Las organizaciones de tortillerías y molinos de nixtamal de México han remarcado el rechazo al uso de maíz transgénico para la elaboración de masa y tortillas, alimento básico de los mexicanos. “Es nuestra responsabilidad y compromiso llevar a los hogares de México un producto sano y nutritivo. Por lo tanto, estamos en contra de usar como materia prima el maíz transgénico”, expresaron las organizaciones en un comunicado.

En diciembre de 2020 se publicó un decreto contra el maíz genéticamente modificado, el cual se debía eliminar de la alimentación. En un nuevo decreto, de febrero de 2023, se quita el plazo para prohibir el maíz transgénico en la alimentación animal e industrial de alimento humano. Se prohíbe el maíz transgénico, así como el uso de glifosato, a partir de 31 de marzo de 2024.

Sin embargo, a partir de la decisión del gobierno mexicano, las presiones por parte de corporaciones agroalimentarias, como Bayer-Mosanto, y de los gobiernos de Estados Unidos y Canadá (T-MEC), empezaron, tanto judicialmente como por la vía del tratado de libre comercio entre Estados Unidos, Canadá y México.

Inicialmente las presiones desembocaron en una petición de consultas técnicas en junio de 2023, cuestionando las bases científicas en que se sustenta dicho decreto.

A partir de entonces el gobierno mexicano ha presentado las pruebas necesarias e incluso, propuso realizar una investigación conjunta con los Estados Unidos con el propósito de analizar los daños ocasionados por el glifosato y los maíces transgénicos a la salud humana. El gobierno estadunidense se ha negado.

“Esta negativa muestra que no existe voluntad de avanzar de manera constructiva ya que el solo hecho de aceptarlo pondría en duda lo que el gobierno de Estados Unidos y las transnacionales han buscado imponer como verdad absoluta que el paquete tecnológico glifosato y maíz transgénico no conlleva daños a la salud”, sostuvo la Campaña Nacional Sin Maíz no Hay País.

El pasado 17 de agosto, el gobierno de Estados Unidos solicitó establecer, en el marco del T-MEC, un panel de controversia sobre la restricción que el gobierno mexicano ha establecido para la importación de maíz transgénico.

“No permitamos que un país extranjero a través de un tratado comercial imponga condiciones que ponen en riesgo nuestro derecho a un ambiente sano, a la salud, a la vida, a un trabajo digno libre de tóxicos”, sostuvieron las organizaciones de la campaña.Las organizaciones de tortillerías sostienen que desconocen “cualquier posicionamiento que no provenga del consenso colectivo y que responda a intereses desconocidos” y solicitan que “las autoridades competentes otorguen los apoyos necesarios a los agricultores encargados de la siembra de nuestro maíz, para alcanzar la suficiencia alimentaria”.

Comunidades indígenas a 29 de noviembre de 2023.

K´eri Kunkorhekua Iretecheri, el Consejo Supremo Indígena de Michoacán #CSIM, consejo libre y autónomo de los pueblos originarios de #Michoacán, independiente de gobiernos, partidos políticos y órdenes religiosas, asamblea general autoridades indígenas, conformado por autoridades civiles, comunales y tradicionales de 70 comunidades originarias, manifestamos colectivamente lo siguiente:

El pasado lunes 27 de noviembre, fue denunciado penalmente el presidente municipal de #Erogarícuaro Juan Calderón Castillejo por el delito de amenazas en contra de Pavel Ulíánov Guzmán, portavoz del CSIM, a quien amenazó con desaparecer si continuaba impulsando las autonomías y no cesaba de realizar declaraciones públicas que perjudicaran políticamente a este edil municipal. Previamente, en el mes de junio del presente año, ya había sido amenazado también con el delito de desaparición forzada por impulsar la consulta para que la comunidad de San Francisco Uricho decidiera si deseaba autogobernarse.

En este sentido, reiteramos que Juan Calderón Castillejo ha estado siempre en contra de los procesos de autonomía de los pueblos originarios, baste recordar que presentó 18 recursos jurídicos en contra del autogobierno de la comunidad de Jarácuaro, e impidió por 2 ocasiones la consulta libre, previa e informada en la comunidad de San Francisco Uricho, de igual forma, por esta misma causa, amenazó de muerte, a través de sus operadores políticos y públicamente, a las consejeras del Instituto Electoral de Michoacán #IEM, siendo declarado persona no grata y traidor de los pueblos y comunidades originarias.

Hoy, alzamos la voz para hacer directamente responsable de la integridad física del compañero vocero Pavel Ulíánov Guzmán, así como de todos los integrantes del #CSIM a Juan Calderón Castillejo, transgresor de los derechos colectivos de los pueblos indígenas, que busca reelegirse como presidente municipal, sin embargo, pasará a la historia como el peor edil que ha tenido el municipio de #Erogarícuaro.

Recordamos que en la década de los 70`s del siglo pasado, la familia Guzmán Cruz, de la que forma parte nuestro vocero Pavel Guzmán, fue víctima de desaparición forzada de 5 de sus integrantes por la entonces Dirección Federal de Seguridad #DFS, actualmente el caso se encuentra en la Comisión Interamericana de derechos Humanos #CIDH, por lo que hacemos un llamado categórico y enérgico al Gobierno de la República y al Gobierno de Michoacán para que establezcan garantías de no repetición. Nunca más desaparición forzada en contra de opositores políticos y luchadores sociales.

Finalmente, nos declaramos en estado de alerta máxima y convocamos respetuosamente a todas las comunidades integrantes del #CSIM así como a los movimientos sociales en general, a la movilización inmediata como respuesta a los casos de desaparición forzada.

