, with no end in the horizon, reflects the blue sky and a few clouds that hover over the surface like ghost ships.<\/p>\n<p>This body of water, surrounded by a dense vegetation, is one of the most important dams in Tamaulipas and it is among the top 10 largest dams in Mexico.<\/p>\n<p>Located at 60 km from Tamaulipas capital, Ciudad Victoria, this dam and its surroundings became a touristic attraction for sport fishing enthusiasts since the 80&#8217;s and up until the late 90&#8217;s.<\/p>\n<p>However, from those better times, only the still waters, a few hotels and rest houses in ruins remain on the shores today. The rest was stricken by the wave of violence haunts the state since 2008.<\/p>\n<p><strong>Josefina de Le\u00f3n:<\/strong>\u00a0When we received the information from the dam Vicente Guerrero, we knew that there were people, families, that talked about corpses being thrown in there. How did they throw them? They used steel nets, the one they would use for fishing. They wrapped them in it, tied a big brick so they would sink, and they threw them off the boat.<\/p>\n<p><strong>Narrator (CG):\u00a0<\/strong>Hello, I\u2019m Celia Guerrero<\/p>\n<p><strong>Narrator (Mayela S\u00e1nchez):<\/strong>\u00a0And I\u2019m Mayela S\u00e1nchez<\/p>\n<p><strong>Narrator (CG):\u00a0<\/strong>We are both investigative journalists, creators of The waters will tell, a podcast about the disappearing and searching of people in the rivers, lakes, dams and other bodies of water in Mexico.<\/p>\n<p><strong>Narrator (MS):\u00a0<\/strong>In this first episode, we will tell the story of Josefina de Le\u00f3n, a seeker of missing people in Tamaulipas, who has devoted herself for years to learn and decipher how to seek for them in the water.<\/p>\n<p><strong>Narrator (CG):\u00a0<\/strong>It is hard to imagine but this story develops in this idyllic and apparently peaceful landscape that we mentioned at the beginning.<\/p>\n<p><strong>Josefina de Le\u00f3n:<\/strong>\u00a0We are in the municipality of Padilla, Tamaulipas, where the Vicente Guerrero dam is located and there is a search operation being conducted. This is a water search operation.<\/p>\n<p><strong>Narrator (CG):\u00a0<\/strong>The voice we just heard is Josefina de Le\u00f3n\u00b4s. It may be necessary to clarify that her search did not start here, at the Vicente Guerrero dam.<\/p>\n<p><strong>Josefina de Le\u00f3n:\u00a0<\/strong>Well, my name is Josefina de Le\u00f3n and I am Cinthya Mabel Pantoja de Le\u00f3n\u00b4s mother. She disappeared on April 22nd, 2012 in Ciudad Victoria.<\/p>\n<p>Cinthya\u00b4s case is one of those cases where she disappeared without a trace. Nobody knows anything, nobody saw anything.<\/p>\n<p><strong>Narrator (CG):\u00a0<\/strong>The very same day Josefina files the missing person report for Cinthya, she began to drive on all the possible routes around Tamaulipas\u00b4s capital. She drove day and night, hoping to find a clue of her daughter, a 25-year-old woman, or her car, a blue Chevy.<\/p>\n<p><strong>Josefina de Le\u00f3n:\u00a0<\/strong>Cinthya went out to a party, a Saturday night with a group of friends. We had agreed that if it was too late at night she shouldn\u2019t be on the street, and her friends were in for the long haul and yes, she stayed there until sunrise. She came out of the party, or reunion, because by that time it was a reunion, a chat among friends around 6 in the morning. That was it, nobody has seen her ever since.<\/p>\n<p><strong>Narrator (CG):\u00a0<\/strong>Josefina reported the disappearance to the local prosecutor&#8217;s office. However, she had the certainty that, if she didn\u2019t search for her daughter, no one would. In Mexico there is a big lack of trust in the work of the authorities that are in charge of procuring justice, which is aggravated by the thousands of unresolved disappearance cases.<\/p>\n<p><strong>Narrator (MS):\u00a0<\/strong>Her search was not limited to the highways. She followed roads across wastelands, fields and hills.<\/p>\n<p><strong>Josefina de Le\u00f3n:\u00a0<\/strong>It was on the internet where I began exploring with the intention of seeing or hearing something that would shed a light over this darkness; something that would tell me \u201cCome this way, go that way\u201d. That was the moment I found there were a lot of missing people, and I asked myself \u201cWhen did all this happened?\u201d.