Es el momento de pasar a la ofensiva y es este el acuerdo que se dibuja en nuestros ojos, en los individuos, en las comunidades, en los pueblos, en el Congreso Nacional Ind\u00edgena; es tiempo de que la dignidad gobierne este pa\u00eds y este mundo y a su paso florezcan la democracia, la libertad y la justicia.<\/p>\n<p>Damos a conocer que en la segunda etapa del V CNI evaluamos minuciosamente el resultado de la consulta a los pueblos que somos el Congreso Nacional Ind\u00edgena y que tuvo lugar los meses de octubre, noviembre y diciembre de 2016, en los cuales de todos los modos, las formas y las lenguas que nos representan en la geograf\u00eda de este pa\u00eds emitimos acuerdos de asambleas comunales, ejidales,\u00a0 de colectivos, municipales, intermunicipales y regionales, que una vez m\u00e1s nos llevan a entender y asumir con dignidad y rebeld\u00eda la situaci\u00f3n por la que atraviesa nuestro pa\u00eds, nuestro mundo.<\/p>\n<p>Saludamos los mensajes de apoyo, de esperanza y de solidaridad que dieron intelectuales, colectivos y pueblos que reflejan esperanza ante nuestra propuesta a la que denominamos \u201cQue Retiemble en Sus Centros la Tierra\u201d y que hicimos p\u00fablica en la primera etapa del V CNI, saludamos tambi\u00e9n las voces cr\u00edticas, muchas de ellas con argumentos fundamentalmente racistas, que reflejan una indignaci\u00f3n rabiosa y desprecio por pensar en que una mujer ind\u00edgena pretenda no s\u00f3lo contender en una elecci\u00f3n presidencial, sino plantear cambiar realmente, desde abajo, a este dolido pa\u00eds.<\/p>\n<p><!--more--><br \/>\nA todos ellos, les decimos que en efecto retembl\u00f3 la tierra y nosotros con ella, y que pretendemos sacudir la conciencia de la naci\u00f3n, que en efecto pretendemos que la indignaci\u00f3n, la resistencia y la rebeld\u00eda figuren en las boletas electorales del 2018, pero que no es nuestra intenci\u00f3n competir en nada con los partidos y toda la clase pol\u00edtica que aun nos debe mucho; cada muerto, desaparecido, encarcelado, cada despojo, cada represi\u00f3n y cada desprecio. No nos confundan, no pretendemos competir con ellos porque no somos lo mismo, no somos sus palabras mentirosas y perversas. Somos la palabra colectiva de abajo y a la izquierda, esa que sacude al mundo cuando la tierra retiembla con epicentros de autonom\u00eda, y que nos hacen tan orgullosamente diferentes que:<\/p>\n<ol>\n<li>Mientras el pa\u00eds est\u00e1 sumergido en el miedo y el terror que nace entre miles de muertos y de desaparecidos, en los\u00a0 municipios de la monta\u00f1a y costa de Guerrero nuestros pueblos han creado condiciones de seguridad y justicia verdadera; en Santa Mar\u00eda Ostula, Michoac\u00e1n, el pueblo Nahua se ha unido con otras comunidades ind\u00edgenas para mantener la seguridad en manos de los pueblos, en donde el epicentro de la resistencia es la asamblea comunal de Ostula, garante de la \u00e9tica de un movimiento que ha permeado ya los municipios de Aquila, Coahuayana, Chinicuila y Coalcom\u00e1n. En la meseta pur\u00e9pecha la comunidad de Cher\u00e1n ha demostrado que con organizaci\u00f3n, sacando a los pol\u00edticos de su estructura del mal gobierno y ejerciendo sus propias formas de seguridad y gobierno se puede no s\u00f3lo construir la justicia, sino que al igual que en otras geograf\u00edas del pa\u00eds s\u00f3lo desde abajo, desde la rebeld\u00eda se reconstruyen nuevos pactos sociales, aut\u00f3nomos y justos, y no dejamos ni dejaremos de construir desde abajo la verdad y la justicia negada para los 43 estudiantes de la normal de Ayotzinapa, Guerrero, desaparecidos, los 3 compa\u00f1eros estudiantes que fueron asesinados y los compa\u00f1eros heridos, todos por el narco gobierno mexicano y sus fuerzas represivas. Mientras tanto los malos gobiernos criminalizan la lucha social, la resistencia y la rebeld\u00eda, persiguiendo, acosando, desapareciendo, encarcelando y asesinando a hombres y mujeres cabales que luchan por causas justas.