Parte de guerra y de resistencia # 44<\/strong><\/p>\n Sucede que este pa\u00eds no es el mismo desde hace dos a\u00f1os en que el mal gobierno cometi\u00f3 uno de sus peores cr\u00edmenes al desaparecer a 43 j\u00f3venes ind\u00edgenas estudiantes de la escuela normal rural Ra\u00fal Isidro Burgos de Ayotzinapa, Guerrero. Este hecho nos hizo darnos cuenta de la profunda oscuridad en la que nos encontramos, y agit\u00f3 el coraz\u00f3n y el esp\u00edritu individual y colectivo haciendo que se iluminara la noche con la rabia, con el dolor y con la esperanza que encarnan ahora los familiares y compa\u00f1eros de los 43, y que brilla en el rostro de millones de personas en todas las geograf\u00edas del M\u00e9xico y del mundo de abajo, y de la sociedad civil internacional solidaria y consciente.<\/p>\n Como barrios, tribus, naciones y pueblos originarios que somos, miramos y hacemos palabra nuestra mirada, ahora como antes, desde el coraz\u00f3n colectivo que somos.<\/p>\n Desde las geograf\u00edas y calendarios de abajo, donde se dibujan los espejos de los que somos el Congreso Nacional Ind\u00edgena con nuestras resistencias, rebeld\u00edas y autonom\u00edas; desde los confines y rumbos donde somos y entendemos el mundo los pueblos originarios, es decir, las geograf\u00edas antiguas desde donde no dejamos de ver, entender y resistir a esa misma violenta guerra que los poderosos implementan en contra de todos y todas, quienes sufrimos y resistimos desde lo que somos con un rostro individual o colectivo, miramos y hacemos palabra nuestra el rostro de los 43 ausentes recorriendo los rincones de este pa\u00eds en busca de verdad y de justicia, el rostro que se dibuja con otros millones de rostros y que nos muestra en medio de la noche los rumbos sagrados, porque sagrados son el dolor y la esperanza. Ese rostro colectivo que se multiplica y mira las geograf\u00edas de resistencia y rebeld\u00eda.<\/p>\n <\/p>\n La desaparici\u00f3n de los 43 estudiantes de Ayotzinapa sigue en la impunidad, y buscar la verdad en medio de la pudrici\u00f3n del poder es esculcar en lo peor de este pa\u00eds, en el cinismo y perversi\u00f3n de la clase pol\u00edtica, que no s\u00f3lo sigue simulando buscar a los compa\u00f1eros desaparecidos, sino que ante las crecientes evidencias que demuestran la culpabilidad del narco-estado terrorista, se premia a los responsables de mentir y tratar de deformar a\u00fan m\u00e1s la verdad \u2012como es el cambio de Tom\u00e1s Zer\u00f3n, responsable de sembrar supuestas pruebas de su mentira hist\u00f3rica en el basurero de Cocula, a la Secretar\u00eda T\u00e9cnica del Consejo Nacional de Seguridad\u2012 dando una vez m\u00e1s cuenta de la naturaleza criminal del mal gobierno.<\/p>\n A la mentira, la simulaci\u00f3n y la impunidad, el mal gobierno suma los atropellos e injusticias contra quienes se han solidarizado y manifestado en apoyo a la lucha de los familiares y compa\u00f1eros de los 43, como el joven Luis Fernando Sotelo Zambrano, solidario siempre con las luchas de los pueblos originarios \u2013como las de Cher\u00e1n, la tribu Yaqui, los ind\u00edgenas presos, las comunidades zapatistas-, a quien un juez ha condenado a 33 a\u00f1os y 5 meses por el s\u00e9xtuple delito de ser joven, ser estudiante, ser pobre, ser solidario, ser rebelde y ser consecuente.<\/p>\n Esto miramos cuando miramos hacia quien arriba es Poder: para quien asesina, encubre y miente, premios y protecci\u00f3n; para quien se indigna y protesta contra la injusticia, golpes y c\u00e1rcel.<\/p>\n -*-<\/p>\n En el sur, la lucha de los pueblos en defensa de sus territorios en contra de caciques y empresas, se disuelve con la lucha por la seguridad y la justicia en contra de las bandas de la delincuencia organizada, cuya \u00edntima relaci\u00f3n con toda la clase pol\u00edtica es la \u00fanica certeza que, como pueblo, tenemos hacia cualquier \u00f3rgano del estado.