The (other) Rule of the Excluded Third

November 2023

The meeting was a year ago. One early morning in November. It was cold. Subcommander Insurgent Moisés arrived at the Captaincy chamber (yes, you are not wrong, by that time SupGaleano had already died, only his death had not been made public). The meeting with the bosses had ended late, and the SubMoy took time to stop by and ask me about what I had progressed in the analysis that had to be presented the next day at the assembly. The moon was moving lazily towards its first quarter and the world population reached 8 billion. Three notes appeared in my notebook:

The richest man in Mexico, Carlos Slim, to a group of students: “now, what I see for all of you is a buoyant Mexico with sustained growth, with many opportunities for job creation and economic activities” (November 10, 2022). (Note: perhaps he refers to Organized Crime as an economic activity that generates employment. And with export goods).

“(…) the number of people who are currently reported missing in Mexico, since 1964, now amounts to 107,201; that is, 7 thousand more than last May, when the 100 thousand threshold was exceeded. (November 7, 2022). (Note: Seek for the seekers).

In Israel, the UN set the number of Palestinian prisoners at around 5,000, including 160 children, according to the report by the Special Rapporteur on the situation of human rights in the Palestinian territory occupied since 1967. A crack as a project.

It was not the first time we had discussed the topic. What’s more, during the last few moons it had been the constant: the diagnosis that would help the assembly make a decision about “what’s next.” They had also been discussing this for months, but the idea-proposal of Subcommander Insurgent Moisés had not landed jet, or materialized. It was still a kind of intuition.

«It’s not that all the doors are closed,» I began. – There are no doors. All those that appear as “true” do not lead anywhere other than to the starting point. Any attempted route is just a trip through a labyrinth that, at best, takes you back to the beginning. At worst, to disappearance.

So? SubMoy asked, lighting the umpteenth cigarette.

-Well, I think you’re right, all that remains is to open a crack. It’s not good to look elsewhere. You have to make a door. It’s going to take time, yes. And it’s going to cost a lot. But yes, it is possible. Although not just anyone. What you are thinking, no one, ever. I myself didn’t think I would get even to hear it – I pointed out.

SubMoy remained thoughtful for a while, looking at the floor of the champa, full of cigarette butts, tobacco residue from the pipe, a burnt match, wet mud, some broken twigs.

Then he got up and, heading to the door, he only said: «Well, there’s no way, we need to see… what’s missing is yet to come.»

Failure as a goal.

To understand what that brief dialogue meant, I must explain a part of my job as captain. In this case, a work that I inherited from the late SupGaleano, who in turn received it from the late SupMarcos.

A thankless, dark and painful task: foreseeing the Zapatista failure.

If you are considering an initiative, I look for everything that could make it fail, or, at least, reduce its impact. Look for the contradictory opposite. Let’s say something like “Marcos Contreras”. I am, therefore, the maximum and only representative of the “pessimistic wing” of Zapatismo.

The objective is to attack the initiatives with all types of objections from the moment they begin to be born. We suppose that this causes this proposal to be refined and consolidated, whether it be an internal organizational, or an external initiative, be it a combination of these two.

To put it clearly: Zapatismo prepares itself to fail. That is, it imagines the worst-case scenario. With that horizon in perspective, plans are drawn up and proposals detailed.

To conceive these “future failures”, the sciences that we have at our disposal are used. You have to look everywhere (and when I say “everywhere” I mean everywhere, including social networks and their bot farms, fake news and the tricks that are carried out to get “followers”), obtain the greatest amount of data and information, cross it and thus obtain the diagnosis of what the perfect storm would be and its result.

You must try to understand that it is not about building a certainty, but rather a terrible hypothesis. In terms of the deceased: “suppose everything goes to shit.” Contrary to what one may believe, this catastrophe does not include our disappearance, but something worse: the extinction of the human species. Well, at least as we conceive it today.

This catastrophe is imagined and we begin to look for data that confirms it. Real data, not the prophecies of Nostradamus or the biblical Apocalypse or equivalent. That is, scientific data. Scientific publications, financial data, trends, records of facts, and many publications are then used.

From this hypothetical future, the clock is set in reverse.

The rule of the excluded third.

Already in possession of the drawing of the collapse and its inevitability, the rule of the excluded third begins to work.

No, it is not the known one. This is an invention of the late SupMarcos. In his time as a lieutenant, he said that, in the event of a failure, a solution was first attempted; second, a correction; and third, since there was no third, it remained as “there is no remedy.” Later, he refined that rule until he reached the one that I now explain to you: if a hypothesis is supported by true data and scientific analysis, it is necessary to look for two elements that contradict the aforementioned hypothesis in its essence. If these two elements are found, the third is no longer sought, then the hypothesis must be reconsidered or confronted with the most severe judge: reality.

I clarify that, when the Zapatistas say “reality,” they include their actions in that reality. What you call “practice”.

I then apply that same rule. If I find at least 2 elements that contradict my hypothesis, then I abandon the search, discard that hypothesis and look for another one.

The complex hypothesis.

My hypothesis is: there is no solution.

Notes:

Balanced coexistence between humans and nature is now impossible. In the confrontation, the one who has the most time will win: nature. Capital has turned the relationship with nature into a confrontation, a war of plunder and destruction. The objective of this war is the annihilation of the opponent, nature in this case (humanity included). With the criterion of “planned obsolescence” (or “expected expiration”), the commodity “human beings” expires in each war.

The logic of capital is that of greater profit at maximum speed. This causes the system to become a gigantic waste machine, including human beings. In the storm, social relations are disrupted and unproductive capital throws millions into unemployment and, from there, into “alternative employment” in crime, and into migration. The destruction of territories includes depopulation. The “phenomenon” of migration is not the prelude to the catastrophe, it is its confirmation. Migration produces the effect of “nations within nations”, large migratory caravans colliding with walls made of concrete, of police, military walls; criminal walls, bureaucratic walls, racial and economic walls.

When we talk about migration, we forget the other migration that precedes it on the calendar. That of original populations in their own territories, now converted into merchandises. Have the Palestinian people not become migrants who must be expelled from their own land? Doesn’t the same thing happen with the indigenous peoples around the world?