<\/p>\n<p><strong>Narrator (CG):\u00a0<\/strong>By 2015, after 3 years of being alone and facing many difficulties to get the investigation to move forward and get the authorities to look for Cinthya, Josefina registered the Tamaulipas\u00b4s Missing Persons Network, an organization focused on trying to amend these problems for others who are also looking for their relatives.<\/p>\n<p><strong>Narrator (MS):\u00a0<\/strong>From that moment, her Network has supported the relatives of missing people with legal counseling and filing requests for missing persons in order to locate and identify them.<\/p>\n<p>At a national level, a number of groups perform similar efforts, mostly focused on searching in clandestine mass graves.<\/p>\n<p><strong>Narrator (CG):\u00a0<\/strong>However, in Tamaulipas, unlike other states in Mexico, the violence associated to the militarization was so overwhelming that very few dared to go out, searching for missing people.<\/p>\n<p>Even more so, very few denounced the disappearances, because they were afraid of the collusion between the authorities and the organized crime.<\/p>\n<p><strong>Narrator (MS):\u00a0<\/strong>Josefina describes this wave of violence as a hurricane that struck the hardest in Tamaulipas, it swept everything and did not allow people to go out of their homes for many years, we all looked for shelter. However, once the worst had passed, even though the damages from the storm remained, a few people started to go out. Little by little, they started to look for those who had disappeared.<\/p>\n<p>(<em>Men voices providing instructions. Car engine starts<\/em>)<\/p>\n<p><strong>Narrator (CG):\u00a0<\/strong>It is February 21st, 2019 and Jorge Ernesto Macias, State\u00b4s commissioner for the search, and the Tamaulipas Justice General Attorney, lead the first search operation requested by Josefina, which will take place at the Vicente Guerrero dam.<\/p>\n<p><strong>Narrator (MS):\u00a0<\/strong>The operation is not related to the Cinthya Mabel case, Josefina\u00b4s daughter, but to a relative of one of the members of the Network.<\/p>\n<p><strong>Narrator (CG):\u00a0<\/strong>In addition to the Attorney\u00b4s search team, military personnel, federal and state police, civil protection, Josefina and one of the missing person\u00b4s relatives will be searching in the water. Due to security reasons and to avoid interfering with the case, the name will not be mentioned.<\/p>\n<p>Once they are all gathered and ready, they leave the Attorney&#8217;s office in caravan, heading to the dam.<\/p>\n<p>The location they are heading to is one of the places across Tamaulipas that Josefina has flagged as potential places for the existence of missing persons\u00b4 remains.<\/p>\n<p><strong>Josefina de Le\u00f3n:\u00a0<\/strong>There is a list of 85 places that were delivered directly to us; not all at the same time, but little by little. The dam was among them, so we said \u201cLet&#8217;s go to the dam, it is on the list\u201d.<\/p>\n<p><strong>Narrator (MS):\u00a0<\/strong>But knowing where to look is not enough, you must have the tools to do so\u2026<\/p>\n<p><strong>Josefina de Le\u00f3n:\u00a0<\/strong>What do you need? The underwater camera\u2026 enough boats, batteries, fuel, flashlights.<\/p>\n<p><strong>Narrator (CG):\u00a0<\/strong>Because, if clandestine mass grave searching is challenging already, locating human remains under water has its own unique difficulties.<\/p>\n<p><strong>Narrator (MS):\u00a0\u00a0<\/strong>\u00a0The corpses are not only submerged, but they are purposely thrown into the water to hide them and erase all traces. This is the reason that conducting an underwater search requires certain weather conditions and the technology that enables exploring this environment.<\/p>\n<p><strong>Narrator (CG):\u00a0<\/strong>We arrived at the naval station, barely built in 2018, at the shore of the dam. With the arrival of the navy force, that area recovered certain accessibility.<\/p>\n<p>There, the Civil Protection team starts to set down the boat. Then, the members of the Attorney\u2019s search team prepare the underwater camera, which will be their eyes below the surface. A second boat with marines shows up, they are there to oversee the operations.