\u00a1SAMIR VIVE, LA LUCHA SIGUE!<\/strong><\/p>\n PRONUNCIAMIENTO DE LA TERCERA ASAMBLEA NACIONAL DEL CONGRESO NACIONAL IND\u00cdGENA, EL CONCEJO IND\u00cdGENA DE GOBIERNO Y EL EZLN.<\/strong><\/p>\n A los pueblos del mundo<\/strong><\/p>\n A las organizaciones y colectivos en resistencia y rebeld\u00eda<\/strong><\/p>\n A las redes de resistencia y rebeld\u00eda<\/strong><\/p>\n A la sexta nacional e internacional <\/strong><\/p>\n A los medios de comunicaci\u00f3n <\/strong><\/p>\n A casi 100 a\u00f1os del asesinato del general Emiliano Zapata, estando reunidos los pueblos ayuuk, binizza, chinanteco, chol, chontal, guarij\u00edo, maya, mayo, mazahua, mazateco, mixteco, nahua, nayeri, otom\u00ed, popoluca, pur\u00e9pecha, raramuri, tepehuano, tlapaneco, tojolabal, totonaco, tzeltal, tsotsil, wix\u00e1rika, yaqui, zoque y quichua (Ecuador) para celebrar la Tercera Asamblea Nacional del Congreso Nacional Ind\u00edgena y el Concejo Ind\u00edgena de Gobierno, nos encontramos en el dolor y la rabia ante la guerra en contra de nuestros pueblos, ante el asesinato del compa\u00f1ero Samir, muerto por defender a la tierra y a su pueblo.\u00a0 Desde nuestra asamblea nacional enviamos un abrazo solidario y combativo a su familia y a la comunidad de Amilcingo, Morelos. Les enviamos un abrazo solidario del CNI-CIG y el EZLN, donde el compa\u00f1ero siempre ser\u00e1 una vela encendida.<\/p>\n A Samir lo mat\u00f3 el r\u00e9gimen neoliberal; no sabemos si el gobierno, si los empresarios, si sus c\u00e1rteles delincuenciales, o, si los tres juntos.\u00a0 Los ofrecimientos hechos por AMLO, no a los de abajo, sino a los due\u00f1os del dinero y del poder, las veladas amenazas en contra de quienes defendemos la vida, sentaron las bases del artero asesinato. Es, en el caso del nuevo titular del ejecutivo federal, la promesa de entregar a los grandes empresarios y a las c\u00fapulas militares lo que no han podido quitarnos el capitalismo neoliberal y sus malos gobiernos que entran y salen.\u00a0 Ofrece a los empresarios poner a su disposici\u00f3n la tierra con la supuesta nueva Ley de Desarrollo Agrario, para terminar de desmantelar la propiedad y organizaci\u00f3n colectivas, llamando \u201cdesarrollo\u201d al robo descarado y a la destrucci\u00f3n, amenazando militarmente a nuestros pueblos con su Guardia Nacional y reconfigurando nuestro pa\u00eds.<\/p>\n Lo que arriba llaman \u201ctransformaciones\u201d para nuestros pueblos siempre han significado que nosotros ponemos los muertos en funci\u00f3n de los intereses de las oligarqu\u00edas y de los que tienen el poder, que son cada vez m\u00e1s poquitos y grandes, que no dejan de vivir de la opresi\u00f3n, explotaci\u00f3n, y destrucci\u00f3n por los mismos de siempre.<\/p>\n La llamada \u201cCuarta Transformaci\u00f3n\u201d sigue el mismo camino de sus 3 predecesoras, aunque con m\u00e1s brutalidad y cinismo si posible fuera.<\/p>\n En la guerra de Independencia fueron los explotadores locales, hijos de los invasores europeos, quienes tomaron el poder y se repartieron nuestras tierras, tratando de invisibilizar la existencia de nuestros pueblos sobre la base del discurso liberal que hasta el d\u00eda de hoy es el discurso del Poder.<\/p>\n En la Reforma nuestras tierras comunales, sagradas para nosotros, fueron proscritas para entregarlas a los mismos saqueadores, las leyes de Reforma y las posteriores leyes de bald\u00edos y colonizaci\u00f3n propiciaron el crecimiento de las grandes haciendas bajo el r\u00e9gimen porfiriano.<\/p>\n Durante la Revoluci\u00f3n Mexicana, mientras arriba se repartieron el poder pol\u00edtico, abajo con nuestra sangre defendimos y regamos la tierra. Mientras Madero y Carranza traicionaban y asesinaban a Zapata, nuestros pueblos exig\u00edan una radical y profunda transformaci\u00f3n social y agraria que nunca lleg\u00f3.<\/p>\n As\u00ed, en cada \u201ctransformaci\u00f3n\u201d se acrecentaron y recrudecieronla explotaci\u00f3n, el despojo, la discriminaci\u00f3n y el desprecio contra nuestros pueblos.<\/p>\n No tenemos duda que esta nueva etapa de gobierno profundiza el neoliberalismo y la integraci\u00f3n forzada de nuestro pa\u00eds a la \u00f3rbita imperial de Estados Unidos, pues, se ha comprometido fielmente a dar continuidad a las pol\u00edticas macroecon\u00f3micas de los anteriores gobiernos, estableciendo una austeridad y restricciones fiscales que no se ve\u00edan desde el gobierno de Miguel de la Madrid; garantizando la autonom\u00eda del Banco de M\u00e9xico, el respeto a las inversiones extranjeras y el impulso del libre comercio. Va contra nosotros y nuestros territorios, va por el exterminio de nuestros pueblos en cada rinc\u00f3n, y para ello tiende una guerra que sufrimos hoy con luto y coraje. Nos vemos en esta asamblea general y en el conjunto de nuestros dolores vemos que es una guerra hecha de muchas guerras funcionando de forma integral, como si fuera una sola.<\/p>\n <\/p>\n Es hoy Francisco I. Madero, quien traicion\u00f3 a Zapata, el mayor inspirador del discurso del nuevo ejecutivo federal, admirador del desarrollismo liberal y neoliberal que est\u00e1 exterminando a nuestros pueblos.