In Mexico, for example, the native communities are the “strange enemy” that dares to “desecrate” the soil of the system’s farm, located between the Bravo and the Suchiate. To combat this “enemy” there are thousands of soldiers and police, megaprojects, buying of consciences, repression, disappearances, murders and a veritable factory of guilty people (cf. https://frayba.org.mx/). The murders of brother Samir Flores Soberanes and dozens of nature guardians define the current governmental project.

The “fear of the other” reaches levels of frank paranoia. Scarcity, poverty, misfortunes and crime are responsible for a system, but now the blame is transferred to the migrant who must be fought until annihilated.

In “politics” alternatives and offers are offered, each one falser than the next. New cults, nationalisms – new, old or recycled -, the new religion of social networks and its neo prophets: the “influencers”. And war, always war.

The crisis of politics is the crisis of alternatives to chaos. The frenetic succession in governments of right wing, extreme right wing, the non-existent center, and what is presumptuously called «left», is only a reflection of a changing market: if there are new models of cell phones, why not «new” political options?

Nation-States become customs agents of capital. There are no governments, there is only one Border Patrol with different colors and different flags. The dispute between the “Fat State” and the “Starving State” is just a failed concealment of its original nature: repression.

Capital begins to replace neoliberalism as a theoretical-ideological alibi, with its logical consequence: neo-Malthusianism. That is, the war of annihilation of large populations to achieve the well-being of modern society. War is not an irregularity of the machine, it is the “regular maintenance” that will ensure its operation and duration. The radical reduction in demand to compensate for supply limitations.

It would not be about social neo-Darwinism (the strong and rich become stronger and richer, and the weak and poor become weaker and poorer), or Eugenics, which was one of the ideological alibis for the Nazi war of extermination of the Jewish people. Or not only. It would be a global campaign to annihilate the majority population of the world: the dispossessed. Dispossess them of life too. If the planet’s resources are not sufficient and there is no spare planet (or it has not been found yet, although they are working on it), then it is necessary to drastically reduce the population. Shrink the planet through depopulation and reorganization, not only of certain territories, but of the entire world. A Nakba for the entire planet.

If the house can no longer be expanded nor is it feasible to add more floors; if the inhabitants of the basement want to go up to the ground floor, raid the cupboard, and, horror!, they do not stop reproducing; if “ecological paradises” or “self-sustaining” (in reality they are just “panic rooms” of capital) are not enough; if those on the first floor want the rooms on the second and so on; in short, if “modern civilization” and its core (private ownership of the means of production, circulation and consumption), is in danger; well, then you have to expel tenants – starting with those in the basement – until “balance” is achieved.

If the planet is depleted of resources and territories, a kind of «diet» follows to reduce the obesity of the planet. Searching for another planet is having unforeseen difficulties. A space race is foreseeable, but its success is still a very big unknown. Wars, on the other hand, have demonstrated their “effectiveness.”

The conquest of territories brought the exponential growth of the «surplus», «excluded», or «expendable». The wars over distribution continue. Wars have a double advantage: they revive war production and its subsidiaries, and eliminate those surpluses in an expeditious and irremediable manner.

Nationalisms will not only re-emerge or have new breath (hence the coming and going of far-right political offers), they are the necessary spiritual basis for wars. “The person responsible for your shortcomings is whoever is next to you. That’s why your team loses.» The logic of the “cliques”, “gangs” and “hooligans” -national, racial, religious, political, ideological, gender-, encouraging medium, large and small wars in size, but with the same objective of purification.

Ergo: capitalism does not expire, it only transforms.

The Nation-State long ago stopped fulfilling its function as a territory-government-population with common characteristics (language, currency, legal system, culture, etc.). National States are now the military positions of a single army, that of the capital cartel. In the current global crime system, governments are the “Jefes de plaza” that maintain control of a territory. The political fight, electoral or not, is to see who is promoted to head of the plaza. The “cobro de piso” is through taxes and budgets for campaigns and the electoral process. Disorganized crime thus finances its reproduction, although its inability to offer its subjects security and justice is increasingly evident. In modern politics, the heads of national cartels are decided by elections.

A new society does not emerge from this bundle of contradictions. The catastrophe is not followed by the end of the capitalist system, but by a different form of its predatory character. The future of capital is the same as its patriarchal past and presents: exploitation, repression, dispossession and contempt. For every crisis, the system always has a war at hand to solve that crisis. Therefore: it is not possible to outline or build an alternative to collapse beyond our own survival as indigenous communities.

The majority of the population does not see or does not believe the catastrophe is possible. Capital has managed to instill immediatism and denialism in the basic cultural code of those below.

Beyond some native communities, peoples in resistance and some groups and collectives, it is not possible to build an alternative that goes beyond the local minimum.

The prevalence of the notion of the Nation-State in the imaginary below is an obstacle. It keeps struggles separate, isolated, fragmented. The borders that separate them are not only geographical.

The Contradictions.

First series of contradictions:

The struggle of the brothers from the Cholulteca region against the Bonafont company, in Puebla, Mexico (2021-2022). Seeing that their springs were drying up, the residents turned to look at the person responsible: the Bonafont company, from Danone. They organized and took over the bottling plant. The springs were recovered and water and life returned to their lands. Nature thus responded to the action of its defenders and confirmed what the peasants said: the company deprecated water. The repressive force that evicted them, after a time, could not hide the reality: the people defended life, and the company and the government defended death. Mother Earth responded to the question like this: there is a remedy, I correspond with life to those who defend my existence; we can coexist if we respect and care for each other.

The pandemic (2020). The animals recovered their position in some abandoned urban territories, although it was momentary. The water, the air, the flora and fauna had a break and remade themselves, although they were once again overwhelmed in a short time. They thus indicated who the invader was.