<\/p>\n<p>(Policemen exchange directions over radio)<\/p>\n<p><strong>Narrator (CG):\u00a0<\/strong>An agent of the Public Prosecutor office, a forensic expert, a policeman to operate the underwater camera, the boat skipper and the missing person\u00b4s father get on the boat. The rest of the party will have to catch up to that boat from land.<\/p>\n<p><strong>Josefina de Le\u00f3n:\u00a0<\/strong>Nobody wants to get in the water because it is always easier here on land, am I right? Or behind a desk.<\/p>\n<p><strong>Narrator (CG): &#8230;<\/strong>claims Josefina and confesses that she did not get on the boat because she does not know how to swim.<\/p>\n<p><strong>Narrator (MS):\u00a0\u00a0<\/strong>This type of search, in a dam and with an underwater camera, has never been tried before.<\/p>\n<p>The depths are spaces that we do not belong to and that represents a series of vicissitudes Josefina has been discovering little by little\u2026<\/p>\n<p>There is the effect of nature: the current flows, the predatorial wildlife, even the wind can be a challenge for the boat.<\/p>\n<p>On land, the Attorney\u00b4s canine team is trained to sniff and flag the place where human remains may be found however, underwater, their sense of smell is of little help. Humans cannot identify if the lake floor has been recently removed, as we do for the mass graves, or detect any activity at all, such as steps, remains, hints that there was someone else there.<\/p>\n<p><strong>Narrator (CG):\u00a0<\/strong>\u00a0A good indicator is to spot the places where there are animals prowling. Also, if the corpses were tied to an object to avoid them from floating, it may generate bubbles on the surface.<\/p>\n<p>This is explained by the chief while we travel on a police car to the place of the river where we will meet with the team that performs the underwater search.<\/p>\n<p>When we get to that place, one of the policemen yells from the boat, they need to mark the spot. Someone from the shore hands him an improvised stick. They lack the necessary equipment to flag the place in the water over a hint.<\/p>\n<p>From the shore, we could not confirm that the stick, no longer than 3 meters, successfully marked the spot.<\/p>\n<p>With the finding of this place, the search team concludes the day\u00b4s work and we all go back to the place where we first offloaded.<\/p>\n<p>During the drive back, Josefina receives a call from the Public Prosecutor\u2019s Office agent, the camera managed to capture something that resemble bones and the team recorded a few seconds of this image, so the forensic anthropologist could determine if they are indeed human remains.<\/p>\n<p><strong>Josefina de Le\u00f3n:\u00a0<\/strong>As of now, there is no absolute certainty, because we are not experts on the subject. The expert is the one that determines whether they are human remains or not. Which they are (<em>she laughs<\/em>).<\/p>\n<p><strong>Celia Guerrero:\u00a0<\/strong>Do you believe they are human remains?<\/p>\n<p><strong>Josefina de Le\u00f3n:\u00a0<\/strong>Hopefully\u2026 Hopefully they are.<strong>\u00a0<\/strong><\/p>\n<p><strong>Narrator (CG):\u00a0\u00a0<\/strong>We will continue after this break.<\/p>\n<p><strong>Host:\u00a0<\/strong><em>The waters will tell. Your support will allow us to continue our investigation and bring these stories to you.<\/p>\n<p><strong>Narrator (CG):\u00a0\u00a0<\/strong>Before the break, we heard what took place during the first day of search at the Vicente Guerrero dam: The underwater camera used for deep searches captured something that, at first sight, seemed to be a bone. That day, the operation ended with the finding of a \u201chint\u201d -as called in legal terminology. The team left without retrieving it, they just marked the spot.<\/p>\n<p><strong>Narrator (MS):\u00a0<\/strong>During 2019, Tamaulipas\u00b4s Attorney general took part on 14 underwater search operations for corpses, according with information provided by that institution. Four of them took place at the Vicente Guerrero dam.<\/p>\n<p>When new requested the reports about those operations through public information requests, we expected to obtain details about how the look for human remains that have been purposely hidden under water.<\/p>\n<p>What we obtained were reports containing vague descriptions about the public servants who took part on the search operations, the vehicles used, the working hours and the starting point to start the search route. Also, in the middle of lines plagued with legal jargon and template phrases, there were badly written descriptions of the practices observed during the search operations.