<\/p>\n La formaci\u00f3n de grupos de choque que act\u00faan contra las movilizaciones permean los pueblos y el gobierno juega a generar conflictos que incendien los tejidos internos. Es decir, trata de hacer espejos de su guerra sembrando discordia en las comunidades y apostando a la destrucci\u00f3n en las fibras m\u00e1s sensibles. Nada m\u00e1s explosivo y peligroso para esta naci\u00f3n.<\/p>\n En el occidente, las luchas por la tierra, la seguridad y la justicia se dan en medio de la administraci\u00f3n de los c\u00e1rteles de la droga, que el estado disfraza de combate a la delincuencia o de pol\u00edticas de desarrollo. En cambio, los pueblos que han resistido e incluso abatido la delincuencia mediante la organizaci\u00f3n desde abajo, deben luchar por los intentos permanentes de los malos gobiernos para lograr que el crimen organizado, y los partidos pol\u00edticos de su preferencia, se adue\u00f1en nuevamente de los territorios mediante formas diversas.<\/p>\n La organizaci\u00f3n aut\u00f3noma de las comunidades, sus luchas irrenunciables por los lugares sagrados y tierras ancestrales no cesan. La defensa de nuestra madre no se negocia. Estamos atentos a la lucha de la comunidad Wix\u00e1rika de Wauta- San Sebasti\u00e1n Teponahuaxtl\u00e1n por la recuperaci\u00f3n de cerca de 10 mil hect\u00e1reas aleda\u00f1as al poblado de Huajimic, Nayarit, donde, pese a demostrar su derecho en tribunales agrarios, las autoridades judiciales han sido omisas; y los malos gobiernos hacen de las falsas geograf\u00edas oficiales que dividen los estados, un pretexto para incentivar el despojo a los pueblos originarios. Al pueblo Wix\u00e1rika, en su rebeld\u00eda y autonom\u00eda le decimos: estamos con ustedes.<\/p>\n En el norte, donde persisten luchas por el reconocimiento de los territorios, las amenazas mineras, los despojos agrarios, el robo de recursos naturales y el sometimiento de las resistencias por narco paramilitares, los pueblos originarios siguen construy\u00e9ndose a diario.<\/p>\n Los pueblos originarios de las tribus del norte, donde la naci\u00f3n Siux teje sus propias geograf\u00edas que van m\u00e1s all\u00e1 que las falsas geograf\u00edas oficiales que los sit\u00faan en otro pa\u00eds \u2012pero que para nosotros somos hijos de la misma madre\u2012, est\u00e1n resistiendo a la invasi\u00f3n de sus tierras sagradas, cementerios y centros de oraci\u00f3n para la construcci\u00f3n de oleoductos por parte de la empresa Energy Transfer Partners, que pretende transportar por sus territorios el petr\u00f3leo obtenido mediante el fracking de la regi\u00f3n Bakken, en Dakota del Norte, lo que ha motivado la solidaridad y uni\u00f3n de los pueblos originarios del norte. A ellos les decimos que su rabia es la nuestra y como Congreso Nacional Ind\u00edgena alzamos y alzaremos la voz junto con ustedes. Su digna lucha es nuestra tambi\u00e9n.<\/p>\n En la pen\u00ednsula, los pueblos mayas se resisten a desaparecer por decreto, defendiendo sus tierras del ataque de empresarios tur\u00edsticos e inmobiliarios, donde la proliferaci\u00f3n de guardias blancas opera con impunidad para despojar a los pueblos, la invasi\u00f3n por la agroindustria transg\u00e9nica amenaza la existencia de los pueblos mayas y la inmundicia de los magnates que se adue\u00f1an de los territorios agrarios, vestigios culturales arqueol\u00f3gicos e incluso la identidad ind\u00edgena, pretende convertir a un pueblo tan vivo como la extensi\u00f3n de su lengua, en fetiches comerciales. Los pueblos que luchan contra las altas tarifas de luz son perseguidos y criminalizados.<\/p>\n En el centro, los proyectos de infraestructura, autopistas, gaseoductos, acueductos, fraccionamientos, se est\u00e1n imponiendo de forma violenta y los derechos humanos se ven cada vez m\u00e1s difusos y lejanos en las leyes impuestas. La criminalizaci\u00f3n, cooptaci\u00f3n y divisi\u00f3n dibuja la estrategia de los grupos poderosos, cercanos todos de manera corrupta y obscena al criminal que cree gobernar este pa\u00eds, Enrique Pe\u00f1a Nieto.<\/p>\n En el oriente del pa\u00eds, la violencia, el fracking, las mineras, el tr\u00e1fico de migrantes, la corrupci\u00f3n y demencia gubernamental son la corriente contra la lucha de los pueblos, en medio de regiones enteras tomadas por violentos grupos delincuenciales orquestados desde altos niveles de gobierno.