The Journey for Life (2021). In the East, that is, in Europe, there are examples of resistance to destruction and, above all, of building another relationship with Mother Earth. The reports, stories and anecdotes are too many for these notes, but they confirm that the reality there is not only that of xenophobia and the idiocy and petulance of their governments. We hope to find similar efforts in other geographies.

Therefore: balanced coexistence with nature is possible. There must be more examples of this. Note: look for more data, review the Extemporánea reports again upon returning from the Journey for Life – Europe Chapter, what did they see at and what did they learn, follow the actions of the CNI and other organizations and movements of sister indigenous peoples in the World. Pay attention to alternatives in urban areas.

Partial conclusion: the contradictions detected put one of the premises of the complex hypothesis in crisis, but not yet the essence. The so-called “green capitalism” could well absorb or supplant these resistances.

Second series of contradictions:

The existence and persistence of the Sixth and the people, groups, collectives, teams, organizations, movements united in the Declaration for Life. And many more people in many places. There are those who resist and rebel, and try to find themselves. But it is necessary to search. And that is what the Seekers teach us: seeking is a necessary, urgent, vital struggle. With everything against them, they cling to the remotest hope.

Partial conclusion: the mere possibility, minimal, tiny, improbable up to a ridiculous percentage, that resistance and rebellion coincide, makes the machine stumble. It is not its destruction, it is true. Not yet. The scarlet witches will be decisive.

The percentage probability of the triumph of life over death is ridiculous, yes. Then there are options: resignation, cynicism, the cult of the immediate (“carpe diem” as vital support).

And yet, there are those who defy walls, borders, rules… and the law of probabilities.

Third series of contradictions: Not necessary. The Excluded Third Rule applies.

General conclusion: therefore, another hypothesis must be raised.

Los pueblos amuzgo, Ñu savii, Me´phaa, Nahua, Ñomdaá Afromexicano y Mestizo, como personas campesinas e indígenas, somos quienes nos encontramos bloqueando la las carretera de puente de Marquelia Pinotepa, hasta que se presente las autoridades competentes y den solución a nuestras justas y legales demandas, como es el actuar de todos los gobiernos hemos sido olvidados por el gobierno actual de Guerrero, siguen queriéndonos tratar como si no existiéramos, vulneran nuestros derechos humanos, permitiendo así toda clase de abusos por parte de los grupos de la delincuencia organizada, sufriendo asesinatos, desaparición forzada, tortura, desplazamiento, cobros de piso y así podríamos enunciar muchos más.

Para demostrar que existimos y resistimos, hemos decidido permanecer en este bloqueo, para que no se le olvide quienes somos, para que haga el trabajo del cargo que ocupan y atienden nuestras demandas, ya hemos agotado otras vías sufriendo burlas y desprecio por parte de las autoridades, es por eso que escalamos a usted nuestras exigencias sabiendo que tiene la capacidad de resolver y esperando tenga la voluntad para ello, nosotros los que estamos en este bloqueo somos autoridades agrarias de diferentes regiones, no somos delincuentes, exigimos como derecho inalienable se nos de acceso a la justicia, educación, salud, servicios básicos para una vida digna, NO tendríamos la necesidad de encontrarnos en este momento realizando este tipo de manifestaciones si fueran atendidas nuestra demandas.

Es por esta razón que hacemos de su conocimiento presidente de México, que la Gobernadora de Guerrero Evelyn Cecia Salgado Pineda y su administración
miente cuando dice que Guerrero va caminando hacia adelante, es totalmente falso.

Exigimos que usted como autoridad federal ordene que sean atendidas nuestras denuncias y demandas de los pueblos y se esclarezca el asesinato del
dirigente indígena y luchador social BRUNO PLACIDO VALERIO y su acompañante ABAD RUIZ GARCIA, quienes fueron asesinados en la secretaria de Salud en Chilpancingo.

En 2022 se cometieron al menos 768 agresiones contra 131 defensoras y 41 organizaciones que defienden el derecho de las mujeres en El Salvador, Guatemala, Honduras, México y Nicaragua. Tres de estas defensoras fueron asesinadas: Grisell Pérez Rivera y Jasibhe Natalie Díaz Morales en México, y Nesly Consuegra Monterroso en Guatemala. Los datos son del registro mesoamericano de agresiones contra defensoras de la Iniciativa Mesoamericana de Mujeres Defensoras de Derechos Humanos (IM-Defensoras), organización que articula a casi 3 mil defensoras y 300 organizaciones en Mesoamérica.

La mayoría de estas agresiones, 500, tuvieron carácter colectivo, frente a las 154 que estuvieron dirigidas contra defensoras a nivel personal y 112 contra organizaciones o grupos. Alrededor de 56% de las agresiones se dieron en el espacio público, principalmente en la calle. Una de cada diez se perpetró a través de medios virtuales o electrónicos como redes sociales, teléfonos, correos electrónicos o aplicaciones de mensajería de texto.

Los Estados aparecen como los principales agresores de las defensoras, siendo identificados como responsables en más de la mitad de las agresiones (56,1%) a través de fuerzas de seguridad y autoridades públicas de diferentes niveles. Por otro lado, uno de cada cinco perpetradores (20%) es desconocido, ya sea porque no se identifica a la persona que realiza la agresión directa presencial o porque se trata de un usuario virtual desconocido.

Las defensoras y sus organizaciones son quienes acompañan a las víctimas de la violencia machista, quienes denuncian ante las autoridades y la opinión pública, quienes llevan a cabo campañas de prevención y proporcionan albergue y protección para las mujeres y sus hijos, hijas e hijes, entre muchas otras acciones.

Para la IM-Defensoras, reconocer la importancia de su trabajo, así como garantizar que puedan manifestarse en las calles y ejercer su labor sin limitaciones y de manera segura, es urgente y vital en un contexto como el mesoamericano, donde la violencia contra las mujeres está generalizada y normalizada y donde existe una de las tasas de feminicidios y de impunidad más altas del planeta.