<\/p>\n En realidad, la autodenominada \u201cCuarta Transformaci\u00f3n\u201d inici\u00f3 con Miguel de la Madrid Hurtado, se profundiz\u00f3 con Carlos Salinas de Gortari, sigui\u00f3 su guerra de conquista con Ernesto Zedillo Ponce de Le\u00f3n, Vicente Fox Quezada, Felipe Calder\u00f3n Hinojosa y Enrique Pe\u00f1a Nieto; y ahora contin\u00faa con el proyecto transexenal de Andr\u00e9s Manuel L\u00f3pez Obrador y el Partido Movimiento de Regeneraci\u00f3n Nacional. Para los pueblos originarios el \u00fanico \u201ccambio verdadero\u201d es el aumento de las mentiras, los enga\u00f1os, las persecuciones, las amenazas, los encarcelamientos, el despojo, los asesinatos, las burlas y desprecios, la explotaci\u00f3n humana y la destrucci\u00f3n de la naturaleza; en suma: el aniquilamiento de la vida colectiva que somos.<\/p>\n Eso que necesitan quienes orquestan la destrucci\u00f3n del mundo lo tenemos los pueblos, y lo vamos a defender de su transformaci\u00f3n capitalista con nuestra resistencia y rebeld\u00eda, aunque, como lo estamos viendo, nos enfrentemos a la trama militar de dominaci\u00f3n y represi\u00f3n que tiene al capital como estandarte, que lo mismo recurre a cuerpos policiacos, militares, grupos de choque, carteles de la droga y paramilitares.<\/p>\n El mal gobierno federal se para sobre los estragos dejados por d\u00e9cadas de neoliberalismo, profundizando el desprecio y el racismo para poder despojar a los pueblos originarios. Busca la indiferencia y a ella se dirige para preguntarle si est\u00e1 o no de acuerdo en la destrucci\u00f3n a la que viste de \u201cprogreso\u201d. O sea, sus supuestas consultas no son m\u00e1s que la cosecha del odio y el miedo dejados por el capitalismo neoliberal. Esa cosecha es llamada \u201cdemocracia\u201d.<\/p>\n Ante todos los proyectos encaminados al despojo y la destrucci\u00f3n de nuestros territorios y culturas, manifestamos que las consultas ciudadanas, populares, e incluso las que se organicen bajo el amparo del Convenio 169 de la OIT, tienen como fin convalidar dichos megaproyectos y revestirlos de una falsa legitimidad. Denunciamos que las consultas que el Instituto Nacional de Pueblos Ind\u00edgenas organiza actualmente en torno al Plan Nacional de Desarrollo 2018-2024, el Tren Maya o el Corredor Trans\u00edsmico son una simulaci\u00f3n para su convalidaci\u00f3n. Nuestros pueblos, en ejercicio de sus derechos fundamentales de autonom\u00eda y territoriales dicen NO a las pol\u00edticas y a los megaproyectos de despojo, muerte y destrucci\u00f3n, as\u00ed como a las consultas que organizan los malos gobiernos para obtener el consentimiento de nuestros pueblos a dichas pol\u00edticas y a dichos megaproyectos.<\/p>\n El gobierno neoliberal que encabeza Andr\u00e9s Manuel L\u00f3pez Obrador tiene su vista puesta en nuestros pueblos y territorios, donde, con el Instituto Nacional de Pueblos Ind\u00edgenas, se tiende una red de cooptaci\u00f3n y desorganizaci\u00f3n, que abre el camino a una guerra que tiene nombre industrial, hecha de proyectos y violencias, que, junto con las otras guerras y redes de guerra, expanden una oscura telara\u00f1a de muerte en los pueblos originarios del pa\u00eds.<\/p>\n El Proyecto Integral Morelos, por ejemplo, consta de 2 termoel\u00e9ctricas, gasoductos y acueductos que buscan despojar de la tierra, agua, seguridad, salud, identidad y vida campesina a los pueblos ind\u00edgenas nahuas del volc\u00e1n Popocat\u00e9petl de los estados de Morelos, Puebla y Tlaxcala. La fuerza del Estado y de las empresas Elecnor, Enagas, Abengoa, Bonatti, CFE, Nissan, Burlington, Saint Gobain, Continental, Bridgestone y muchas m\u00e1s, ha impuesto este proyecto por medio de la violencia p\u00fablica estatal, federal y el ej\u00e9rcito, infundiendo terror en los pueblos a trav\u00e9s de la tortura, la amenaza, el encarcelamiento, persecuci\u00f3n judicial, cierre de radios comunitarias, y ahora el asesinato de nuestro hermano Samir Flores Soberanes.<\/p>\n Los neoliberales, primero con los delincuentes Felipe Calder\u00f3n y Enrique Pe\u00f1a Nieto y ahora con Andr\u00e9s Manuel L\u00f3pez Obrador, buscan acabar con la resistencia de los pueblos que con raz\u00f3n y derecho decimos NO al Proyecto Integral Morelos. Sin embargo, el racismo sembrado por el desprecio capitalista, la desinformaci\u00f3n y la desmemoria, vuelven a criminalizarnos. AMLO dijo, en 2014 y 2018, que estar\u00eda con los pueblos contra la termoel\u00e9ctrica en Huexca. Hoy nos llama radicales de izquierda y conservadores se\u00f1alando que es el dinero invertido en el proyecto la mayor raz\u00f3n para no parar la muerte que anuncia, sin importar el dolor y la rabia de nuestros pueblos.