{"id":3406,"date":"2011-06-28T14:13:43","date_gmt":"2011-06-28T19:13:43","guid":{"rendered":"https:\/\/radiozapatista.org\/?p=3406"},"modified":"2011-06-28T14:13:43","modified_gmt":"2011-06-28T19:13:43","slug":"accion-urgente-amenazas-de-muerte-hostigamiento-y-riesgo-de-desplazamiento-forzado-en-san-marcos-aviles","status":"publish","type":"post","link":"https:\/\/radiozapatista.org\/?p=3406","title":{"rendered":"ACCI\u00d3N URGENTE: Amenazas de muerte, hostigamiento y riesgo de desplazamiento forzado en San Marcos Avil\u00e9s"},"content":{"rendered":"<p><\/p>\n<div>\n<p lang=\"es-MX\"><span style=\"font-size: x-small;\">San         Crist\u00f3bal de Las Casas, Chiapas, M\u00e9xico<\/span><\/p>\n<p><span style=\"font-size: x-small;\">27<\/span><span style=\"font-size: x-small;\"> de junio de 2011<\/span><\/p>\n<p><span style=\"font-size: x-small;\">Acci\u00f3n           Urgente No.<\/span><span style=\"font-size: x-small;\"> 3<\/span><\/p>\n<p><span style=\"font-family: Arial,sans-serif;\"><span style=\"font-size: small;\"><strong>Amenazas             de muerte, hostigamiento y riesgo de desplazamiento forzado             en San             Marcos Avil\u00e9s<\/strong><\/span><\/span><\/p>\n<p><span style=\"font-family: Arial,sans-serif;\"><span style=\"font-size: x-small;\">Seg\u00fan           informaci\u00f3n documentada por este Centro de Derechos Humanos           (Frayba), en el ejido San Marcos Avil\u00e9s, municipio de Chil\u00f3n           hay           amenazas de muerte, hostigamiento, despojo y riesgo de           desplazamiento           forzado a Bases de Apoyo del Ejercito Zapatista de Liberaci\u00f3n           Nacional (BAEZLN) por parte de habitantes del mismo ejido,           afiliados           al Partido Revolucionario Institucional (PRI), Partido de la           Revoluci\u00f3n Democr\u00e1tica (PRD) y Partido Verde Ecologista de           M\u00e9xico           (PVEM).<\/span><\/span><\/p>\n<p><span style=\"font-family: Arial,sans-serif;\"><span style=\"font-size: x-small;\">Ante             esta situaci\u00f3n el Frayba manifiesta su preocupaci\u00f3n por el             inminente riesgo a la vida, integridad y seguridad personal             que             sufren las BAEZLN, habitantes del ejido San Marcos Avil\u00e9s,             ya que             dichas amenazas de muerte y hostigamientos han ido             aumentando en el             curso de los \u00faltimos d\u00edas; adem\u00e1s el despojo de tierras             impide las             labores en el campo y la cosecha de sus productos b\u00e1sicos,             lo que             ocasiona que las personas afectadas sufran por la falta de             alimentos,             generando graves da\u00f1os a la salud de ni\u00f1os, ni\u00f1as, mujeres,             hombres, ancianas y ancianos.<\/span><\/span><\/p>\n<p><span style=\"font-family: Arial,sans-serif;\"><span style=\"font-size: x-small;\">Ante           estos hechos, las familias BAEZLN tienen el temor de ser           nuevamente           desplazadas, raz\u00f3n por la cual este Centro de Derechos Humanos           se\u00f1ala: <\/span><\/span><\/p>\n<p><span style=\"font-family: Liberation Serif,serif;\"><span style=\"font-size: small;\"><span style=\"font-family: Arial,sans-serif;\"><span style=\"font-size: x-small;\"><br \/>\nLa responsabilidad del Estado por omisi\u00f3n ya que las               autoridades gubernamentales no han actuado para <\/span><\/span><span style=\"font-family: Arial,sans-serif;\"><span style=\"font-size: x-small;\">garantizar la                 integridad y seguridad personal de las BAEZLN y el                 acceso a la tierra<\/span><\/span><span style=\"font-family: Arial,sans-serif;\"><span style=\"font-size: x-small;\"> a pesar de las varias intervenciones enviadas               por este Centro de Derechos Humanos;<\/span><\/span><\/span><\/span><\/p>\n<p><span style=\"font-family: Arial,sans-serif;\"><span style=\"font-size: x-small;\">y           exige: <\/span><\/span><\/p>\n<ul>\n<li><span style=\"font-family: Arial,sans-serif;\"><span style=\"font-size: x-small;\">El cese a las amenazas de muerte, hostigamiento y               despojo en contra de las BAEZLN por parte de los               integrantes de los partidos pol\u00edticos del ejido San Marcos               Avil\u00e9s;<\/span><\/span><\/li>\n<\/ul>\n<ul>\n<li><span style=\"font-family: Arial,sans-serif;\"><span style=\"font-size: x-small;\">Proteger y garantizar la vida, la integridad y               seguridad personal de las BAEZLN respetando su proceso               auton\u00f3mico que vienen construyendo desde a\u00f1os en el marco               del derecho a la libre determinaci\u00f3n de los pueblos,               establecido en el Convenio (No. 169) sobre pueblos               ind\u00edgenas y tribales en pa\u00edses independientes y la               Declaraci\u00f3n de las Naciones Unidas sobre los Derechos de               los Pueblos ind\u00edgenas.