<\/a><\/p>\nEl Centro de Derechos Humanos Fray Bartolom\u00e9 de Las Casas (Frayba), ha documentado desde las Brigadas Civiles de Observaci\u00f3n (BriCO), sistem\u00e1ticas incursiones del Ej\u00e9rcito mexicano quienes est\u00e1n hostigando a las Bases de Apoyo del Ej\u00e9rcito Zapatista de Liberaci\u00f3n Nacional (BAEZLN), en el territorio de la Junta de Buen Gobierno de La Realidad, en la zona Selva Fronteriza, Caracol I \u201cHacia la Esperanza\u201d (JBG).<\/p>\n
Los actos militares en territorio de la JBG, consisten en incursiones en convoy con camiones, humers, jeeps y equipo motorizado; con elementos del Ej\u00e9rcito mexicano que van desde cuatro a 30 personas. Asimismo, sobrevuelos rasantes de avionetas y helic\u00f3pteros fotografiando y filmando a integrantes de las BriCO, a BAEZLN y a las instalaciones de la JBG. Desde julio de 2014, estas acciones han ido en aumento, tanto en n\u00fameros de efectivos como en la frecuencia con la que suceden. (Ver el historial de actividad militar en La Realidad<\/a>).<\/p>\n El Frayba observa con preocupaci\u00f3n el creciente hostigamiento que el Ej\u00e9rcito mexicano est\u00e1 realizando en el territorio zapatista, ya que representa actos de provocaci\u00f3n y acoso que vulneran los derechos a la autonom\u00eda y a la libre determinaci\u00f3n estipulados en la Constituci\u00f3n mexicana, la Declaraci\u00f3n de Naciones Unidas sobre los Derechos de Los Pueblos Ind\u00edgenas, el Convenio 169 de la Organizaci\u00f3n Internacional del Trabajo (OIT) y los Acuerdos de San Andr\u00e9s Sacamchem de los Pobres.<\/p>\n Por lo anterior, este Centro de Derechos Humanos exige que: Se respete la libre determinaci\u00f3n y la autonom\u00eda de los pueblos zapatistas; y cese el hostigamiento perpetrado por el gobierno federal a trav\u00e9s del Ej\u00e9rcito mexicano.<\/p>\n Por \u00faltimo, cabe se\u00f1alar que el 2 de mayo de 2014, personas integrantes de la Central Independiente de Obreros Agr\u00edcolas y Campesinos Hist\u00f3rica (CIOAC-H), emboscaron en el territorio de la JBG de La Realidad a BAEZLN; durante el ataque el grupo armado ejecut\u00f3 extrajudicialmente a Jos\u00e9 Luis Sol\u00eds L\u00f3pez, \u201cMaestro Galeano\u201d, adem\u00e1s destruyeron la Cl\u00ednica y Escuela Aut\u00f3noma. Cabe se\u00f1alar que la organizaci\u00f3n mencionada es parte del gobierno municipal de Las Margaritas, con protecci\u00f3n probada del gobierno de Manuel Velasco Coello, a quienes les han permitido realizar agresiones, desplazamientos forzados y asesinatos en la regi\u00f3n. (Ver bolet\u00edn 16 del Frayba sobre la agresi\u00f3n a bases del EZLN en La Realidad el 5 de mayo de 2014<\/a>.)<\/p>\n San Crist\u00f3bal de Las Casas, Chiapas, M\u00e9xico The Fray Bartolom\u00e9 de Las Casas Human Rights Center (Frayba), has documented, through the Civilian Observation Brigades (BriCO), systematic incursions by the Mexican Army, who are harassing the Zapatista National Liberation Army (EZLN) bases of support, in the territory of the Good Government Council of La Realidad, Jungle-Border zone, Caracol I “Toward Hope” (JBG).<\/p>\n The military actions in the territory of the JBG consist of incursions in convoys with trucks, hummers, jeeps, and motorized equipment; with members of the Mexican Army that range from 4 to 30 people. There are also low flights with light aircraft and helicopters photographing and filming members of the BriCO, zapatistas, and the JBG facilities. Since July 2014 these actions have been increasing, both in the size of the troops and the frequency with which they happen. (See the record of military activity at La Realidad<\/a>).<\/p>\n Frayba is concerned with the increasing harassment by the Mexican Army in zapatista territory, since it constitutes actions to provoque and besiege that harm the rights to autonomy and free determination stipulated in the Mexican Constitution, the United Nations Declaration on the Rights of Indigenous Peoples, the Convention 169 of the International Labor Organization (ILO), and the San Andr\u00e9s Accords. <\/p>\n Therefore, this Human Rights Center demands: Respect for the free determination and autonomy of zapatista peoples; and an end to the harassment by the federal government through the Mexican Army.<\/p>\n Finally, we recall that on May 2, 2014, members of the Central Independiente de Obreros Agr\u00edcolas y Campesinos Hist\u00f3rica (CIOAC-H), ambushed zapatista bases of support in the territory of the JBG of La Realidad; durng the attack, the armed group murdered Jos\u00e9 Luis Sol\u00eds L\u00f3pez, “Maestro Galeano,” and destroyed the Autonomous Clinic and School. The aforementioned organization is part of the municipal government of Las Margaritas and has the protection of the state government of Manuel Velasco Coello, which has allowed it to carry out aggressions, forced displacements, and murders in the region.