En los países

En México, la IM-Defensoras documentó un total de 519 agresiones contra 91 defensoras y 5 organizaciones. La mayor parte de las agresiones se dieron en acciones colectivas como las manifestaciones feministas. Adicionalmente se registraron 23 casos de abuso sexual durante acciones colectivas. La Policía aparece como la principal responsable de las agresiones en este país, 38%.

En Nicaragua, se documentaron 155 agresiones contra 17 defensoras y 35 organizaciones.  Más de la mitad de estas agresiones fueron perpetradas por autoridades públicas, 58%. Sólo en 2022, las autoridades de este país cancelaron la identidad jurídica de 30 organizaciones sociales que trabajan por los derechos de las mujeres y niñas.

En Honduras, sedocumentó 70 agresiones contra 15 defensoras. Casi la mitad de las agresiones, 47%, fueron perpetradas por una persona denunciada previamente por la defensora, o el/la abogada o personas que respalda a dicha persona.

En El Salvador, las agresiones documentadas, 14, fueron en su mayoría de carácter colectivo y dirigida a organizaciones. Los usuarios virtuales desconocidos fueron los principales agresores, seguidos de instituciones del Estado.

La lucha de los pueblos indígenas de Guerrero se remonta a 533 años de resistencias, nosotros como pueblos originarios históricamente hemos sido explotados, olvidados, marginados, discriminados, es de recordar la Guerra Sucia que libro el Gobierno Federal en contra de los movimientos sociales y lideres campesinos los maestros Genaro Vázquez Rojas y Lucio Cabaña Barrientos, los cuales visibilizaron las condiciones en que siempre estado sometidos, lucharon por la justicia social y los derechos humanos, motivo por el cual los asesinaron.

Las condiciones en las que vivimos actualmente no han cambiado, por el contrario, ahora somos asediados no solo por el gobierno, sino también por los grupos Narco paramilitares como los Ardillos, los cuales asesinan, desaparecen periodistas maestros, comerciantes, doctores, jóvenes, estudiantes campesinos, todo con complicidad del Estado, trabajan en las regiones de la montaña alta, montaña baja, costa chica, costa grande.

A falta de la seguridad que debería garantizar el estado, en 1995 se crearon las policías comunitarias encargadas de brindar la seguridad interna dentro de nuestros territorios y comunidades, somos producto de la resistencia ante los malos gobiernos.

Es así como nos encontramos en resistencia y defensa de nuestro territorio, agua y de la vida, esta lucha es por todas las carencias que tenemos, falta médicos, maestros, centros de salud, alimentación, educación, seguridad, justicia, democracia y libertad. Como pueblos originarios construimos nuestra autonomía, realizando denuncias de las violaciones de derechos humanos así como los crímenes que se comenten en nuestras comunidades, esto no ha llevado a perder la vida, nos asesinan, nos desaparecen, estamos en un estado de ingobernabilidad, el cuales muy visible para el mal gobierno autodenominado 4T, ya que ellos están coludidos con la delincuencia organizada, permitiendo todas las violaciones de derechos humanos y de Derechos de los pueblos indígenas. No respetan nuestra constitución el articulo 2 y 39, su obligación a la que se comprometieron al firmar y ratificar Tratados Internacionales, como ejemplo el Convenio 169 Organización Internacional del Trabajo (OIT), en el cual se establece que los “…pueblos indígenas y deberán gozar plenamente de los derechos humanos y libertades fundamentales, sin obstáculos ni discriminación…”

Al presidente de la república Andrés Manuel López Obrador solo le interesa no perder su popularidad en las aproximas elecciones presidenciales, prestando oídos sordos a nuestras exigencias de justician y alto a los crímenes cometidos en nuestra contra.

Queremos hacer especial énfasis en la Policías Municipal, Policía Estatal, Guardia Nacional y Ejercito, aquí en Guerrero, los cuales no sirven de nada para brindarnos seguridad, solo sirven de operadores de los grupos del narcotráfico, filtrando información para ser blanco fácil de estos grupos delincuenciales.

Tal es el caso del dirigente indígena y luchador social BRUNO PLACIDO VALERIO y su acompañante ABAD RUIZ GARCIA, quienes fueron asesinados en la secretaria de Salud en Chilpancingo, siendo esta una institución de gobierno que debía estar vigilada y casualmente no se encontraba ningún elemento, la fiscalía a sido omisa en dar seguimiento a la carpeta de investigación, dejando en claro que no le interesa el esclarecimiento de los asesinatos, ni dar con los autores intelectuales.

Exigimos justicia ante estos asesinatos, quien fuera un luchador social, fundador del sistema comunitario de la costa chica, fundador de la policía comunitaria, conjuntamente con CIRINO PLÁCIDO VALERIO, PADRE MARIO CAMPO, fundadores de la CRAC-PC en la costa chica montaña y otro compañeros; durante su activismo gestionó obra para las comunidades, luchado por falta de maestro, de hospitales, de médico, y de la necesidades en que vivía el pueblo y todo eso lo costó la vida, por parte del crimen organizado y el estado.

El presidente de la república se presenta, entregando obras de iniciativa privada, evadiendo las principales problemáticas que sufre Guerrero, es por eso por lo que le decimos señor presidente, que no nos vamos a callar, no permitiremos mas desapariciones, asesinatos, desplazamientos forzados, inseguridad y complicidad de las autoridades.

Llamamos a todos los pueblos originarios organizarse, nosotros como pueblos, amuzgo, Ñu savii, Me´phaa, Nahua, Ñomdaá Afromexicano y Mestizo, este lunes 27 de noviembre vamos alzar la voz, exigir justicia, alto a los crímenes cometidos en las comunidades indígenas y en todo el pueblo de Guerrero, alto a los asesinatos de periodistas, defensores de derechos humanos, alto al cobro de cuotas, basta de asesinatos a lideres campesinos, que alzan la voz para defender los derechos arrebatados.

