CALL BY THE CNI-CIG AND THE EZLN TO JOIN THE CAMPAIGN FOR LIFE, PEACE, AND JUSTICE IN THE MOUNTAIN REGION OF GUERRERO

The peoples, communities, nations, collectives, neighborhoods, and originary tribes that make up the National Indigenous Congress and the Indigenous Governing Council, as well as the Zapatista Army for National Liberation call for actions to dismantle the ongoing war by the powerful against the life of humanity and the entire planet. More specifically, we call for actions that will dismantle the structure and paramilitary siege that maintains the ongoing violence against our peoples who, with dignity, have decided to confront and end that structure.

For this reason and:

1. Considering that the capitalist narco-paramilitary war that is conducted with the complicity of the bad government and criminal gangs against the peoples and communities that belong to the National Indigenous Congress is expanding throughout much of the country, and that today, through terror, these actors threaten to exterminate the life and peace that we defend so that they can complete their violent neoliberal projects.
2. Considering that the impunity continues for the cowardly assassination of our brother Samir Flores Soberanes from the Nahua indigenous community of Amilcingo, Moreles, and that the intentions of the big moneyed interests to complete the criminal thermoelectric project in Huexca, Morelos remain unchanged.
3. Considering that the Emiliano Zapata Indigenous and Popular Council (CIPOG-EZ), who are members of the CNI-CIG, have made a call to break the narco-paramilitary siege that criminal organizations have imposed on the lower mountainous region of Guerrero.
4. Considering that the permanent aggression against our compañeros is creating a humanitarian crisis, it has made the introduction of food and medicine to the region difficult, it has made it near impossible for people to work their land due to the fear that they will face assassination in their fields, and it has made it so that these communities cannot open their schools for fear of a possible attack on our children.

The campaign will be leaving from the Indigenous Nahua community of Amilcingo, Morelos on July 12, 2019 and arrive in Acahuehuetlan, municipality of Chilapa, Guerrero where will remain on July 13 and 14.

Along with this initiative, we call for parallel and simultaneous actions in all every organizational space possible that will help put an end to the capitalist war against the peoples of Guerrero. With these actions we will break through the siege imposed by these criminal gangs who, along with the bad government, hope to put an end to the power that we have below through terror and violence. They do this, because they know that is where they will be defeated.

Reunidos con fecha 5 de junio para hacer un balance del primer conjunto de actividades que se realizaron en distintas ciudades de México y el mundo para visibilizar y denunciar la guerra que se recrudece contra los territorios en resistencia y  lucha por la vida, contra los pueblos originarios organizados en el C N I – C I G así como contra el E Z L N

I N F O R M A M O S:

Que durante todo el mes de mayo se realizaron más de 50 actividades (presentaciones de libros, foros, proyección de películas, concentraciones, mesas informativas, pega de carteles, entrega de documentos y acciones fuera de embajadas y consulados) en más de 35 ciudades en México y el mundo. Aunque estamos conscientes de que todavía hay mucho trabajo por hacer, el balance fue positivo en razón del número de actividades que lograron concretarse, la cobertura en medios que se alcanzó, y porque nos permitió visualizar una forma de trabajo  en conjunto que respete los modos y tiempos de cada colectivx y red de resistencia y rebeldía.

Las 22 comunidades indígenas del municipio de Chilapa, Guerrero, que nos organizamos en el Concejo Indígena y Popular de Guerrero – Emiliano Zapata (CIPOG-EZ) estamos de luto, pues durante el pasado mes de mayo hemos tenido que devolver a la tierra a cuatro de nuestros hermanos asesinados. Con amargura, dolor y con todos los honores que un pueblo puede brindar a sus hijos más ejemplares, nos despedimos de José́ Lucio Bartolo Faustino y Modesto Verales Sebastián, ambos emboscados el 4 de mayo cuando regresaban a sus casas después de participar en una reunión en la capital del estado; días después, el 23 y 24 de mayo, Bartolo Hilario Morales e Isaías Anteco Ahuejote, fueron secuestrados y ejecutados cuando regresaban de comprar víveres para sus comunidades. Sus cuerpos fueron descuartizados y embolsados para provocar terror nuestras comunidades.