<\/p>\n<p>We realized that those reports will be useless to learn about the protocols and methodologies followed for this type of tasks.<\/p>\n<p><strong>Narrator (CG):\u00a0<\/strong>However, during the days we accompanied the search operation at the dam,\u00a0we confirmed that they lack the necessary equipment and, if they have it, they don\u2019t know how to operate it; they are not prepared to react to changing weather conditions such as the water level and current, which can modify the visibility and, when they face of emergencies or eventualities, they improvise.<\/p>\n<p>(<em>Romantic music on a car\u00b4s radio. Policemen talk to each other<\/em>)<\/p>\n<p><strong>Narrator (CG):\u00a0<\/strong>It is the second day of the search and this time the operation will take place at a new spot of the Vicente Guerrero dam. In order to get to this place, we must go through a ranch called Campo La Isla. However, this is private property, and the road to our destination is closed.<\/p>\n<p>(<em>Conversation between policemen continues, they are trying to solve the challenge of accessing the ranch. In the meantime, Josefina de Le\u00f3n is upset and questions a policewoman<\/em>)<\/p>\n<p><strong>Josefina de Le\u00f3n:\u00a0<\/strong>Well, what is the plan? Are we going in with the boat too?<\/p>\n<p><strong>Policewoman:\u00a0<\/strong>No, we have to go through\u2026<\/p>\n<p><strong>Josefina de Le\u00f3n:\u00a0<\/strong>First we need to go that way, am I right?<\/p>\n<p><strong>Policewoman:\u00a0\u00a0<\/strong>He is the one that has to let us know if the conditions are right to go in with the boat\u2026 We cannot go on boat until 3 or 4 p.m. because then we will be just like yesterday.<\/p>\n<p><strong>Josefina de Le\u00f3n:\u00a0<\/strong>Right\u2026. It is getting late\u2026 we should be in the water by now. It is about to be 11 a.m.<\/p>\n<p><strong>Narrator (CG):\u00a0\u00a0<\/strong>It would seem like no one anticipated this situation. The policemen called the owner of the ranch in that very moment so he could grant them access. However, it is Josefina and other members of the Tamaulipas\u00b4s Missing Persons Network who explain that they are looking for their children and convince him to let them in his property. By the time they finally reach the place where they are supposed to start searching, they have lost hours.\u00a0\u00a0<strong>\u00a0\u00a0\u00a0\u00a0<\/strong><\/p>\n<p>None of the members of the Network agrees to get on the boat, they are upset because, by then, it is late.<\/p>\n<p>Only the Attorney\u00b4s team and I are on the boat. We have gone far enough from the shore to stop hearing those who stayed on land, when the Public Prosecutor&#8217;s Office agent asks about the forensic expert. They realize he never got on the boat, so we go back to pick him up.<\/p>\n<p>Once the Forensic expert is onboard, the search finally starts and\u2026 after a few minutes, the camera goes off. The battery runs out and they did not bring any backups. We go back to the shore for a second time, unable to perform the search at the dam, the agents improvise a land search operation. Again, the relatives of the missing people refuse to participate. It has been a day lost and they are angry.<\/p>\n<p>Around dusk, the failed search operation is ended. Back at the General Attorney\u2019s Office, Josefina looks angry rather than disappointed.<\/p>\n<p><strong>Josefina de Le\u00f3n:\u00a0<\/strong>That was make-believe. I am not doing something that I have not planned.<\/p>\n<p><strong>Narrator (CG):\u00a0<\/strong>Despite the challenges during the search, on the first day the camera managed to capture what seemed to be bones remains in the lakebed.<\/p>\n<p><strong>Josefina de Le\u00f3n:\u00a0<\/strong>On the video you can see the whole spine. The entire spine and then, the sacral bone. Then the lower extremities. I mean, you can clearly see it.<\/p>\n<p><strong>Narrator (CG):\u00a0<\/strong>&#8230;claims Josefina about the image recorded by the underwater camera.<\/p>\n<p><strong>Narrator (MS):\u00a0<\/strong>However, the reports provided by the Attorney&#8217;s Office are contradictory, as the description from the agent in charge of operating the camera does not detail the finding; it only includes screenshots\u00a0 of the video with captions referring to the sighting of \u201csilhouettes contrasting with the environment\u201d. Other document, produced by the same Attorney&#8217;s Office, does mention bone remains.