Así también exigimos un alto a la inseguridad y violencia que se vive en todas las regiones de Guerrero, hacemos un llamado a las comunidades aledañas, costa chica, costa montaña, montaña alta, montaña baja, a las organizaciones sociales y defensoras de derechos humanos, así como aquellas personas que sientan la necesidad de parar este estado de guerra en el que actualmente vivimos, se sumen al movimiento, que se organicen, dejemos en claro a todas las autoridades que ya estamos hartos de sus mentiras, de sus burlas, de su falta de interés para las comunidades indígenas y la población en general. Ya que son muchos los asesinados por el crimen organizado en Guerrero sin tener respuesta alguna por parte de la fiscalía y su ineficiencia.

Por lo tanto, les informamos que iniciamos un bloqueo desde hoy, 27 de noviembre y cerraremos las carreteras de puente de Marquelia Pinotepa y Acapulco indefinidamente hasta que se presenten las autoridades competentes.

(Español) Asesinan al defensor Higinio Trinidad de la Cruz. Se oponía a la megaminería en la Sierra de Manantlán

Higinio fue citado en la presidencia municipal de Cuautitlán García Barragán. Entró pero ya no salió. Un día después hallaron su cuerpo. Dos años antes fue asesinado su compañero José Isaac Santos, en circunstancias parecidas. En una década se acumulan decenas de casos de violencia vinculados al crimen organizado y la megaminería

GUADALAJARA.- Este 25 de noviembre, el defensor de derechos humanos, Higinio Trinidad de la Cruz, fue hallado sin vida, tras 24 horas de ser probable víctima de desaparición forzada. Higinio era un opositor activo a la minería ilegal y a la megaminería (ésta última impulsada por empresas trasnacionales) en la sierra de Manantlán, entre los límites de Jalisco y Colima. Además de promovía la democratización del ejido y la reivindicación de los pueblos indígenas.

Era beneficiario del mecanismo de protección de personas defensoras de derechos humanos y periodistas del gobierno de la República, además de ser  Consejero de la Comisión Estatal Indígena del Estado de Jalisco.

El pasado  24 de noviembre, Higinio fue citado en la presidencia municipal de Cuautitlán, por la mañana. A las 11 de la mañana Higinio entró efectivamente a la presidencia municipal pero no volvió a salir, según fuentes cercanas. Por la noche se dio aviso a diversas organizaciones de derechos humanos para emitir una alerta temprana. Pero al día siguiente, el 25 de noviembre a las 13:36, personas de la comunidad hallaron su cuerpo.

La noticia la dio a conocer la organización d e defensa de los Derechos Humanos Tsikini, quienes dan seguimiento al caso.

No fue la primera vez que Higinio Cruz era víctima de desaparición forzada. En mayo de 2022, encapuchados vestidos de uniforme privaron de su libertad a él y a otro compañero, Javier Elías Flores. Esto, poco después de que su amigo y compañero Isaac Santos Chávez fuera probable víctima de desaparición forzada y ejecución extrajudicial, en abril de 2022.

Esta reportera entrevistó a Higinio en febrero de 2023, en el contexto de un reportaje amplio sobre la violencia en la sierra de Manantlán, y en específico la falta de investigación respecto a la probable ejecución extrajudicial de su amigo y colaborador Isaac Santos Chávez. Sin embargo, en aquel momento se determinó guardar la identidad de los entrevistados.

En ese entonces, José Santos Isaac contendía para ser comisariado ejidal del ejido de Ayotitlán, en Jalisco. Había cuestionado públicamente los procedimientos de la Minera Peña Colorada, trasnacional que renta varias hectáreas al ejido de Ayotitlán.

En la entrevista referida, Higinio Cruz confirmó que la desaparición forzada y tortura de la que fue víctima en  mayo de 2022 tuvo la finalidad de intimidarlos tras la muerte de su compañero Isaac. Querían que dejaran de exigir la democratización del ejido, y de cuestionar los acuerdos con la minera. Los agresores interrogaron y amenazaron a Higinio y a Elías durante horas. Al final, los retenidos fueron liberados gracias a la enorme presión internacional que ejercieron organizaciones de derechos humanos internacionales.

También, Higinio dio detalles sobre cómo se llevaron a Isaac en abril de 2022, cuando éste contendía por un cargo en la presidencia municipal. Explicó que la noche del 3 de abril de 2022, entre 8 y 10 hombres que dijeron ser “del gobierno” llegaron a la casa de Santos en Telcruz, municipio de Ayotitlán. Golpearon a su esposa y a un niño, por lo que Santos salió de su escondite (ya temía que fueran por él) y se fue con ellos. Los captores todavía dijeron con cinismo: “Al rato se lo regresamos”. Unos días después fue hallado sin vida en el fondo de una barranca, en su camioneta, con huellas de tortura.

Finalmente, Higinio narró parte de sus demandas de aquel entonces:

–Solicitamos medidas cautelares a la Comisión Nacional de Derechos Humanos. La nacional, la estatal no, hemos pedido su ayuda y no hace nada.

–¿Qué más exigen?

–Que el homicidio de Santos, hasta ahora no lo han investigado. Lo tratan como  cualquier  homicidio,  cuando él estaba peleando las hectáreas [a la minera a cielo abierto Peña Colorada].  Y aparte de las hectáreas, estaba peleando una indemnización multimillonaria.

–¿Sobre la elección?

–Que nos otorguen medidas cautelares a los candidatos de la nueva mesa directiva. Evidentemente quienes vayan a ser no van a poder venir a vivir aquí. Lo segundo que buscamos es acudir a la CNDH, porque la estatal, desde los últimos años, desde que llegó Barrón, no hace nada. Solamente sirven para hacer minutas.

“¿Puede creer que la comisión estatal pretendía hacer un acuerdo conciliatorio? ¿Cómo vamos a negociar con el CJNG o con el dueño [de la minera Peña Colorada] que tiene sus oficinas en Palermo–Italia?