También deben saber que nuestros hermanos que ahora hacen falta en sus familias y en nuestras comunidades, eran miembros del Congreso Nacional Indígena (CNI) que el año pasado impulsó la candidatura independiente de María de Jesús Patricio Martínez, a la que con cariño llamamos Marichuy. El asesinato de nuestros compañeros se suma al de Samir Flores en Morelos, al de Gustavo Cruz Mendoza en Oaxaca y muchos otros que defienden la naturaleza, los bosques, los ríos y las montañas de la depredación de las empresas mineras.

La zona donde vivimos es rica en recursos naturales y minerales, sabemos que incluso se han realizado estudios para detectar la existencia de petróleo, mina, talas de árboles en nuestras montañas. Las grandes empresas, nacionales y transnacionales que saquean los recursos naturales que son de todos los mexicanos, han convertido a todo el estado de Guerrero en una zona de conflicto de guerra. Los pueblos indígenas que somos los guardianes milenarios de estas tierras vírgenes, somos un estorbo para su codicia. Resistimos como pueblos porque no hemos permitido que nuestras tierras sean lotificadas, individualizadas y arrancadas una por una.

Nos encontramos ante el acecho permanente de los grupos criminales que son el brazo armado de los dueños del dinero. Estos grupos siguen siendo protegidos, financiados y dirigidos principalmente por los gobiernos municipal, estatal y federal… muy pocas cosas han cambiado desde la noche de Iguala, los mismos grupos económicos, políticos y criminales que nos arrebataron a nuestros jóvenes estudiantes de Ayotzinapa, siguen cobrando la vida de gente buena del campo.

Los grupos criminales se han apoderado de los caminos que utilizábamos para bajar a la ciudad a comprar víveres y estamos amenazados de muerte si pasamos por ahí. No hemos podido sembrar nuestras tierras y todas las escuelas están cerradas. Tienen que saber que necesitamos de su solidaridad y de la fuerza de todos ustedes, campesinos, trabajadores, obreros, amas de casa, estudiantes, sindicalistas de todo el país, para detener esta guerra, para romper el cerco paramilitar que rodea a nuestras comunidades. Llamamos a los organismos nacional e internacionales su solidaridad con nuestras comunidades y pueblos de esta región de la Montaña Baja de Guerrero. También hacemos de su conocimiento que las autoridades federales encabezada por Andrés Manuel López Obrador omiten nuestra exigencia de justicia. Únicamente los hermanos del Congreso Nacional Indígena CNI y las redes de organizaciones sociales culturales, hemos encontrados su solidaridad hasta ahora en la lucha por la paz, justicia y por la vida.

Pedimos de manera urgente nos brinden la mano, como hermanos que somos, llamamos a otros hermanos y hermanas para frenar la guerra en contra de nuestros pueblos. Les pedimos realizar todo tipo de actividades políticas para exigir por la paz y por la justicia, así́ mismo por la defensa de nuestra tierra y territorio. Les pedimos instalar centros de acopio de víveres para nuestras comunidades que a pesar del hambre y el frio resistimos y resistiremos como lo venimos haciendo desde hace 500 años. Por el bien de nuestros pueblos luchamos por la paz y la dignidad, que sin hacer daño a nadie vivimos en armonía con la naturaleza y así viviremos.

Communique from the CNI-CIG and the EZLN in Response to the Recent Violence Against Originary Peoples

To the peoples of the world:

Neoliberal capitalism is marking its steps with the blood of our peoples as war is intensified against us wherever we refuse to cede our land, our culture, our peace and our collective organization, and because we refuse to give up our resistance or resign ourselves to dying off.

We denounce the cowardly attack on May 31 against the indigenous Nahua community of Zacualpan, which is part of the CNI, in the municipality of Comala, Colima, where narco-paramilitaries fired high-caliber weapons at a group of young people, killing one and critically injuring three more.

We hold all three levels of bad government responsible for this event, in particular the head of public security, Javier Montes García, as it is the bad government that allows these narco-paramilitary groups to operate in the region. We demand full respect for the traditions and customs of the Nahua indigenous community of Zacualpan.

We condemn the aggression and destruction carried out in the early morning hours of May 31 against the Rebollero and Río Minas communities, part of the Binizza community of San Pablo Cuatro Venados in the municipality of Zachila, Oaxaca. There, a group armed with high-caliber weapons and heavy equipment came in firing on the community, destroying dozens of homes and forcing the population, including children, to flee. In all, 24 homes were demolished in the attack and the communities’ corn and other food supplies set on fire, including seeds saved for planting. The group also burned the families’ personal items such as clothing and shoes and stole their livestock, power generators, and water pumps.

