Esto no es nuevo, en el siglo XIX cuando nac\u00eda el Estado chileno, desde el poder hablaban de \u201cpacificaci\u00f3n de la Araucan\u00eda\u201d, lo mismo cuando llegaron los imperialismos inca y espa\u00f1ol declarando la guerra. Pero las invasiones al territorio mapuche no se limitan a cuestiones b\u00e9licas, sino que implican un choque civilizatorio entre formas culturales jer\u00e1rquicas-autoritarias, como las imperialistas y formas no estatales-federativas, como las practicadas por las diversas comunidades mapuche. Siguiendo la costumbre occidental, el acto fundacional del Estado chileno se basa en la centralizaci\u00f3n del poder en una estructura, con una \u201craza\u201d, una lengua oficial y un territorio determinado. La expansi\u00f3n del imperio de la ley ha provocado la reducci\u00f3n y divisi\u00f3n del territorio mapuche junto con la culturizaci\u00f3n patriarcal y el establecimiento de las relaciones sociales capitalistas, que determinaron hist\u00f3ricamente la campesinizaci\u00f3n de las comunidades y la proletarizaci\u00f3n mapuche en las urbes.<\/p>\n<p>El proceso de revitalizaci\u00f3n cultural mapuche y lucha por la tierra que tom\u00f3 fuerza desde la d\u00e9cada de 1990, ha recibido como respuesta desde el poder el racismo judicial, montajes, militarizaci\u00f3n y muertes. El actual episodio nos muestra las incoherencias del imperio de la ley, ya que los 27 presos pol\u00edticos mapuche, entre los que se encuentra el Machi Celestino C\u00f3rdova, solicitan al gobierno cumplir con la protecci\u00f3n de los derechos que el Estado prometi\u00f3 garantizar mediante el convenio 169 de la OIT. Para hacerse escuchar han recurrido a interminables huelgas de hambre que ponen en peligro su\u00a0vida.<\/p>\n<p><!--more-->Ante la oleada de acciones en solidaridad con los presos pol\u00edticos mapuche, como fue la toma de cinco sedes municipales en la provincia de Malleco por parte de manifestantes mapuche, el sector terrateniente, empresarial y segmentos facistoides de la sociedad chilena reclamaron mayor represi\u00f3n y \u201cmano dura\u201d al ministro del interior V\u00edctor P\u00e9rez en su visita a la zona el pasado 31 de julio. Como resultado, a la noche siguiente se registr\u00f3 el ataque racista de civiles armados en los municipios tomados, incluyendo linchamiento a manifestantes mapuche y c\u00e1nticos racistas, ante la complicidad de la polic\u00eda chilena que no les control\u00f3 estando en pleno toque de queda por el coronavirus.<\/p>\n<p>Esta situaci\u00f3n es muestra de la polarizaci\u00f3n creciente que mantiene al Wallmapu en alerta, pero que suma a un nuevo actor encarnado en una derecha civil dispuesta a pelear en las calles. En esa l\u00ednea se desarroll\u00f3 el paro de camioneros a principios de agosto, que motiv\u00f3 a Pi\u00f1era a presentar la ley \u201cJuan Barrios\u201d que endurece penas por quema de camiones y emplaz\u00f3 al Congreso a aprobar proyectos en materia de seguridad.<\/p>\n<p>En un contexto marcado por la revuelta popular iniciada en octubre de 2019, el plebiscito constitucional programado para octubre pr\u00f3ximo y la derrota del gobierno en la batalla por el retiro del 10% de los fondos de pensiones para enfrentar la pandemia, el respaldo ciudadano al gobierno est\u00e1 por el suelo. Por ello, la reacci\u00f3n gubernamental ante la escalada de protestas en Wallmapu puede significar un nuevo elemento aglutinador para la derecha.<\/p>\n<p>En el choque civilizatorio, lo que el Estado no puede absorber y controlar, lo combate. Por ello la izquierda, como restauradora de la institucionalidad burguesa en tiempos de crisis, apunta a la soluci\u00f3n del conflicto mediante el reconocimiento de los pueblos originarios en un Estado plurinacional, adem\u00e1s de promover que tengan esca\u00f1os reservados en el proceso constituyente que se aproxima. La autonom\u00eda territorial y el autogobierno no son posibles en el imperio de la ley.<\/p>\n<p>Debemos reconocer la lucha mapuche como esencial para la liberaci\u00f3n de los pueblos, ya que la reivindicaci\u00f3n por territorio y autonom\u00eda, y la cosmovisi\u00f3n en la cual se funda, en cuanto a la defensa y cuidado de la tierra, va en contra de la concentraci\u00f3n del poder en el Estado, la reproducci\u00f3n del capital y la destrucci\u00f3n desenfrenada de los bienes comunes mediante el extractivismo. La lucha mapuche coloca en un plano concreto la realizaci\u00f3n de una pol\u00edtica que prefigura a las comunidades organizadas en equilibrio con el resto de la vida.