“Finalmente, que se aperture la causa penal del homicidio de Santos y que lo atraiga la FGR en aras de que se pueda establecer la ley en esta región. Pensamos que sí participaron elementos de la fiscalía del estado o la policía municipal. Lo debe atraer la FGR. Queremos entablar un juicio contra esta empresa minera y presionar al senado.”

En aquella misma entrevista, ya fuera de grabadora, Higinio expresó su cansancio por buscar traer legalidad a la sierra de Manantlán, y específicamente al municipio de Ayotitlán.

Celedonio

Isaac no fue el primer compañero de lucha que le mataron a Higinio en la sierra de Manantlán. En 2012, Higinio trabajaba con Celedonio Monroy Prudencio, activista, interesado en mejorar las condiciones de vida de la población. Junto con Higinio y otros más, impulsaban una organización para llevar ayuda agrícola a los pobladores indígenas, educación, servicios. La noche en la que se llevaron a Celedonio, varios hombres armados, “vestidos de gobierno, como militares”,  llegaron en dos camionetas al domicilio de aquél, en Loma Colorada, Cuautitlán. Golpearon a su esposa, y destrozaron  la vivienda; luego acusaron al activista de “tener armas” y se lo llevaron. No se le ha vuelto a ver desde entonces.

Celedonio tenía 37 años cuando fue víctima de desaparición forzada. Con esfuerzos de sus familiares logró estudiar la licenciatura de Administración Pública, en Colima. Era un joven muy destacado y comprometido con su pueblo, al que quiso regresar para  ayudar.

Celedonio e  Higinio tenían una organización llamada Pro México Nueva Ruralidad A.C, mediante la cual buscaban bajar recursos federales a su comunidad. Sin embargo, esto había ocasionado pugnas con caciques locales afiliados al PRI.

I.- Eve of the Journey for Life – Europe chapter.

A football challenge has been received from a European women’s team that resists and fights.

SupGaleano has appointed himself “technical director” of the “Ixchel – Ramona” team, made up of militiawomen. As it should be, the Sup has studied the rival team. He gathers the compañeras who will make the trip. Analyzes in detail the skills and characteristics of each of the players. He goes to Subcommander Moisés and gives his diagnosis: “they are going to tear us into pieces.” SubMoy looks at it with a “so?” face, as if taking it for granted. But the now deceased has not finished: “But I have a secret plan, as Dení says. With that we will revolutionize football and redefine it in its essence: the game.”

Subcommander Insurgent Moisés, coordinator of the tour, is quite busy with the preparation courses, birth certificates, passports and the design of the route to follow, so he leaves SupGaleano to proceed “at his discretion.” The future deceased smiles and says: “Discretion is my second last name” (don’t ask me what his first last name was because it would take several pages to explain it to you).

The deceased in the making begins the preparation of the women’s team. The beloved Amado and Chinto objected: if the plane falls, Commando Palomitas will also fall. The Sup responded that it was not the time to dwell on trifles. Furthermore, the Command was required for a higher task, than sabotaging an air trip that did not even complete the payment for the tickets, not to mention the lack of passports, and that the majority of the so-called “Division Aerotransportada La Extemporánea” was getting dizzy in the truck.

The strategy in question had 3 phases:

The first was that Verónica grabbed a Zapatista doll and headed determinedly towards the opposing goal, she stood in front of the enemy goalkeeper and spoke to her in Cho’ol. The third variant implied a risk for the protagonist, since she had to fake fainting. The compañera had to faint in the middle of the field. Subcommander Moisés, alarmed, would run to see his companion and, with him, the entire Zapatista bench would run. II.- How many Cyprus can fit in a soccer game?

This was told to me by Subcommander Insurgent Moisés, when he told me details and anecdotes from the so-called “Europe chapter” of the Journey for Life. What I tell below is what I managed to rescue from the narration, full of admiration and respect, of Subcommander Moisés.

“There is a geography called Cyprus. Well, it’s broken, that is, in pieces. There are Cypriots, there are Greek Cypriots and there are Turkish Cypriots and I don’t remember how many more people have the last name Cypriot. The capitalists divided that land, cut it into pieces. And they also cut up their people, their language, their history, their culture. And it turns out that, although it is a small island, all the money wants it and, as they do, they divide it, but each party wants the other’s share. In other words, in the midst of the powerful and their wars, the people remain.

Well, then there is a soccer team in that geography called Cyprus. They have good players and they are professionals. So their job is to play soccer. So they are losing several games and they meet among themselves to analyze and they say that they are losing because the games’ strategy is wrong. They go and tell the owner of the team, that is, the boss, that they are losing because of that, that they already thought of a better strategy and that way they will win more games.

The boss, that is, the owner of the team, looks at them with contempt and tells them: “you win or lose as it suits me. Sometimes it suits me that you lose and that’s how it will continue.»

The players know how to play very well, but they also have a good heart. So, as they say, they rebel. They tell themselves resistance and rebellion, but in their language. And they send the owner of the team, that is, the boss, to hell. Then they make their own soccer team. And they organize themselves and make a stadium. That land is divided, so, in the middle, they say “no man’s land”, they make their stadium there and then they invite anyone who wants to play and practice. The other groups and collectives that fight, support them and are well organized. It doesn’t matter if you are Cypriot, Greek Cypriot, Turkish Cypriot or Cypriot I don’t know what. There is no charge, it is voluntary what each person wants to give. So, as they say, the pay is not what matters. So, from time to time they have their matches and there are no divisions of nationalities, no religions, no flags, there is only football. And it’s like a party.

In other words, as they say, those brothers broke those boundaries that the bosses and owners put in place.

“So they kind of made their Caracol. They have a football Caracol! I told them let’s see when we can have a soccer game there in their land or here in no man’s land,» says Subcommander Insurgent Moisés, spokesperson for the Zapatista communities, chief of the EZLN, and coordinator of the Journey for Life.