We condemn the repression and displacement of our compañeros and compañeras of the Otomí indigenous community who have maintained a temporary encampment at #7 Londres Street in the Juárez neighborhood in Mexico City since the September 19, 2017 earthquake. At 11 am on May 30, they were violently evicted by shock troops sent by the bad government and real estate companies, working alongside hundreds of riot police at the service of Néstor Núñez, mayor of the Cuauhtémoc district.
We condemn the narco-paramilitary siege sustained by criminal groups—supported and protected by the bad government and all of the political parties—against the communities of the Emiliano Zapata Popular Indigenous Council of Guerrero (CIPOG-EZ) in the municipalities of Chilapa and José Joaquín de Herrera, who struggle peacefully to build their autonomy.

We call on all the peoples of Mexico and the world to be attentive to and in solidarity with the struggle of the Guerrero communities and to break the violent siege against them which limits their access to food and medicine and is waged in the interests of the capitalist appropriation of indigenous territory. We urge support for the collection of provisions to be sent to the affected communities, including corn, rice, beans, canned chili peppers, sugar, sardines, tuna, toilet paper, diapers, and medicine, to be collected at the UNIOS headquarters in Mexico City, #32 Carmona y Valle Street, Colonia Doctores.

We reiterate that our Mother Earth is not for sale to big capital or to anybody, that our existence is not up for negotiation and thus neither is the resistance of our peoples.

No conformes con habernos arrebatado de la forma más vil, la vida de nuestros hermanos Bartolo Hilario Morales e Isaías Xanteco Ahuejote, hoy 25 de Mayo del 2019 el presidente municipal de Chilapa de Álvarez; Jesús Parra García de extracción priista, se presentó personalmente en la comunidad de Rincón de Chautla  para extorsionar a los familiares de nuestros compañeros asesinados vilmente que, en su mayoría, son de la comunidad de Xicotlán.

Acompañado de catorce patrullas Jesús Parra está exigiendo la entrega de dos de los responsables del asesinato de Bartolo Hilario Morales e Isaías Xanteco Ahuejote, los cuales fueron detenidos por el Sistema de Seguridad y Justicia Comunitaria de la Coordinadora Regional de Autoridades Comunitarias Policía Comunitaria de los Pueblos Fundadores.

El presidente municipal de Chilapa de Álvarez violando cínicamente los derechos contenidos en la legislación nacional y los tratados y convenios internacionales, que protegen tanto a los familiares de nuestros hermanos asesinados como a nuestros pueblos y comunidades, exige la libertad de los delincuentes a cambio de entregar los cuerpos de Bartolo Hilario Morales e Isaías Xanteco Ahuejote, poniéndose fuera de ley y exhibiéndose como partícipe del grupo criminal que asesunó a nuestro compañeros, lo que comprueba la total complicidad entre funcionarios de gobierno y cárteles.

Desde el CIPOG-EZ condenamos estas violaciones a nuestros derechos por parte del Estado Mexicano. Exigimos pleno respeto a las instituciones de seguridad y justicia de los pueblos indígenas y denunciamos que cada vez es más clara y palpable la invisible línea entre los malos gobiernos y el narcoparamilitarismo.

Nosotros los niños, niñas, hombres, mujeres, abuelas y abuelos de los pueblos que integramos el CIPOG-EZ, preguntamos y nos preguntamos, ¿Vale un millón de pesos la vida de un indígena? ¿Qué espera el gobierno de Andrés Manuel López Obrador para actuar? ¿Solo porque somos indígenas merecemos que nos dejen en el olvido? ¿Autoridades Federales, Estatales y Municipales, cuando veremos a Celso Ortega y demás líderes de los grupos narcoparamilitares en la carcel?

Exigimos justicia ¿Es tan difícil de entender eso? Queremos justicia para los cientos de personas asesinadas en Chilapa, porque se cuentan por cientos en este régimen de terror, en el que nos tienen cercados a los pueblos Nahuas. Justicia señores del gobierno, no migajas, no extorsiones, la palabra justicia quizás ya la olvidaron, pero nosotros no y nunca lo haremos. Justicia y no venganza.

