En el marco de la Campa\u00f1a \u201c5 D\u00edas M\u00c1S de Acci\u00f3n Mundial por los 5 de Bachaj\u00f3n”, que se realizar\u00e1 del 24 al 28 de abril, el Centro de Derechos Humanos Fray Bartolom\u00e9 de Las Casas y el Movimiento por Justicia del Barrio, La Otra Campa\u00f1a Nueva York, hemos escrito la siguiente declaraci\u00f3n con la idea de colectar firmas de apoyo. Les pedimos que por favor nos env\u00eden las firmas de apoyo, incluyendo el nombre de su organizaci\u00f3n o colectivo y pa\u00eds, m\u00e1s tardar el 28 de abril de 2011 a esta direcci\u00f3n: movimientoporjusticiadelbarrio@yahoo.com<\/a><\/p>\n

Despu\u00e9s de esa fecha les enviaremos la declaraci\u00f3n con todas las firmas para que junt@s las hagamos circular ampliamente exigiendo la liberaci\u00f3n de los 5 presos pol\u00edticos de Bachaj\u00f3n.<\/p>\n

Declaraci\u00f3n mundial en apoyo a los ind\u00edgenas tseltales de San Sebasti\u00e1n Bachaj\u00f3n Adherentes a La Otra Campa\u00f1a<\/strong><\/p>\n

En Chiapas la inversi\u00f3n en ecotur\u00edsmo e infraestructura, en la l\u00f3gica de \u201cdesarrollo\u201d gubernamental a trav\u00e9s del proyecto Centro Integralmente Planificado Palenque (CIPP) que a su vez es parte del proyecto m\u00e1s ambicioso denominado Mesoam\u00e9rica (anteriormente conocido como Plan Puebla Panam\u00e1), est\u00e1 siendo una disputa crucial contra la construcci\u00f3n de alternativas de vida desde los Pueblos originarios en Chiapas que pugnan desde hace ya varios a\u00f1os por el reconocimiento de su autonom\u00eda como pueblos en el marco de la libre determinaci\u00f3n, y que en la practica est\u00e1n ejerciendo su proceso auton\u00f3mico. Ellos son quienes hist\u00f3ricamente conservan sus recursos naturales y su territorio, desde un equilibrio de relaci\u00f3n racional y humana. En esa lucha de supervivencia se encuentra la resistencia civil de las y los ejidatarios de San Sebasti\u00e1n Bachaj\u00f3n (SSB) adherentes a La Otra Campa\u00f1a (LOC) en la zona de Agua Azul.<\/p>\n

Los Pueblos que resisten en defensa de sus derechos afrontan, por parte de los gobiernos neoliberales, m\u00faltiples acciones que pretenden destruir la organizaci\u00f3n y el trabajo en la construcci\u00f3n de otros mundos posibles. Hoy en d\u00eda, el gobierno de Chiapas tiene detenidos arbitrariamente y en constante hostigamiento \u00a0y amenazas a 5 ejidatarios de SSB de LOC, todos inocentes de los delitos que se les acusan, ellos son victimas del sistema de justicia mexicano el cual est\u00e1 corrompido y obedece a la voz de los intereses de inversi\u00f3n nacional e internacional. Este sistema sirve para reprimir y destruir a los Pueblos, organizaciones o personas que no coinciden con los intereses del gobierno neoliberal, los cuales est\u00e1n causando estragos y muerte de quienes apuestan a una vida en donde los derechos humanos se desarrollen y se vivan a plenitud.<\/p>\n

La represi\u00f3n m\u00e1s actual que han afrontado los ejidatarios sucedi\u00f3 el pasado 9 de abril de 2011 donde cerca de 800 efectivos de la Polic\u00eda Estatal Preventiva, Polic\u00eda Federal y Militares desalojaron a ejidatarios de SSB de LOC que horas antes hab\u00edan tomado el control de la caseta de cobro, misma que les hab\u00edan arrebatado el 2 de febrero bajo un plan confabulado por el gobierno de Chiapas, junto con los ejidatarios \u201coficialistas\u201d. La regi\u00f3n de Agua Azul se ha convertido en el ejemplo claro, donde los gobiernos estatal y federal, ejercen toda la fuerza del Estado para el hist\u00f3rico despojo del territorio de los Pueblos ind\u00edgenas.<\/p>\n

Por las innumerables violaciones a derechos humanos cometidas en contra de los ejidatarios de SSB de LOC, los colectivos, comit\u00e9s, movimientos, organizaciones sociales y sociedad civil nos pronunciamos:<\/p>\n

  1. Por el respeto al derecho a la libre determinaci\u00f3n y al ejercicio de su autonom\u00eda del Pueblo tseltal de San Sebasti\u00e1n Bachaj\u00f3n adherentes a La Otra Campa\u00f1a, los cuales se encuentran estipulados en el Convenio (No.169) sobre pueblos ind\u00edgenas y tribales en pa\u00edses independientes; Declaraci\u00f3n de las Naciones Unidas sobre los Derechos de los Pueblos Ind\u00edgenas y los Acuerdos de San Andr\u00e9s Documento 1, 3. 1. Documento 2, II, IV (2. 3.); Documento 3.1 (c, d); Documento 1, Principio de la nueva relaci\u00f3n 5.<\/li>\n
  2. Por el respeto al derecho a uso y disfrute de sus recursos naturales que como Pueblos originarios han cuidado en el transcurso de siglos. \u00a0Los cuales est\u00e1n referidos en el Convenio (No.169) sobre pueblos ind\u00edgenas y tribales en pa\u00edses independientes art. 13.2; Declaraci\u00f3n de las Naciones Unidas sobre los Derechos de los Pueblos Ind\u00edgenas. Acuerdos de San Andr\u00e9s, 1.4 B. 2.; Documento 1, Principio de la nueva relaci\u00f3n 2.<\/li>\n
  3. Por la libertad inmediata de: Jer\u00f3nimo Guzm\u00e1n M\u00e9ndez, ejidatario de LOC; Domingo P\u00e9rez \u00c1lvaro, integrante de la Comisi\u00f3n de promoci\u00f3n de LOC; Juan Aguilar Guzm\u00e1n, principal cajero de LOC; Domingo Garc\u00eda G\u00f3mez, integrante del Comit\u00e9 de Defensa de Derechos Humanos; Mariano Demeza Silvano, menor de edad de LOC.<\/li>\n
  4. Por el retiro inmediato de las corporaciones policiacas y militares que mantienen sitiada la zona del Ejido de San Sebastian Bachaj\u00f3n, concretamente las entradas al balneario de Agua Azul mismo que hoy es administrado por los gobiernos estatal y federal.<\/li>\n

