Ante la cobarde traici\u00f3n a la comunidad ind\u00edgena \u00d1atho de San Francisco Xochicuautla, municipio de Lerma en el Estado de M\u00e9xico para imponer el proyecto carretero Toluca Naucalpan \u00a0y el atentado sufrido por polic\u00edas comunitarios de Ostula, municipio de Aquila, Michoac\u00e1n, como Congreso Nacional Ind\u00edgena nos declaramos en alerta m\u00e1xima y llamamos a los pueblos, organizaciones y personas solidarias a estar atentos y acudir al llamado realizado por la comunidad de Xochicuautla. \u00a0<\/span><\/p>\n

Denunciamos que:<\/span><\/p>\n

El lunes 11 de abril alrededor de las 9 de la ma\u00f1ana comenzaron a llegar m\u00e1s de 1000 polic\u00edas estatales de la Comisi\u00f3n Estatal de Seguridad Ciudadana (CES) y las Fuerzas de Acci\u00f3n y Reacci\u00f3n (FAR), entrando por 3 lados de la comunidad, la colonia Buenavista, por la calle Cuauht\u00e9moc para llegar al paraje \u201cLampeni\u201d y en el paraje \u201cLapondishi\u201d donde se encontraba el Campamento de la Paz y la Digna Resistencia y que fue destruido por los polic\u00edas.<\/span><\/p>\n

En el paraje \u201cLampeni\u201d el compa\u00f1ero Armando Garc\u00eda Salazar, t\u00edo de David Ru\u00edz Garc\u00eda, delegado del Congreso Nacional Ind\u00edgena y asistente a la compartici\u00f3n entre el CNI y el EZLN de agosto de 2014 llevado a cabo en La Realidad zapatista, ten\u00eda su casa y el patrimonio de sus hijos. Dentro de la casa se reunieron alrededor de 25 personas para defender la propiedad, en su mayor\u00eda mujeres y con lujo de violencia las desalojaron, empujando y tirando a la compa\u00f1era Isabel Hern\u00e1ndez de 64 a\u00f1os quien forma parte del Concejo Supremo Ind\u00edgena y que en ese momento ten\u00eda en brazos a una ni\u00f1a.<\/span><\/p>\n

Acompa\u00f1ados de polic\u00edas le fue entregado al compa\u00f1ero Armando un papel en donde le informaban que su casa estaba en propiedad federal y la ten\u00edan que destruir, tambi\u00e9n le mostraron el decreto expropiatorio sobre el cual se gan\u00f3 un amparo.<\/span><\/p>\n

Sin mediar m\u00e1s palabras y a empujones sacaron de la casa a quienes estaban dentro, sacando tambi\u00e9n las pertenencias que se encontraban en el primer piso, quedando dentro documentos, ropa y herramientas de trabajo.<\/span><\/p>\n

Nuevamente el mal gobierno demuestra que las leyes que dice representar o el supuesto estado de derecho no son mas que herramientas de despojo que cumple siempre y cuando est\u00e1n est\u00e9n en contra de los pueblos. El despojo y represi\u00f3n viola la suspensi\u00f3n otorgada en los amparos 1123\/2015 y 771\/2015 que fueron otorgados el 18 de febrero de 2016 y que el juzgado notific\u00f3 a la mayor\u00eda de autoridades el 23 de febrero, incluida SAASCAEM, que es la instituci\u00f3n a la que se le otorg\u00f3 el territorio de Xochicuautla en el decreto expropiatorio.<\/span><\/p>\n

En tanto que en la noche del pasado\u00a0 domingo 10 fueron atacados compa\u00f1eros miembros de la polic\u00eda comunitaria de de Santa Mar\u00eda Ostula, en las inmediaciones de la localidad de San Juan de Alima, Michoac\u00e1n, cuando desde un autom\u00f3vil en movimiento fue asesinado el comunero Francisco Grajeda y herido el comunero Abraham Gir\u00f3n, quien adem\u00e1s es comisionado de la comunidad para el Congreso Nacional Ind\u00edgena y participante en la compartici\u00f3n realizada en La Realidad Zapatista.<\/span><\/p>\n

Denunciamos el intento del mal gobierno \u00a0por minimizar este crimen con el que pretenden propiciar el regreso de la violencia a la regi\u00f3n de la sierra costa de Michoac\u00e1n y poner nuevamente en manos de narcopol\u00edticos, sus paramilitares, sicarios y empresas el territorio, recursos naturales, la dignidad y paz en la regi\u00f3n.<\/span><\/p>\n