Por lo expuesto es que exigimos la instalación inmediato de una mesa de diálogo para atender nuestras exigencias de justicia, mesa que deberá ser coordinada por el Gobierno Federal a través de la Secretaría de Gobernación, misma que deberá convocar al gobierno estatal de Guerrero, precisando que, dado el regimen de terror que se vive en la región, esta mesa deberá instalarse en la Ciudad de México.

A dos años de la Asamblea Constituyente del Concejo Indígena de Gobierno, del Congreso Nacional Indígena (CNI), que se conformó los días 26, 27 y 28 de mayo del 2017, las agresiones a los pueblos, comunidades y organizaciones se intensifican como parte de una estrategia para contener las resistencias civiles y pacíficas en defensa del territorio. En el epicentro de los hostigamientos y de la criminalización se encuentran las defensoras quienes son cuidadoras de sus milenarias culturas y de la Madre Tierra.

Una mirada a las resistencias en México nos ejemplifica las constantes violaciones a derechos humanos a pueblos que se oponen al despojo y defienden su derecho a la autonomía. Dos geografías: en Chiapas, integrantes del Congreso Nacional Indígena del pueblo Chol de San José El Bascán, en el municipio de Salto de Agua, se encuentran en riesgo de ataque armado y desplazamiento forzado.(1) En Oaxaca, el Comité en Defensa de los Pueblos Indígenas (CODEDI) es constantemente perseguido: cuatro de sus integrantes fueron detenidos arbitrariamente este año y el 19 de abril, un ataque armado en contra de CODEDI dejó 5 personas heridas en Huatulco. Front Line Defender en su campaña por proteger a personas defensoras explica que «CODEDI ha trabajado por más de 20 años en la promoción y protección de los derechos humanos de 50 comunidades indígenas en diferentes regiones en el estado de Oaxaca.» (2)

Desde diciembre del 2018, el CNI ha denunciado despojos, desplazamientos forzados, detenciones arbitrarias, desapariciones forzadas, amenazas, hostigamientos, criminalización e intentos de ejecuciones; destacan además los ataques a medios comunitarios que ejercen el derecho a la libre expresión en el marco del Convenio 169 de la Organización Internacional del Trabajo.

Territorio Comunitario, Guerrero, 7 de Mayo de 2019

El CIPOG-EZ es la casa de los pueblos Na Savi, Me´pháá, Nahua, Ñamnkué y Afromexicanos del estado de Guerrero. Reconocemos nuestra historia reciente desde 1992 cuando comenzamos a luchar por nuestro derecho a la autonomía y libre determinación, constituimos el Consejo Guerrerense 500 años de Resistencia que creció con el surgimiento del Ejército Zapatista de Liberación Nacional y se articuló con el Congreso Nacional Indígena. Así llegamos hasta el 2001, luchando para que los Derechos y la Cultura indígena fueran reconocidos en la constitución, pero ningún partido, ningún político profesional quiso frenar la guerra de exterminio que aún continua.

En la Costa Montaña de Guerrero nuestras comunidades llevaron a la práctica nuevas formas de gobierno comunitario, constituyendo sus propias instituciones. Nació la Policía Comunitaria en 1995 y la Coordinadora Regional de Autoridades Comunitarias en 1998. Así se demostró que entre las montañas, entre la miseria y la represión en la que nos han tenido sumidos, los pueblos somos capaces de recuperar la paz y la tranquilidad. Estos modos de organización y de gobierno tampoco fueron inventados, vienen de cinco siglos de resistencia indígena y de nuestras experiencias como pueblos.

COMMUNIQUE FROM THE CNI-CIG AND THE EZLN ON THE COWARDLY KIDNAPPING AND MURDER OF COMPAÑEROS FROM THE EMILIANO ZAPATA POPULAR INDIGENOUS COUNCIL OF GUERRERO

The National Indigenous Congress [CNI], the Indigenous Governing Council [CIG], and the Zapatista Army for National Liberation [EZLN] condemn with pain and rage the kidnapping and murders of José Lucio Bartolo Faustino, CIG council member from the Nahua indigenous community of Xicotlán, and Modesto Verales Sebastián, delegate of the National Indigenous Congress from the Nahua indigenous community of Buenavista. Both were part of the Emiliano Zapata Popular Indigenous Council of Guerrero [CIPOG-EZ], which is a member organization of the CNI-CIG. This crime was carried out by narco-paramilitary groups who operate in the municipality of Chilapa de Álvarez and who are protected by the Mexican Army as well as by municipal and state police.