<\/p>\n Hoy, ma\u00f1osamente se le nombra \u201cdemocracia\u201d a la mentira a la que llaman \u201cconsulta\u201d, hecha en un marco de violencia, desinformaci\u00f3n y desprestigio, sin importar siquiera el riesgo que el Gasoducto Morelos implica en zona de peligro del volc\u00e1n sagrado del Popocat\u00e9petl, sin importar que acaben con el agua de riego de los ejidos de Ayala y contaminen el R\u00edo Cuautla. O sea, la vida no vale cuando se habla del gran capital.<\/p>\n En los pueblos mayas de los estados de Chiapas, Tabasco, Campeche, Yucat\u00e1n y Quintana Roo, los sitios sagrados se est\u00e1n arrebatando a las comunidades para acrecentar las ganancias de empresas tur\u00edsticas trasnacionales; haciendo una guerra en la que el mismo tren que transportar\u00e1 los frutos de la agroindustria transg\u00e9nica, llevar\u00e1 la carne de las mega granjas porc\u00edcolas que destruyen las aguas sagradas de los cenotes; el mismo que servir\u00e1 para conectar a las zonas econ\u00f3micas especiales de Puerto Progreso y Campeche en la pen\u00ednsula, donde adem\u00e1s imponen parques e\u00f3licos. As\u00ed mismo en los territorios ind\u00edgenas de Tabasco y Chiapas, donde, adem\u00e1s, esta guerra se hace red con los grupos represivos militares y paramilitares. Despu\u00e9s, se hace una sola guerra con los megaproyectos desplegados en el territorio de los pueblos originarios del Istmo de Tehuantepec.<\/p>\n Mientras orquestan la transformaci\u00f3n capitalista contra los pueblos mayas, la tierra est\u00e1 siendo robada a los pueblos, comprada por unos cuantos pesos y destruida por la explotaci\u00f3n y contaminaci\u00f3n transg\u00e9nica en toda la regi\u00f3n, fuertemente afectada por los agroqu\u00edmicos.<\/p>\n En los pueblos originarios que habitan el Istmo de Tehuantepec, el mal gobierno capitalista anuncia la imposici\u00f3n del proyecto codiciado por los grandes capitales internacionales para el tr\u00e1nsito de sus mercanc\u00edas y el saqueo de los bienes naturales y culturales del sur \u2013 sureste donde habitamos un gran n\u00famero de pueblos originarios y las principales selvas, bosques, r\u00edos y la mayor zona de biodiversidad del pa\u00eds.<\/p>\n El mal gobierno capitalista usa las formas de imposici\u00f3n de los gobiernos anteriores para imponer este mega proyecto de muerte que pretende reactivar los puertos de Salina Cruz y Coatzacoalcos interconect\u00e1ndolos por un tren de carga de alta velocidad para el transporte de mercanc\u00edas de los grandes capitales que controlan el mundo. Es un neo porfirismo \u201ctransformado\u201d con el ropaje de \u201cprogresista\u201d.<\/p>\n Pretende convertir el Istmo en un muro de contenci\u00f3n de la migraci\u00f3n centroamericana y nacional a Estados Unidos, contratando a los migrantes con empleos precarios y mal pagados mediante la instalaci\u00f3n de industrias maquiladoras, f\u00e1bricas automotrices, la explotaci\u00f3n forestal, megaproyectos energ\u00e9ticos, como los corredores e\u00f3licas, hidroel\u00e9ctricos, as\u00ed como la\u00a0 explotaci\u00f3n de hidrocarburos mediante m\u00e9todos convencionales y fracking, de explotaci\u00f3n minera y de transporte\u00a0 de mercanc\u00edas en toda la franja trans\u00edstmica.<\/p>\n Este proyecto no es en beneficio de los pueblos, ni del pa\u00eds, ni transportar\u00e1 nuestros productos locales, sino que se trata de la entrega de nuestros territorios y nuestra vida al capitalismo internacional, liderado por Estados Unidos, de donde surgen redes de guerras para las que no hay muros ni contenciones.<\/p>\n La versi\u00f3n \u201cCuarta Transformaci\u00f3n\u201d del muro de Trump, no es sino una multiplicaci\u00f3n de muros construidos desde la frontera con Guatemala y Belice hasta el Istmo mexicano. Estas murallas se edifican con los materiales producto de la destrucci\u00f3n de la naturaleza y de los pueblos originarios, y su \u201cpegamento\u201d es el despojo, la explotaci\u00f3n, el desprecio y la represi\u00f3n.<\/p>\n En el centro del pa\u00eds, la expansi\u00f3n salvaje de la Ciudad de M\u00e9xico est\u00e1 acompa\u00f1ada de desarrollos industriales y especulaci\u00f3n agraria e inmobiliaria, que est\u00e1 llevando a la destrucci\u00f3n y despojo de una amplia zona. Con los trabajos en Texcoco por el NAICM fueron destruidos m\u00e1s de 100 cerros para extraer materiales con los que pretendieron matar al lago, provocando la afectaci\u00f3n de las fuentes de agua de toda la regi\u00f3n. Como alternativa del nuevo gobierno, el aeropuerto en la base militar de Santa Luc\u00eda, est\u00e1 acompa\u00f1ado del mismo despojo a los pueblos de los alrededores, a los que pretenden sumergir en la desgracia que nos aqueja por el gran capital.<\/p>\n Con preocupaci\u00f3n observamos, por un lado, que la empresa PINFRA contin\u00faa las obras de la autopista M\u00e9xico Tuxpan-Pe\u00f1\u00f3n Texcoco, en los terrenos del ejido de Nexquipayac, mientras que varias empresas pretenden continuar diversas obras del NAICM en Texcoco y actualmente realizan trabajos que no est\u00e1n debidamente explicados; por otro lado, el gobierno federal promete a los militares la administraci\u00f3n y ganancias del nuevo aeropuerto en Santa Luc\u00eda. Son las cuotas a cambio de proteger el poder del gran capital en contra de nosotros los pueblos que nos organizamos para detener la guerra en cada rinc\u00f3n del pa\u00eds, apostando siempre por la vida. Es por ello que el CNI- CIG, seguira luchando por la cancelaci\u00f3n del proyecto del NAICM ya sea que pretendieran continuarlo en Texcoco o en Santa Luc\u00eda, como es la decisi\u00f3n del ejecutivo federal.