<\/p>\n Al igual como lo ha hecho el magisterio en lucha, los pueblos originarios hemos buscado di\u00e1logos con el mal gobierno en nuestras demandas urgentes de respeto a los territorios, de presentaci\u00f3n de los desaparecidos, de liberaci\u00f3n de los presos, de justicia para los asesinados, de que salga la polic\u00eda o los militares de nuestras tierras o de nuestras exigencias de seguridad y justicia, pero siempre el gobierno se niega hasta que detienen a nuestros voceros en todo el pa\u00eds, el ej\u00e9rcito dispara contra los ni\u00f1os en Ostula, las m\u00e1quinas destruyen las casas de quienes resisten en Xochicuautla, los federales disparan contra el pueblo digno que acompa\u00f1a a los maestros en Nochixtl\u00e1n. Los malos gobiernos hacen como que dialogan y simulan durante a\u00f1os acuerdos con el pueblo Wix\u00e1rika para lograr la restituci\u00f3n pac\u00edfica de su territorio, mientras configuran un reordenamiento violento de la regi\u00f3n.<\/p>\n Y el gobierno platica como si no hubiera pasado nada y ofrece voluntad de ceder, siempre que ambas partes acuerden. El gobierno cede una parte de lo que acaba de destruir, libera a un preso, indemniza a la familia del asesinado, finge estar buscando a los desaparecidos. Y a cambio pide a los pueblos ceder su patrimonio colectivo, que es su dignidad, su organizaci\u00f3n aut\u00f3noma y su territorio.<\/p>\n En varias geograf\u00edas de nuestro pa\u00eds estamos recurriendo a las consultas cuando decimos que no queremos sus minas, sus e\u00f3licos, sus transg\u00e9nicos, sus presas y exigimos que deber\u00eda preguntarse a los pueblos, pero el mal gobierno siempre responde fingiendo que \u201cconsulta c\u00f3mo consultar si consulta o no la forma de la consulta\u201d (o algo as\u00ed), que est\u00e1 llena de simulaci\u00f3n, suplantaci\u00f3n de nuestra palabra, manipulaci\u00f3n y cooptaci\u00f3n de nuestra gente, de amenazas y represi\u00f3n. Y as\u00ed hasta que dice que ya estuvo y que ya dijimos que s\u00ed queremos sus proyectos de muerte, o que estamos divididos y debe atender a todas las posiciones.<\/p>\n Y mientras pretenden mantenernos quietos en su agenda mentirosa y las ongs \u201cexpertas\u201d en \u201cconsultas\u201d engrosan sus bolsillos, avanzan m\u00e1s r\u00e1pido para concretar \u2012antes de siquiera empezar la supuesta consulta\u2012 el robo del agua del r\u00edo yaqui, que las mineras y sus desechos destruyan Wirikuta, que los e\u00f3licos invadan todo el Istmo y que los transg\u00e9nicos se impongan en la Riviera Maya.<\/p>\n Los rumbos del mundo son nuestras geograf\u00edas y en ellos nos encontramos y reconocemos, porque sabemos que la lucha no es de hoy ni para hoy, no luchamos por poder ni folclor que ofrecen campa\u00f1as mentirosas, sino por tejer y retejer lo que somos, fuimos y seremos como pueblos originarios.<\/p>\n Los rostros de los 43 ausentes y la tenacidad de sus familiares y compa\u00f1eros, son los otros 43 partes de guerra y resistencia. A ellas y ellos se suman los dolores, las rabias, las resistencias de los pueblos originarios y las rebeld\u00edas de millones en todo M\u00e9xico y el mundo.<\/p>\n Y le siguen los partes de guerra y resistencia de lo otro perseguido y estigmatizado, de las mujeres violentadas, desaparecidas y asesinadas, de la infancia convertida en mercanc\u00eda, de la juventud criminalizada, del trabajo explotado, de la rebeld\u00eda perseguida, de la naturaleza mancillada, de la humanidad adolorida.<\/p>\n Con toda esa humanidad, con esta tierra que somos, hoy reiteramos que la verdad y la justicia son una demanda irrenunciable y que el castigo a los culpables, a todos los culpables, nacer\u00e1 de la lucha de abajo, donde, ahora m\u00e1s que nunca y como pueblos originarios del Congreso Nacional Ind\u00edgena, sabemos que no cabe rendirse, ni venderse, ni claudicar.<\/p>\n \u00a1Verdad y Justicia para Ayotzinapa!