<\/p>\n<p>Whatever the case, it was a hint, so the next step was to take it out of the water as soon as possible, since the current might drag it out of place.<\/p>\n<p><strong>Josefina de Le\u00f3n:\u00a0<\/strong>Yes, it could be moved, so it is urgent. On Monday, today is Saturday, but on Monday first thing in the morning I will be there to speed things up so, if possible, this same week of early next week we will be able to go back for the bones.<\/p>\n<p><strong>Narrator (MS):\u00a0<\/strong>\u00a0Unfortunately, things don\u2019t go as Josefina expected. Not only she was not able to go back the following week, but also the remains have not been retrieved from the depths of the dam.<\/p>\n<p>Of course, after that first search operation and with the motivation of finding what could be human remains, Josefina did not just cross her arms. In fact, quite the opposite, she requested the Attorney&#8217;s Office for a new inspection at the same sire but this time, with the specific purpose of recovering the remains.<\/p>\n<p>The operation took place on April 8th. Unfortunately, the visibility underwater was null and the scuba divers from the Navy, who assisted during those efforts, were not able to find the remains.<\/p>\n<p><strong>Josefina de Le\u00f3n:\u00a0<\/strong>I wish I had a vacuum, take all the water and flush it somewhere else, then I would say \u201cThere, it is clean, now it is land\u201d. I cannot do it, I cannot stop the rain, I cannot avoid the natural cycles to take place, as out of time as they are with all this climate change. There are things I cannot control.<\/p>\n<p><strong>Narrator (MS):\u00a0<\/strong>During a third search, also with scuba divers and the underwater camera, nothing was found. By the it was June and four months had passed since the first search operation at the dam.<\/p>\n<p>After three attempts and the realization that the Attorney&#8217;s Office did not have a methodology for underwater search operations, Josefina started investigating who could have the necessary experience for this task.<\/p>\n<p>After a lot of thinking, asking and reaching out to different institutions, Josefina learned that there was a government office that could help them: The National Institute of Anthropology and History\u00a0has a branch of underwater archeology, which purpose is, precisely, looking for underwater vestiges.<\/p>\n<p>It was through the National Commission of Search that they first established contact with this team of archeologists.<\/p>\n<p><strong>Josefina de Le\u00f3n:\u00a0<\/strong>Oh surprise! I arrive at the Institute and \u201cOh, it hurts my heart, but I cannot help you\u201d. \u201cYou can\u2019t? Why?\u201d. \u201cIt is just not within our area of expertise. Yes, we are experts, you are right, but in anthropological aspects about history, about time, objects, ships, bones too but in a historical context. We do not look for corpses, it is not our area of competency\u201d.<\/p>\n<p><strong>Narrator (CG):\u00a0<\/strong>When Josefina met the man in charge of this team, archeologist Roberto Junco, she showed him the photography of the missing person that started this whole operation at the dam.<\/p>\n<p><strong>Josefina de Le\u00f3n:\u00a0<\/strong>Look, among other missing people there is this man, he is here, searching.\u00a0\u00a0<strong>\u00a0<\/strong>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<strong>\u00a0<\/strong><\/p>\n<p><strong>Narrator (MS):\u00a0<\/strong>Even after Junco reaffirmed that Josefina\u00b4s request was out of his scope, a possibility opened: the underwater archeology team would assist the search operation during their free time.<\/p>\n<p><strong>Narrator (CG):\u00a0<\/strong>That way, the scuba divers specialized in underwater research assisted for three days during October 2019 to find the bone remains that had been spotted by the Attorney\u00b4s underwater camera almost eight months earlier.<\/p>\n<p><strong>Josefina de Le\u00f3n:\u00a0<\/strong>I tell myself \u201cI hope is hasn\u2019t been moved\u201d. It took me so long\u2026 maybe I should have pushed harder or put on a naked protest so I could achieve things faster. I understood there are things that I cannot control though, right?