<\/p>\n En dicho sentido y en ejercicio de nuestros derechos territoriales y autonom\u00eda decimos que estos megaproyectos se topar\u00e1n de frente con la voluntad de nuestros pueblos.<\/p>\n El mal gobierno capitalista de L\u00f3pez Obrador agudiza la guerra contra las mujeres de nuestro pa\u00eds, pues, con su apoyo redoblado a los poderosos, lleva al aumento de feminicidios, trata de mujeres, tortura y explotaci\u00f3n. Por eso nosotras y nosotros del Congreso Nacional Ind\u00edgena y el Concejo Ind\u00edgena de Gobierno y del EZLN, pensamos que si nos organizamos las mujeres que luchamos en nuestros pueblos del campo y la ciudad, minaremos, hasta que se caiga, esa guerra del capital.<\/p>\n Abajo, en todas las geograf\u00edas que somos los pueblos originarios, seguimos sembrando la autonom\u00eda, construimos y desplegamos el poder de abajo en lo que tambi\u00e9n son redes de redes, pero de resistencia y rebeld\u00eda, que son tambi\u00e9n los espejos no solo de los pueblos que somos el CNI \u2013 CIG y el EZLN, sino muchos otros y otras que siembran la esperanza y de las que es espejo \u00e9sta, nuestra tercera asamblea nacional.<\/p>\n En consecuencia, desde aqu\u00ed, denunciamos la guerra abierta en contra de la digna lucha de la comunidad ind\u00edgena nahua de Santa Mar\u00eda Ostula, Michoac\u00e1n, utilizando la fuerza represiva del mal gobierno en sus tres niveles, as\u00ed como a los grupos de la delincuencia organizada, misma que es desplegada tambi\u00e9n por todo el territorio del pa\u00eds como herramienta de muerte en contra de nuestros pueblos y como justificaci\u00f3n para la militarizaci\u00f3n y la creaci\u00f3n de la Guardia Nacional.<\/p>\n Nos pronunciamos por el respeto pleno a la autonom\u00eda del ejido Tila, en el estado de Chiapas y condenamos las amenazas de despojo y represi\u00f3n hechas por el comisariado ejidal espurio con el apoyo de los malos gobiernos para la conformaci\u00f3n de grupos de choque en contra de nuestros compa\u00f1eros que han dado ejemplo de dignidad y organizaci\u00f3n.<\/p>\n Asimismo, por acuerdo de nuestra asamblea nacional, seguimos exigiendo la presentaci\u00f3n con vida de nuestro compa\u00f1ero Sergio Rivera Hern\u00e1ndez quien fu\u00e9 desaparecido desde el pasado 23 de agosto de 2018 por su lucha en contra de la minera Autl\u00e1n en la Sierra Negra de Puebla.\u00a0 Exigimos la cancelaci\u00f3n del proyecto hidroel\u00e9ctrico Coyolapa-Atzala y de la explotaci\u00f3n minera en la Sierra Negra.<\/p>\n Exigimos la presentaci\u00f3n con vida de los 43 estudiantes de Ayotzinapa y justicia para los compa\u00f1eros asesinados.<\/p>\n Exigimos la cancelaci\u00f3n de las concesiones mineras en todo el territorio nacional, que implican la destrucci\u00f3n en el estado de Oaxaca, Sierra Sur, en el territorio chontal por parte de la empresa Salamera, en la regi\u00f3n de los Chimalapas, donde la misma empresa canadiense pretende actualmente ampliar sus concesiones, en el desierto de Wirikuta, San Luis Potos\u00ed y en todo el pa\u00eds.<\/p>\n Hacemos un llamado para redoblar esfuerzos por la libertad de nuestro compa\u00f1ero Fidencio Aldama P\u00e9rez, del pueblo yaqui de Loma de B\u00e1cum, Sonora; y de nuestros compa\u00f1eros Pedro S\u00e1nchez Berrioz\u00e1bal, R\u00f3mulo Arias Mireles y Te\u00f3filo P\u00e9rez Gonz\u00e1lez de la comunidad nahua de San Pedro Tlanixco, en el Estado de M\u00e9xico, as\u00ed como de todos los presos pol\u00edticos de M\u00e9xico.<\/p>\n Exigimos que cesen el hostigamiento y las amenazas en contra de nuestros hermanos y hermanas de la comunidad de Amilcingo, Morelos, desde donde brilla la luz que es nuestro hermano Samir, por parte de los tres niveles del mal gobierno que quieren imponer a toda costa el Proyecto Integral Morelos.<\/p>\n Exigimos la cancelaci\u00f3n del proyectado parque e\u00f3lico conocido como Gunaa Sicar\u00fa, de la empresa francesa EDF, en m\u00e1s de 4 mil hect\u00e1reas pertenecientes a los terrenos comunales de la comunidad binniz\u00e1 de Uni\u00f3n Hidalgo y rechazamos la consulta que el gobierno pretende realizar para obtener el \u201cconsentimiento\u201d a la misma. Asimismo exigimos la cancelaci\u00f3n inmediata de los estudios de prosprecci\u00f3n que realizan los espele\u00f3logos pertenecientes al PESH (Espeleol\u00f3gico Sistema Huautla) en cuevas y cavernas del pueblo mazateco de Huautla sin autorizaci\u00f3n del mismo.