Marcha del movimiento negro contra la violencia policial, celebrada en la ciudad de São Paulo el 24 de agosto, en protesta contra el asesinato de Bernardete Pacífico, lideresa acribillada con 12 tiros en Bahía.

En Brasil, la difusión de una investigación señala que, entre 2018 y 2022, los asesinatos contra quilombolas se duplicaron con respecto a un estudio previo, el cual había registrado agresiones contra las comunidades afrodescendientes entre 2008 al 2017. En 15 años, 70 quilombolas -descendientes de africanos que se rebelaron y huyeron de la condición de esclavos durante la colonización portuguesa- fueron asesinados en todo el país.

El estudio titulado Racismo y violencia contra los quilombos en Brasil, difundido el pasado viernes (17), enfatiza que el 70% de los asesinatos sucedieron en territorios no titulados, siendo el estado de Maranhão, al norte del país, el que registró el mayor número de asesinatos.

Elaborada por la Coordinación Nacional para la Articulación de las Comunidades Negras Rurales Quilombolas (Conaq) y la organización Terra de Direitos, la investigación señala eventos de violencia contra los quilombos que muestran el recrudecimiento de las desigualdades practicadas históricamente contra las comunidades quilombolas en Brasil.

El estudio analizó 32 asesinatos registrados en 11 estados del país sudamericano y enfatiza que los conflictos por la tierra y la violencia de género están entre las principales causas de los asesinatos de quilombolas en Brasil. “Al menos 13 quilombolas fueron asesinados en el contexto de la lucha por su territorio y la defensa del mismo”, sostienen las organizaciones.

La investigación señala que, a comparación con el estudio previo que registró las agresiones violentas durante un periodo de 10 años, el promedio anual de los últimos cinco años se duplicó, al pasar de 3.8 a 6.4 asesinatos por año. “Se registraron cuatro asesinatos de quilombolas en los años con menor número de violencia en el período analizado. En los años de 2019 a 2021 se registraron picos de 8 asesinatos”, resaltan.

Territorio Quilombola de Iúna, en la Chapada Diamantina, estado de Bahia, donde seis personas fueron asesinadas en 2017.

El estudio revela que, al menos, 15 de estos crímenes tuvieron como objetivo a líderes reconocidos por las comunidades.

“El Estado brasileño debe tomar medidas inmediatas para proteger a los líderes de todo Brasil. Es deber del Estado garantizar que haya una investigación rápida y efectiva y que los responsables de los crímenes que han victimado a los líderes de estos Quilombos y a tantos otros rindan cuentas debidamente. Es crucial que se haga justicia, que se conozca la verdad y que se castigue a los responsables. Queremos justicia para honrar la memoria de nuestros líderes que perdemos, pero también para poder decir que, en Brasil, no se tolerarán los actos de violencia contra los quilombolas”, reclamó el coordinador ejecutivo de Conaq, Biko Rodrigues.

Feminicidios, al alza

En el reporte, destaca también el elevado número de feminicidios, pues nueve de los asesinatos fueron contra mujeres. “Los autores de la violencia [fueron] sus parejas actuales o ex parejas. Aunque se refiera al ámbito privado de las relaciones, las organizaciones entienden que la violencia contra las mujeres es un reflejo de la lucha política que llevan a cabo en el quilombo en defensa del territorio y de la supervivencia de las comunidades”, detallan las organizaciones.

La proporción de mujeres quilombolas asesinadas también se ha duplicado en el periodo registrado durante los últimos cinco años, en contraste con el registro de 10 años, entre 2008 a 2017, cuando fueron asesinadas ocho mujeres.

Las organizaciones señalaron que la investigación se inició tres meses después del asesinato de Maria Bernadete Pacífico, acontecido el pasado 17 de agosto. Bernadete, coordinadora de la Conaq, pertenecía a la comunidad de Pitanga dos Palmares Quilombo y era madre de Flávio Gabriel Pacífico dos Santos, otro reconocido líder quilombola, asesinado en 2017 en el contexto de una lucha por el territorio. Acorde a la oficina jurídica de Conaq, las investigaciones sobre el asesinato siguen en curso por parte de la Policía Civil.

Cabe destacar que, pese a que el asesinato de Bernadete no está incluido en el período analizado en la investigación, en lo que va del año 2023 se registra el asesinato de siete quilombolas.

La disputa por tierras

Otro de los hallazgos señala que el 70% de los asesinatos fueron motivados por conflictos de tierras pues sucedieron en territorios que no cuentan con la regularización de sus títulos. Al mismo tiempo, entre 11 quilombos, total o parcialmente titulados, la disputa por el territorio representó el 27% de los asesinatos.

En 10 de las 26 comunidades donde se registraron asesinatos, no hay casos abiertos en el Instituto Nacional de Reforma Agraria y Colonización (INCRA), autoridad encargada de la regularización de tierras quilombolas en Brasil.

Datos de la Fundación Palmares demuestran que existen 1,805 procesos abiertos en el INCRA para la regularización de tierras de territorios quilombolas.

BOX Hallazgos

Algunos de los datos que revela el estudio sobre las agresiones durante el periodo 2018-2022 son los siguientes:

*Se registraron asesinatos en 26 comunidades quilombolas. En las comunidades de Rio dos Macacos (Bahía) y Cedro (Maranhão) hubo 3 asesinatos; en el Quilombo Conceição de Crioulas (Pernambuco) hubo 4.
*En 6 de los 32 asesinatos fue posible identificar la ocurrencia de amenazas anteriores a los asesinatos.
*Maranhão es el Estado con mayor número de asesinatos (09), seguido de Bahia, Pará y Pernambuco, con cuatro casos cada uno.
*El Noreste es la región con el mayor número, con 21 asesinatos registrados, lo que representa el 65,6% de todos los casos. El Norte es la región con el segundo mayor número, con 4 asesinatos mapeados.