<\/li>\n<li>Mientras la destrucci\u00f3n alcanza todos los rincones del pa\u00eds, sin conocer l\u00edmites alejando la pertenencia a la tierra y a lo sagrado, el pueblo Wix\u00e1rika, junto con los comit\u00e9s en defensa de la vida y del agua del altiplano potosino han dado muestra de que se puede defender un territorio, su medio ambiente y equilibrios con base en reconocerse uno con la naturaleza, con una visi\u00f3n sagrada que renueva cada d\u00eda los v\u00ednculos ancestrales con la vida, la tierra, el sol y los antepasados, abarcando 7 municipios en el territorio sagrado ceremonial de Wirikuta en San Luis Potos\u00ed.<\/li>\n<li>Mientras los malos gobiernos deforman las pol\u00edticas del Estado en materia educativa poni\u00e9ndola al servicio de las corporaciones capitalistas para que \u00e9sta deje de ser un derecho, los pueblos originarios crean primarias, secundarias, bachilleratos y universidades con sistemas educativos propios, basados en la protecci\u00f3n de nuestra madre tierra, en la defensa territorial, en la producci\u00f3n, en las ciencias, en las artes, en nuestras lenguas y pese a que la mayor\u00eda de esos procesos crecen sin apoyo de ning\u00fan nivel del mal gobierno, est\u00e1 al servicio de todas y todos.<\/li>\n<li>Mientras los medios de comunicaci\u00f3n de paga, voceros de quienes prostituyen cada una de las palabras que difunden y enga\u00f1an manteniendo dormidos a los pueblos del campo y la ciudad, haciendo pasar por delincuentes a quienes piensan y defienden lo que es suyo y siempre son los malos, los v\u00e1ndalos, los inadaptados. En tanto que los que viven de la ignorancia y la enajenaci\u00f3n son los socialmente bien, y los que oprimen, reprimen, explotan y despojan son siempre los buenos, los que merecen ser respetados y gobernar para servirse. Y mientras eso pasa los pueblos han hecho medios propios de comunicaci\u00f3n ideando formas diversas para que la conciencia no sea opacada por la mentira que los capitalistas imponen, us\u00e1ndolos adem\u00e1s para fortalecer la organizaci\u00f3n de abajo, de donde nace cada palabra verdadera.<\/li>\n<li>Mientras la \u201cdemocracia\u201d representativa de los partidos pol\u00edticos se ha convertido en una burla a la voluntad popular, en la que los votos se compran y se venden como una mercanc\u00eda m\u00e1s y se manipula por la pobreza en la que los capitalistas mantienen a las sociedades del campo y de las ciudades, los pueblos originarios siguen cuidando y fortaleciendo formas de consensos y asambleas como \u00f3rganos de gobierno en las que la voz de todos y todas se hacen acuerdos profundamente democr\u00e1ticos, abarcando regiones enteras a trav\u00e9s de asambleas que versan en torno a los acuerdos de otras asambleas y estas a su vez surgen de la voluntad profunda de cada familia.<\/li>\n<li>Mientras los gobiernos imponen sus decisiones en beneficio de unos cuantos, suplantando la voluntad colectiva de los pueblos, criminalizando y reprimiendo a quien se oponga a sus proyectos de muerte que imponen sobre la sangre de nuestros pueblos como es el Nuevo Aeropuerto de la Ciudad de M\u00e9xico, fingiendo que consultan mientras imponen su muerte, los pueblos originarios tenemos los modos y las formas constantes de consulta previa, libre e informada por peque\u00f1a o grande que \u00e9sta sea.<\/li>\n<li>Mientras que con sus reformas privatizadoras los malos gobiernos entregan la soberan\u00eda energ\u00e9tica del pa\u00eds a los intereses extranjeros y los altos costos de la gasolina delatan la mentira capitalista que s\u00f3lo traza caminos para la desigualdad y la respuesta rebelde de los pueblos ind\u00edgenas y no ind\u00edgenas de M\u00e9xico, que los poderosos no podr\u00e1n ocultar ni callar; los pueblos hacemos frente y luchamos por detener la destrucci\u00f3n de nuestros territorios por el fracking, los parques e\u00f3licos, miner\u00eda, los pozos petroleros, gaseoductos y oleoductos en estados como Veracruz, Sonora, Sinaloa, Baja California, Morelos, Oaxaca, Yucat\u00e1n y todo el territorio nacional.<\/li>\n<li>Mientras los malos gobiernos imponen una alimentaci\u00f3n t\u00f3xica y transg\u00e9nica a todos los consumidores del campo y las ciudades, los pueblos Mayas mantienen una lucha incansable por detener la siembra de transg\u00e9nicos en la pen\u00ednsula de Yucat\u00e1n y en todo el pa\u00eds por conservar la riqueza gen\u00e9tica ancestral, que adem\u00e1s significa nuestra vida y organizaci\u00f3n colectiva y la base de nuestra espiritualidad.