<\/p>\n Llamamos a los pueblos originarios, a las redes y organizaciones que han apoyado al CIG-CNI, as\u00ed como a los colectivos y organizaciones de trabajadores, de estudiantes, de mujeres, de campesinos y de j\u00f3venes que luchan contra el capitalismo neoliberal, a crecer nuestras resistencias y rebeld\u00edas y a participar en la Asamblea Nacional entre los pueblos del Congreso Nacional Ind\u00edgena y las organizaciones, redes y colectivos que en M\u00e9xico y el mundo luchan y se organizan; as\u00ed mismo al acto con motivo del centenario del asesinato del General Emiliano Zapata Salazar, los d\u00edas 9 y 10 de abril del presente a\u00f1o en el estado de Morelos, donde diremos con claridad nuevamente:<\/p>\n \u00a1SAMIR VIVE, VIVE, LA LUCHA SIGUE, SIGUE!<\/p>\n Atentamente<\/p>\n Desde la Tercera Asamblea Nacional del Congreso Nacional Ind\u00edgena y el Concejo Ind\u00edgena de Gobierno.<\/p>\n A marzo de 2019<\/p>\n Por la Reconstituci\u00f3n Integral de Nuestros Pueblos<\/p>\n Nunca Mas Un M\u00e9xico Sin Nosotros<\/p>\n Congreso Nacional Ind\u00edgena<\/p>\n Concejo Ind\u00edgena de Gobierno<\/p>\n Ej\u00e9rcito Zapatista de Liberaci\u00f3n Nacional<\/p>\n \n [:en]<\/p>\n To the peoples of the world: As Ayuuk, Binizza, Chinanteco, Chol, Chontal, Guarij\u00edo, Maya, Mayo, Mazahua, Mazateco, Mixteco, Nahua, Nayeri, Otom\u00ed, Popoluca, Pur\u00e9pecha, Raramuri, Tepehuano, Tlapaneco, Tojolabal, Totonaco, Tzeltal, Tsotsil, Wix\u00e1rika, Yaqui, Zoque, and Quichua (Ecuador) peoples, we have come together for the Third National Assembly of the National Indigenous Congress and the Indigenous Governing Council. Today, almost 100 years after the assassination of General Emiliano Zapata, we now face the pain and rage brought by the war waged against our peoples and the murder of our compa\u00f1ero Samir, killed for defending the land and his people. As a national assembly, we send our embrace of solidarity and struggle to his family and the community of Amilcingo, Morelos. As the CNI-CIG and the EZLN, for whom compa\u00f1ero Samir will always be a glimmer of light, we send our solidarity and collective embrace.<\/p>\n Samir was killed by the neoliberal regime\u2014we don\u2019t know if it was the government, the business class, their criminal cartels, or all three together. The path was laid for this cowardly murder by the new federal executive, Andr\u00e9s Manuel L\u00f3pez Obrador [AMLO], through his offers of support not to those below, but rather to the owners of money and power, while making veiled threats against those of us who defend and fight for life. AMLO has promised to hand over to big business and the military elite what neoliberal capitalism and all of its various bad governments never could: our land. His administration\u2019s new Agrarian Development Law aims to dismantle collective organization and collective property forms, deeming as \u201cdevelopment\u201d what is actually shameless theft and destruction. This is accompanied by military threats to our peoples via his \u201cNational Guard\u201d in what amounts to the total reconfiguration of our country.<\/p>\n What above they call \u201ctransformation\u201d has always mean the same thing for our peoples: we give our lives so that powerful and oligarchic interests, fewer and fewer but bigger and bigger, can live off of oppression, exploitation, and destruction. The so-called \u201cFourth Transformation\u201d[i] follows the same path as the previous three, although more brutally and cynically, if such a thing is possible.<\/p>\n During the War for Independence it was local powerful interests, the sons of the European invaders, who took over our lands and tried, via the same liberal discourse that Power uses today, to make the existence of our peoples invisible. During the Reform period our communal lands, sacred to us, were made illegal in order to turn those lands over to the same looting invaders. The Reform laws and subsequent legislation on \u201cempty\u201d lands and colonization promoted the growth of the large plantations under the Porfirio D\u00edaz regime.[ii] During the Mexican Revolution, while those above divvied up political power, below we defended and soaked the land with our blood. While it was Madero and Carranza who betrayed and murdered Zapata, it was our peoples who demanded a deep and radical social and agrarian transformation that never came to be. Thus each \u201ctransformation\u201d heightened and deepened the exploitation, dispossession, discrimination, and disrespect of our peoples.<\/p>\n We have no doubt that this new government will intensify neoliberal policy and the forced integration of our country into the imperial orbit of the United States. After all, this administration has faithfully committed itself to continuing the macroeconomic policies of previous governments, implementing austerity and fiscal restrictions not seen since the Miguel de la Madrid administration,[iii] guaranteeing the autonomy of the Mexican National Bank, protecting foreign investment and promoting free trade. This administration is coming for us, for our territories; it is poised to carry out the extermination of our peoples wherever we are, as already seen in the war that we experience today with such rage and mourning. In this general assembly we see ourselves and our suffering in each other, and we understand that this is a single war made up of many wars waged with the same goal.