    \ufeffWithin the context of the \u201c5 MORE Days of Worldwide Action for the Bachaj\u00f3n 5\u201d campaign, which will take place from the 24 to the 28 of April, the Fray Bartolom\u00e9 de Las Casas Human Rights Center and Movement for Justice in El Barrio, The Other Campaign New York, have written the following declaration with the goal of collecting signatures of support. We ask that you please send the signatures, with the name of your organization or collective and country, no later than April 28, 2011, to this address:movimientoporjusticiadelbarrio@yahoo.com<\/a>.<\/p>\n

    After this date, we will send you the declaration with all the signatures, so that together we can circulate them widely and demand the release of the five political prisoners of Bachaj\u00f3n.<\/p>\n

    Worldwide Declaration in Support of the Indigenous Tzeltal Peoples of San Sebasti\u00e1n Bachaj\u00f3n, Chiapas, Adherents of The Other Campaign<\/strong><\/p>\n

    In Chiapas, Mexico, the investment in eco-tourism and infrastructure, in the logic of governmental \u201cdevelopment\u201d via the \u201cPalenque Integrally Planned Center\u201d (CIPP), which is also part of another more ambitious project called \u201cMesoam\u00e9rica\u201d (previously known as Plan Puebla Panam\u00e1), remains a central dispute against the construction of alternatives ways of life offered by the native peoples of Chiapas. They have for many years sought the recognition of their autonomy as indigenous peoples within a framework of \u201cfree determination\u201d and in practice are exercising their autonomy. These are peoples who have historically conserved their natural resources and territory in equilibrium with humane and rational relationships. The civil resistance of the ejidatarios of San Sebasti\u00e1n Bachaj\u00f3n (SSB) adherents to The Other Campaign (TOC) in the Agua Azul region can be found within this struggle for survival.<\/p>\n

    People who fight in defense of their rights face numerous forces, emanating from the neoliberal governments, which seek to destroy the organization and efforts to build other possible worlds. Today, the government of Chiapas continues to arbitrarily detain five ejidatarios of SSB of TOC, who are subjected to endless harassment and threats. Innocent of their accused crimes, these ejidatarios are victims of the corrupted Mexican justice system, which obeys the interests of national and international investment. This system works to repress and destroy the communities, organizations, and individuals who do not coincide with the neoliberal government\u2019s interests \u2013 interests that ravage and bring death to those who strive for a life where human rights are fully developed and lived.<\/p>\n

    The most recent repression that the ejidatarios have faced occurred on April 9, 2011, when around 800 agents of state, federal, and military police forces displaced roughly 126 ejidadatrios of SSB and TOC who just hours earlier had regained control of the tollbooth. It was, moreover, this same tollbooth that was seized from them on February 2, as part of a concerted effort by the Chiapas government and \u201cofficials\u201d of the ejido. The Agua Azul region has become a perfect example of how state and federal governments exercise the full force of the State towards the historical displacement of indigenous peoples from their territory.<\/p>\n

    Due to the innumerable violations of human rights committed against the ejidatarios of SSB of TOC, the collectives, committees, social organizations and civil society, we pronounce the following:<\/p>\n

Respect for the right of the Tseltal people of San Sebasti\u00e1n Bachaj\u00f3n to free determination and to exercise their autonomy as stipulated in the Agreement (No. 169) regarding indigenous and tribal peoples in independent countries; United Nations Declaration on the Rights of Indigenous Peoples and the San Andr\u00e9s Accords, Document 1, 3. 1. Document 2, II, IV (2. 3.); Document 3.1 (c, d); Document 1, Principle of the New Relationship 5. <\/li>\n
    2. Respect for the right to use and enjoy their natural resources, which as indigenous peoples they have protected for centuries, as referenced in the Agreement (No. 169) regarding indigenous and tribal peoples in independent countries: art. 13.2; United Nations Declaration on the Rights of Indigenous Peoples. San Andr\u00e9s Accords, 1.4 B. 2.; Document 1, Principle of the New Relationship 2.<\/li>\n
    3. The immediate release of Jer\u00f3nimo Guzm\u00e1n M\u00e9ndez, ejidatario of TOC; Domingo P\u00e9rez \u00c1lvaro, member of the Commission to Promote TOC; Juan Aguilar Guzm\u00e1n, head cashier of TOC; Domingo Garc\u00eda G\u00f3mez, member of the Human Rights Defense Committee; Mariano Demeza Silvano, adolescent member of TOC.<\/li>\n
    4. The immediate withdrawal of the police and military entities that maintain under siege the area of the San Sebasti\u00e1n Bachaj\u00f3n ejido, concretely, from the entrances to the Agual Azul resort that is presently administered by the state and federal governments.<\/li>\n