Llamamos a los pueblos de M\u00e9xico y el mundo a solidarizarse de manera urgente con las acciones en defensa de los derechos de San Francisco Xochicuautla, asistiendo f\u00edsicamente a la comunidad, moviliz\u00e1ndose donde cada quien se encuentre para denunciar y exigir el cese de las agresiones en contra de la comunidad, su territorio y comuneros.<\/span><\/p>\n

Responsabilizamos a Eruviel Avila Villegas y su jefe Enrique Pe\u00f1a Nieto de la integridad de nuestros compa\u00f1eros y quienes se solidarizan con la digna lucha.<\/span><\/p>\n

The National Indigenous Congress (CNI) declares itself in maximum alert following the cowardly betrayal of the indigenous \u00d1atho community of San Francisco Xochicuautla, municipality of Lerma in the State of Mexico, in order to implement the highway project Toluca Naucalpan, as well as after the assault on community police in Ostula. We call upon all peoples, organizations, and individuals in solidarity to be attentive and to heed the call made by the community of Xochicuautla.<\/p>\n

We denounce that:<\/p>\n

On Monday, April 11, at 9am, over 1000 state police from the State Commission for Citizen Security (CES) and the Action and Reaction Forces (FAR) began to enter the community from three directions: through the Buenavista neighborhood; via Cuauht\u00e9moc street to the \u201cLampeni\u201d location; and to \u201cLapondishi,\u201d the site of the Encampment for Peace and Dignified Resistance, which was then destroyed by the police forces.<\/p>\n

<\/p>\n

Located in \u201cLampeni\u201d was the house and patrimony of compa\u00f1ero Armando Garc\u00eda Salazar, the uncle of David Ru\u00edz Garc\u00eda, a National Indigenous Congress delegate who attended the exchange between the CNI and the EZLN in August of 2014 in the Zapatista community of La Realidad. Some 25 people, majority women, gathered inside that house to defend the property. As they were evicted by police using excessive violence, the 64-year-old compa\u00f1era Isabel Hern\u00e1ndez, part of the Supreme Indigenous Council, was pushed and thrown to the ground. She had a little girl in her arms at the time.<\/p>\n

Officials accompanied by police delivered a paper to compa\u00f1ero Armando informing him that his house was on federal property and that it would be destroyed. They also showed him the expropriation order, for which he had already won a legal reprieve (amparo).<\/p>\n

Without another word, they then physically pushed the people out of the house, also throwing out belongings located on the first floor, but leaving inside documents, clothing, and work tools.<\/p>\n

Once again the bad government demonstrated that the laws that supposedly represent the so-called rule of law are mere tools of dispossession that are honored only when they can be used against the people. This eviction and repression violate the legal reprieve granted in the amparos 1123\/2015 and 771\/2015 on February 15, 2016. The majority of authorities were notified by the courts of these amparos on February 23, including the SAASCAEM, the institution awarded the Xochicuautla\u2019s territory in the expropriation order.<\/p>\n

In addition, on Sunday, April 10, compa\u00f1eros of the Santa Mar\u00eda Ostula community police were attacked in the vicinity of San Juan de Alima, Michoac\u00e1n. Community member Francisco Grajeda was killed and community member Abraham Gir\u00f3n wounded when they were shot at from a moving vehicle. Gir\u00f3n is the community\u2019s commissioner for the National Indigenous Congress and was a participant in the exchange in the Zapatista community of La Realidad.<\/p>\n

We denounce the attempt by the bad government to minimize this crime, through which they intend to promote the return of violence to the Sierra Costa region of Michoac\u00e1n and put its territory, natural resources, dignity and peace back into the hands of narco-politicians and their paramilitaries, assassins, and companies.<\/p>\n

We make an urgent call to the peoples of Mexico and the world to express solidarity with the actions in defense of the rights of San Francisco Xochicuautla, either by physically going to the community or mobilizing wherever you are to denounce and demand the cessation of aggressions against the community, its territory, and its inhabitants.<\/p>\n

We hold Eruviel Avila Villegas and his boss Enrique Pe\u00f1a Nieto responsible for the wellbeing of our compa\u00f1eros and those who show solidarity with their dignified struggle.<\/p>\n