<\/p>\n It is Francisco I. Madero, who betrayed Zapata, who inspires and influences the discourse of the new president, himself an admirer of the liberal and neoliberal developmentalism that is exterminating our peoples. And in reality, the \u201cFourth Transformation\u201d began with Miguel de la Madrid Hurtado, was intensified by Carlos Salinas de Gortari, continued as a war of conquest by Ernesto Zedillo Ponce de Le\u00f3n, Vicente Fox Quezada, Felipe Calder\u00f3n Hinojosa, and Enrique Pe\u00f1a Nieto, and is now extended through the long-term project of Andr\u00e9s Manuel L\u00f3pez Obrador and the Movimiento de Regeneraci\u00f3n Nacional [MORENA] party. For the originary peoples, the only \u201creal change\u201d is the increase in lies, deceit, persecution, threats, imprisonment, displacement, murder, mockery and disrespect, human exploitation and environmental destruction; in sum, the annihilation of the collective life that we are.<\/p>\n We as peoples have what those who orchestrate this destruction of the world need, and we will defend it from their capitalist transformation through our resistance and rebellion. We will resist and rebel even though we face, as we can already see, the military plans for domination and repression which are capital\u2019s standard practice, whether that be in the form of the police, the army, shock troops, drug cartels, or paramilitaries.<\/p>\n Standing upon the ravages of decades of neoliberalism, the bad federal government intensifies racism and disrespect in order to dispossess the originary peoples. It seeks out indifference in order to inquire as to if there is opposition to its plans for destruction disguised as \u201cprogress.\u201d In other words, its supposed \u201creferendums\u201d are merely mechanisms to harvest the hate and fear sown by neoliberal capitalism. They call that harvest \u201cdemocracy.\u201d<\/p>\n In the face of all of these projects of dispossession, of the destruction of our territories and cultures, we declare that these citizen or popular referendums, even those organized under the auspices of International Labor Organization Article 169, are meant to validate rather than consult on their proposed megaprojects and cloak them in false legitimacy. We denounce the referendums organized by the National Institute for Indigenous Peoples with regard to the National Development Plan 2018-2024, the Mayan Train, and the Trans-isthmus Corridor as a simulation of their validation. As an exercise of our fundamental rights to autonomy and territory our peoples say NO to these policies and projects of displacement, death, and destruction, as well as to the referendums organized by the bad governments to obtain consent from our peoples for those policies and projects.<\/p>\n The current neoliberal government under the leadership of Andr\u00e9s Manuel L\u00f3pez Obrador has its eyes set on our peoples and territories. Via the National Institute for Indigenous Peoples, it has put into place a web of cooptation and disorganization in our territories, clearing the way for an \u201cindustrial\u201d war made of megaprojects and violence which, along with its other webs and wars, extends a dark net of death over the originary peoples of the country.<\/p>\n The Integral Project for Morelos, for example, consists of two thermoelectric plants and well as gas and water pipelines that will dispossess the Nahua indigenous peoples who inhabit the Popocat\u00e9petl Volcano region in the states of Morelos, Puebla, and Tlaxcala of their land, water, security, health, identity, and life on the land. The State, along with Elecnor, Enagas, Abengoa, Bonatti, CFE, Nissan, Burlington, Saint Gobain, Continental, Bridgestone and many other companies have imposed this project via the use of state, federal, and military violence, instilling terror in the inhabitants through torture, threats, imprisonment, judicial persecution, the closing of community radios, and now the murder of our brother Samir Flores Soberanes.<\/p>\n Neoliberal leaders, first through those criminals Felipe Calder\u00f3n and Enrique Pe\u00f1a Nieto and now through Andr\u00e9s Manuel L\u00f3pez Obrador, aim to destroy the people\u2019s rightful and justified resistance to the Integral Project for Morelos, and the racism sown by capitalist contempt, disinformation, and lack of memory serves to criminalize our resistance. In 2014 and 2018 AMLO declared himself on the side of the people against the thermoelectric plant in Huexca; today he calls us leftist radicals and conservatives, pointing to the money already invested in the project as a reason not to halt the death it forecasts, without regard for the pain and rage of our peoples.