<\/p>\n \u00a1Libertad para Luis Fernando Sotelo Zambrano!<\/p>\n \u00a1Libertad a tod@s l@s pres@s pol\u00edtic@s!<\/p>\n Por la reconstituci\u00f3n integral de nuestros pueblos<\/p>\n Nunca M\u00e1s Un M\u00e9xico Sin Nosotros.<\/p>\n Congreso Nacional Ind\u00edgena.<\/p>\n Ej\u00e9rcito Zapatista de Liberaci\u00f3n Nacional.<\/p>\n M\u00e9xico, septiembre del 2016.<\/p>\n [:en]To the peoples of the world: War and Resistance Dispatch #44<\/strong><\/p>\n And what about the other 43? And the ones that follow?<\/p>\n This country has not been the same since the bad government committed one of its most heinous crimes in disappearing 43 young indigenous students of the teaching college Ra\u00fal Isidro Burgos in Ayotzinapa, Guerrero, two years ago. This event forced us to acknowledge the profound darkness in which we find ourselves today, stirring our individual and collective hearts and spirit. The rage, pain, and hope embodied in the families and compa\u00f1eros of the 43 illuminate that darkness and shine on the faces of millions of people of every geography below in Mexico and around the world, as well as among a conscientious international civil society in solidarity.<\/p>\n As originary barrios, tribes, nations, and peoples, we begin from the collective heart that we are and turn our gaze into words.<\/p>\n From the geographies and calendars below that reflect the resistances, rebellions, and autonomies of those of us who make up the National Indigenous Congress; from the places and paths from where we as originary peoples see and understand the world: from the ancient geographies within which we have never ceased to see, understand, and resist this same violent war that the powerful wage against all of us who suffer and resist with all of our individual or collective being: we use our gaze and our words to take as our own the faces of the 43 disappeared which travel through every corner of the country in search of truth and justice, faces that are reflected in millions of others and that show us, in the dark of night, the way of the sacred, because pain and hope are sacred. That collective face multiplies and focuses its gaze on the geographies of resistance and rebellion.<\/p>\n From the Geographies of Below<\/strong><\/p>\n The disappearance of the 43 students from Ayotzinapa lives on in impunity. To search for truth from within the putrefaction of power is to search within the worst of this country, in the cynicism and perversion of the political class. The political class not only continues to pretend to keep up the search for the disappeared compa\u00f1eros, but, in the face of growing evidence pointing to the culpability of the terrorist narco-state, it actually rewards those in charge of lying and distorting the truth. This is what they did in moving Tom\u00e1s Zer\u00f3n [ex-head of the Attorney General\u2019s Criminal Investigation Agency]\u2014the person responsible for planting false evidence to back up his historical lie about the Cocula garbage dumpi\u2014to Technical Secretary of the National Security Council. It is one more confirmation of the criminal nature of the bad government.<\/p>\n On top of lies, deceit, and impunity, the bad government heaps abuses and injustices against those who have shown solidarity with and support for the struggle of the families and compa\u00f1eros of the 43. This includes Luis Fernando Sotelo Sambrano, a young person who has always been supportive of originary peoples\u2019 struggles, including that of Cher\u00e1n, of the Yaqui Tribe, of indigenous prisoners, and of the Zapatista communities. He has been sentenced by a judge to 33 years and 5 months for the sextuple crime of being young, poor, a student, in solidarity, rebellious, and a person of integrity. _*_<\/p>\n When we look toward:<\/p>\n The south<\/strong>: the peoples\u2019 struggle in defense of their territories against political bosses and large companies is dissolved by the struggle for security and justice against organized crime cartels whose intimate relationship with the entire political class is the only certainty that we as a people have about any state body.