At 3pm yesterday, May 4, our compañeros were attending a meeting with other members of the CIPOG-EZ in Chilpancingo, Guerrero. On their way back to their communities they were kidnapped and murdered by these narco-paramilitary groups which operate with total complicity and protection from all three levels of the bad government, which pretend to address the indigenous communities’ demands for security and justice. The indigenous communities have repeatedly denounced to the federal government the impunity with which the criminal Celso Ortega wages violence against them. It is important to mention that our murdered compañeros and their communities have for years been organizing their own Community Police in order to resist the violence, extortion, and poppy cultivation imposed by two criminal groups in the area, Los Ardillos and Los Rojos. These two groups control municipal presidencies across the region and are protected by the Mexican army and the municipal and state police. At one point they even managed to get one of their leaders named president of the Guerrero State Congress.

We hold all three levels of bad government responsible for this cowardly crime as they have been complicit in repressing our peoples’ organization in defense of their territories. We also hold the bad government responsible for the safety and security of our brothers and sisters of the CIPOG-EZ.

As the National Indigenous Congress-Indigenous Governing Council and the Zapatista Army for National Liberation, we send our collective embrace and solidarity to the family members and compañeros of José Lucio Bartolo Faustino and Modesto Verales Sebastián, and we share with them our commitment to continue this path of autonomy and dignity for which our fallen compañeros provide a light and an example.

We denounce the intensification of neoliberal repression against the originary peoples, nations, and tribes who do not consent to these projects of death in Guerrero and in all of Mexico, nor to the violence which is used to impose these projects and to repress, kidnap, disappear, and murder those of us who have decided to sow a new world from the indigenous geographies that we are.

We demand justice for our compañeros.

The National Indigenous Congress (CNI) and its Indigenous Governing Council (CIG) denounced yesterday the forceful disappearance of Nahua CIG councilmember José lucio Bartolo Faustino and CNI delegate Modesto Verales Sebastián in the state of Guerrero. Both had traveled to the city of Chilpancingo to attend a meeting with other members of CIPOG-EZ, organization to which both of them belong. On their way back to their community, they were ambushed and kidnapped. The CNI reports that the vehicle in which they traveled was found with gun shots and that they are currently organizing search brigades. They also report that in recent times the communities that elected them have been under attack by criminal organizations tollerated by the municipal, state, and federal governments.

Durante la noche del pasado 17 de febrero arribaron a las puertas del Palacio Nacional en la CDMX aproximadamente 400 personas desplazadas del estado de Guerrero, entre estas, se calculan unos 40 niños menores de 8 años.  Las familias desplazadas montaron un campamento con la intención de solicitar audiencia con Andrés Manuel López Obrador; después de 13 días de intentar ser escuchados, el viernes 1 de marzo un representante del Gobierno Federal acudió al campamento para escuchar las demandas, mismas que se reducen a una sola, poder vivir dignamente en su comunidad.

De acuerdo con los testimonios de los desplazados; el 11 de noviembre del 2018 a la 1 de la tarde, aproximadamente 3000 hombres fuertemente armados vestidos de comunitarios arribaron a 9 comunidades. A punta de pistola tomaron el territorio y despojaron a los pobladores de todo, desde una gallina, hasta su propia casa.

Desde el 11 de noviembre del 2018, las familias desplazas se refugiaron en la cabecera municipal de Chichihualco Guerrero, lugar en donde solicitaron apoyo y solución al conflicto. Después de 3 meses de esperar y de no recibir ayuda alguna del gobernador de estado de Guerrero, Héctor Astudillo Flores, los desplazados decidieron marchar hacia la CDMX.

Según explica uno de los desplazados, el problema de la violencia y ahora el desplazamiento de las comunidades en Guerrero tiene más de tres años. En un inicio se decía que el aumento de la violencia era por:

“… el control del territorio, trasiego de drogas y el control del campesino para ocuparlos como sembradores, pero desgraciadamente no es así… es un problema fuerte, es un problema nacional…por que vienen de intereses fuertes, por que son zonas mineras extranjeras quienes han estado ocupando a la delincuencia organizada para poder desplazar gente, para poder quedarse con propiedades y seguir extendiéndose”.