<\/li>\n<li>Mientras la clase pol\u00edtica s\u00f3lo destruye y promete, los pueblos construimos no para gobernar sino para existir con autonom\u00eda y libre determinaci\u00f3n.<\/li>\n<\/ol>\n<p>Nuestras resistencias y rebeld\u00edas constituyen el poder de abajo, no ofrecen promesas ni ocurrencias, sino procesos reales de transformaci\u00f3n radical en la que participan todas y todos y que son tangibles en las diversas y enormes geograf\u00edas ind\u00edgenas de esta naci\u00f3n. Es por eso que como Congreso Nacional Ind\u00edgena, reunidos en este V Congreso 43 pueblos de este pa\u00eds, ACORDAMOS <strong>nombrar un Concejo Ind\u00edgena de Gobierno con representantes hombres y mujeres de cada uno de los pueblos, tribus y naciones que lo integran. Y que este concejo se proponga gobernar este pa\u00eds. Y que tendr\u00e1 como voz a una mujer ind\u00edgena del CNI, o sea que tenga sangre ind\u00edgena y conozca su cultura. O sea que tiene como vocera a una mujer ind\u00edgena del CNI que ser\u00e1 candidata independiente a la presidencia de M\u00e9xico en las elecciones del a\u00f1o 2018.<\/strong><\/p>\n<p>Es por eso que el CNI como la Casa de Todos los Pueblos somos los principios que configuran la \u00e9tica de nuestra lucha y en la que caben todos los pueblos originarios de este pa\u00eds, esos principios en los que se aloja el Concejo Ind\u00edgena de Gobierno son:<\/p>\n<p>Obedecer y no mandar<br \/>\nRepresentar y no suplantar<br \/>\nServir y no servirse<br \/>\nConvencer y no vencer<br \/>\nBajar y no subir<br \/>\nProponer y no imponer<br \/>\nConstruir y no destruir<\/p>\n<p>Es lo que hemos inventado y reinventado no por gusto, sino como la \u00fanica forma que tenemos de seguir existiendo, es decir esos nuevos caminos sacados de la memoria colectiva de nuestras formas propias de organizaci\u00f3n, son producto de la resistencia y la rebeld\u00eda, del hacer frente cada d\u00eda a la guerra que no ha parado y que no ha podido acabar con nosotros. En esas formas no s\u00f3lo ha sido posible trazar el camino para la reconstituci\u00f3n integral de los pueblos, sino nuevas formas civilizatorias, esperanzas colectivas que se hacen comunitarias, municipales, regionales, estatales y que est\u00e1n dando respuestas precisas a problemas reales del pa\u00eds, lejos de la clase pol\u00edtica y su corrupci\u00f3n.<\/p>\n<p>Desde este V Congreso Nacional Ind\u00edgena llamamos a los pueblos originarios de este pa\u00eds, a los colectivos de la Sexta, a los trabajadores y trabajadoras, frentes y comit\u00e9s en lucha del campo y las ciudades, a la comunidad estudiantil, intelectual, art\u00edstica y cient\u00edfica, a la sociedad\u00a0 civil no organizada y a todas las personas de buen coraz\u00f3n a cerrar filas y pasar a la ofensiva, a desmontar el poder de arriba y reconstituirnos ya nos s\u00f3lo como pueblos, sino como pa\u00eds, desde abajo\u00a0 y a izquierda, a sumarnos en una sola organizaci\u00f3n en la que la dignidad sea nuestra palabra \u00faltima y nuestra acci\u00f3n primera. Los llamamos a organizarnos y parar esta guerra, a no tener miedo a construirnos y sembrarnos sobre las ruinas dejadas por el capitalismo.<\/p>\n<p>Es eso lo que nos demanda la humanidad y nuestra madre que es la tierra, en ello encontramos que es el tiempo de la dignidad rebelde y que materializaremos convocando a una asamblea constitutiva del Concejo Ind\u00edgena de Gobierno para M\u00e9xico en el mes de Mayo de 2017 y desde este momento tenderemos puentes a los compa\u00f1eros y compa\u00f1eras de la sociedad civil, los medios de comunicaci\u00f3n y los pueblos originarios para hacer retemblar en sus centros la tierra, vencer el miedo y recuperar lo que es de la humanidad, de la tierra y de los pueblos, por la recuperaci\u00f3n de los territorios invadidos o destruidos, por la presentaci\u00f3n de los desaparecidos del pa\u00eds, por la libertad de todas y todos los presos pol\u00edticos, por la verdad y la justicia para los asesinados, por la dignidad del campo y de la ciudad. It is time to go on the offensive and this is the agreement that we have laid out for how to do so, from our perspective as individuals, as communities, as originary peoples, and as the National Indigenous Congress [CNI]. It is time for dignity to govern this country and this world and for democracy, liberty, and justice to flourish in its step.