<\/p>\n The formation of shock troops that attack citizen protests have permeated towns and villages, and the government purposely generates conflicts that destroy the internal fabric of a community. That is, the government tries to create mirrors of its own war by sowing conflict in the communities and betting on the destruction of the most sensitive parts of the social fabric. There is nothing more dangerous and explosive for this nation than this practice.<\/p>\n The west<\/strong>: the struggles for land, security, and justice occur in the midst of administrative management for the drug cartels, disguised by the state as crime-fighting initiatives or development policies. On the other hand, the peoples who have resisted and even combatted criminal activity through organization from below have to struggle against constant attempts by the bad government to reestablish territorial control by organized crime cartels\u2014and their respective preferred political parties.<\/p>\n The autonomous organization of the communities and their unwavering struggles for sacred sites and ancestral lands do not cease. The defense of our Mother Earth is not negotiable. We are watching the struggle of the Wix\u00e1rika community of Wauta-San Sebasti\u00e1n Teponahuaxtl\u00e1n for the recovery of almost ten thousand hectares bordering the town of Huajimic, Nayarit. There, despite the fact that the community has established their rights in agrarian courts, the judicial authorities have been remiss. The bad governments use the false official geographies that divide the states as a pretext to incentivize the displacement of indigenous peoples. To the Wix\u00e1rika people, with regard to their rebellion and autonomy, we say: we are with you.<\/p>\n The north<\/strong>: where the struggles for recognition of territorial rights continue against threats by mining companies, agrarian displacement, the theft of natural resources, and the subjugation of resistance by narco-paramilitaries, the originary peoples continue to make and remake themselves every day.<\/p>\n Among the originary peoples of the tribes of the north, the Sioux nation weaves its own geographies that go beyond the false official geographies that locate them in another country; for us, we are all children of the same mother. They are resisting the invasion of their sacred lands, cemeteries, and ceremonial sites by an oil pipeline under contruction by the company Energy Transfer Partners. That company intends to transport oil obtained through fracking in the Bakken region in North Dakota through their territories. This struggle has generated solidarity and unity among the originary peoples of the north. To them we say that their rage is ours, and as the National Indigenous Congress, we raise our voice with them and will continue to do so. Their dignified struggle is also ours.<\/p>\n The peninsula<\/strong>: The Mayan peoples resist the attempt to disappear them by decree, defending their territories against attack by tourism and real estate interests. A proliferation of hired hitmen operate in impunity to displace the indigenous peoples. The agroindustry of genetically modified organisms threatens the existence of the Mayan peoples, and those magnates, with vile dishonesty, take over agrarian territories, cultural and archeological sites, and even indigenous identity itself, trying to convert a vital people into a commercial fetish. The communities who struggle against the high electricity costs are persecuted and criminalized.<\/p>\n The center<\/strong> [of the country]: Infrastructure projects including highways, gas pipelines, oil pipelines, and residential developments are being imposed through violent means and human rights are increasingly vague and removed in the law applied. Powerful groups use strategies of criminalization, cooptation, and division, all of them close\u2014in corrupt and obscene ways\u2014to that criminal who thinks he governs this country: Enrique Pe\u00f1a Nieto.