<\/p>\n Today the lie of what they call a \u201creferendum\u201d is deceitfully deemed \u201cdemocracy\u201d, carried out through violence, disinformation, and smear campaigns, not even taking into account the risk implicated by running the Morelos gas pipeline through the danger zone of the sacred Popocat\u00e9petl volcano, nor that of the elimination of the water supply to the Ayala ejido farmlands and the contamination of the Cuautla River. Life is worth nothing when it comes to big capital.<\/p>\n In the Mayan communities in the states of Chiapas, Tabasco, Campeche and Quintana Roo, transnational tourism companies are making huge profits by appropriating communities\u2019 sacred sites. In the same region, a war is being waged to impose the \u201cMayan Train\u201d project which will transport the genetically modified crops of industrial agriculture as well as pork from enormous feed-lots that pollute the waters of sacred springs. The train would also connect the special economic zones of Puerto Progreso and Campeche on the Yucat\u00e1n peninsula, where wind farms are also being imposed. In the indigenous territories of Tabasco and Chiapas, this war is waged via military and paramilitary repression. In turn, these regional conflicts become one mega-war together with the megaprojects that are planned throughout the territory of the originary peoples in the Isthmus of Tehuantepec.<\/p>\n At the same time that this capitalist transformation is orchestrated against Mayan peoples throughout the region, their land is stolen, purchased at incredibly low prices and then destroyed via agricultural exploitation and GMO contamination, in particular by the use of agrochemicals.<\/p>\n On the lands of the originary peoples of the Tehauntepec Isthmus, the bad capitalist government has announced its intent to go forward with the project so lusted after by the big international capitalists to create a means to transport commodities and loot the natural and cultural resources of the South-Southeast. This is a region which is home to a large number of originary peoples as well as the principal jungles, forests, and rivers of the county, including the country\u2019s greatest concentration of biodiversity.<\/p>\n The bad capitalist government is using the tactics of past governments to impose this megaproject of death. One of its goals is to re-activate the ports of Salina Cruz and Coatzacoalcos by connecting them via a high-speed cargo train that will transport goods belonging to the big capitalists who control the world. This is neo-Porfirismo \u201ctransformed\u201d into \u201cprogressivism.\u201d The goal is to turn the Isthmus into a retaining wall to stop Central American and Mexican migration to the United States by offering migrants precarious and poorly-paid work. To accomplish this the government plans to build assembly plants and automotive factories, to generate a logging industry and renewable energy megaprojects like wind-farm corridors and hydroelectric dams, to exploit fossil fuel resources through conventional methods as well as fracking, and to initiate mining operations and transport of goods along the entire trans-isthmus corridor.<\/p>\n This project will not benefit our peoples or our county, nor will it transport our local products. On the contrary, it will mean handing over our territories and our lives to international capitalism, led by the United States, which has promoted interconnected wars that no wall can detain.<\/p>\n This \u201cFourth Transformation\u201d version of Trump\u2019s wall is in fact a multiplication of walls from the Guatemala-Belize border all the way to the Mexican isthmus. These walls will only able to be built to the degree that nature and the originary peoples are destroyed; their building material is environmental destruction and their mortar is our dispossession, exploitation, repression and scorn.<\/p>\n In the middle of the country, the brutal expansion of Mexico City is accompanied by industrial development and agricultural and real estate speculation which is destroying large swaths of territory. In the process of initiating construction of the New Mexican Airport in Texcoco, more than 100 hilltops were destroyed to extract materials that were to be used to fill in the Lake of Texcoco, affecting water sources throughout the region. The new government\u2019s alternative, to build an airport at the Santa Luc\u00eda military base, means the same process of dispossession for the surrounding communities, which will be smothered by the same tragedy that big capital has brought to so many others.<\/p>\n It causes us great concern to see that the PINFRA corporation continues to build the Mexico Tuxpan-Pe\u00f1\u00f3n Texcoco highway on lands that are part of the Nexquipayac ejido, while various companies continue working at the site of the New Mexican Airport in Texcoco, the purpose of which has not been adequately explained. On the other hand, the federal government has promised the military control over the administration and profits of the new airport in Santa Luc\u00eda. This is essentially fees paid in exchange for protection of the power of big capital against our peoples, who have organized ourselves to stop this war in every corner of the country, always in favor of life. This is why the CNI-CIG will continue fighting for the cancelation of the New Mexican Airport project, regardless of whether the federal government intends to build it in Texcoco or Santa Luc\u00eda.