<\/p>\n<p>We are announcing here that during the second phase of the Fifth National Indigenous Congress we meticulously analyzed the results of the consultation process that we held among our peoples during the months of October, November, and December of 2016. In that process, we issued agreements from communal<em>, ejidal<\/em>, collective, municipal, inter-municipal and regional assemblies in all of the ways, forms, and languages that represent our peoples in the geography of this country, once again bringing us to understand and confront, with dignity and rebellion, the situation that we face in our country and the world.<\/p>\n<p>We appreciate the messages of support, hope, and solidarity that came from intellectuals, collectives, and peoples in response to our proposal entitled \u201cLet the Earth Tremble at its Core,\u201d which we made public during the first phase of the Fifth National Indigenous Congress. We also acknowledge the critical voices, many of them making fundamentally racist arguments, that expressed indignant and contemptuous rage at the idea that an indigenous woman would aspire not only to contend for presidential election, but would propose to truly change, from below, this broken country.<\/p>\n<p>To all of them, we say that the earth indeed has trembled, and we along with her, and that we intend to shake the conscience of the entire nation, and that, in fact, we intend for indignation, resistance and rebellion to be present as an option on the electoral ballots of 2018. But we also say that it is not at all our intention to compete with the political parties or with the political class who still owe this country so much. They owe us for every death, disappearance, and imprisonment, and every dispossession, repression, and discrimination. Do not mistake our intentions. We do not plan to compete against them, because we are not the same as they are. Unlike them, we are not filled with lies and perverse words. We are instead the collective word of below and to the left, that which shakes the world and makes it tremble with epicenters of autonomy, and which makes us so proudly different from them that:<\/p>\n<ol>\n<li>While the country is submerged in fear and terror born from the thousands of dead and disappeared, in the municipalities of the mountains and the coast of Guerrero our peoples have created conditions of real security and justice. In Santa Mar\u00eda Ostula, Michoac\u00e1n, the Nahua people have united with other indigenous communities to ensure that security remains in the hands of the people. The epicenter of the resistance there is the communal assembly of Ostula, the guarantor of the ethic of a movement that has already permeated the municipalities of Aquila, Coahuayana, Chinicuila, and Coalcom\u00e1n. In the Pur\u00e9pecha plateau, the community of Cher\u00e1n has demonstrated that by organizing to eliminate the politicians from their bad government structure and by exercising their own forms of security and government they could not only construct justice, but also, as in other geographies across this country, they showed that only from below, from rebellion, can a new social pact be constructed that is autonomous and just. And we have not and will not stop constructing from below the truth and justice denied to the 43 disappeared students from the teacher\u2019s college of Ayotzinapa, Guerrero, the 3 student <em>compa\u00f1eros<\/em> who were murdered, and their <em>compa\u00f1eros<\/em> who were injured, all by the Mexican narco-government and its repressive forces. Meanwhile, all levels of the bad governments criminalize social struggle and resistance and rebellion, persecuting, accusing, disappearing, imprisoning, and murdering the men and women who struggle for just causes.