<\/span><\/span><\/li>\n<\/ul>\n<p><span style=\"font-family: Arial,sans-serif;\"><span style=\"font-size: x-small;\"><strong>Antecedentes:<\/strong><\/span><\/span><\/p>\n<p><span style=\"font-family: Liberation Serif,serif;\"><span style=\"font-size: small;\"><span style=\"font-family: Arial,sans-serif;\"><span style=\"font-size: x-small;\">EL               9 de septiembre de 2010, este Centro de Derechos Humanos               recibi\u00f3               denuncia de la Junta de Buen Gobierno <\/span><\/span><span style=\"font-family: Arial,sans-serif;\"><span style=\"font-size: x-small;\"><em>Coraz\u00f3n                 C\u00e9ntrico de los Zapatistas Delante del Mundo<\/em><\/span><\/span><span style=\"font-family: Arial,sans-serif;\"><span style=\"font-size: x-small;\">,               del Caracol 2 <\/span><\/span><span style=\"font-family: Arial,sans-serif;\"><span style=\"font-size: x-small;\"><em>Resistencia y                 Rebeld\u00eda por la Humanidad<\/em><\/span><\/span><span style=\"font-family: Arial,sans-serif;\"><span style=\"font-size: x-small;\"> con sede en la comunidad Oventic, San Andr\u00e9s Sakamch\u00b4en de               Los               Pobres, Chiapas, en relaci\u00f3n a las amenazas, hostigamiento               y               desplazamiento forzado que sufrieron 170 personas entre               hombres,               mujeres, ni\u00f1as y ni\u00f1os BAEZLN del ejido San Marcos Avil\u00e9s               del               municipio de Chil\u00f3n, Chiapas; despu\u00e9s de que en el mes de               agosto de               2010 las BAEZLN construyeron la primera escuela aut\u00f3noma               en el               ejido, para el comienzo de las actividades previstas del               Sistema               Educativo Rebelde Aut\u00f3nomo Zapatista.<\/span><\/span><\/span><\/span><\/p>\n<p><span style=\"font-family: Arial,sans-serif;\"><span style=\"font-size: x-small;\">Ese           d\u00eda, 30 personas del ejido San Marcos Avil\u00e9s afiliadas al           partido           PRI, PRD y PVEM, encabezados por los Sres. Lorenzo Ruiz G\u00f3mez           y           Vicente Ruiz L\u00f3pez, ingresaron de forma violenta, con palos,           machetes y armas de fuego en las casas de integrantes BAEZLN,           momento           en el que intentaron violar a dos mujeres que lograron           escapar. Para           no responder a la agresi\u00f3n, las BAEZLN abandonaron sus casas           refugi\u00e1ndose en el monte. Despu\u00e9s de 33 d\u00edas de desplazamiento           forzado sin alimentos y sin ninguna protecci\u00f3n, el 12 de           octubre de           2010 27 familias BAEZLN (50 mujeres, 47 hombres y 77 ni\u00f1os; en           total           170 personas) retornaron a su comunidad. <\/span><\/span><\/p>\n<p><span style=\"font-family: Liberation Serif,serif;\"><span style=\"font-size: small;\"><span style=\"font-family: Arial,sans-serif;\"><span style=\"font-size: x-small;\">Por               lo documentado por este Centro de Derechos Humanos en las               casas de               los desplazados, se constat\u00f3 que: las viviendas<\/span><\/span><span style=\"font-family: Arial,sans-serif;\"><span style=\"font-size: x-small;\"> hab\u00edan sido saqueadas de todas sus pertenencias, cosechas               de ma\u00edz y               frijol; sus cultivos cafetales y \u00e1rboles frutales               destruidos;               tampoco se encontraron los animales de corral que cada               familia ten\u00eda.<\/span><\/span><\/span><\/span><\/p>\n<p><span style=\"font-family: Arial,sans-serif;\"><span style=\"font-size: x-small;\">Desde           que el Frayba tuvo conocimiento de la problem\u00e1tica en el ejido           San           Marcos Avil\u00e9s, inform\u00f3 en varias ocasiones a las autoridades           gubernamentales de la situaci\u00f3n, a fin de solicitar el           cumplimiento           en su obligaci\u00f3n de garantizar la integridad y seguridad           personal de           los habitantes y buscar una soluci\u00f3n al conflicto. Pese a           esto, no           hubo respuesta. <\/span><\/span><\/p>\n<p><span style=\"font-family: Arial,sans-serif;\"><span style=\"font-size: x-small;\">Sin           embargo, a\u00fan cuando la poblaci\u00f3n desplazada retorn\u00f3 a su           comunidad           de origen, recibimos y documentamos amenazas persistentes y           cotidianas en la comunidad, por lo que hay un riesgo de           desplazamiento forzado. El d\u00eda 6 de abril de 2011, en el ejido           se           instal\u00f3 un Campamento Civil por la Paz, integrado por           observadores           civiles para disuadir posibles acciones violentas, sin embargo           tambi\u00e9n ellos son objeto de amenazas y hostigamiento.<\/span><\/span><\/p>\n<p><span style=\"font-family: Arial,sans-serif;\"><span style=\"font-size: x-small;\">*-*<\/span><\/span><\/p>\n<p><span style=\"font-size: x-small;\"><strong>Env\u00ede           sus           llamamientos a: <\/strong><\/span><\/p>\n<p><span style=\"font-family: Arial,sans-serif;\"><span style=\"font-size: x-small;\"><strong>Lic.