<\/p>\n<p><strong>Narrator (MS):\u00a0<\/strong>With the team of experts, consisting of a physical anthropologist, a historian and three archeologists, the operation was more exhaustive and following a clear methodology.<\/p>\n<p><strong>Narrator (CG):<\/strong>\u00a0Two of the scuba divers delimit the research area, and track their way by digging their hands into the sediment, since the visibility is null. They repeat this procedure moving forward in straight lines, forming an imaginary grid.<\/p>\n<p><strong>Narrator (MS):\u00a0<\/strong>Even though, this time the search efforts were more thorough and systematic, the team did not find any hint on the site.<\/p>\n<p><strong>Josefina de Le\u00f3n:<\/strong>\u00a0I did get frustrated because I told myself \u201cThis whole mess took me a year\u201d, but I also thought \u201cI had not done it before\u201d\u2026 It had to\u2026 It had to happen to me, just as it did at the beginning, when I was on land; when I started reaching on land, I did not know how to do it\u201d.<\/p>\n<p><strong>Narrator (MS):\u00a0<\/strong>Josefina thinks that the rain cycles during those months made the visibility underwater difficult. However, other factors such as the wildlife and the high and low currents of the nearby river, could have also change the location of the remains.<\/p>\n<p><strong>Narrator (CG):<\/strong>\u00a0 It has been over a year since Josefina found out that, there might be a hint of the whereabouts of a missing person there, underwater.<\/p>\n<p><strong>Narrator (MS):<\/strong>\u00a0Weeks and months of learning from both her and other people&#8217;s mistakes, of knocking on doors, of pushing those who have the obligation of searching for missing people.<\/p>\n<p><strong>Narrator (CG):<\/strong>\u00a0During that time, Josefina understood that her experience looking in mass graves would only be useful to some extent.<\/p>\n<p><strong>Narrator (MS):<\/strong>\u00a0Because, at least in the ground, the corpses remain still (hidden, yes, but lying still). On land, her feet and hands are enough to explore. On land, even the authorities have learned what to do.<\/p>\n<p><strong>Narrator (CG):<\/strong>\u00a0 However,\u00a0 everything vanishes underwater. For now, Josefina holds on to the fact that she can get help from the underwater archeology experts.<\/p>\n<p><strong>Josefina de Le\u00f3n:<\/strong>\u00a0I am going to reach out to whatever I need to reach out to until I run out of options. I am also working on getting in my head the fact that, there are things at the Vicente Guerrero dam, that I will not be able to find.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Epilogue<\/strong><\/p>\n<p><strong>Narrator (MS):<\/strong>\u00a0What does a relative of a missing person expect when we tell these stories?<\/p>\n<p><strong>Narrator (CG):<\/strong>\u00a0We consider that it is important that not only we know it but also our audience, this is Josefina\u00b4s answer.<\/p>\n<p><strong>Josefina de Le\u00f3n:<\/strong>\u00a0My expectations are very big, finding out where she is; that somebody can finally tell me where she is, to find out once and for all.<\/p>\n<p>I want someone to help me because I am tired, I am so tired, physically and morally I am so exhausted.<\/p>\n<p>I thought about putting on a daily naked protest in front of the National Palace, maybe that way I would be on international TV: \u201cLook at her, naked. Will somebody tell her where her daughter is so she \u2026 (<em>cries and laughs<\/em>). That is what I want.<\/p>\n<p><strong>Narrator (MS):<\/strong>\u00a0From the time we completed the interviews for this story, and we began the production stage, in February 2020, many things have changed.<\/p>\n<p>Nowadays, the world faces a COVID-19 pandemic and the search operations for missing people in Mexico are one of the many activities that are halted due to the health emergency.<\/p>\n<p>On top of that, budget cutbacks and an old crisis at the Executive Commission for Victims Assistance threaten the continuity of the institution, in charge of assisting and guaranteeing amends for the victims of crimes and transgressions to human rights, among them, the relatives of missing people.<\/p>\n<p><strong>Narrator (CG):\u00a0<\/strong>Thank you for listening to the first episode of<em>\u00a0The waters will tell<\/em>.\u00a0<em>Stories of quests in the depths<\/em>.<\/p>\n<p>We are aware these stories may be harsh, but we also believe the need to be told.