<\/li>\n<li>While destruction reaches every corner of the country, knowing no limits and distancing people from their land and from that which is sacred, the Wix\u00e1rika people, together with the committees in defense of life and water from the <em>Potosino<\/em> <em>altiplano,<\/em> have shown that they can defend a territory and their environment and can create an equilibrium based in an identification with nature, with a sacred vision that recreates, every day, the ancestral links with life, land, the sun, and the ancestors, reaching across 7 municipalities in the sacred ceremonial territory of Wirikuta in San Luis Potos\u00ed.<\/li>\n<li>While the bad governments deform State policies on education, placing education at the service of capitalist corporations such that it ceases to be a right, the originary peoples create primary schools, secondary schools, high schools and universities with their own educational systems, based in the protection of our mother earth, in defense of territory, in production, in the sciences, in the arts, and in our languages. Despite the fact that the majority of these processes grow without the support of any level of the bad government, these institutions are meant to serve everyone.<\/li>\n<li>Meanwhile, the paid media \u2013 spokespeople for those who prostitute every one of the words that they circulate and fool the people in the country and the city so that they don\u2019t wake from their slumber \u2013 criminalize those who think and defend what is theirs, making them out to be delinquents, vandals, and misfits, while those who benefit from ignorance and alienation are the ones with high social status. Those who oppress, repress, exploit and dispossess are always made out to be the good guys, the ones who deserve to be respected and allowed to govern so that they can serve themselves. While all of this is happening, the communities have made their own media, creating ideas in different ways so that conscience cannot be overshadowed by the lies that the capitalists impose, and instead using them to strengthen organization from below, where every true word is born.<\/li>\n<li>While the representative \u201cdemocracy\u201d of the political parties has been converted into a parody of the popular will, where votes are bought and sold like any other commodity and poverty is used to manipulate people so that the capitalists can maintain the division between the people of the countryside and the city, the originary peoples continue to care for and strengthen their forms of consensus and to cultivate assemblies as organs of government where through the voice of everyone together profoundly democratic agreements are made, across entire regions, through assemblies that articulate with agreements of other assemblies, which themselves emerge from the profound will of each family.<\/li>\n<li>While the governments impose their decisions to benefit the few, supplanting the popular will of the people and criminalizing and repressing whoever opposes their projects of death which they impose at the cost of the blood of our peoples\u2014such as the New Airport of Mexico City, pretending to consult them while actually imposing death\u2014we originary peoples have consistent ways and forms for free, prior and informed consent, however small or large that may be.<\/li>\n<li>While the bad governments hand energy sovereignty over to foreign interests through privatization, and the high cost of gasoline reveals the face of capitalism which in fact only opens a road toward inequality and the rebellious response of the indigenous and non-indigenous peoples of Mexico, the powerful can neither hide nor silence this rebellion. We peoples unite and fight to stop the destruction of our territories through fracking, wind farms, mining, oil wells, and gas and oil pipelines in the states of Veracruz, Sonora, Sinaloa, Baja California, Morelos, Oaxaca, Yucat\u00e1n and the entire national territory.<\/li>\n<li>While the bad governments impose their toxic and genetically modified food on consumers across the countryside and in the cities, the Mayan people continue their indefatigable struggle to stop the planting of genetically modified seed on the Yucatan peninsula and across the country in order to conserve the ancestral genetic wealth that also symbolizes our life and collective organization and is the basis for our spirituality.