<\/p>\n In this sense, and in exercise of our rights to territory and autonomy, we declare that these megaprojects will come up against the will of our peoples.<\/p>\n Lopez Obrador\u2019s bad capitalist government is intensifying the war against women in our country. His reinforced support for those in power effectively increases the rate of femicide, the trafficking of women, and torture and sexual exploitation. That is why we women and men of the National Indigenous Congress and the Indigenous Governing Council and the EZLN believe that if we organize ourselves as women in struggle in the city and the countryside, we will chip away at capital\u2019s wall until it falls.<\/p>\n Below, in all of our geographies as originary peoples, we continue planting the seeds of autonomy. We are building and furthering the power that comes from below with the network of networks of resistance and rebellion. These networks are a mirror not only of the peoples that make up the CNI-CIG and the EZLN, but of many others who plant seeds of hope and who are reflected in this third national assembly.<\/p>\n Today we denounce the open war waged against the dignified struggle of the indigenous Nahua community of Santa Mar\u00eda Ostula, Michoac\u00e1n, which is carried out by the repressive forces of the three levels of bad government alongside organized crime\u2014the same forces that have been used throughout our whole country as a tool of death and as a justification for militarization of the country and the creation of the National Guard.<\/p>\n We demand full respect for the autonomy of the Tila ejido in the state of Chiapas and condemn the threats of displacement and repression made by the illegitimate ejido commissioner, who has the bad governments\u2019 support in order to form shock troops to attack our compa\u00f1eros who have been an example of dignity and organization.<\/p>\n In addition, by agreement of our national assembly, we continue to demand the return\u2014alive\u2014of our compa\u00f1ero Sergio Rivera Hern\u00e1ndez who was disappeared August 23, 2018, due to his participation in the struggle against the Autl\u00e1n mining company in the Sierra Negra of Puebla. We demand the cancellation of the Coyolapa-Atzala hydroelectric dam project and of mining projects in the Sierra Negra.<\/p>\n We demand the return\u2014alive\u2014of the 43 students from Ayotzinapa and justice for the compa\u00f1eros who were murdered.<\/p>\n We demand the cancellation of mining concessions throughout the country. These concessions are destroying the Sierra Sur of Oaxaca, where the Canadian mining company Salamera is destroying the territory of the Chontal people. This same company intends to increase its operations in the Chimalapas region, in the Wirikuta desert of San Luis Potos\u00ed, and across the whole country.<\/p>\n We make a call to redouble efforts to secure the freedom of our compa\u00f1ero Fidencio Aldama P\u00e9rez of the Yaqui people from Loma de B\u00e1cum, Sonora, as well as that of our compa\u00f1eros Pedro S\u00e1nchez Berrioz\u00e1bal, R\u00f3mulo Arias Mireles and Te\u00f3filo P\u00e9rez Gonz\u00e1lez of the Nahua community of San Pedro Tlanixco in the State of Mexico, and that of all the political prisoners in Mexico.<\/p>\n We demand an end to the hostility and threats against our brothers and sisters of the Amilcingo community in the state of Morelos, where our fallen brother Samir\u2019s spirit lives on. These threats are being carried out by the three levels of bad government which want to impose the \u201cIntegral Project for Morelos\u201d at all costs.<\/p>\n We demand the cancelation of French firm EDF\u2019s wind farm known as Gunaa Sicar\u00fa, intended to encompass more than four thousand hectares of communal lands belonging to the Binniz\u00e1 community of the Uni\u00f3n Hidalgo, and we reject the supposed referendum that the government intends to use to obtain \u201cconsent\u201d for the project. We also demand an immediate end to the prospecting by cave scientists affiliated with PESH (Huautla Caving Systems) in caves and caverns belonging to the Mazateco people of Huautla who did not authorize this activity.<\/p>\n We call on the originary peoples, on the networks and organizations that have supported the CIG-CNI, as well as on the collectives and organizations of workers, students, women, peasants, and youth who struggle against neoliberal capitalism, to grow our resistance and rebellion and to participate in a National Assembly of the National Indigenous Congress with the organizations, networks, and collectives organized in struggle throughout Mexico and the world. The Assembly will take place on the centennial of the murder of General Emiliano Zapata Salazar, April 9 and 10, 2019, in the state of Morelos.