<\/p>\n In the east<\/strong> of the country, violence, fracking<\/em>, mining, migrant trafficking, corruption, and government madness are the currents that run against the struggle of the peoples, all playing out in the midst of entire regions taken over by violent criminal groups controlled from the highest levels of government.<\/p>\n From Dialogue to Betrayal<\/strong><\/p>\n Just as the teachers in struggle have done, we as originary peoples have sought dialogue with the bad government regarding our urgent demands for respect of our territories, the return of the disappeared, the freeing of prisoners, justice for those killed, the removal of the police or military from our lands, and our own security and justice, but the government has refused. Instead, it has arrested our spokespeople all over the country; the army has fired on children in Ostula; bulldozers have destroyed the homes of those who resist in Xochicuautla, and federal police have shot at the dignified community accompanying the teachers in Nochixtl\u00e1n. The bad governments pretend to dialogue; they simulated interest in agreements with the Wix\u00e1rika people for years in order to pacify the territory while they planned a violent reordering of the region.<\/p>\n Later the government talks like nothing has happened and offers its willingness to make concessions, as long as both parties come to an agreement. Then the government cedes one small part of what it has just destroyed, frees one prisoner, pays damages to the family of one murder victim, and pretends to look for the disappeared. In exchange it asks the originary peoples to cede their collective patrimony\u2014their dignity, their autonomous organization, and their territory.<\/p>\n In various geographies across our country we are holding referendums where we say that we don\u2019t want their mines, their oil pipelines, their GMOs, their dams, and we demand that they consult the people. But the bad government always responds by pretending \u201cto consult as to how to consult on whether to or not to consult on the form of the consultation\u201d (or something like that), what is really a calculated simulation, the erasure of our voice, the manipulation and cooptation of our people, as well as threats and repression. And so it goes until they say it\u2019s done; they proclaim that we agreed to their death projects or that we were divided and they must thus attend to all points of view.<\/p>\n Meanwhile, as they try to keep us quiet with their deceitful consultation agenda and while the NGOs that are \u201cexperts\u201d in \u201cconsultation\u201d fatten their wallets, they race ahead to concretize\u2014before the supposed consultation has even begun\u2014the theft of the water from the Yaqui River, the destruction of Wirikuta through mining concessions, the construction of oil pipelines that invade the entire Isthmus, and the GMOs imposed in the Riviera Maya.<\/p>\n Our geographies are the paths of the world; this is where we will meet and recognize each other, because we know that the struggle is not just today nor is it just for today. We do not struggle for power or the folklore offered by deceitful campaigns, but rather to weave and reweave what we are, what we were, and what we will be as originary peoples.<\/p>\n The face of the 43 missing and the tenacity of their families and compa\u00f1eros are the other 43 dispatches on war and resistance. To them we add the pain, rage, and resistance of the originary peoples and the rebellions of millions all over Mexico and around the world.<\/p>\n On top of that we add the dispatches of war and resistance from the other who is persecuted and stigmatized, women who have been abused, disappeared, and murdered, children made into commodities, young people criminalized, nature disgraced, humanity in pain.<\/p>\n We reiterate today, alongside that humanity, along with this earth that we are, that truth and justice are an inalienable demand and that punishment for the culpable\u2014all of those responsible\u2014will be born from the struggle from below.