<\/li>\n<li>While the political class only destroys and makes empty promises, we peoples build, not only in order to govern but also in order to exist with autonomy and self-determination.<\/li>\n<\/ol>\n<p>Our resistances and rebellions constitute the power of below. We don\u2019t offer empty promises or actions, but rather real processes for radical transformation where everyone participates and which are tangible in the diverse and enormous indigenous geographies of this nation. This is why, as the National Indigenous Congress, which brings together 43 peoples of this country in this Fifth Congress, WE AGREE <strong>to name an Indigenous Governing Council with men and women representatives from each one of the peoples, tribes, and nations that make up the CNI. This council proposes to govern this country. It will have an indigenous woman from the CNI as its spokesperson, which is to say a woman who has indigenous blood and who knows her culture, and this indigenous woman spokesperson from the CNI will be an independent candidate for the presidency of Mexico in the 2018 elections. <\/strong><\/p>\n<p>That is why we, the CNI, as the Home for All Indigenous Peoples, are also the principles that configure the ethic of our struggle. In these principles there is room for all of the originary peoples of this country. Those principles that house the Indigenous Governing Council are:<\/p>\n<p>To obey, not command<\/p>\n<p>To represent, not supplant<\/p>\n<p>To serve others, not serve oneself<\/p>\n<p>To convince, not defeat<\/p>\n<p>To go below, not above<\/p>\n<p>To propose, not impose<\/p>\n<p>To construct, not destroy<\/p>\n<p>This is what we have invented and reinvented, not simply because we want to, but because it is the only way that we have to continue existing \u2013 by following new paths forged from the collective memory of our own forms of organization and that are the product of resistance and rebellion, in order to confront, every day, the war that has not ended and yet has not been able to do away with us. Using these forms it has not only been possible for us to build a path toward the full reconstitution of our peoples, but also toward new civilizational forms. In other words, it has been possible to build collective hope that is transformed into communities, municipalities, regions, states, and which is able to respond precisely to the real problems that the country is facing, far away from the political class and their corruption.<\/p>\n<p>From this Fifth National Indigenous Congress, we call on the originary peoples of this country, the collectives of the Sixth, the workers, the coalitions and committees who struggle in the countryside and the city, the students, intellectuals, the artists, and scientists, the elements of civil society that are not organized, as well as all good-hearted people to close ranks and go on the offensive. We call on you to dismantle the power of above and to reconstitute ourselves now from below and to the left, not only as peoples but as a country. We make a call to come together in a single organization where dignity will be our final word and our first action. We call on all of you to organize with us to stop this war, and to not be afraid to build ourselves and sow our seeds on the ruins left by capitalism.<\/p>\n<p>This is what humanity and our mother earth demand of us. It is the time for rebellious dignity. We will make this a material reality by convoking a constituent assembly of the Indigenous Governing Council for Mexico in the month of May 2017. From there we will build bridges toward the <em>compa\u00f1eros<\/em> and <em>compa\u00f1eras<\/em> of civil society, the media, and the originary peoples in order to make the earth tremble at its core, to overcome fear and recuperate what belongs to humanity, what belongs to the earth and what belongs to the peoples. We do this so that we can recuperate the territories that have been invaded or destroyed, so that the disappeared of this country can be returned, so that all political prisoners are freed, so that there can be truth and justice for all of those who have been murdered, so that there can be dignity for the countryside and the city.