<\/p>\n<p>Es por esto que, desde las luchas por las tierras del Wallmapu, urge la necesidad de expandir las fronteras auton\u00f3micas m\u00e1s all\u00e1 del B\u00edo-B\u00edo, ejerciendo en nuestro ahora una solidaridad activa con las reivindicaciones de las y los oprimidos por las estructuras autoritarias, colonialistas, capitalistas y patriarcales, como lo es el pueblo mapuche en su enorme diversidad de expresiones. However, this isn\u2019t new. In the 19th century, when the Chilean State was born, these forces spoke of \u201cpacification of the Araucan\u00eda\u201d, same happened when the Inca and Spanish imperialisms arrived declaring war. The occupation of Mapuche territory is not limited to wars only, it also has implied a civilizational clash between hierarchical-authoritarian cultural forms, such as the imperialist ones, and non-state-federative forms, such as those practiced by the Mapuche communities. According to the traditions in the West, the founding act of the Chilean State is based on the centralization of power in a \u00abrace\u00bb, an official language and a specific territory. The expansion of the rule of law has led to the reduction and division of Mapuche territory, together with the patriarchal culturalization and the establishment of capitalist social relations, which historically determined the peasantization of the communities and the Mapuche proletariazation in the cities.<\/p>\n<p>The process of Mapuche cultural revitalization and the struggle for land, which has been going on since the 1990s, has had as a response tougher sentences from the judiciary, frame-ups, militarization and deaths. The current episode shows us the inconsistencies of the rule of law, as the 27 Mapuche political prisoners, including their leader Machi Celestino Cordova, are asking the government to comply with the protection of rights that the state promised to guarantee through ILO Convention 169. To make themselves heard, they have resorted to endless hunger strikes that put their lives in danger.<\/p>\n<p><!--more-->In the face of the great wave of demonstrations in solidarity with the Mapuche political prisoners, such as the occupation of five town halls in the Malleco province by Mapuche protesters,\u00a0 the landowning, business sectors and fascist segments of Chilean society demanded greater repression from Interior Minister Victor Perez during his visit to the Araucan\u00eda region on July 31st. Consequently, the following night a group of armed civilians violently attacked the Mapuche demonstrators in the occupied town halls. The attack included lynching, racist chants and slurs in complicity with the Chilean police (carabineros), who neither stopped this overtly racist attack nor controlled the assailants, despite the ongoing coronavirus curfew.<\/p>\n<p>This situation is a clear sign of the polarization that keeps Wallmapu on alert added to a new important actor involved: right-winged hoodlums willing to fight in the streets. Along with this, the federation of truck owners called a truckers\u2019 strike at the beginning of August, which made President Pi\u00f1era present a new law called \u201cJuan Barrios\u00bb, which toughens penalties for burning trucks and called on the Congress to approve projects on security.<\/p>\n<p>In a social context marked by the popular revolt that began in October 2019, the constitutional plebiscite scheduled for next October and the government\u2019s defeat in the battle for the withdrawal of 10% of the pension funds to deal with the pandemic, rates the government at an all-time low approval from citizenry. Therefore, the government\u2019s reaction to the explosion of protests in Wallmapu and in some other cities of the country, may restore the unity of the Chilean right.<\/p>\n<p>If there is anything the State cannot control in this clash with the Mapuche people, it will fight against it. That\u2019s why the left, as the figure that restores the bourgeois institutionality in times of crisis, aims at solving this conflict by recognizing the indigenous peoples in a plurinational State, in addition to promoting that they have reserved seats in the approaching constitutional process. Territorial autonomy and self-government are not possible in the rule of law.<\/p>\n<p>The Mapuche struggle must be seen as essential for the liberation of the peoples, since the demand for territory and autonomy, and their worldview in terms of the defense of the land, goes against the concentration of power in the State, the reproduction of capital, and the unstoppable destruction of common goods through extractivism. The Mapuche struggle could establish a prefigurative policy, foreshadowing organized communities in balance with all forms of life.<\/p>\n<p>It is urgent for the Mapuche struggle to expand the frontiers of their lands beyond the Biobio Region. That\u2019s why we have to show our solidarity with the demands of the oppressed ones, the Mapuche, oppressed by authoritarianism, colonialism, capitalism and patriarchy.
